On Saturday, Nov. 24, 2012 at 2:13 p.m., the Pinal County Sheriff’s

Office received a 9-1-1 call related to a serious injury accident on Mount

Accident in Oracle claims woman’s lifeLemmon Road near the intersection of Fuego Road in Oracle. The two vehicles involved with the crash were a 2000 Ford F350 truck and a 1991 SPCO sand-rail. The accident occurred as both vehicles were traveling in opposite directions and struck head-on as they came around the corner of the dirt road.

Deputies from the Pinal County Sheriff’s Office, PCSO Traffic Unit – “Critical Accident Reconstruction Team” and an officer from the Casa Grande Police Department’s Traffic Unit – “Critical Accident Investigation Team” all assisted with the investigation. The driver of the Ford truck was Garland Parris

(age 44 of Tucson). His passenger was his thirteen-year-old son. Neither reported any injuries from the accident. The driver of the SPCO sand-rail was Daniel Huntington (age 27 of Tucson). His passenger was Toni Stalker (age 75 of Tucson) Stalker was only wearing the lap potion of the seatbelt and not the full harness the vehicle was equipped with at the time of the accident. Huntington was taken by ground ambulance to the University Medical Center in Tucson to be treated for a knee and minor head injury. Stalker was transported

by ground ambulance to a nearby location where she was then transported by air ambulance to the University Medical Center in Tucson. Stalker was having difficulty breathing at the scene, she was non-responsive and she sustained a very serious head injury. Stalker was listed in “extremely critical condition” when she arrived at the hospital. On Nov. 25, 2012 Stalker was pronounced deceased as a result of a “traumatic brain injury.”Investigators found no signs of drug or alcohol impairment on either driver.

During the past year, the Pinal County Sheriff’s Office has investigated several reported thefts of copper wire from the BHP Mine located at 200 S. Vet-erans Memorial Blvd. in San Manuel. On Saturday, Nov. 24, 2012, at 7:30 p.m., a Pinal County Sheriff’s deputy stopped by the closed mine

to conduct a security check of the property as part of his normal patrol duties. The deputy located a large hand dug tunnel on the property which he felt the suspects who were stealing the copper in the past may have been using to gain ac-cess to the abandoned mine shaft where the copper was being taken from.

Two suspects arrested after stealing copper from a tunnel connected to BHP mine As the deputy stood at the top of the tunnel, he could hear the sound of movement inside of the tunnel and called for addi-tional deputies to respond. At 8:34 p.m. Victor Guti-errez, 46, of San Manuel, stuck his head out of the top of the tunnel. Deputies ordered him out of the tun-

nel at gunpoint. Gutierrez complied and was taken into custody. At the time of his arrest, Gutierrez was wearing a headlamp on his head so he could see inside of the tunnel. Gutierrez denied anybody else was in the tunnel. At 8:50 p.m., deputies

climbed into the tunnel and located Mark Jimenez, 34, of San Manuel. Jimenez was also wearing a head-lamp on his head so he could see inside of the tun-nel. Jimenez was ordered out of the tunnel and was also taken into custody. Deputies discovered dur-ing this case, more than

$10,000 worth of copper had been damaged and removed. Deputies and Property Crime Detectives recovered several 30-foot long sections of copper wire which weighed ap-proximately 500 pounds. Both suspects made ad-missions to stealing large

Resolution Copper announces severe budget cuts; political uncertainty cited

Are Grinchy politics stealing Christmas at Resolution? (File photo)

By Mila Besich-Lira On Friday, Nov. 30, 2012, officials at Resolution Copper notified their staff and contractors that the budget allocated for the Resolution Copper project has been reduced to $50 million dollars. Rio Tinto who is the primary investor in this project has called for the reduction. In 2012 Resolution Copper was allocated $200 million dollars. The budget reduction will result in the loss of approximately 400 jobs, which is approximately 75

percent of their entire work force, which includes both Resolution employees and contractors. The company expects to reduce their staff by at least 175 by the end of 2012. The plan of action for the budget reduction will include the suspension of the rehabilitation of the Number 9 shaft by the end of the year. By the end of the first quarter of 2013, the Number 10 shaft will be completed but further lateral development of the drifts will be put on hold and no further drilling will be done on the project.

