This comes after residents of nearby Conis- ton Park were asked about their needs in the area by Marita Petersen, councillor for ward 68, in which both areas fall. Charles Daniels, chairperson of the Laven- der Hill Civic, says there are several prob- lems in Lavender Hill which need to be ad- dressed. “The issue is that there is no develop- ment or maintenance work in the area because whenever you ask they say there is no money,” says Daniels. “There is no money except for the speed bumps they are putting in the area. That’s all the money they have spent for the last 15 years. When we ask what the budget is being spent on in Lavender Hill, they say they will look into it. But nothing comes forward.” Coniston Park residents were asked for their opinion during a feedback session host- ed by Petersen recently. One of Daniel’s main concerns, apart from the perceived lack of service delivery, is that the Civic Association has never been consult- ed in a similar way. Petersen was also believed to have said R10m was available for upgrades in Coniston Park at the meeting, but she disputes all of these claims. “I do not have R10m for upgrades in Conis- ton Park and I did not ask the people to give me projects,” Petersen counters. “R10m has been allocated for the Non-motorised trans- ports upgrades and the upgrading of Military Road all the way to St Peter’s Avenue in Seawinds,” says Petersen. “I was just giving them feedback – that is all. I also motivated for people to let me know what the needs are in the area in terms of transport. I am not ignorant of the needs of the people in the area – there is a lot to be done in Lavender Hill.” Petersen adds she has consulted with the Civic Association in regular meetings. She al- so met with 16 street and court committees from Lavender Hill on Tuesday. Daniels also complained that the double- storey and triple-storey City of Cape Town rental homes in the area were not being main- tained and roofs and staircases were broken. He adds the area’s youth have no recreation facilities, because the Blode Street public open space, a popular area for soccer match- es, was blocked with boulders by the City. Petersen says the Community Police Fo- rum and police decided to close the field at the height of the gang violence in Lavender Hill, as it was being used as a soccer pitch for matches organised by the gangs. She adds there was a backlog for the stair- case repairs when she became councillor and they are now being repaired “systematical- ly”. According to Petersen, a new staircase has been built at Drury Court. Petersen is set to meet with Daniels in Jan- uary to hear the Civic Association’s con- cerns.

LIKE ANY other little boy, he talksnon-stopandrunsaround,oblivious tothe world.

But he isn’t able to get too far, as he isattached to a machine almost as big as heis.Little Prince is dying, but the fact that

he has made it through the last eightyears is a miracle itself, those who lovehim say.He is one of 18 children living at the

Themba Care Centre in Bridgetown, ahomewhich specialises in palliative care.When Prince arrived at the facility in

2004, doctors had given him only twoweeks to live.He was suffering from Aids-related ill-

nesses andwasn’t expected to see his nextbirthday.He was sent to the home after his par-

ents, who are farmworkers fromPhilippi,left him at the hospital and provided staffwith a fake address.Today, at the age of 12, Prince has the

mental capacity of a three-year-old.His kidneys are collapsing and his liver

no longer functions as it should.“I’m fine,” he mumbles, sticking up his

thumb.He is a miracle child, says project man-

ager Nomakula Mrubata.“But so are all these other children.

They have proven so many people wrong.They have come here on their death beds,but we have seen them become fit andstrong, turning the fewdays theywere giv-en into five years,” she explains.Baby Natasha wriggles around as one of

the carers changes her nappy. She playful-ly pats her behind, and the nine-month-oldgiggles in delight.Her carerwears gloves becauseNatasha

has HIV.Shepoutsher full lips as the onlymother

she knows picks her up.“Hello, my darling,” Noma coos. Nata-

sha lets out a chortle.The toddler’s mother absconded while a

seriously ill Natasha, barely a fewmonthsold, was fighting for her life in hospital.“One moment she was with the nurses,

the next she was gone,” Noma recalls.The bundle of energy is placed next to

a teddy bear twice her size. She clutchesit and starts a baby-talk conversationwithher beady-eyed companion.“It’s lovely to see them thrive,” Noma

says. “We are clearly in the business ofmiracles. Our work is not depressing, it’srewarding.”Her office is covered inphotos of smiling

childrenwho have lived – and died – at thecentre.Of the childrenplaying in the play room,

