They claim their safety is being compro- mised daily as they walk to Steenberg sta- tion. A woman, who spoke on condition of ano- nymity, says she has witnessed several rob- beries in the area between Military Road and Coniston Avenue. “There was a time when the grass on a field in Coniston Avenue was really long and these criminals would hide out there. I would see on many occasions how people get robbed on their way to and from work,” she says. The resident explains as the road is used by commuters to access public transport, the pathway near the canal is difficult to avoid. “School children use this route often as well because they use the train. These crimi- nals hang around and wait to rob them in the morning and afternoon.” She adds that people are usually targeted for their cellphones and are held up by rob- bers armed with guns and knives. “The group of guys normally sit at the bridge and wait to prey on vulnerable vic- tims like the elderly, women and school chil- dren. It’s sad to see how they instil fear into these people when they rob them,” she says. Although she has been forced to enforce stricter security measures at her home, she still feels threatened by the criminals hang- ing around in the vicinity. “You never know what might happen. You always have to be on edge and wonder if somebody is watching you. I suspect that these are men from Seawinds and Lavender Hill,” she adds. According to Muizenberg police there has only been one case reported. Police spokesperson Captain Stephen Knapp says in the period between August and September one robbery was reported. On Wednesday 3 September, he explains a man reported he was robbed of his cell- phone just after 06:00. Knapp says due to these statistics, a trend could not be confirmed and no suspects have been identified or arrested. He also says police have embarked on awareness drives and increased police visi- bility and have seen a marked decline in robberies and muggings. West Arena on Saturday 6 De-cember, notmanywill realisethat some of the stars fea-tured have a history thatbinds them since childhood.Alistair Izobell, Ramaine

Barreiro, Loukmaan andEmo Adams are no strangersto the stage in South Africa.Their stories all have theirroots inMitchell’s Plain sometime in the 1980swithadramagroup called Kinders vannieSes (Children of District Six).Barreiro remembers those

timeswith fondness, especial-ly the memory of the four ofthem forming Nu Fancy.“Wow! What an exciting timefor four laaities from the‘Plain,” she says, looking at aphoto of the four of them atthe time.“I think I was about 12 – ba-

sically a hundred years ago!Wewere all part of a local dra-ma group called Kinders van-nie Ses [they are still runningtoday]. From what I remem-ber, the Rockets called us into record and before we knewit we were touring withthem.”Emo was only 12, Alistair

was 14 andLoukmaan 15. “Wewere travelling all over SouthAfrica, Namibia, little hallsin every dorpie and we usedto rock Club Fame in ElsiesRiver. I think those times con-vinced us that it was what wewanted to do for the rest ofour lives – and we’ve neverlooked back.”Ramaine also reflects that being part of

this group gave them a good foundationin the entertainment industry. “We weretaught the old school way. Work hard andyou’ll get what’s coming to you. Lookingat where we all are is proof of that.”Ramaine was living out of town for a

few years but relocated back home abouta year ago, starting her ownmanagementand production company. She takes an-other look at the photo with those youngfaces smiling at her, and remembers thatnone of it would have been possible with-out some fantastic support.

“We all had parents who supportedwhat we do, we always had people aroundus who had already been doing this foryears to learn from and we had each oth-er,” she says fondly.Getting back to 2014, she says she is

very excited to be part of the show in De-cember. While it might not be a reunionof the childhood group, Ramaine is ada-mant that the audience can expect to seesome of the best entertainment the West-ern Cape has to offer.Alongwith these four,People’s Post and

Angry and confused, a group of youngpeople from Lavender Hill are de-manding answers.