According to the US Bureau of Labor Statistics, the unemployment rate for the State of Arizona is 8 percent while Pinal County remains at 8.3 percent and Gila County is at 8.9 percent. “To justify further development, we need more certainty around legislative and regulatory activity affecting Resolution Copper,” said Andrew Taplin, project director. “Specifically, approval of the land exchange we’ve been seeking since 2005 constitutes the critical path forward,” he continued. Without certainty around these matters, reallocation of limited capital dollars to other projects worldwide that promise the best returns and hold lower risk is needed. Meanwhile, the efforts at RCM will be directed toward working to obtain the certainty we need.” He went on to note that every effort would be made to help workers maintain employment either by reassignment to new duties within Resolution Copper or at other Rio Tinto projects. The land exchange is a critical issue for the mine. Since 2005, the company has sought through Congressional action to exchange 2,400 acres of Forest Service land, under which one of the largest undeveloped copper resources in the world rests, for more than 5,300 acres of

Compiled by Mila Besich-Lira by Chase Kamp In the hours after the Resolution Copper announcement Copper Area News was able to gather many comments and written statements from local elected officials and the town of Superior as well as from those who have opposed the project. Superior’s Interim Town Manager Rita Wentzel issued a statement that afternoon, “The Town of Superior Mayor, Council and Staff met with officials from Resolution Copper Mining this morning regarding their decisions to reduce funding and staff. First and foremost, our hearts go out to those families who will be directly affected by the staffing cutbacks. We respect and appreciate their hard work and efforts toward a growing career for themselves and their families. Superior is a community that comes together and supports one another when times are difficult. As with mining cut-backs in the past, we will all need to continue to work together toward a more positive future. While these circumstances are beyond our control, the Town is committed to work with all of our business partners for the betterment of our economic base.” Pinal County Supervisor Pete Rios in a written comment stated, “This is a direct result of our US Congress failing to take action. For seven years now, Resolution Copper has been pursuing a land exchange to begin mining the largest known supply

of copper ore in North America. Congress has failed America and failed the people of Arizona and now 400 families are going to suffer their own ‘fiscal cliff’ - a layoff. These are high-paying, high tech jobs that would help this country deliver a valuable global commodity to the world. Corporations can’t be expected to continue to explore, build and plan if Congress won’t do its part to remove the one obstacle standing in the way of progress. That said, my constituents are deeply grateful for the passage of Congressman Gosar’s bill during the last session.” Congressman and newly elected Senator for the state of Arizona Jeff Flake provided his statement. “As if Congress needed any more urgency to pass this land exchange legislation, hopefully these 400 current jobs and thousands of potential jobs lost will send that message,” he wrote. Newly elected officials also chimed in on the news. Congresswoman Elect Ann Kirkpatrick said “Today’s announcement from Resolution Copper will have a ripple effect across Arizona’s Copper Corridor. I’ve worked hard on past efforts to bring jobs to this region, and I understand that these cuts could devastate small communities like Superior, Globe, Miami, Kearny, Hayden and Winkelman. When a small community loses jobs, the hardship hits families, school districts, small businesses –just about everyone. My staff and I are reaching out to civic and

By John Hernandez At the Mammoth Town Council meeting held on Thursday Nov. 29, Public Works Director David Garcia accused Council member Joe Brewer of

violating his employee right to privacy for asking to look at his application. Garcia requested that the Mayor and council conduct an investigation into his allegations and take legal

or disciplinary action as warranted. Garcia passed out copies of his letter requesting investigation and action on his allegation to all council members and the Town Attorney. In old business, the Council tabled new pay rates for Library Personnel to a later date. Under new business, a contract with Pitney-Bowes was renewed for one year. A discussion about new proposed library hours recommended that time be scheduled for senior citizens to have more access to the library. A permit to sell beer for the New Year’s Eve party at the Blessed Sacrament Church was approved. The Council approved a

