Seniors may get robocall relief if a new Federal Communications Commission [FCC] ruling prompts phone companies to implement technologies that automatically block them. Dan Weber, an advocate for older Americans, says the ruling is a step in the right direction. The president of the Association of Mature American Citizens [AMAC] reports that “while it is still early days, it appears the major phone service providers are ready to cooperate. It was good news when Verizon was quick to ‘welcome’ the ruling.” Verizon issued a statement hours after the FCC announced its decision. In it, the company stated that it is

“putting robocallers on notice. We’ve got their number and we’re taking big steps to stop them from doing what they’re doing.” Meanwhile, Apple has announced a new software update will be available in the fall that can automatically block unwanted spam callers. Weber says, however, that he is taking a wait and see attitude regarding these latest efforts to rein in phone

scammers. “It’s a lucrative crime and the perpetrators are tech savvy enough to find new ways to prey on the elderly.” He cites an article on the FCC ruling published by Politico, which noted that: “experts warn that callers slinging bogus tax bills and insurance schemes might still find a way to get through. Calls originating from overseas could present a technical challenge. And the measures are voluntary: phone companies won’t be required to take advantage of the call-blocking systems that the FCC is encouraging and could charge consumers fees for using them.” Tech journalist and privacy advocate Paul Bischoff recently prepared an elder fraud analysis of phone scams targeting seniors for the technology research firm, CompariTech. The Bischoff report provides an eye-opening

Phone and Internet Discounts Available to CenturyLink Customers

The Arizona Corporation Commission designated CenturyLink as an Eligible Telecommunications Carrier within its service area for universal service purposes. CenturyLink’s basic local service rates for residential voice lines are $18.47 per month and business services are $35.00 per month. Specific rates will be provided upon request.

CenturyLink participates in a government benefit program (Lifeline) to make residential telephone or broadband service more affordable to eligible low-income individuals and families. Eligible customers are those that meet eligibility standards as defined by the FCC and state commissions. Residents who live on federally recognized Tribal Lands may qualify for additional Tribal benefits if they participate in certain additional federal eligibility programs. The Lifeline discount is available for only one telephone or broadband service per household, which can be on either wireline or wireless service. Broadband speeds must be 18 Mbps download and 2 Mbps upload or faster to qualify.

A household is defined for the purposes of the Lifeline program as any individual or group of individuals who live together at the same address and share income and expenses. Lifeline service is not transferable, and only eligible consumers may enroll in the program. Consumers who willfully make false statements in order to obtain Lifeline telephone or broadband service can be punished by fine or imprisonment and can be barred from the program.

If you live in a CenturyLink service area, please call 1-800-244-1111 or visit centurylink.com/lifeline with questions or to request an application for the Lifeline program.

Late last week, the USDA Forest Service released the Draft Environmental Impact Statement (DEIS) for the Resolution Copper Project and Land Exchange for public review and comment. The Resolution Copper project is a proposed underground copper mine near the town of Superior, Arizona. The project would create one of the largest copper mines in the United States, create more than 1,500 jobs and generate nearly $270 million in labor income for surrounding communities. “Our multiple use mission means that we have to balance demand for economic productivity with our commitment to environmental stewardship and sustainability,” said Tonto National Forest Supervisor Neil Bosworth. “The Forest Service is required to consider proposed plans of operations for mining, and if they meet environmental regulations, minimize environmental impacts, and other requirements, we’re required to approve them under the General Mining Law of

