What is SARI?South Asian Regional Initiative ( SARI)Group of authorities from South Asia,

Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, that was created during the EU-South Asia Civil Aviation Cooperation Program that ended in 2006.

EASA and the European Aerospace Industry have provided support to the SARI activities.

Considered by COSCAP-SA as its technical arm in its objective to harmonise the regulations in SA.

To create a forum for the Civil Aviation Authorities to foster regulatory convergence in South Asia.

SARI Part145 development processThe SARI partners agreed in 2007 to work on

harmonisation of maintenance regulations in South Asia and in priority on the development of a harmonised Maintenance Organisation Approval regulation.

As JAR 145 or EASA Part 145 had already been adopted / adapted by several SA countries, It was agreed to use EASA Part 145 as a reference (EASA Part 145 including ED n0 2009/007/R on fuel tank safety).

SARI Part145 development processA working group (WG) formed among the SARI

member States to draft SARI Part 145 in 2008.

Working Group consists of a coordinator and members.

The outcomes of WG are reported to the SARI

steering Committee meetings for endorsement as well as to COSCAP SA.

SARI Part145 development process

Two Targets

Education process on harmonisation concept (Pilot Project for future regulatory convergence)

Development of one regulation acceptable to the SARI members (with the ultimate objective of mutual recognition of approval).

SARI 145 Working Group - StructureThe Working Group (WG) involves

representatives from CAA and aviation industry of SARI member states.

The WG members are limited to a maximum of 4 from each SARI country, including the Industry Representatives.

Currently the WG includes India, Pakistan, Maldives and Sri Lanka.

SARI 145 WG included, on top of the SA members, advisers from Europe (EASA contracted UK CAA Int'l to support the WG on their behalf).

SARI 145 Working Group – Pre-requisiteTo become a SARI 145 Working Group member

the SARI Member States should have:- Demonstrated a good understanding of EASA Part 145 concepts.- Shown strong commitment to make the necessary changes to harmonise their regulation.- Identified the main differences between their current applicable regulation and EASA Part 145. - Nominated Working Group members from the Authority and from the local aviation industry.

SARI 145 – Basis and ProgressIt was agreed:

1) to be as closed as possible to EASA Part 145.2) that the 4 countries will not be able to achieve full harmonisation simultaneously in particular given the existing local maintenance licensing regulations. 3) that the first SARI Part 145 draft may include National Variants.4) these National Variants would be progressively removed depending on the progress of the harmonisation process.

SARI 145 – Basis and ProgressSARI 145 WG activities started after the 18th

COSCAP-SA Steering Committee meeting.Two SARI 145 WG meetings (May and October

09) were held.Outside of the WG meeting most of the work

was conducted through e-mail.The first SARI Part 145 Final Draft was issued

on 12 January 2010.

objectives:1) To integrate Nepal, Bangladesh and Bhutan in its structure.2) To achieve full harmonisation = Removal of all the National Variants.3) To review and adopt/adapt changes or amendments to EASA Part 145, ICAO Annexes or requested by SARI members

Applicability of SARI 145It has been developed for maintenance

organization involved in the maintenance of large aircraft or of aircraft used for commercial air transport, and components intended for fitment thereto.

SARI 145 has been issued with National Variants, declared in Chapter 4

SARI 145 AmendmentsNotice of Proposed Amendment Procedure

(NPA) to be developed by SARI 145 WG and endorsed by the SARI steering Committee.

The NPA procedure shall allow amendment process to be initiated with amendments to EASA regulations, ICAO SARPS and suggestions by member states.

Future amendments will only happen through the SARI 145 WG.

Commitment by SARI statesThe Civil Aviation Authorities of SARI Member

States shall agree to adopt Part-145 in to their national codes with National Variants ( if any ) and,

shall agree not to initiate unilaterally amendments of their national codes without having made a proposal for amendment of SARI Part-145 in accordance with the agreed NPA procedure.

SARI Part 145 – what's nextAll SARI member states to work on reducing

national VariantsFuture changes to SARI Part 145 will be

addressed through SARI WG 145 activityNepal in the process of joining the SARI 145

WG (Workshop held in Kathmandu from 19 to 21 January 09). They will host the next SARI 145 WG meeting in June 09.

SARI Part 145 – what's nextMOU to be signed at DG levels of SARI

member states to secure the adoption and implementation of SARI Part 145.

Part 66 / 147 to be the next SARI priority followed by Part M.

SARI is expected to be backed by EU-Project on aviation that should start in 2010.