By Chase KampCopper Area News After decades of Democratic domination, the 2012 election ushered in a flood of Republicans in Pinal County. With numerous County positions locked up and a 4-1 majority in the newly expanded Board of Supervisors, local Republicans have seized the limelight. District 1 Supervisor Pete Rios, the lone Democrat on the Board, said the results were not entirely unexpected. “I predicted 12 years ago a total takeover of Pinal County by Republicans,” Rios said. “The writing was on the wall for me a long time ago.” Rios said the rapid growth in Maricopa and San Tan Valley was a clue he could not ignore. “The people moving in were not from out of state,” he said. “They were people from eastern Maricopa County, which is very well-known for having conservative Republicans.” Newly elected Republican Supervisor Todd House was voted in to represent District 5, which contains areas of northern Pinal like Apache Junction and Gold Canyon. He lost a Supervisor race in 2004 against Democrat Sandy Smith and said the County’s shift to the right came as a pleasant surprise for him. “If you would have told me we would have a majority of Supervisors eight years later, I would have said you were nuts,” he joked. However, Rios argued most of the issues facing the County are ones he thinks will be unaffected by partisan politics. “There are issues I suspect the majority of Board members can get behind, not based on the letter behind their

name but the best interests of the residents,” Rios said. Rios said he expects the Board will primarily address issues like progress on the Picacho Peak Union Pacific yard, the continued promotion of Phoenix Mart in Casa Grande, the improvement of air quality and the fate of the Resolution Copper land exchange. The County coffers, of course, are a different story. “For our Board, the most political item I see will be the budget,” Rios said. Republicans also elected to the Board were former PCSO staffer Cheryl Chase in District 2 and former Maricopa Mayor Anthony Smith in District 4. House said he expects the Board to adopt a conservative agenda of decreased property taxes and what he called a more business-friendly atmosphere. Newly-elected Republican District 3 Supervisor Steve Miller, who formerly served on the Casa Grande City Council, agreed that County government is reflecting the area’s demographics. “The county is showing its true face,” Miller said. Balancing the desire for lower property tax rates with the necessary levels of service will be critical, Miller said. “It’s about finding out what services we’re providing that are wants and not needs,” he said, “and what service are mandated by state statute that we have to provide the funds for.” More than anything, Miller said he aims to bolster economic development. “I think Pinal County has gotten bogged down into a municipality-type environment,” he said. “Jobs will make things get better around here.” Miller defeated Democratic incumbent

Elections bring new faces to Pinal County government

Republicans like Supervisor Steve Miller took numerous seats in the 2012 County election.

David Snider in District 3, which primarily contains the city of Casa Grande and parts of northwestern Pinal. After a particularly hotheaded campaign, Republican Lando Voyles defeated incumbent Democrat James Walsh for the County Attorney seat with 53 percent of the vote. The fiery campaign had Voyles accusing Walsh of being soft on violent crime, while Walsh said his opponent’s co-campaign with Sheriff Paul Babeu was questionable. Incumbent Republican Babeu was handily re-elected as Sheriff with more than 53 percent of the vote against two challengers. A handful of Democrats did hold fast against the Republican torrent. Incumbent County Treasurer Dolores Doolittle

held her seat against Republican challenger Steven Boyd, and in the LD-8 Senate race, Democrat Barbara McGuire defeated Republican opponent Joe Ortiz. Duos of old and new Republicans reigned supreme in the state House races, however. In LD-11, incumbent Steve Smith (R) and newcomer Adam Kawasman (R) won their House seats. In a tight LD-8 race, incumbent Frank Pratt

(R) won alongside T.J. Shope (R) by margins of about one thousand votes against Democrats Ernest Bustamante and Emily Verdugo. In the County Superintendent race, Republican Jill Broussard was victorious over Democratic incumbent Orlenda Roberts, while Republican Douglas Wolf won the County Assessor seat. Rios attributed the loss of these other County seats to party preference.

“If you’re a Republican, your propensity is to vote Republican,” he said. “When you have more Republicans, it’s pretty simple arithmetic.” “I don’t have a scorched earth idea that we’re going to change everything,” he explained, “But over four or five years you’ll see a subtle change in how business is done in Pinal County.”

Head Coach Daniel Najera said, “We went 3-1. We started the season off on a good note. We came home with 17 pins and won the take down battle. The boys are wrestling aggressively and are being coachable. Majority of our lineup bumped up one weight class and accepted the challenge without complaint. Everyone is buying into our system and we will continue

to improve. The strongest trait about our wrestlers is their leadership. Someone is always trying to pick up the intensity at practice which makes everyone wrestle to their potential. The coaching staff is very pleased with their effort and work ethic. The coaching staff chose wrestler of the week: Frankie Tamayo 106 & 113lbs, a junior, wrestled very impres-sively by pinning all four of his opponents which included a five second pin. Frankie has overcome a lot of diversity this past month but has stayed focused and motivated. Being injured and bumping up a weight class really showed how mentally tough Frankie is.” The Miners will take to the mat today in Thatcher against Pima, Morenci, and host Thatcher with wrestling start-ing at 4 p.m.

