To start with, the munic- ipal corpo- ration has got 35 e- bikes and one is placed at Sanpada’s Lad Mas- ter Sitar- am Udyan. Along with a clean city, Navi Mum- bai should also be rec- ognised as pollution free and hence e-bikes facility was launched at various centres and it has received an over- whelming response from residents. Navi Mumbai is the first city in the state to have e- bikes. One has to pay ¹ 10 to start e-bikes and af- ter that ¹ 10 will be E- Bike Facility at Sanpada charged for every 10 minutes. One has to download YULU app on their mobile phones to rent bikes. Users will have to scan the codes on the e-bike to start using them. The e- bikes have to be picked up and dropped at the

NAVI MUMBAI: Theadministrativebuilding covering thetahsildar and policestation work is goingon in Old Panvel since2014. The Tahsil officeand police station arecurrently operatingfrom the Talathitraining centre.

The surprising factis that a ground plusthree storey buildingcould not be completedeven after five years.The initial proposalwas for ground +3storey was slated tocost Rs9.81cr andaccordingly theconstruction workbegan. In between thepolice department hasraised objection citingless space given tothem against whatland under theirdepartment. Policedemanded more spacewith full furnishing(furniture etc).

The plot area isaround 4274 sq mwith total construc-tion availed around7000 sqm. Also forparking the basementwas added. Hencebasement and groundfloor area size havebeen increased. Therevised buildingconstruction planawaiting approvalstands at Rs14.14cr.

Further, the PWDhad demanded anoth-er additional approvalfor fire fighting,furniture etc atRs7.9cr. So the totalexpenditure will beover Rs21cr. By thetime the work willcomplete after approv-al, the expenses mayrise as the last twoapprovals are pending.Surprisingly, around15percent of the landis disputed and underlitigation but thestructure is out oflitigation area.

CA lens on Dawood family propertiesin Ratnagiri under SAFEMA and NDPS

NAVI MUMBAI: TheCompetent Authority(CA) will forfeit the il-legally acquired proper-ties of the drug offend-er and smuggler likeDawood family mem-bers under SAFEMA.Dawood’s mother havea bungalow and farmlands in Mumbke vil-lage, Khed, Ratnagiri.Dawood’s mother Ami-

na Bibi owns around 8acre farm land and 24guntha bungalow plotcollectively valuedaround Rs30lakhs. TheKhed revenue officialsare awaiting a formalcommunication aboutnext course of action. Inthe meanwhile, a boardhas been installed at-taching the property.The CA is a statutoryauthority formed underthe Smugglers and For-eign Exchange Manip-ulators (Forfeiture ofProperty) Act, 1976(SAFEMA) and Narcot-ic Drugs and Psycho-tropic Substances Act(NDPS), 1985. SAFE-MA was enacted to de-prive the persons en-gaged in such activitiesof their ill-gotten gains.

SAFEMA are entrustedto identify the illegallyacquired properties, for-feit such properties,take possession of suchforfeited properties,maintain the forfeitedproperties and sell suchproperties through auc-tion. Four CompetentAuthorities located oneeach in New Delhi,Mumbai, Chennai andKolkatta are appointed

as Administrator underthe two acts (SAFEMAand NDPS) to managethe properties.

The revenue de-partment circle officerSanjay Madre said, “Ateam of officials ofSAFEMA had visitedthe properties recently.They had inspected theproperties and details.These lands have beenturned barren over theyears as no one takescare.”

The Mumbke ta-lathi RG Khedekarsaid, “The Dawood fam-ily have different farmlands collectively mea-suring around 8acre.One Mumbke villageground plus 2 storeybungalow is spreadover 24 guntha land. Athree acre land is hav-

ing mango and othertrees while anotherland close to the Jag-budi river. All theseproperties belongs toDawood’s mother andcollectively costRs30lakh.”

