State Urban Development Agency (SUDA) under Department of Urban Employment & PovertyAlleviation, Government of U.P. intends to empanel Training agencies / Institutions withrequisite experience and capabilities in specific areas, for implementing its ‘STEP-UP for SJSRY

programme for specified courses in Uttar Pradesh and in this regard invites proposalsfrom interested parties. The Empanelment shall be applicable for a period of 2 Years subjectto the performance and placements by the Selected Training Agencies/ Institutions. Initiallythe empanelment shall be for the course(s) qualified and as detailed in the EOI document.

Interested Bidders may download the EOI document comprising Part-I:- Instruction to Bidders,Part-II:- Documents for submission and Part - III:- Annexure, from SUDA website:www.sudaup.org from 11.10.2012 onwards. The Bidders are required to pay an amount ofRs.5,000/- (Rupees Five Thousand only), towards Bid Processing Fee along with the submission ofEOI document. The payment shall be in the form of a non-refundable Demand Draft drawnin favour of “State Urban Development Agency, Uttar Pradesh”  drawn on any of the scheduledcommercial banks and payable at Lucknow.

The last date for submission of the EOI by the bidders is on or before 04.00 pm, on 31.10.2012.

SUDA reserves the right to accept or reject all or any of the EOI submissions without assigning

any reason whatsoever. SUDA also reserves the right to postpone, cancel, modify and annul the

entire bid process duly notifying on its website or intimating the bidders who submitted the EOI,

as the case may be.

Any bid which appears to be too high or too low may be rejected without assigning any reason

that of.

2.2  SUGGESTIONS TO INCLUDE NEW COURSES

Bidders are free to suggest any new course which does not fall under any of the courses

mentioned in Clause 2.1 above for consideration by SUDA, provided the interested

Bidder sends a request in writing to SUDA on or before the date of pre-bid meeting

with the following details:

Sector name,

Course name & proposed curriculum,

training duration in days

infrastructure requirements and

Potential job profile of youth after training and placements, supported by at least

100 placement tie-ups.

However it is to note that Courses related to Banking & Finance shall not be accepted. If the

suggestion is acceptable to SUDA, SUDA at its sole discretion shall add the courses in the list forBidding and issue corrigendum to the EOI document accordingly.

3 - SCOPE OF SERVICES & INSTRUCTIONS

3.1 MEMORANDUM OF UNDERSTANDING

SUDA shall enter into a Memorandum of Understanding (MOU) with the Empanelled

Placement cum Training Partners. The Empanelled Placement cum Training Partnersshall provide the training and placement services in accordance with the standards, norms,terms and conditions stipulated in the MOU.

Some of the important terms and conditions forming part of the MOU are highlighted inthe following Clauses under this section 4:

3.2  ROLES & RESPONSIBILITIES OF THE TRAINING CUM PLACEMENT PROVIDERS

Get assessment of training capacity from DUDA.

Identifying youth along with the DUDA.

Structuring the required training & skill up gradation inputs.

Sourcing the required training & skill up gradation resources.

Training in the identified employment areas.

Ensuring the quality of the training as per the required standards and specifications.

Regular assessments during training and updating in SUDA software.

Coordination with potential employers and industrial networking for Placement.

To provide placements for the stipulated the trained youth.

Placement of trained urban youth with special focus on minorities, Women, SC, ST, BC &

Others, if any.

Testing and Certification for indicated course

Post placement counseling and retention for 3 months.

To periodically conduct post placement tracking / survey for at least one year to

understand the post-placement scenario of the employed youth on quarterly basis and

updating SUDA /appointed by SUDA.

3.3 EMPANELMENT GUARANTEE

The Shortlisted Bidder shall furnish an Empanelment Guarantee, in the following manner, in

the form of a Bank Guarantee at the time of signing the MOU for Empanelment. The

Empanelment Guarantee shall remain valid for a period of 2 years from the date of MOU and

the Bank Guarantee shall be renewed annually.