By John Hernandez The newly elected fi ve-member Oracle Fire District Governing Board were sworn in and held their fi rst meeting on Saturday Dec. 1 at the Oracle Fire House. Approximately 30 members of the public attended with the meeting lasting just over three hours. The new Fire Board consists of Ellie Brown, Manny Navarro, and Charlotte Poole serving four year terms and Bud Bristow and John Doran serving two year terms.

The Board voted Bud Bristow as Board Chairman and Charlotte Poole as Board Clerk. Former Fire Chief Albert Ortiz’s term expired at midnight Nov. 30. The Board voted in Larry Southard as the interim Fire Chief. He will serve an indefi nite term. Chief Southard has restructured the department’s Chain of Command to consist of Chief of Operations, Will Ramsay, Chief of Administration, Tina Acosta, and Battalion Chiefs Brian McGinnis and Robert Jennings.

“The Oracle Fire Department has been served by a two person board since Feb. 14, 1966 so this is a very historic event for us and we are very excited to work with the new Fire Board,” said Chief Southard. The Board will continue to meet monthly on the fi rst Mon. of the month at 6 p.m., baring holidays. The meetings are open to the public. There will be a special meeting held on Monday Dec. 17 at 6 p.m. For more information, visit OracleFire.org.

Pancake breakfast this weekend

The holiday season has arrived and while many of us are lucky enough to have holiday food and the ability to provide gifts for family members and friends, there are others who go without and struggle just to put food on the their tables. The Tri-Community Food Bank has experienced an increased need for food in the Tri-Community area. Thanks to individual donations and organizations such as SaddleBrooke Community Outreach, Knights of Columbus

and the Mammoth Lions Club many families were able to have a nice Thanksgiving. Now Christmas is swiftly approaching and the Food Bank is in need of more donations and help. The Tri-Community Food Bank facilitates a family adoption program each year for Christmas. The program provides Christmas cheer and gifts for less fortunate families for the holidays. The Food Bank is in need of sponsors for Tri-Community families. Currently BHP has picked

up 45 kids to sponsor and local schools are working with SaddleBrooke Community Outreach to sponsor 65 families but there is still a need for more sponsors. When you volunteer to adopt a family, you will be provided with the children’s names, clothes sizes, interests and a wish list. You then provide gifts for the kids. Adult gifts are optional. A box of food is also a welcomed gift for the families. You can choose the size of family you are willing to adopt and have the

choice of delivering the gifts yourself or you can drop them off at the Food Bank to be distributed to the family. Requests to adopt a family should be made before Dec. 10. To adopt a family or for more information about the program contact Joyce McClung at 520-385-4512 or email: [email protected]. Volunteers are also needed at the Tri-Community Food Bank. If you are interested in volunteering please contact Joyce.

While many view the production of Arizona wine to be a gimmick to wow the tourists, more than one of the more than 30 local wineries has found its wine being the recipient of praise by national wine magazines. On Saturday, Dec. 8, from 4 p.m. to 6 p.m., the Oracle Historical Society (OHS) will be hosting the fourth annual Holiday Wine Tasting at the Acadia Museum, celebrating the quality local wines of Arizona. This time, the wine to be tasted is from three

Patagonia area wineries. Dos Cabezas Wineworks, a family owned and operated winery that has been producing wines since 1995, earning critical acclaim and even having the honor of their wine being enjoyed at the White House. Originally located near Wilcox, the winery was moved to Sonoita after the 2006 purchase by winemaker Todd Bostock, to be closer to his family vineyard planted in Elgin. Their wines are available at many Arizona restaurants,

and stand as proof that exceptional wine can be created in Arizona. Cimarron Vineyards, sheltered in the shadows of the Chiricahua Mountains, has the sort of elements best associated with Napa Valley and is ripe for producing exceptional cabernets, merlots and zinfandels. The land is elevated, with rich, red volcanic soil, the days are warm, the nights are cool and Dick Erath, pioneer of Oregon’s wine industry, has turned his

On Nov. 20, 2012 at 11:53 p.m., the San Manuel Fire Department received an emergency call reporting a trailer fire on the 500 block of Vista Sierra Street. The fire department

arrived within five minutes and found the trailer located at 512 Vista sierra totally engulfed in flames. Within minutes, the 10 firefighters on site had the single alarm fire under control.