RG Khedekar add-ed, “The bungalowvaluables have beenstolen away long ago.The anti-smugglingstaff of the government

including one from Del-hi had visited theseproperties and put upsignboard. The Delhiofficial has taken theproperty details andwill send us a letter onnext course of action.However, so far no let-ter received.”

A local residentsaid, “The officials arecoming again andagain. There is fre-quent talk about auc-tioning of the proper-ties but nothing seemson ground.”

When contacted, aCA staff under SAFE-MA Mumbai said theadditional commission-er is handling the issue.However, the SAFEMAadditional commission-er declined to commenton the issue.

Navi Mumbaikars to getmany useful civic facilities

Proposals for various works related to civic facilities have beenaccepted during Standing Committee Meeting. Municipal Com-missioner Annasaheb Misal had put forward various proposalsfor work on various civic facilities and these have been acceptedunder the presidentship of Navin Gavte.

Among the sanctioned works include the hospital facility atKoparkhairane. In the plot owned by M. Nuclear Health CareLtd. at Sector 23, plot no. 4/1A, it is intended to come up withKolarkhairane Mother Child Hospital. The proposal to buy thebuilding on this plot has been accepted. In this matter, along withthe chairman, the members of the standing committee too hadpersonally inspected the building. All the necessary works whichneeded to be done like anti-encroachment drive, doing structuralaudit of the building and other related works were completed.The SC members then made a suggestion to provide the resi-dents of that place the important hospital facilities. This movewill lead to eliminating the medical problems which the Ko-parkhairane residents had been facing.

Similarly, at Juinagar Sector 23, ploy no. 67, on the 234.30 sqm area plot, there is need to repair the dilapidated old asbestosshed of grampanchayat period. Mayor Jaywant Sutar made asuggestion to destroy that structure and in its place provide anew multi-purpose buildings for various uses to the residents ofthat region. The mayor has also agreed to contribute Rs 50 lakhsfrom the Mayor Fund. Now that the standing committee has ac-cepted the proposal for constructing of multi-purpose building,the residents over there will have a right place to hold varioustypes of events or programs, big or small.

The next is the fish market at Diwale village. This place is inhorrible condition and after considering the problems faced byshopkeepers and residents, the proposal for constructing a fishmarket was accepted. The market is in very bad state and theplace over there is not enough for the fish-sellers owing to whichthey have to sit outside on the road to sell their products. Thestink that emanates from this place is unbearable. Hence a shedlike structure which will serve as fish market will be constructedat that place and this will provide relief to the fish sellers, cus-tomers and also the residents over there.

There is no doubt about the fact that Standing Committee ofNavi Mumbai Municipal Corporation has done an excellent jobby accepting many proposals of providing very useful civic facil-ities to residents of Navi Mumbai.

has issued a circularon Monday asking theMumbai Pune ex-pressway users to stopdriving on the firstlane instead using itfor overtaking only.Also the heavy vehi-cles are prohibitedfrom overtaking in theghat section between40km and 48km of theE-way. This is toensure the lanediscipline on the

expressway. Any oneviolating the rule willnow be penalised heftyof Rs1200 for danger-

ous driving. Earlier,they were penalisedunder a meagre Rs200under lane cuttinghead.

The enforcement isnecessitated due torise in the trafficviolations. The firstlane is earmarked forovertaking, secondlane for light vehiclesand third lane forheavy vehicles on boththe carriageways of

the E-way. However,heavy vehicles can usethe second lane forovertaking and return

back to the third lane.Similarly, the lightvehicles can use thefirst lane for overtak-ing and returning tothe third lane. It hasbeen observed that thefirst lane is used forheavy vehicles andlight vehicles non-stop.

In our culture theideal man is theBrahman. But whatdo we mean by idealman?

Swamiji explainsthe ideal of Brahman-ness, meaning inwhich worldliness isaltogether absentand true wisdom isabundantly present.Therefore it was saidthat the Brahman isbeyond law, he has nolaw and is not governedby kings, and that hisbody cannot be hurt.This is the true andoriginal vedanticinterpretation.