80% are HIV-positive. Some are dying ofcancer while others have motor-neurondisease or birth defects.“They are sent here to die, but we give

them hope to live. All it takes is patience,love and care,” Noma says.The facility provides pain control to

their tiny patients and respite care to theirstressed-out parents.Tired and traumatised moms and dads

are given “a break” from caring for theirchildren during a two-week period to givethem “space to deal with the trauma”.“People sometimes forget the emotional

turmoil the parents go through while see-ing the little ones they gave birth to die,”she says.“Sometimes all they need is someone to

talk to or provide them with emotionalsupport. We are here for them, too.”Doctors, nurses and a host of therapists

are also available around the clock. Mostof them settle for salaries far below whatthey could be earning. But working withthese children is worth the monetary sac-rifice, they say.It’s no secret that money is tight, Noma

admits.“Our expenses run into tens of thou-

sands of rands every month,” she says.“For the average person, the economic cli-mate has seen themcutting back.We, how-ever, are unable to do that because wehave been on a shoestring budget foryears.”Despite this, Christmas is a special time

of year at the home.Festive decorations take centre stage

and good Samaritans arrive with piles ofgifts for the pleasant children.While she is grateful for the presents,

which range from dolls and cars to educa-tional toys, what would really make theselittle ones’ lives easier are basic necessi-ties.“Face cloths, toothbrushes and nappies

would be ideal,” Noma says. “Clothes,utensils and cleaning products would alsotake a huge weight off our shoulders.”And while she looks forward to kind-

hearted Capetonians opening up theirhearts – and pockets – this Christmas, sheencourages people to not forget about thehome once the festivities have ended.“We appreciate the giving spirit and we

would appreciate assistance throughoutthe year. These children live every day asif it’s their last – when their time comes,let their last thoughts be happy ones,” shesays.Phone the centre on (021) 637 8337.

It’s the dumpingdemons againTASMIN CUPIDO

A LONG-TERM problem has againemerged in Steenberg – dumping.

Residents living in the City of CapeTown’s rental stock in the area are beingurged to cease dumping and clean up thisfestive season.

The area comprises 10 courts, with 48flats including Sterling, Ayre and Alber-tus courts. The courts are situated be-tween Concert Boulevard, Goodman andTatum roads, and Elgar Street.

Ward councillor Jan Burger says thematter has again come to the fore follow-ing a visit during a 16 Days of Activismawareness campaign in the area twoweeks ago.

Burger claims to have addressed thematter with some residents, as well as thevarious City departments.

“I believe the people need to be educat-ed, but everyone is shifting the responsi-bility,” he says.

“There is always rubbish layingaround, despite there being wheelie binsfor each flat. The community needs tostand together in this matter. They needto take action by cleaning, while the Citymust also educate them in keeping theirarea clean.”

However, a resident of the area, whospoke on condition of anonymity, placesthe responsibility squarely on the shoul-ders of the residents. “People just don’tcare. Theyall havewheelie bins, but dump

rubbish – from sanitary towels, animalfaeces and broken bottles to furniture andmattresses – right next to the bins,” shesays.

“These wheelie bins are collected onceaweek – I cannot understandwhywehaveall the dumping. When we received thebins, peoplewere keen to keep it clean, butthey have lost interest over the years.They also throw their dirt in other peo-ple’s bins. I don’t see a problem with that,though, as it is better than them dumpingit on the ground.”

In addition, she says, the City’s RetreatDrop-off facility is situated in 10th Ave-nue, “just a two-minute walk” from the ar-ea. “People are just lazy and it seems theywant to live in filth.While it isunhygienic,it is also dangerous, because children playright there. Dumping is a major problemin the area.”

Both Burger and the resident, however,admit there are “ a handful of residents”trying to keep their area clean.

“There is one woman who has a beauti-ful garden and really makes an effort tokeep the place clean,” Burger says.

“We needmore people like her in the ar-ea. We need to stand together to oust ille-gal dumping. The area can be really beau-tiful if everyone did their bit.”