Fire in San Manuel results in total destruction of home Fire Chief John said that the mop up action took a lot longer as “there was quite a bit of combustible material in the house.” At 3 a.m., the fire was

completely out and the firefighters left the scene. During the mopping up action inside the home, the burned bodies of a dog and cat were found.

The fire is believed to have started in the kitchen area. The renter of the trailer said that she had awoken to the fire in the kitchen and had exited the

trailer. No cause of the fire has been determined and the fire is still under investigation. There were no injuries reported.

quantities of copper during the past year. The suspects said they would steal the copper and either burn off or strip the plastic coating on the wire so they could sell it in Tucson. BHP Mine has reported that it has cost them sev-eral hundred thousand dol-lars to replace and repair the stolen copper during just the past year alone.

Victor Gutierrez and Mark Jimenez were both booked into the Pinal County Adult Detention Center for Trafficking in Stolen Property, Burglary, Aggravated Criminal Damage and Possession of Burglary Tools. Gutierrez is being held on a $20,000 bond and Jimenez is being held on a $2,500 bond. “Deputies and detectives did a great job working together to put these two suspects behind bars,” said Pinal County Sheriff Paul Babeu.

business leaders to assess this situation and determine next steps. I stand firmly with Arizona’s rural communities and small towns, which need good-paying jobs so families are empowered to stay there, live there and send their kids to good schools. My top priority is to bring jobs to our district so regions like the Copper Corridor can build a strong foundation for the future.” Arizona Legislative District 8 Senator Elect Barbara McGuire commented, “The November 30 announcement of layoffs at Resolution Copper at Superior gives me great concern. Congressional gridlock and partisan games the past two years created another unfavorable consequence. The world is in need of the copper. Resolution can produce and local communities of district 8 and the state are in need of the economic stimulus Resolution Copper will provide. As LD23 State Representative from 2007 – 2011, I advocated for Resolution Copper based on jobs and the attending economic development it brings. I have recently been elected to the State Senate in the new LD 8 previously LD 23 where Resolution Copper is located. I will continue to encourage the Arizona federal delegation to pursue progress on legislation and to support the measures necessary to expeditiously produce a positive solution, which will bring Resolution Copper on line sooner than later.” Those groups who have opposed the project also provided comments. Rodger Featherstone, the director of the Arizona

Mining Reforms Coalition explained, “Rio Tinto ought to be ashamed of themselves for using their workers as pawns to force through the land exchange at the end of this Congressional session. There’s good reasons that it hasn’t moved on the land exchange, because it’s a horrible piece of special interest legislation. For Rio Tinto to use their workers in such fashion is just beyond the pale.” Chairman of the Retired Miners and Concerned Citizens Roy Chavez explained over the phone that their group is not opposed to mining, “It is what it is (the cutback situation) based on rules and laws. All we want is to see that the rules are followed”. Chavez believes that the recent outcome of the Presidential election impacted Rio Tinto’s decision. Chavez also expressed his concerns that the town has not learned anything from the boom and bust cycles of the past noting,“It has been 30 years since the shut down in 1982 and what have we learned? We are still on the mine’s dime.” Senator John McCain did not provide a direct comment to the Copper Area News, but the following statement was found on his website. “The Resolution Copper land exchange is a top priority for the State of Arizona,” its passage requires the cooperation of the entire Arizona Congressional Delegation, and I call on my colleagues to join Senator Kyl, Congressman Gosar and myself in advocating for this legislation which is so important for job creation in our state.” For more on this story visit CopperArea.com or to comment of the situation visit Facebook.com/CopperArea