He said if all menand women wereBrahmans, i.e. those

who were not selfish,were spiritual, moraland good, it is notdifficult to understandor know of a countryas being above andbeyond law. No policeor military power isnecessary to governthem.

We have readthat only such menlived in Satya Yug,there was only onecaste and that wasBrahman.

We read in theMahabharata that thewhole world in thebeginning was full ofBrahman only. As theystarted to degenerate,they were divided intocastes. The cycle willturn someday and allwill move to becomingBrahman. However aneffort has to be madein this direction.

Swamiji said.” Thecommand is the sameto you all, that you mustmake progress withoutstopping, and that fromthe highest man to thelowest Pariah,everyone in thiscountry has to try tobecome the idealBrahman.”

We all have to movetowards becoming anideal spiritual man, whois non-resisting, calm,steady, worshipful, pureand meditative. How dowe bring about thischange?

Good results canonly be produced

through love andthrough sympathy.Vivekananda urged thepeople to come out. Hecompared the nation toa ship that haddeveloped a leak.“Today perhaps it hasbecome even moreworn out. Be patient.Be patriots. Let us notabuse our country. Lovethe country and the racethat has given so muchto us. Let us togethercreate a class of purityand culture. So what is theideal of patriotism?Swamiji said threethings are necessary.

First, feel from theheart. Because throughheart comes inspiration.

Secondly, find a wayout. Give a practicalsolution to take ourpeople out of miserythey are presently livingin.

And the last andmost important, Havethe will to surmount highmountains ofobstructions. Nothingcomes easy. Be readyto face the challenges.

ed beautification workhas cleaned up even lo-tus roots in the lake.Residents are appre-hensive about whetherthe lotus will bloomagain or not. Aroundeight aquatic birds areno longer seen in thetalav.

Nature loverRakesh Thakur said,“Possibly for the firsttime in history the Va-dale lake have lost alllotus plants. ThePCMC beautificationwork has uprootedeach and every plantfrom inside the Pesh-wa built Vadale lake.Not a single flower willbloom in this season asno plant is visible. TheVadale lake has lost its

habitat. This is a greatdamage to the eco-sys-tem of the lake. Alsosnakes have lost theirlife besides fishes.”

Naturalist ShekharBhadsavle said, “Thelotus plant helps ishighly potential forwaste-water treatmentremoving pollutingcompounds and heavymetals. It cleans thewater and helps in sup-pressing algae growthin water thus increas-ing the oxygen content.The plant assimilatehigher content of phos-phorus than aquaticplants. It assimilatenitrogen and createshabitat for bacterialgrowth in the waterbody. Through rhizofil-

tration heavy metalsincluding arsenic, cop-per and cadmium is re-moved efficiently fromwater. Removal of lotusplant.”

that Don Bradman isthe greatest of all thebatsmen all over theworld and his recordspeaks very highabout his credentialsas a front line bats-men of Australia. Hemade three centuriesin a single day, hittingone before lunch, onebefore tea and onebefore the close of playof a test match. Againhe had a tally of 6996runs from 52 testmatches at an unenvi-able average of 99.94and this could notbeaten and even comenear that mark. AChennai based authorclaims that Sachin isgreater than Austra-lian legend DonBradman showingsome silly evidence.The figure speaks forBradman and he neednot get cheap publicity

like this in any way.Had Bradman scored4 runs in his lastinnings he would havehad the 100 plusaverage in test matchcricket. Fernandezopines that his bookuses illustration from‘science and martialarts’ to prove Ten-dulkar’s greatness.

