STATE TIMES NEWSJAMMU: Advisor to Governor, K VijayKumar, on Wednesday chaired a meetingto discuss the modalities for raising addi-tional company of 129 Infantry Battalion(TA) Ecological, based at Samba andfunctioning in conjunction with StateForest Department for undertakingEcological Restoration Tasks in the State.
The meeting was attended byCommissioner Secretary Forests M KDwivedi, PCCF J&K Suresh Chugh, CCFJammu Sameer Bharti, CommandingOfficer 129 Infantry BN Col NanduKumar, Special Secretary (Technical)Forest K Ramesh Kumar, Director SainikWelfare Board J&K and other senior offi-cers of the Forest Department.
A detailed presentation was made at themeeting highlighting the role of theBattalion in carrying out various activitiesassigned to it including afforestation activ-ities, ward and watch duties of the project,soil and water conservation, management
and development of natural resources,water table restoration, upbringing offlora and fauna and spreading massawareness on ecological aspects.
Details of total area covered under plan-tation and number of plantation donesince the raising of 129 Inf BN was alsogiven during the presentation. Besides,physical and financial achievements regis-tered by the battalion were also discussedin detail.
It was said that under various plantationprojects including Rui Watershed Project,Bahu Jindra Project, CAMPA, BahuPurmandal Project and the Bani BasohliProject, a total of 5211 hectares of areawas taken up and around 42.10 lakh treeswere planted till date by the troops of thebattalion. The meeting held threadbarediscussions on the requirement of raisingadditional company of the battalion, itsfinancial implications and arrangingsource of funds for the purpose. It was feltthat there is an urgent need of increasing
the manpower of the battalion to take upadditional tasks within the timeline set bythe state Forest Department and to takeon other additional areas for afforestationrelated activities.
The proposed company along with thepresently existing company would betasked for the eco-restoration in theremote fringes, ranging from the fragileareas of Jammu region to varying forestterrains, the meeting was informed.
It was also given out that the raising ofone additional company, would not onlyhelp in carrying out assigned tasks withease and effectiveness but also help theBattalion to reach out to the far-flung andfragile areas, besides generating substan-tial opportunities of re-employment andrehabilitation to a large number of Ex-ser-vicemen in the state.
The DFO Ecological Task Force (ETF)also made a detailed presentation regard-ing overall activities of the BasohliDivision and the achievements made sincethe project area was shifted to Ravi-catch-ment Basohli one and a half year back.
The Advisor Kumar said that the pro-posed expansion of its areas of workingthrough augmentation of physical andfinancial resources, the matter of raisingof additional company shall be taken upwith Ministry of Environment and Forest(MOEF), GoI requesting them to providefunding for the purpose.
STATE TIMES NEWS JAMMU: All JammuKashmir PanchayatConference (AJKPC) repre-senting Sarpanchs andPanchs of all the three divi-sions of the State demandedto to defer Assembly elec-tions in the State for sometime as the situation for con-ducting these elections is notconducive.
In a statement issued hereon Wednesday, Anil Sharma,State President of AJKPCappealed to the ChiefElection Commissioner ofIndia to withhold the assem-bly elections till the time sit-uation at grassroots level sta-bilizes.
The AJKPC leader has alsoquestioned the over-enthusi-asm of most of the politicalparties demanding simulta-neous elections to Lok Sabhaand State legislature, saying
where was their enthusiasmat the time of Panchayat andMunicipal polls held lastyear.
Sharma came down heavilyon Kashmir-based partiesadvocating simultaneouselections for the reason thatthese parties boycottedPanchayat elections in thestate citing law-and-ordersituation.
"While there is no changein the ground realities andnow these parties are quiteamusingly ready to contestassembly elections. With con-tinuous ceasefire violationsfrom across the border in thestate, there cannot be freeand fair elections till the timeborder belts are peaceful,"Sharma said.
The AJKPC leader feltthat unless and until thePanchayats are fully empow-ered and elections to Block
and District Level bodies areheld, there should be noassembly polls in the state.
"Installation of new assem-bly would seriously hamperthe empowerment of ruralmasses as most of the politi-cal powers in the state arenot in favour of politicaldecentralization to the grassroot level," he said.
Sharma warned that anyattempt to force assemblyelections in the state wouldmean undermining therecently held Panchayat elec-tions in the state. "Such a sit-uation would not be accept-able to the masses and wouldlead to further alienation ofpeople. The governmentshould first go for fullempowerment of Panchayatsby holding block and districtlevel elections to constitutethree-tier Panchayati Rajsystem in the state," he said.

and R&B Department.During his tour, he visited

He gave on spot directionsto R&B Department tospeed up the work on thesebunkers and ensure thecompletion of all types ofbunkers in a time boundmanner so that the general

The Div Com also inter-acted with the general pub-lic of these villages andassured them of their safety,well-being and security ofthe property of the peopleliving in the border villages.
Later the DivisionalCommissioner, Jammu con-vened a meeting in the officeof Sub-DivisionalMagistrate, Marh whereofficials of different depart-ments participated. Hedirected all theDepartments/ SectoralHeads to work in coordina-tion and synergy for thewelfare of the people livingin the border villages.
He asked SDM, Marh toregularly monitor the workand progress of construc-tion of bunkers. He alsodirected BDO, Marh to for-mulate plan for properdrainage and sanitation indifferent villages.

Giving details, NeenaRani alleged that soonafter her marriage, she wasrepeatedly tortured by her
husband, namelyBhanupartap Singh, son ofShubchitan Singh alongwith her mother-in-law andsister-in-laws by raisingdemands for dowry andnumerous other issues. Shealleged that her husband,on directions of her in-laws, often beat her onminor issues.
