Preamble:The Public Private Partnership (PPP) Cell of Infrastructure Development

Department (IDD) in Kamataka is the State Nodal Agency in facilitating

infrastructure proj ects on PPP framework and is also undertaking capacity building

programme & workshops for the officers of various departments & agencies of .

Govt of Kama taka.

2. It is felt that the workshops & seminars that are being conducted now, will

impart only the theoretical aspects, whereas, exposure to the practical issues in

implementing a PPP project will make the officers more competent in carrying

forward the PPP projects .of their department in pipeline.

3. Since Government of Madhya Pradesh has successfully implemented

many PPP projects, it is proposed to arrange visits to such project sites which are

completed, to impart practical knowledge to a team of 12 working officers from

IDD (PPP Cell), Energy,DULT, KRDCL and BMTC departments/Agencies.

4. In the letter read at (1) above it was requested to nominate nodal ?fficer

from Government of Madhya Pradesh to make necessary arrangement and to

facilitate to make the programme successful

5. In the letter read at (2 ) above letter Was addressed to various Department/

Agencies of Government of Karnataka to nominate two officers who are working

in PPP Cell from their department for exposure to the practical knowledge m

implementing PPP projects.

6. In the letter read at (3) above, Joint Director, Directorate of Institutional

Finance Madhya Pradesh, has stated that the schedule for the visit is fixed from 4th

February 2014 to 6th February 2014 and the charges would be Rs.IOOO/-per room

per day and Rs.200/~ per meal pet person and local transportation would be as per

actuals which will-be borne by GoK.

7. In the letter read at (4,5,6,7 & 8) nominations were received from

Departments / Agencies.

8. Accordingly the total cost for the above programme would be

Rs.l,50,OOO/- (One Lakh Fifty Thousands Only). IDD will arrange for

accommodation and local transportation for the officers and all other expenses

shall be borne by the respective department / agencies.

'. Under the circumstances explained in the 'preamble and detailed

examination of the proposal, Government is pleased to accord permission to

nominate the. following officer'S to. attend "Practical Appreciation of Public Private

Partnership (PPP .Projects) .frorn February 4th to 6th, 2014" in Bhopal, Madhya

Pradesh, by releasing anamountof RsJ,50;OOO (One Lakh Fifty Thousandonly)

towards total expenditure of the Programme.

2. The expenditure shall be met out under the Budget Head 3451-00-090-1-

17-059 Capacity Building- PPP Other Expenses 20)3-14.

3. The Director (Projects) BARL, Bangalore, is authorized to draw the

amount on a Payees Receipt duly countersigned by the Under Secretary to

Government, Infrastructure Development Department from the State Huzoor

Treasury, Bangalore and the cheque/Dl) to be issued in favor of "Bangalore

Airport Rail Link Ltd" ..

4. The Director (Projects), BARL has to issue account Payee Cheque of

Rs.l,50,OOO/- to Smt. K.R. Nalini, Assistant Director, PPP Cell, IDD towards the

expenditure for the programme. The officer has to submit the expenditure details to

the Government after attending the programme.

6. This order is issued in accordance with the delegation of financial powers

to Principal Secretary/Secretary to Govt., vide G.O No. FD04 TFP 2012 dated

27/04/2012.