This book is not aboutSachin being thegreatest batsman in1998 or in 2010. It isabout him as thegreatest batsman incricket history. Theclaims of the bookshows with “evidence”how Sachin Ten-dulkar is greaterthan Bradman andgiven some substan-tial proof. The bookis not just anotherbiography of Sachin

or Bradman. It is notanother compilationof interviews, matchanecdotes and expertopinions. It is not anautobiography. It issimply an analysisand nothing else. It isa forensic study thataims to set the recordstraight. This bookchallenges Bradmanas a batsman. Thereis no need for forensicevidence to prove whois great. Bradmanhad the class inplaying the gamewith ease and Ten-dulkar had a touch ofgreatness and nobodycan challenge eachother in their ownway of playinggentleman’s game ofcricket. The bookwill create onlycontroversies and notgive any conclusiveevidence.

Interestingly, the high drama of power grab-bing in Karnataka has desultorily been on fol-lowing the fractured mandate in the 2018 As-sembly polls which now turned sensationallymurkier further after some legislators from theruling Congress-JD(S) coalition governmenthave put in their papers to the Assembly Speak-er and, thus, leaving it in the minority. Now,the ball is in the Speaker’s court who underthe Governor’s advisory has to take the finalcall today on the rebel MLAs’ resignations aswell as the defection under the 10th Scheduleof the Constitution. Such bizarre political de-velopments have become commonplace thesematerialistic days with the public representa-tives caring a fig for the waste of precious timeof the Legislature, labour, and public money.It is to be seen the way this political cookiecrumbles now.

Even after knowing the certain defeat in As-sembly, HDK is reluctant to quit as Yediyurap-pa did. Perhaps he is visiting temple and per-forming puja for victory in his confidence mo-tion. This shameful coalition of the two cor-rupt parties Congress and JD(S) should reallyfall for the incapacity to rule the state of Kar-nataka properly. It was a travesty from the be-ginning when the obscure JD(S) rejected by peo-ple with just less than 40 MLAs was proppedup by Congress for running the coalition Gov-ernment. The two jackals both of whom werevoted down by people went against the people’swishes and formed the Government. Anger ofpeople for this act came in the form of an over-whelming support for BJP and outright rejec-tion of both the jackals in the Lok Sabha polls.Sooner they are packed out the better for theState coffers and the people as they know it istheir last chance at Treasury and will be de-termined to have a go before someone usurpsthem. Hope they bow out decently without find-ing further legal loopholes to stay and loot.Having said all these, BJP should seek disso-lution of assembly and fresh elections ratherthan use defectors’ support to govern.

Kumaraswamy government is in fragilestate. Dissidents are not willing to heed him.Speculations are high that he will lose the trustvote. If it happens, he will have to resign forth-with. Congress-JDS coalition will collapse.Those, who are advocating the people to respectmandate in democracydemocracy, are them-selves violating from it. This is what one couldascertain from Karnataka. If present coalitiongovernment goes, people also will very much ahumble Chief Minister who sleeps on the floor.Also we will miss his tears in public platformReally Gowda family in Karnataka is reallyfunny. Dissidence has been a feature of the govern-ment since the Assembly elections in 2018, withthe hastily-stitched post-poll coalition of JD(S) andCongress starting to unravel dramatically afterits disastrous performance in the 2019 Lok Sab-ha election. The coalition partners won just twoseats among them, while the BJP made signifi-cant inroads into the coalition base with theirhistoric performance. Beware of goldornament thefts

With gold prices on an upward spiral, womenall over the country are under constant threatfrom chain-snatchers.

As far as the rising cases of chain-snatchingare concerned, I feel women themselves mustavoid wearing gold ornaments, and if at all theywear them, they must be alert.

The best way to curb such incidents is thatwomen should start wearing imitation jewelleryfor daily use. They must keep their special goldjewelleries for special occasions like weddings andparties and be cautious whenever they wearthem. Though mostly women are targeted, evenmen are falling prey to such crimes now-a-days.