The resident concurs with Burger, say-ing: “Residents are in a total state of apa-thy regarding thematter and arenot inter-ested in the state of their surrounds. Theymust beurged to take ownership andpridein their community.”

Cops ready forfestive seasonLIAM MOSES

STEENBERGPOLICEwill focusondrugsand family violence as part of their fes-tive season crime prevention campaign.

According to station commander ColonelCass Goolam these types of crimes were dis-covered to be the most prevalent during theholidays after reviewing statistics from pre-vious years. He says the station has alreadystarted with education programmes to pre-vent family violence, instead of just reactingwhen crimes are committed.“We started early with the 16 Days of Ac-tivism campaigns along with the NGOs andgovernment departments to sensitise thepeople and ensure prosecutions where peo-ple are continuing to violate the domestic vi-olence act,” he says.“These are the crimes that happen in-doors, so education is more important be-cause the other actions from the police arejust reactive, like making arrests.”Goolam says family violence increasedduring the festive season in all areas policedby the station, but were concentrated in Sec-tors 2, 3 and 4 – which are Retreat, Steenbergand Lavender Hill, respectively.The station’s othermajor focus during thefestive season will be drug-related crimes.Goolam says the station will be conductingsearches on known drug dens and searching

street-level drug peddlers as well.Lavender Hill is also set to receive in-creased attention during the rest of the holi-day season. “We have the current operationin place there, but for the festive season wehave escalated the operations and got assist-ance from the provincial headquarters,”says Goolam.“Now there are other operations takingplace. At certain times we are going to peakwith deployments. You are going to seemorevehicles, more foot patrols and more stop-and-searches.”He could not disclose at what time the pa-trols would increase.Gangs in other sectors covered by Steen-berg police will also come under increasedpressure. Stop-and-search operationswill beconducted and gangs loitering on the streetwill also be asked to disperse and will be ar-rested if they refuse.Road blocks and other joint operationswith the Metro Police have also beenplanned to counter drunken driving anddriving without a licence in hopes of de-creasing the high number of accidentswhich usually occur in the festive season.Goolam also warned the number of miss-ing children reports increased at this timeof year and urged parents to ensure theirchildren are not out too late at night and toknow where their children are at all times.Call the station on (021) 702 9000.

Christmas fest in Grassy ParkTASMIN CUPIDO

THE annual Grassy Park CommunityChristmas Festival is underway.In its 13th year, the spectacle sees familiesfrom across the greater Grassy Park meet atthe Grassy Park Civic Centre for whole-some, family fun.The festival, which started on Friday, willrun until Sunday 23 December.The opening of the festival also coincidedwith the City of Cape Town’s switching onof the Christmas lights ceremony.Organised by the NPO with the samename, the festival is a platform for unem-ployed residents to earn money during thefestive season. More than 40 stallholdersfrom the area will sell hundreds of goods,from food to homemade crafts for Christmasgifts.But it has not been easy for the organisers,says deputy chairpersonHarounGamildien.“It is always difficult when you cannotfind sponsors – and we have not found any

sponsors this year again,” he says.“The festival is not held to generate a prof-it, but rather to give the community and op-portunity to make some money, and for thecommunity to get together.”Gamildien adds the organisation barelyscrapes through financially. “But as long asthe community enjoys the festival, it makesit all worthwhile,” he beams.Ward councillor ShanenRossouw says thenumber of people flocking to the festival istestament to the “fantastic organisation anddedication of the organisers”.“They should be commended for the greatwork they achieve, without a large budget,”she says.“This festival should form part of theCity’s annual calendar. If the organisationregisters on the City’s database they will re-ceivemuchmore publicity, drawmore num-bers and the festival will becomemore popu-lar and recognised across the Peninsula.”The festival closes off with carols by can-dlelight on Sunday.

DESPITEher family having gone throughdifficult times, one Hillview resident isdetermined to make a success of her life.

Roxanne Jansen (24) graduated from Bos-ton City Campus on 30 November, after fin-ishing her one-year travel and tourismcourse.

This was made possible whenPeople’s Post,in partnership with Vangate Mall and BostonCity Campus, awarded a R10 000 bursary toa reader last year.