1872.” A Notice of Availability has been released alongside the DEIS in the Federal Register and begins a 90-day public comment period. The DEIS, supporting documents and instructions on how to comment, are available at https://www.resolutionmineeis.us/. The DEIS describes effects of the proposed Resolution Copper Project and offers five potential alternatives developed considering feedback from a 2016 scoping period. A limited number of hard copies of the DEIS are available at the Tonto Supervisors Office, at 2324 E. McDowell Road, Phoenix, AZ 85006. Call 602-225-5292 in advance to make sure copies are available. Tonto National Forest staff is hosting five public meetings between Sept. 10 and Oct. 8. Maps and other materials will be available and forest staff will be on hand to answer questions. Cowboys are a dying breed, they say. Modern technology is replacing the need for the cow hand to work with his horse and lariat. Yet, we still have a lot of working ranches in the Copper Corridor and cowboys and cowgirls still help keep the old west traditions alive. Cowboy culture is still a part of the southwest from country music to rodeos. Oracle and the lower San Pedro River Valley have a long history of cattle ranching and farming. From Redington to Aravaipa and along the Gila River and Winkelman, these hardworking cattlemen and farmers built successful ranches and farms. A number of the ranches produced outstanding cowboys who along with being cattlemen found time to compete in rodeos around the country. Many of them became well known, winning competitions from the Fiesta de Los Vaqueros/Tucson Rodeo to New York’s Madison Square Garden. Besides producing champion cowboys, some of the ranchers bred outstanding race horses, rodeo stock and helped promote horseracing and rodeos in Arizona. One such cowboy was Jo Curtis Flieger. Jo Flieger grew up in Canada and learned to ride and care for horses while working on ranches. He soon began competing in and promoting rodeos or “stampedes” as they were known in Canada. He also raised and provided bucking horses for the stampedes. He won the Mountain Race at the Williams Lake Stampede in 1923, ’24 and ’26. This was a dangerous downhill run down a mountain. One year in which Jo raced, 14 riders participated. Only four completed the race. One rider and two horses were killed after falling down the steep mountain trail. Jo joined a Wild West show in the United States where he drove a stagecoach and

did trick riding. The show traveled to places in the southwest and Jo liked the weather and when the Wild West Tour ended in 1929, he found himself in Arizona. He soon found a job working on a ranch in Winkelman. He started his own ranch by the Painted Cave in the Aravaipa area. He and his wife Gussie later bought the Cook’s Lake Farm along the San Pedro. Jo became well known among ranchers, rodeo people and horse racing fans in Arizona. He helped start organized Quarter Horse Racing in Tucson and was one the founding members of the Southern Arizona Horse Breeder’s Association. Jo began breeding Santa Gertrudis cattle in 1948 and was a charter member and director of the Arizona Santa Gertrudis Association in 1956. His contributions to cattle raising, rodeos, horse racing and western ideals resulted in him being awarded the Chester A. Reynolds Award from the National Cowboy and Western Heritage Museum located in Oklahoma City, Oklahoma. In his later years, he lived in Oracle, dying in 1998. Another old-time cowboy and an Arizona pioneer in Mammoth, Oracle and Pinal County was Tom Wills. Tom was born in 1866 in Mariposa County, California. He was the son of a successful stock man. He moved to Arizona in 1883 and a year later settled in the lower San Pedro River valley where he soon gained a reputation as a hard worker and a highly skilled cowboy with a rope or horse. He worked most of the ranches in the area and soon had his own ranch near Mammoth. In 1893, Tom joined the Charlie Meadows Wild America show. This Wild West Show would later be known as Arizona Charlies Wild West Show. Tom would drive an old Concord stagecoach and fight off bandits as part of a re-creation of old stagecoach robberies. He would also compete in the “Cowboy Tournament” riding broncs and steer roping as part of the show. In 1893,

the Lower San Pedrohe set the world’s record for steer roping which would last until 1901. At a Wild West show in Tucson in 1894, he rode a man killer bronc that had never been successfully ridden. It became the highlight of the show and was such a brilliant and courageous exhibition of horsemanship that the newspaper called him “the man of San Pedro.” The horse was known to have killed two previous riders by throwing itself on its back and landing on the unfortunate cowboy riding

him. It tried this move with Wills but Tom avoided the horse’s body and climbed back up on him as soon as the horse got back on its feet, riding the bucking horse until it gave up. Tom became a prominent rancher in the Oracle and Mammoth area. He later became the Pinal County Sheriff for two terms and later a County Supervisor. While Sheriff, he competed in a rodeo in Cheyenne, Wyoming. At the time he was

On Wednesday, Aug. 8, 2019, it was the first day of school at the new consolidated campus in San Manuel. Students from Pre-K through high school are all now on the San Manuel High School campus. The school campuses at Mammoth and First Avenue Elementary are no longer open. The new school brings challenges as well as opportunities for staff and students. The new 2019 – 2020 school year has begun and the Mammoth-San Manuel

School District “has much to look forward to with the changes that are occurring,” said Superintendent Julie Dale-Scott. “This year everyone will be at ONE school site. Pre-School through 12th grade. We are so excited to see the now Pre-K – 12 School at the previously labeled San Manuel High School. We are currently working on the finishing touches of the new K – 5 playground, we are installing an Agriculture Center for our CTE Animal Science classes, and we are providing even better opportunities for our Early Childhood Program having all the students on the same campus.