high-quality conservation lands held by the company. The land exchange consolidates the company’s land ownership where the proposed mine will be developed and operated, and where it will invest more than an estimated six billion dollars if completed. Since 2005, there have been 11 versions of the land exchange bill introduced into Congress. The most recent bill was H.R. 1904, introduced by Representative Paul Gosar (CD-1). The bill passed the House of Representatives in 2011 and it has yet to be considered by the Senate. Senators John McCain and Jon Kyl have been strong and long-standing supporters of the project and are working hard to get the Senate to consider the

legislation this session before it adjourns in Dec Environmental groups and the San Carlos Native American Tribe oppose the project, as does Congressional Representative Raul Grijalva. To date the company has invested nearly one billion dollars in the development of the project that is one of the richest undeveloped copper deposits in the world. “Once the land exchange and regulatory issues are resolved, which is now our primary focus, I’m confident funding to advance the project will be restored. We remain hopeful that these matters will be resolved and we can bring jobs to Arizona” explained Taplin. The budget reduction will affect more than just the 400 employees who are currently employed at the project. In 2011, the company spent an estimated 10 million dollars in the Copper

Triangle (Superior, Globe, Miami, Kearny) on goods and services. Currently there are 60 employees and contractors that reside in Superior and 91 who reside in the Copper Triangle area. The reduction will also affect local nonprofits, education programs and other partnership agreements although specific decisions have not been made just

yet. Resolution Copper did announce that they would continue to honor their agreements with the Town of Superior.

Page 20 San Manuel Miner, San Manuel, arizona DeceMber 5, 2012

By John Hernandez During the first weekend of Dec., a display of Christmas crèches was open to the public at the Church of Jesus Christ of Latter Day Saints in San Manuel. A crèche is an artistic rendering of the birth of Jesus as described in the gospels of Matthew and Luke. The word crèche is an old French word for manger, a feeding trough for animals. The crèche or nativity scene is one of the oldest and most sacred traditions of the Christian faith. St. Francis of Assisi is given credit for creating the first nativity scene and establishing the tradition. On Christmas Eve in 1223 in the village of Grecio, Italy, St. Francis created a “living” rendition of the birth of Jesus. The scenes’ popularity inspired many communities throughout Catholic countries to create their own. Eventually statues replaced living personages in the nativity scenes although the “living” scenes still are a part of many Christmas pageants and celebrations. Artists then began creating miniature renditions of the nativity story. As Christianity spread throughout the world, the different countries added their traditions and culture to the crèches. The nativity display at the San Manuel LDS Church had 550 crèches from all parts of the world that were loaned by members of the Tri-Community, Redington and Tucson. The idea for the display came from Dorothy Staggs of Oracle who was inspired by a crèche display she saw in Spokane, Washington while on a mission for the LDS church. Staggs went around to all the senior centers in Mammoth, Oracle and San Manuel and was able to get the cooperation and trust of

Spirit of Christmas found in crèche display

many in the area. She contacted friends and church members and asked them to spread the word. “It’s best if you can to involve the community,” said Staggs. “We are all one community here.” Staggs said her idea was to bring the community together no matter what faith and to share the real meaning of Christmas. Some of the countries represented in the display include crèches from Uruguay, Argentina, Russia, Italy, Nigeria, Israel, Mexico, China and the Philippines.

There were nativity scenes on tin boxes, pillows, wall hangings, ornaments, music boxes and paintings. In another room, there were children’s crèches that could be handled. The kids could also make their own crèches with materials provided in the room and an instructor to help them. The crèches have meaning to the families that loaned them to Staggs. One of the traditional nativity scenes from Mexico has been with a family from Mammoth for 100 years, passed down from generation to generation.

There is a cardboard crèche that was made in the 1930s. Another nativity scene was made by a husband for his wife before he passed away. A woman in Oracle told her mother-in-law about the crèche display. The mother-in-law was traveling from Arkansas to visit the family in Oracle. She brought a crèche with her to loan for the show. As one exited the display, there was a table with a notebook for people to make comments about the nativity exhibit. Some of these comments were wow, wondrous, beyond words,

beautiful and lovely beyond belief. The display was organized and sponsored by the San Manuel Ward of the Church of Jesus Christ of Latter-day Saints for the Tri-Community to enjoy. In their 2012 Christmas Crèche Display program they said, “It is our greatest wish for you as we again come to the end of another year that you and your loved ones may find in this season, not only His peace, but a renewed faith and joy. And may that peace, faith and joy remain with you throughout the coming year.”