More than 30 people gathered at a Laven-der Hill home last week to voice their opin-ions on an alleged job scam run by theSes’Khona People’s Rights Movement.ButAndile Lili, themanbelieved to be be-

hind a recruitment drive, says there is anagreement in place for employment.The group, who asked to remain anony-

mous, claim they were informed by Over-come Heights residents about a trainingprogramme through which people are em-ployed by Metrorail.They said they were called to meetings at

Retreat Library and told to complete regis-tration forms.They were told to pay R25 and provide a

certified copy of their identity documentsand a photograph. This, they say, “was fortheir Ses’Khona membership cards”.One 29-year-old woman said with this

card they could board trains for free, getfree food from fast food outlets and freeclothes from various retailers.They say promises for training and jobs

nevermaterialised and scheduledmeetingswere continually cancelled.Instead, they were informed to board

trains and make their way to Cape TownCBD and Bellville and attend the court ap-pearances of Ses’Khona chairpersonAndile Lili.Lili is the man behind the “poo protests”

across Cape Town. He reportedly appearedin court lastweek on charges relating to thedumping of human waste at Cape Town In-ternational Airport last year.Angry Lavender Hill residents explained

they boarded trains for free and attendedcourt appearances.Here they say they met other Ses’Khona

members from Muizenberg, Mitchell’sPlain and Khayelitsha who also thoughtthey would be working on trains.The group say they are “fed-up with the

lies” and want their money back.“We are desperate for work and gave the

R25 because we believed them. How couldthey do this to us? We are already suffer-ing,” one woman said.The group produced a registration form

which has the name “Sesikhona” on it anda cellphone number.The number belongs to Lili’s co-accused

Loyiso Nkohla.People’s Post showed the group the profile

picture of the Ses’Khona Facebook pageand they immediately identifiedLili as “theman who promised them jobs”.“That’s him,” one woman shouted.Lili claims Ses’Khona has an agreement

with Metrorail but says a public announce-ment on the issue has been stalled due tointerference by provincial transportminis-ter Donald Grant.

He says the agreement included provid-ing jobs for 25 000 people and says Ses’Kho-na was told to commence recruitment.“The people are ready but Metrorail is

stalling because of interference. These jobsare for the poorest of the poor so they canhave something on the table at Christmas,”he says.But Grant’s spokesperson Siphesihle

Dube says this is not the case.He explains after initial reports of allega-

tions that Metrorail may have been com-plicit in a “jobs for pay” scam involvingSes’Khona, Grant wrote to Metrorail re-gional manager Richard Walker seekingclarity on the nature of the relationship,and Metrorail’s involvement.Dube says Walker refuted such claims

and explained a proposal was submitted bya women’s empowerment group with affili-ates for job opportunities in the cleaning ofrailway reserves, and that no decision hadbeen made.“Grant considered these allegations as

very serious, which prompted his requestfor clarity,” Dube adds.Lili says Ses’Khonamemberswere not al-

lowed to take items from stores for free andclaims: “That is propaganda.”He says Ses’Khona members attended

court appearance voluntarily.The Lavender Hill group disputes this

saying they were “clearly told” memberswho attended court appearances would begiven jobs first.Lili says if Metrorail does not go public

with their plans, Ses’Khona will march totheir offices on Thursday 6 November.According to Metrorail spokesperson

Riana Scott, Metrorail and the PassengerRail Agency of South Africa (Prasa) do nothave a partnership with Ses’Khona.She says they were approached by the

Progressive Women’s Movement (PWM)with a job creation proposal project to cleanrail reserves.“A draft proposal was presented to the

Prasa group chief executive, who recognis-ing the need for job creation, proposed ajointworking group to assess the feasibilityof the PWM initiative,” Scott explains.She says this is still in proposal stage and

Residents in Sweethome Way are fed-upwith noise emanating from the nearbyinformal settlement, Die Gatjie.