Roxanne was the lucky winner and realisedher dream of furthering her studies after ma-triculating in 2006. Hopeful entrants had towrite a letter of 200 words or more, motivat-ing why they deserve the bursary and howthe bursary will enable a better future.

Roxanne says she did not expect to win.“It was a shock to me, because I thought it

was a prank call when I received the call tell-ing me I had won,” she chuckles.

She says 2006 was a difficult year for herand her family.

“My home burnt down and I was also doingmy matric. It was a tough time for us, be-cause I ended up not concentrating on mystudies, but despite that I passed,” she says.

Her father, Shane Jansen, (49) is a mission-ary worker and says all he wanted was to beable to provide a good education for hisdaughter, but he couldn’t.

“It hurt me to see my daughter not beingable to continue her studies,” he says.

“I’m a missionary worker and never hadmoney to pay for her tertiary education.”

Roxanne worked part-time and also did asix-month office administration course be-fore she entered the competition.

“I had to work, so I could help my family.I also worked part-time during the travel andtourism course,” she says.

Shane says he is proud of what his daughterhas accomplished.

“I’m thankful to God for giving my daugh-ter this opportunity and answering ourprayers,” he says.

Roxanne believes anyone can overcomeproblems they are facing, as long as they arepositive.

“Determination, hard work and supportfrom family and friends will get anyone farin life,” she says.

“I would love to further my studies and geta degree in travel and tourism.”

Roxanne is currently working part-time ata retail store in Claremont.

Last Thursday Cape Town mayor PatriciadeLille reiteratedher commitment to the an-nual carnival by signing an agreement withvarious minstrel association representa-tives.The signing ceremony is a culmination ofan extensive and lengthy process, engagingwith the various associations to ensure theprestigious event is successful and one allCapetonians can be proud of.“We are formalising our relationship withthe representatives of the variousminstrels’associations to ensure that we are fully pre-pared to make this year’s carnival a spectac-ular event,” De Lille said.

TWO examples of when neighbourhoodwatch members were pivoted into actionhelped break the ice between the watchand residents in the Victoria Lodge Infor-mal Settlement.

These incidents took place last year andhave subsequently led to the SouthfieldNeighbourhood Watch (SNW) members con-tinuing to reach out to people living in the in-formal settlement.

In the first incident, a patroller alerted thefire department to a shack fire. An infant wasrescued from the fire.

“Although I have lived here all my life, Ihad never met anyone from the informal set-tlement,” says Leon Morgan, chairperson ofthe SNW.

“We phoned the fire station, then drovedown to the settlement. We were the first onthe scene, where one shack was on fire. A gasbottle had exploded and there was a four-week-old baby in the burning shack. One ofthe volunteer firefighters risked his life by

going into the shack to res-cue the child,whohad to behospitalised for smoke in-halation.”

In the second incident, apatroller with a Level 3qualification in First Aid,came to the aid of a stabwound victim in the settle-ment.

The volunteer, who doesnot wish to be named, says:“A man had been attackedby someone who hadstabbedhim in the face andsevered an artery. After Istabilised the man, an am-bulance took him to hospi-tal.”

In a repeat of last year,the Watch collected Christ-mas presents and organ-ised a handover.

They collected tinnedfood, chips and toys anddrove to the settlement ina convoy of patrol and po-

lice vehicles to surprise the community.Morgan says the City of Cape Town in-

stalled portable toilets, water and electricityin the settlement a few years ago. There arespotlights on the dwellings for security.

“Some of the folk have vegetable and flowergardens and a few have odd jobs, but most arevery poor and alcoholism is a big problem atthe settlement. We have a good relationshipwith the people and I get welcomed when Idrive by. They also know they can call us inan emergency.”

Ward 72 councillor Jan Burger says theland on which the settlement was built be-longs toprovincial government and–over theyears – the City and church leaders have pro-

vided help to residents.A meeting was held with the residents re-

cently to discuss leaking houses, electricityfailures in five shacks, domestic abuse, fail-ure to empty portable toilets, TB testing, lackof recreational space for the children, empow-erment and immunisation for the children.

The Watch aims to make the streets safeenough for children to play.