We cannot expect the police to provide us100% vigilance to curb such incidents. But wehave to be alert. I have no idea of what punish-ments are awarded to those who are caught forgold thefts, but considering the gold prices, it hasbecome an easy way of making money, and any-one who wears gold — be it men or women —becomes an easy target for the criminals. Self-restraint is the best measure to avoid being avictim of gold theft.

A case of sheer negligenceMumbai continues to reel under persistent

monsoon rains and the problems go unabated asmore and more rain related issues continue tohaunt the city. After potholes menace the city isreeling under tree falls and building collapsescauses ripples in the minds of people.

Dilapidated buildings cause worry for inmatesand the Deonar building collapse is one such trag-

edy awakening people. BMC had issued PublicNotices through various news dailies askingthe inmates of these building to evacuate thebuildings and look for alternative accommoda-tion. This dilapidated condition of the buildingsis causing concern and are not safe to stay. Itis time to reconstruct these unsafe buildingsor it may cause disaster during severe rains.The major places where such unsafe buildingsare: Mahim, Bhandup, Sion Koliwada, AntopHill, Kurla, Tilak Nagar.

The water soaking of these building duringheavy rains may cause dampness and the chanc-es of these buildings coming down is very high.To avoid human loss and loss to the property,BMC has served notice well in advance. In thepast we have seen many building came downheavily during rainy season in Mumbai. Letthe residents vacate dilapidated building anddoes not make it a prestige issue and stay atthese buildings and risk their lives against theinstructions of BMC. Deonar building collapseopened up Pandora’s Box and brought to lightthe nexus between politicians and the builders.There is no doubt that it is a self inflicted disas-ter. Stitch in time saves nine is true. Regularmaintenance of old building is the only solutionto enhance the life of buildings. It is time to re-alise harsh realities of life in the best way possi-ble to look for favourable solutions. It was in-deed a case of sheer negligence.

The callous attitude of BMC and the care-free attitude of the residents struggling for sur-vival in an old building all caused the collapse.In the recent building crash is yet another case,where BMC showed its apathy in dealing withold buildings These old structures could not takeweight and declared unsafe for stay six yearsback. The Government of Maharashtra mustthink and act to save lives of poor people dyingon this count and in view of the fact there arethousands and thousands of such buildings inMumbai and suburbs remain insecure for oc-cupation. Unauthorised construction and dilap-idated building are the root cause for all themajor building collapses in the city. It is in-deed a very sad and shocking incident. Obvi-ously, those who died mostly belonged to differ-ent family. Where is affordable housing thesedays. My heart goes out to the families of thevictims.

What is amazing is that tenants, knowingfully well that the structures are illegal, rent-ed it with risk. What is more surprising is thatthe electricity department provided power con-nection meters to these building helping outthe cause of stay. If you look at it, you realisethat there were violations by everyone con-cerned and such a deadly cocktail had to endin some catastrophe such as a building collapseof a illegal structure. Did those who rent spacein the buildings imagine that disasters hap-pened only to other people. They are as culpa-ble in this crime as the owner and the officials.

BMC has failed to follow construction normsstrictly and educate the residents of dilapidat-ed buildings in a better way to avoid such fatalmishaps and that made matters worse in fatalmishaps. Residents on the other hand fail toadhere to Municipal instructions and pay heavyprice for that. The residents not only lose theirproperty as well dear life of near and dear ones.Now BMC should check and on erring build-ers, who resort illegal construction withoutproper plan and permission. Building crashin Bhiwandi and other similar incidents have

and a close watch needsto be taken. The impe-tus for these long need-ed changes have comein the wake of recentbuilding collapses dur-ing the monsoon sea-son. Instead of just con-ducting an inquiry andjust brush aside thematter BMC shouldhave a holistic ap-proach to the crux of theproblem in buildingcrashes of this nature.One of the various ar-guments given as to thecauses of building col-lapses were laxity inimplementation ofbuilding by-laws.Whether BMC officialswill pay heed to the factand act fast before somemore buildings fall andcause major losses.