The informal settlement has been thecause ofmany complaints relating to robber-ies and thefts in the surrounding neighbour-hoods.Local ward councillor Jan Burger re-

ceived complaints relating to noise distur-bance as well as trolleys being used to cartsuspected stolen goods.One resident, who asked not to be named,

says she has been sent from pillar to postwith regard to her plight of having fencingfixed at one of the entrances to the informalsettlement.“The vibracrete wall is missing four slabs

and Ihavebeenrequesting for ayearalreadyfor this to be fixed. Nothing has happenedyet,” she says.She adds that after the many requests it

seems as if “the City of Cape Town andMetrorail is passing the buck from each tothe other”.“We have been complaining about this in-

formal settlement for so long already butnothing gets done. As law-abiding citizenswe should also be taken care of,” she fumes.Metrorail regional manager Richard

Walker says the issue of vagrancy is com-plex and adds “in many instances the symp-tom rather than the issue is being ad-dressed”.“Vagrants living in rail reserves must be

relocated to alternative sites through a legalprocess. We rely on the City of Cape Townto identify suitable land for the relocation ofdwellers before the legal process of evictionand relocation can commence,” Walkersays.He says Metrorail regularly removes va-

grants from rail precincts with the assist-

ance of railway police and will continue toaddress the situation as best it could withthe resources at its disposal.“The presence of indigent people inMetro-

rail’s rail reserve requires an integrated andsustainable response,” he adds.Walker says the purpose of fencing was

“primarily demarcation of boundary andthat in its original state would not deter wil-ful entry onto the rail reserve by vagrantsand people with criminal intent”.“The City’s Displaced Peoples Unit (DPU),

local community policing forums and city

improvement districts usually collaboratewith Metrorail Protection Services officialsand contracted security firms to remove va-grants in railway precincts. DPU assistswith finding alternative accommodation forvagrants,” Walker elaborates.He has called on the City to expedite the

process in the interest of all parties.“Effective town planning, law enforce-

ment andeconomicmeasures tomitigate thegeneral socio-economic circumstances canassist in the reduction of vagrancy. Untilsuch time, as adequate facilities are madeavailable to the city’s vagrants, the problemwill merely be shifted from one party to an-other.”Walker explains rail fencing demarcates

ownership boundaries and says fencing re-pairs or replacements formpart of a plannedand funded infrastructural capital project.“Hundreds of holes or openings have been

and are being made as informal thorough-fares across the rail reserve.As a result, van-dalism is perpetual, maintenance costly andunsustainable at this rate,” he adds.The region currently spends anything be-

tween R6m and R9m annually to mend andreplace broken fencing.Walker believes the best way forward is

a joint effort by residents, the City andMetrorail.He advised residents, the adjoining land-

owners, that the City would have to be con-sulted. “Experience has proven this the pref-erable and most sustainable approach,” headds.Residents are encouraged to raise their in-

Dial-a-Ride: sign up to be assessedDisabled people have until the end of thismonth to be assessed for the use of theCity of Cape Town’s Dial-a-Ride service.

This will be paid for by the City andno individual will be included on the da-tabase if he or she has not undergone theassessment.

It will determine whether individualsare eligible for the service.

“The City tries, as far as it can andwithin its means, to assist those whocannot make use of regular public trans-port services. We are always striving toimprove our service delivery, in particu-lar to those who do not have access towork opportunities,” says Mayoral Com-mittee member for Transport Brett Her-ron.

But, he says, “we must fully compre-hend the demand for the service andknow where our residents with disabili-ties live before we can make any adjust-ments to improve the current operatingmodel”.

He urges people with disabilities tobook for an assessment before the dead-line of Sunday 30 November.

Appointments can be made by calling0800 600 895 during office hours.

The appointments will be scheduledbetween 10:30 and 21:00 from Monday toSunday and the City will provide trans-port from the applicant’s home to Tyger-berg Hospital and back.

Those being assessed will need a certi-fied copy of their identity document,proof of address, proof of income and amedical report.

Applicants will also be asked to com-plete a travel survey questionnaire,which will assist the transport depart-ment in determining the demand for theservice and understanding the travelneeds and patterns of those with disabili-ties. “Since May last year, the team ofcontracted occupational therapists atTygerberg Hospital has only assessedhalf of the residents who are currentlyon the database,” Herron says.