“We have a lot going on and are looking forward to sharing these things with all of our students. The anticipation of having a booming, full of life campus is very exciting for all of our staff. We have a great staff who believe in supporting the kids and offering the very best opportunities for them. The consolidation of schools makes sense being a rural school; we can utilize our staff better and benefit the usual struggles that we have as a rural school when trying to staff all areas. Spending money on students as opposed to buildings makes sense and with the

budget that schools have to work with, it is a necessity to do what you can to provide for students. In the end, it’s all about the kids!” the superintendent said. What we at the San Manuel Miner wanted to know is – what are we going to call our school? Dale-Scott told the Miner Monday, “We wanted to incorporate Mammoth so for now we are calling it the Mammoth-San Manuel PreK-12 School. This is a mouthful but have not formally renamed it. We are all Miners now and under the Miner mascot.”

Superior, AZ - The Eighth Annual Prickly Pear Festival, hosted by the Superior Chamber of Commerce, is set for Saturday, Aug. 17, 2019, in the quaint and dynamic town of Superior, Arizona. The festival celebrates all the edible wonders of the Sonoran Desert while showcasing the many products and health benefits of the Prickly Pear cactus. Along with the festival activities, many of the local restaurants and retail merchants will have special sales and prickly pear items for sale. This year’s event will feature a Prickly Pear Foraging hike, which begins at 7 a.m. Those attending the hike should meet at the Superior Municipal Airport located on US 60. Hikers should wear long pants and sleeves along with sturdy shoes. To pick the Prickly Pear fruit, you will need tongs and a bucket or container to hold your fruit. Following the hike, stop by the Senior

Citizens Center at 360 Main St. for a pancake breakfast sponsored by the Superior Fire Department and be sure you top your pancakes with the sweet and tangy prickly pear syrup. The cost for breakfast is a generous donation of your choice. All proceeds benefit the Superior Fire Dept. At 9 a.m., let the fun begin at the Superior Town Hall, located at 199 Lobb Ave., just one block off Main Street. This restored school, now the local municipal complex, will play host to many educational speakers on the edible desert, vendors selling all things Prickly Pear, live music, food and art. The Cactus Lounge will feature Superior’s famous Prickly Pear Margarita and Prickly Pear Beer. The vendors, art show and demonstrations will run until 5 p.m. The Cactus Lounge will close at 6 p.m.

known as the “champion roper” of Arizona and New Mexico. He took 2nd place money. In 1910, Tom was elected as Pinal County’s representative to the Arizona Constitutional Convention which set the stage for statehood. As he got older, he continued to support

ranching and rodeos. He was named supervisor of cowboy sports and events for the first Arizona State Fair in 1912. He helped organize and judge rodeos in Prescott and Payson. Tom Wills was one of the first outstanding cowboys

Valley, AZ According to Mary Rasmussen, Tonto National Forest project manager, “The next 90 days – Aug. 10 through Nov. 7 - are a crucial time for folks to learn specific details about the impacts expected from this mine project. “We welcome informed, thoughtful feedback about the proposed project as well as our environmental review process,” Rasmussen added. “We want to engage with the public to identify the best decision among several

hard choices that will effect present and future generations.” Section 3003 of the National Defense Authorization Act for Fiscal Year 2015 mandated a land exchange between the federal government and Resolution Copper Mining. This includes federal land previously withdrawn from mineral entry. Once a Final EIS is complete and a decision is rendered, the land exchange will give Resolution Copper Mining legal access to the copper ore deposit.

state-by-state assessment of elder fraud. He told AMAC that the FCC ruling to stop unwanted robocalls “is a step in the right direction but ultimately might not have the desired impact for consumers.” The report revealed that seniors are primary targets for fraudsters accounting for 38% of scams and that there are an estimated 5 million cases of elder fraud annually resulting in $27.4 billion in losses.

“We are hopeful that the new focus on protecting the elderly from phone scammers will have a positive effect going forward. In the meantime, just hang up if a caller starts asking for personal information or makes threats. Don’t take their word for it if they say they are calling on official

business. No official will ever ask for you to reveal account numbers, Social Security numbers, Medicare IDs over the phone.”