There are 30 patrollers in the SNW, withskills ranging from paramedics to a snakecatcher.

Morgan says: “Before we started the watchcrime was getting out of hand. We’ve madea big impact by being the eyes and ears ofSouthfield.”

AYEAR of violence and tragedy. Ayear of peace and truces. A yearof elation and hope. A communi-

ty joining forces to rid their hometownsof social evils.

The greater Retreat area has had a bumpy2012, but through the gang turf war, criesof a lack of service delivery and pleas for as-sistance from authorities, residents haverisen above these circumstances. People’sPost looks back on the news making head-lines in the 2012.

JANUARYThe year kicked off with impressive mat-

ric results for high schools in the area. Lav-ender Hill, Heathfield and Crestway highschools all boasted significant increases inits pass rates. However, this was not thecase for Sibelius High School, whichshowed a drop in its pass rate.Following the tragic passing of Manu Ar-

iefdien, ward 68 councillor, in early Janu-ary, the Independent Electoral Committeeannounced a by-election for 1 February.Four candidates were in the running to rep-resent the ward, which comprises portionsof Lavender Hill, Military Heights, St Mon-tague’s Village, Village Heights and Steen-berg. The electionwas unanimouslywon bythe DA’s Marita Petersen, after 5 200 resi-dents cast their vote.

FEBRUARYAn old problem again came to the fore

when residents expressed concerns over thestate of Retreat Road, labelling it a “traffichazard”.They called for traffic calming measures

to be installed, but this notion was stubbedby local ward councillor, Jan Burger, whosaid investigations, conducted by the Cityof Cape Town’s traffic department, foundthere was no need.The City announced its R50m Non-motor-

isedTransport Project, which is set to be im-plemented in Retreat, Vrygrond andGrassyPark.

MARCHPlans to revamp the Shawco building in

Retreat into a drug rehabilitation facilitywere announced by the City. However,these plans were shelved when NGOs wereinvited to submit applications to lease partsof the building. In November a total of 15 or-ganisations presented proposals for shareduse of the facility.A building in Sixth Avenue, Retreat, be-

lieved to be protected as a heritage site, waslabelled ahotspot for prostitution, drug traf-ficking, squatting and robberies. Residentscalled for the building to be demolished.ThePrincessVlei shoppingmall saga con-

tinueswhen theCity’s Spatial Planning, En-vironmental and Land Use ManagementCommittee (Spelum) voted against the de-veloper’s application to extend the rezoningperiod.The appeal against the Spelum finding

was overturned by provincial minister ofenvironmental affairs Anton Bredell thenext month.

APRILSteenberg police announced an increase

in gang activity in the greater LavenderHillarea, reporting a total of 10 bystanderswounded in six shooting incidents in lessthan two weeks.

MAYThe Jolly Carp Organic Market was

launched in Sassmeer Estate. The marketjoined the Princess Vlei Forum (PVF), sell-ing only organic goods every Saturday.Despite a decrease in the gang violence,

organisations questioned whether the de-crease will be maintained.

JUNEThePVF launchedThePeople’sPlan to se-

cure Princess Vlei as an open space for thepublic to enjoy.In a bid to end gang violence in the pre-

cinct, Steenberg police called an imbizo, af-ter the violence left seven dead and 18 hurtin less than three months.The Hillview community was shocked

when community worker Owen “Charra”Shanmugan killed his son Lionel (2) and hisgirlfriend Yolandie Petersen’s daughterShaylin (4) by slitting their throats. In afailed suicide attempt, he took the knife tohis stomach, whereafter he was found bycommunity members. He was transportedto hospital, where he later died.

JULYEight-year-old Steenberg resident Zunaid

Mckenziewas another victim of the gang vi-olence, when he was caught in the crossfirewhile playing soccer in front of his MelodySquare home.His death sparked outrage within the

community, with community leaders call-ing for the army to step in.The Mckenzie family was visited by both

national policeministerNathiMthetwaandpolice commissioner Riah Phiyega.However,Mthetwa stubbed the army call,

leaving the community feeling despondent,claiming they do not trust the police.Then, despite mixed feelings from the

community, a peace treaty was believed tohave been signed by rival gangs. Residentswere sceptical about the truce.