He says only five of the required 16 dai-ly assessments are done.

“This indicates a significant numberof people who may be eligible to use theservice have not been assessed.”

Working to reduce unemploymentIn an effort to increase job creation, the Cityof Cape Town is calling on all jobseekers toregister on the council database.

Based at all local subcouncil offices, reg-istered residents will be considered for allExpanded Public Works Programme (EP-WP) projects, says Suzette Little, MayoralCommittee member for Social Develop-ment and Early Childhood Development.

“It is from this database that we providework opportunities to those seeking workin the city. We know there is no opportunitylike a job opportunity and this administra-tion is committed to alleviating the plightof the most vulnerable residents,” Littlesays.

Employment through the EPWP is tempo-rary, with contract appointments varyingin length.

Since 2011, the City has created more than100 000 work opportunities through the EP-

WP. Projects are now linked to 950 sitesaround the city, providing economic relieffor workers and helping to improve servicedelivery.

“Workers are randomly chosen from thedatabase and are notified by telephonewhen they are selected for possible job op-portunities,” she says.

To register, residents must visit their lo-cal subcouncil office in person. Those resi-dents who are already registered mustmake sure they update their details regu-larly to improve their chances of employ-ment.

Jobseekers who do not update their de-tails in a 12-month period will have theirregistration removed from the database.

Jobseekers are requested to update theirinformation should any of their detailschange and must also remember to re-regis-ter if they have moved residences.

A proposal for a waste drop-offfacility on Prince GeorgeDrive has sparked the ire of

Parkwood residents.The proposal by the City of Cape

Town for the new facility is due tothe closure of two other sites at La-dies’ Mile and Tygerdal.

An application for a Waste Man-agement Licence has been lodgedwith the provincial Department ofEnvironmental Affairs and Devel-opment Planning for a City-ownedproperty situated on the corner ofPrince George Drive and De WaalRoad.

The City has also appointed Roy-al HaskoningDHV environmentalconsultants to oversee the applica-tion.

According to the backgrounddocument from the consultants,the two sites have reached the endof their “functional life” and willneed to be closed.

In addition due to the increase inwaste generated, this site is need-ed.

Royal HaskoningDHV has alsoreleased the draft Basic Assess-ment Report (BAR) and residentshave until today (Tuesday 4 No-vember) to make their commentson the report.

Pastor Paul Phillips, chairper-son of Voice of Parkwood, took toFacebook to raise his concerns andsaid the facility is “an unhealthyidea”.

At a recent meeting in Park-wood, Phillips said officials werenot giving solutions and their“covers fell off”.

He raised concerns about theclose proximity of the proposed fa-cility to Klip Road Cemetery.

“The rubbish site and cemeterywill share the same gate. [The facil-ity will be] right next to the Mus-lim burial ground. They said itwould not affect us and we said‘no’,” he says.

Phillips also alleges ward coun-cillor Melanie Arendse and theRondevlei Subcouncil did notknow about the proposal.

“It will come to light sooner thanlater whoever is lying and whoev-er is speaking the truth. When acouncillor declines to attend ameeting with the company whoplays a major role, you can makeyour own assumptions,” Phillipsfumes.

When approached for commentArendse referred People’s Post toWard 72 councillor Jan Burger.She said a motion for the proposedfacility was made by him.

Burger, however, says this is in-correct.

He explains he submitted a mo-tion to curb illegal dumping a few

years ago and the City then decidedto go ahead with the site in 10th Av-enue, Retreat.

Phillips says the process is“flawed” and nearby institutionswere not consulted.

“It’s unfair,” he says.“There is no respect for Park-

wood people and [it is] disrespect-

ful to all of the affected parties.”On Sunday 2 November resi-

dents held a placard demonstra-tion to object to the proposed plans.

Many have also taken to the Fa-cebook page titled Against GangViolence in Parkwood to vent theiranger.

According to the report the site