Rs.200,000 by Training Partner empanelled under Category A;RS 100,000 by Training partner empanelled under category B,

Training Partners empanelled under Category C are exempted from Empanelment

guarantee

3.4 PREPARATION AND SUBMISSION OF BID

3.4.1  Submissions

(a)  The submission of Bids by Bidders in response to the EOI would require to be in at

least three (3) separate sealed covers as indicated below:

Cover I - Technical Proposal

Cover II - Commercial Offer - Placement Linked Training Program (STEP-UP

under SJSRY)

Cover III- Bid Processing Fee and the Bid Security

3.5 FEES AND DEPOSITS TO BE PAID BY THE BIDDERS

3.5.1 BID PROCESSING FEE

Bidders are requested to pay a non-refundable Bid Processing Fee of Rs.5,000/-

(Rupees. Five Thousands only). This will be paid in the form of a Demand Draft

Payable to ‘State Urban Development Agency, Uttar Pradesh’ payable at Lucknow, 

drawn on any scheduled commercial bank and must accompany Covering Letter in

Cover-3 of the Bid Document.

Bids that are not accompanied by the above Bid Processing Fee shall be rejected by as

non-responsive.

3.5.2 BID SECURITY

Bidders are required to submit a Bid Security in the form of a Demand Draft in

favour of ‘State Urban Development Agency, Uttar Pradesh’   for an amount of

Rs.25,000/- (Rupees. Twenty Five Thousands only) only drawn on any scheduled

commercial Bank in India payable at Lucknow. The Bid security shall accompanyCover-3 of the Bid Document.

Bids, which are not accompanied by the above bid security, shall be rejected by

SUDA as non- responsive.

SUDA reserves the right to forfeit the Bid Security under the following

circumstances:

(a) If the Bidder withdraws the Bid at any time during the stipulated period of Bid

validity (or) as may be extended.

(b) If the Bidder, for the period of Bid validity:

(i) In SUDA’s opinion, commits a material breach of any of the terms

subsequent communication from SUDA in this regard and / or

(ii) Fails or refuses to execute the Letter of Award (in the event of the

award of the Programme to it) and/ or

(iii) Fails or refuses to furnish the Performance Guarantee within thestipulated time (viz. 30 days from the issue of the Letter of Award to it).

The Bid Security of the Short-listed Bidders shall be refunded on submission of

‘Empanelment Guarantee’ as described in Clause above.

3.5.3 EXEMPTIONS

Government Institutes are exempt from furnishing the Bid Processing Fee, Bid

security and the Empanelment Guarantee.

3.6 SEALING AND MARKING

(a) Cover-1: TECHNICAL PROPOSAL

The Information to be submitted by the Bidders in the Technical Proposal (Cover-1) is

described in formats prescribed under Forms 1 to 7 of this EOI document.

The Bidder shall place one (1) original (marked as original) + one (1) copy of the

Technical Proposal in a sealed envelope, which shall be inscribed as under:

3.7 INITIALING & BINDING OF THE BIDS

Each page of the Bid should be initialed by the Authorized Representative and

Signatory of the Bidder, otherwise the bid will be treated as non-responsive.

The Technical Proposal (both original and copy) and its supporting documents shall be

hard bound or spiral bound. Loose sheets of paper shall not be considered for

evaluation. 

3.8  AWARD OF TRAINING PROGRAMMES

Upon finalizing the schedule of training programmes for each district/ course by

SUDA, and as and when new training programmes are required by SUDA, work

orders for such programmes shall be awarded by DUDA to the Empanelled

Placement cum Training Partners in the respective courses on the basis of a prioritylist prepared in accordance with the ranks obtained by them during the technical

evaluation of their bids.

Franchising of the training program or work order provided under this bid is not

allowed. Approval of training centers or work orders for the training partners will beprovided for self run / own the training centers.

Any training partner in the future, if found franchising this particular training

program / work orders covered in the bid shall be black listed.

4.1.2  Exemptions:

Bidders who are already partners/ funded centers of the National Skill Development

Corporation (NSDC) and Government institutes imparting skill development in Uttar

Pradesh shall be automatically eligible for the technical eligibility criteria of financial

turnover and Organization standing in terms of existence. These Bidders shall submit

appropriate certificates such as certificate from NSDC (in the case of NSDC partners/funded centers) and letter from head of the concerned department (in the case of

Government institute) for availing exemption.
