What is – SARI?South Asian Regional Initiative ( SARI)Group of authorities from South Asia, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, that was created during the EU-South Asia Civil Aviation Cooperation Program that ended in 2006.EASA and the European Aerospace Industry support the activities of the SARI in order to help in sustaining the results of the former EU program and bridging the support to the SARI till the start of the new EU Civil Aviation Cooperation program that is planned to start in 2010.Supported by COSCAP-SA and considered as COSCAP-SA technical arm in its objective to harmonise the regulations in SA.

Objective– SARITo create a forum for the Civil Aviation Authorities to foster regulatory convergence in South Asia.

The SARI partners agreed beginning of 2007 to work on convergence of maintenance regulation in South Asia which was considered as a priority and first on Maintenance Organisation Approval.

SARI Part145 development process

A working group (WG) was formed among the SARI member States to draft SARI 145.Working Group consist of a Chairperson and working members.The role of the WG is to develop a common comprehensive and detailed aviation requirements, with a view to make it compatible for maintenance carried out in one SARI Member State to be accepted by the Civil Aviation Authority in another SARI Member State.The outcomes of WG are reported to the SARI steering Committee meetings for endorsement.

SARI 145 Working Group ‐ Structure

Working Group (WG) consist of a representatives from CAA and industry of SARI member states.

The WG members are limited to a maximum of 3 from each SARI country, including the Industry Representatives.

Currently the WG consists of India, Pakistan, Maldives and Sri Lanka.

SARI 145 Working Group – Pre‐requisite

To become a SARI 145 Working Group member the SARI Member States should have:- Demonstrated a good understanding of EASA Part 145 concepts.- Shown strong commitment to make the necessary changes to harmonise their regulation.- Identified the main differences between their current applicable regulation and EASA Part 145 or SARI Part 145. - Nominated Working Group members from the Authority and preferably from the local aviation industry.

SARI 145 – Basis and ProgressBecause the 4 WG member countries had already developed new Maintenance Organisation Approval regulations based on European standards, it was agreed that SARI Part 145 will be based on EASA part 145.It was also agreed:1) to be as closed as possible to EASA Part 145.2) the 4 countries will not be able to achieve full harmonisation simultaneously in particular given the local maintenance licensing regulations.

It was also agreed (cont’d)3) to develop the concept of National Variants for regulation paragraphs where harmonisation was not achieved.4) that the first SARI Part 145 draft will include National Variants.5) these National Variants will be progressively deleted depending on the progress of the harmonisation process.

SARI 145 – Basis and ProgressSARI 145 WG activities started after the 18th COSCAP-SA Steering Committee meeting early 2009.Two SARI 145 WG meetings (May and October 09) were held.Most of the work was conducted through e-mail.SARI 145 WG included on top of the SA members advisersfrom Europe (CAA International from UK contracted by EASA).

The SARI Part 145 Final Draft was issued on 12 January 2010.SARI 145 WG remains in place with the objectives:1) To integrate Nepal, Bangladesh and Bhutan in its structure.2) To achieve full harmonisation = deletion of all the National Variants.3) To review, adopt or adapt any change / amendment to EASA Part 145, ICAO annexes or deemed necessary.

Applicability of SARI 145It has been developed for maintenance organization involved in the maintenance of large aircraft or of aircraft used for commercial air transport, and components intended for fitment thereto.

SARI 145 has been issued with National Variants, declared in Chapter 4

These National Variants are expected to decrease progressively and it will be dealt by the Working Group

SARI 145 AmendmentsNotice of Proposed Amendment Procedure (NPA) to be developed by SARI WG and endorsed by the SARI Steering Committee.The NPA procedure shall allow amendment process to be initiated with amendments to EASA regulations, ICAO SARPS and suggestions by member states. And future amendments will only happen through the working group.No rules impose SARI Part 145 to stick to EASA Part 145 word for word.

Commitment by SARI statesThe Civil Aviation Authorities of SARI Member States shall agree to adopt Part-145 in to their national codes with National Variants ( if any ) and that they shall not unilaterally initiate amendment of their national codes without having made a proposal for amendment of SARI Part-145 in accordance with the agreed NPA procedure.

SARI Part 145 – National VariantsCertifying Staff - It has been agreed that SARI members will comply with a harmonised standard based on EASA part 66 in the near future. ( next priority of SARI)Approved Parts – Will remain a National Variant Concept of Indirect Approval – Will remain a National variant.