AUGUSTThe PVF said it is being kept in the dark

on the shopping mall development, sayingthe provincial department of environmen-tal affairs had not been in contact withthem. Theywere unsure about the next stepin the process.Heathfield residents spoke up against an

alleged illegal taxi route from theHeathfieldTrain Station. Thematter is currently beingmonitored by the Metro police.Claims surfaced that Steenberg station

commander Colonel Noel Joseph had beenremoved from his position. The allegationswere eventually confirmed in September.

SEPTEMBERColonel Cass Goolam took over the reins

at Steenberg Police Station.Thebattle tokeep shebeensout of the com-

munity continuedwhen the SteenbergCom-munity Police Forum (CPF) and LangevleiRatepayers’ and Civic Association vowed tochallenge the decisionmade by theWesternCape Liquor Board to award a licence toChad Pool Club in Chad Road, Lakeview.Kelvin Cochraine of the PVF submitted

documents alleging corruption, on the partof the developer, to the National Prosecut-ing Authority. The matter remains underinvestigation.

OCTOBERLaw enforcement authorities clamped

down on the four Retreat Road pubs – ClubHotspot, Negresco, Stormers Pub and theRetreat Hotel – in a blitz.It was believed that the Stormers Pubwas

operating without both a liquor and enter-tainment licence.This was confirmed by the Western Cape

Liquor Authority in December. However,the landlord maintained the business is op-erating legally.

NOVEMBERThe Protea Subcouncil announced plans

for the upgrade of the Retreat Transport In-terchange will be presented to the Subcoun-cil in January.The first 60 beneficiaries of the Rondevlei

housing development in Lavender Hillsigned sale agreements with the City. Thiscame despite the houses not being built, al-though the infrastructure component is un-der construction.A shooting incident in Lavender Hill,

which left three Mongrel gang members in-jured, sparked fears of a return of the gangviolence.

DECEMBERThe Douglas Murray Home for the Aged

in Retreat stepped forward, highlighting itsfinancial situation threatening to close itsdoors.Over 100 Overcome Heights residents

were left destitute when their homes burntdown.While residents struggled to rebuild their

lives and homes, the City’s fire servicesfound the fire was caused by a dropped litcandle.

of extreme cold-water swimming events inonly 10 days in March 2011.We also featured a story on Sven Greef, a

31-year-old father of twoandamateur cyclist,who cycled 1 400km from Johannesburg toCape Town for charity in just 12 days.In February we interviewed Braam Mal-

herbe, a local extreme athlete and adventur-er, who had just returned from the SouthPole Challenge. Malherbe, from the CBD,spent 25 days in the Antarctic and walkedover 742km across the frozen continent.We also brought you the news that Noore

Nacerodien, the former vice-president ofSoftball South Africa (SSA), had been rein-stated after having a suspension overturned.Nacerodien, chairperson of the local or-

ganising committee for the 2011 Internation-al Softball Federation Women’s JuniorWorld Championship, was suspended forfailing to attend a SSA meeting to present adetailed report on the tournament.In April mother-of-two Andrea Boettger,

(43) ran the entire Two Oceans Marathonwhile pushing her wheelchair-bound sonAlex (10). The two both suffer from congeni-tal muscular dystrophy and finished the56km marathon in under seven hours.The Fish Hoek Lifesaving Club also made

Rumours surround Milano coachLIAM MOSES

MILANO UNITED have rubbished ru-mours that their newly-appointed tech-nical director could soon take up thehead coach role at local rivals Santos.

Brandon Truter joined the Grassy Parkside in late October, after leaving Second Di-vision side Cape Town All Stars earlier thatmonth.Reports of another move for Truter first

surfaced on Monday 3 December, when Soc-cer Laduma published the story online. Trut-er admits he negotiated with Santos andspent a week with the team, but that noagreement was made.“Milano started negotiating and offered

me a contract as technical director. When Isigned the contract I notified Santos that Iam taking the job at Milano,” says Truter.“There was a bit a bad blood and court ac-

tion was threatened because they said I hada verbal agreement (with them), but nothingwas agreed.”According to Truter, Santos chairman
