by Charles Ritson After a year’s absence, I have rejoined the Board and was appointed President at the October Board meeting. Marcella Livingston chose to resign as President to take on theTreasurer’s role.We thank Carol Martin for serving as Treasurer for the past few years. It’s been a somewhat hec- tic four weeks, but the office and maintenance staff and several members of the Board have really “stepped up” to make my transition easier, especially given that our Community Manager remains out on medical leave due to her car accident in August. Some of you may wonder why I returned and why did I agree to become President again? I guess the answer lies somewhere between I’m a glutton for punishment and I still believe that with the sup- port of a small but dedicated staff and a caring and com- mitted Board that I can help to make Birchwood a better place to live. It also hasn’t taken much time for me to remember how much effort it takes on a daily basis to run a community the size of Birchwood (26 miles of road, 1200 members, over 871 homes), no less move ahead on the many projects that have been identified. Remember we get no support or services from the County or Township. But, there’s an old saying—don’t complain, don’t explain, just get it done! President’s Message Listed below are some of the activities that are on- going: 739 Entrance – PADOT is requiring the community to resolve an on-going sight line distance and left-turn traffic buildup problems during the peak traffic hours between 4-6 p.m., Monday through Friday. This has been an on-going issue for several years and a decision must now be made by the Board. Our options are lim- ited.We can decide to install a very expensive “left-turn lane” at the entrance at a cost in excess of $200K, a similarly expensive installa- tion of another entrance at East Maheli Drive, or choose to inconvenience some members by restricting the use of their gate cards dur- ing the peak hours making them use alternate entrances, such as Doolan, Church or Silver Lake. The Board has chosen the last option due to monetary considerations. ly heavy rains in Septemberand the freak snowstorm inOctober, the Board reluctant-ly agreed with our contrac-tor that any testing of thepool liner would be toorisky and that we shouldpostpone the entire poolassessment until early spring.Maintenance Yard – The

project continues to moveforward albeit slowly. TheBoard has selected the rede-velopment design and hasapplied for a demolition per-mit to remove the salt shedand pad, but unexpected dis-covery of a salt issue has aris-en and is under investiga-tion. Details will be madeavailable as soon as currenttests are completed.

Staff – We are currentlylooking to fill an opening inour maintenance staff beforethe winter weather begins.The Board has also agreed tohire a part time collectionsperson, whose only focuswill be on delinquentaccounts. Members who arecurrently behind in theirpayments should get theiraccounts in order or face thepossibility of liens on theirhouse and private property.The community desperatelyneeds this income and theBoard is committed to doingwhat’s necessary to get it.Budget – Budget – A

2012/2013 budget has beenapproved by the Board thatincludes a $50 dues increase.It should be noted that the“Expense” portion of theproposed budget is virtually

equal to the “Expense”budget for this year and alsofor last year, meaning thatthe proposed increase is notdue to the Board wastingyour money by addingunnecessary spending, butrather to the fact that ourrevenue or income has actu-ally been decreasing becauseof delinquent accounts (seePT Collections person,above).Crossing Road Spillway –

The Board will be meetingwith our engineer week of12/5 to review the complet-ed design phase of the proj-ect, prior to applying for ourconstruction permit fromPADEP Dam Safety.RoadsOuter Drive – Significant

progress was made onimproving the swales anddrainage problems, but com-pletion of tar & chip activi-ties will be completed in thespring after the road has“settled.” Members are asked

to refrain from plowing thesnow from their propertyacross Outer Drive under anycircumstances since suchaction will damage the exist-ing sub-base.

Spruce Road – The road suf-fered substantial “wash-out”damage due to HurricaneIrene and the other heavyrains in September. Repairshave commenced, but alsocannot be completed tillspring. A portion of the roadwill be closed due to safetyconsiderations.

Hot Spots – Areas wherestorm-water run-off hasbeen a problem have beenidentified by the RoadsCommittee, remedial actionplans obtained fromCornerstone consulting, andestimates for resolving prob-lems received. The commit-tee will be recommendingwhich hot spots to includein the coming year’s Reservefunding for Roads.

Culverts/ Cross-pipes – K&S

has been retained to clean-out our worst culverts andFC Spott, a new contractor toBLCA, will be cleaning out anumber of our cloggedcross-pipes under our roads.Both of these activities willimprove the effectiveness ofour drainage systems duringheavy run-off periods.Delinquent Accounts –

30 and 60 day warning let-ters have been issued andadditional civil complaintsare about to be filed. TheBoard urges all members toget their delinquentaccounts up-to-date (see739 entrance; PTCollections, above).Burnt-out House on

Aspen Rd – The Townshiphas informed the currentowner that they mustremove the debris or facesubstantial fines. As a contin-gency plan, our attorney isworking with the Townshipregarding the possible use ofa joint manpower approach,but using their equipment,should the owner notrespond.Vandalism/ No Loitering

Rule – Several incidents ofvandalism at the clubhousehave resulted in the Boardinstituting a No Loiteringapproach at all commonareas. Persons found at theseareas will be asked to “movealong” or face citations.

With the first snowflakesof the season approaching,Birchwood Lakes would liketo offer the following tipsand information for yoursafety and convenience:

• Remember to keep theroads and right-of-way clearof vehicles and otherencumbrances. Our mainte-nance employees cannotplow roads that are blocksby cars. Vehicles blockingBLCA roads will be towed.

Any landscaping items, bas-ketball hoops, etc., withinthe BLCA right-of-way mayunintentionally be damagedby plowing efforts. BLCA isnot responsible for damageto these items.

• Remind your children toplay away from the roads fortheir own safety.

• When plowing or shov-eling your driveway do notplace snow in the roadwayor block drainage swales or

culverts.• There is no practical way

for maintenance to avoiddropping snow in yourdriveway when they areplowing. You can minimizethis frustrating event by try-ing to avoid clearing yourdriveway until the road hasbeen plowed or by clearingyour driveway as shownabove.
