Thursday March 7, 2019 10 STATE TIMES NEWS JAMMU: Advisor to Governor, K Vijay Kumar, on Wednesday chaired a meeting to discuss the modalities for raising addi- tional company of 129 Infantry Battalion (TA) Ecological, based at Samba and functioning in conjunction with State Forest Department for undertaking Ecological Restoration Tasks in the State. The meeting was attended by Commissioner Secretary Forests M K Dwivedi, PCCF J&K Suresh Chugh, CCF Jammu Sameer Bharti, Commanding Officer 129 Infantry BN Col Nandu Kumar, Special Secretary (Technical) Forest K Ramesh Kumar, Director Sainik Welfare Board J&K and other senior offi- cers of the Forest Department. A detailed presentation was made at the meeting highlighting the role of the Battalion in carrying out various activities assigned to it including afforestation activ- ities, ward and watch duties of the project, soil and water conservation, management and development of natural resources, water table restoration, upbringing of flora and fauna and spreading mass awareness on ecological aspects. Details of total area covered under plan- tation and number of plantation done since the raising of 129 Inf BN was also given during the presentation. Besides, physical and financial achievements regis- tered by the battalion were also discussed in detail. It was said that under various plantation projects including Rui Watershed Project, Bahu Jindra Project, CAMPA, Bahu Purmandal Project and the Bani Basohli Project, a total of 5211 hectares of area was taken up and around 42.10 lakh trees were planted till date by the troops of the battalion. The meeting held threadbare discussions on the requirement of raising additional company of the battalion, its financial implications and arranging source of funds for the purpose. It was felt that there is an urgent need of increasing the manpower of the battalion to take up additional tasks within the timeline set by the state Forest Department and to take on other additional areas for afforestation related activities. The proposed company along with the presently existing company would be tasked for the eco-restoration in the remote fringes, ranging from the fragile areas of Jammu region to varying forest terrains, the meeting was informed. It was also given out that the raising of one additional company, would not only help in carrying out assigned tasks with ease and effectiveness but also help the Battalion to reach out to the far-flung and fragile areas, besides generating substan- tial opportunities of re-employment and rehabilitation to a large number of Ex-ser- vicemen in the state. The DFO Ecological Task Force (ETF) also made a detailed presentation regard- ing overall activities of the Basohli Division and the achievements made since the project area was shifted to Ravi-catch- ment Basohli one and a half year back. The Advisor Kumar said that the pro- posed expansion of its areas of working through augmentation of physical and financial resources, the matter of raising of additional company shall be taken up with Ministry of Environment and Forest (MOEF), GoI requesting them to provide funding for the purpose. STATE TIMES NEWS JAMMU: All Jammu Kashmir Panchayat Conference (AJKPC) repre- senting Sarpanchs and Panchs of all the three divi- sions of the State demanded to to defer Assembly elec- tions in the State for some time as the situation for con- ducting these elections is not conducive. In a statement issued here on Wednesday, Anil Sharma, State President of AJKPC appealed to the Chief Election Commissioner of India to withhold the assem- bly elections till the time sit- uation at grassroots level sta- bilizes. The AJKPC leader has also questioned the over-enthusi- asm of most of the political parties demanding simulta- neous elections to Lok Sabha and State legislature, saying where was their enthusiasm at the time of Panchayat and Municipal polls held last year. Sharma came down heavily on Kashmir-based parties advocating simultaneous elections for the reason that these parties boycotted Panchayat elections in the state citing law-and-order situation. "While there is no change in the ground realities and now these parties are quite amusingly ready to contest assembly elections. With con- tinuous ceasefire violations from across the border in the state, there cannot be free and fair elections till the time border belts are peaceful," Sharma said. The AJKPC leader felt that unless and until the Panchayats are fully empow- ered and elections to Block and District Level bodies are held, there should be no assembly polls in the state. "Installation of new assem- bly would seriously hamper the empowerment of rural masses as most of the politi- cal powers in the state are not in favour of political decentralization to the grass root level," he said. Sharma warned that any attempt to force assembly elections in the state would mean undermining the recently held Panchayat elec- tions in the state. "Such a sit- uation would not be accept- able to the masses and would lead to further alienation of people. The government should first go for full empowerment of Panchayats by holding block and district level elections to constitute three-tier Panchayati Raj system in the state," he said. STATE TIMES NEWS JAMMU: Divisional Commissioner, Jammu Sanjeev Verma on Wednesday took an exten- sive tour of various border villages of Sub-Division, Marh to inspect the con- struction of bunkers along International Border. He was accompanied by Additional Deputy Commissioner, Jammu Rashpal Singh, SDM Marh, Tariq Hussain Naik and other officers of Revenue and R&B Department. During his tour, he visited the villages of Deorey, Nappu, Kalyanpur, Kanachak, Dub Ditta to inspect the progress of under construction, individ- ual and community bunkers. He gave on spot directions to R&B Department to speed up the work on these bunkers and ensure the completion of all types of bunkers in a time bound manner so that the general public living in border vil- lages feels safe and secure. The Div Com also inter- acted with the general pub- lic of these villages and assured them of their safety, well-being and security of the property of the people living in the border villages. Later the Divisional Commissioner, Jammu con- vened a meeting in the office of Sub-Divisional Magistrate, Marh where officials of different depart- ments participated. He directed all the Departments/ Sectoral Heads to work in coordina- tion and synergy for the welfare of the people living in the border villages. He asked SDM, Marh to regularly monitor the work and progress of construc- tion of bunkers. He also directed BDO, Marh to for- mulate plan for proper drainage and sanitation in different villages. A varsity spokesman, in a statement, said the exam centre of students bearing roll numbers from 196297 to 196608 has been shifted from Govt Girls Higher Secondary School Kothibagh to Gandhi Memorial College, Srinagar. He said the test centre of students bearing roll num- bers 195751 to 196038 has also been changed from Govt Girls Higher Secondary school Kothibagh to Govt Higher Secondary school Baghi-Dilawar Khan. Giving details, Neena Rani alleged that soon after her marriage, she was repeatedly tortured by her husband, namely Bhanupartap Singh, son of Shubchitan Singh along with her mother-in-law and sister-in-laws by raising demands for dowry and numerous other issues. She alleged that her husband, on directions of her in- laws, often beat her on minor issues. Neena further alleged that the situation deterio- rated when she delivered a girl-child. Giving details, NeenaRani alleged that soonafter her marriage, she wasrepeatedly tortured by her

husband, namelyBhanupartap Singh, son ofShubchitan Singh alongwith her mother-in-law andsister-in-laws by raisingdemands for dowry andnumerous other issues. Shealleged that her husband,on directions of her in-laws, often beat her onminor issues.

Neena further allegedthat the situation deterio-rated when she delivered agirl-child. She alleged thatshe was subjected to men-tal harassment and traumaby her husband and in-lawswithout caring for the new-born baby.

The complainant furtheralleged that she was oftenkept confined in a roomwithout food and water andwas not allowed to meeteven with her parents. Thevictim Neena Rani furtheralleged that one day shewas thrown out of the

Neena further revealed inher complaint that as herin-laws, especially sister-in-law Urja Singh has'influence' in Police depart-ment earlier her complaintwas not registered at locallevel, forcing her toapproach higher authori-ties and Court for justice.
