Weekend crime operations in GrassyPark kicked off to a rocky startwhenamissing child was reported and set

back operations by two hours.An eight-year-old boy was reported miss-ing at the station on Friday 27 February,says Grassy Park police spokesperson War-rant Officer Wynita Kleinsmith.“Amother reported her sonmissing at ourstation just before 17:00 onFriday.Themoth-er said the boy was on his skateboard infront of her as they approached 5thAvenue,”Kleinsmith says.According to the mother when she round-ed the corner after her boy, he was missing.“The mother says the boy wasn’t too farfrom her when they got to 5th Avenue, butwhen she looked again, he was gone,” sheadds.After a two-hour search the boywas foundin RadiantMansionwheremother and childwere on route to visit with family.“With missing children being reported atour station we take it as a priority. We hadto find the child before we continued withour raid operation,” Kleinsmith says.Crime operations eventually started atjust after 19:00 when police visibility was in-creased in the area from Friday 27 Februaryuntil Sunday 1 March which resulted in anumber of successful arrests.The first successful arrest was made at19:15 on Friday when police arrested a 23-year-old man for the possession of tik.“The suspect was arrested in RietbokAve-nue after police members noticed the manwas acting suspiciously. Upon searching theman they found a packet of tik and cash.”Later the same evening, at 20:50, a 25-year-old man was arrested after police receiveda tip-off from the community.“Information was received that the sus-pect was dealing drugs fromhis home in 2ndAvenue, Lotus River. Members found 10packets of tik hidden in a sound box and anundisclosed amount of cash,” Kleinsmithsays.The suspect was arrested on charges of al-ternative dealing and the possession ofdrugs. The suspect appeared in theWynbergMagistrate’s Court on Monday 2 March.On Sunday 1 March at 00:50 police werebusy with a crime prevention operation in

the area when they noticed a group of menfighting on the corners of Klip and Strand-fontein roads.“The police intervened to stop the fight.Once the fight was stopped the men weresearched. One suspect was in possession ofan unknown firearm with a silver handle.The gun had five R5 rounds and three silver357 magnum rounds,” Kleinsmith says.The 23-year-old suspect was arrested forpossession of an illegal firearm and ammu-nition.He is in police custody.Later on Sunday, at 07:00, while officerscontinued their patrols, they received infor-

mation about drug dealing at HoogenoegCourt in Ottery where gang violence hasflared up.“When the suspect saw the police van heacted suspiciously. Members of the policecalled the man, but he ran away. Police thengave chase and caught the suspect,” Klein-smith says.Upon searching the suspect, police offi-cers found 20 packets of tik on him and cash.“The 25-year-old suspect was arrested oncharges of alternative dealing and the pos-session of drugs.He appeared in the Wynberg Magistrate’sCourt on Monday 2 March.

Kleinsmith says while members were ar-resting the 25-year old suspect, a search wasalso conducted by other officers at Welte-vrede Court in Ottery where they found 49abandoned packets of tik.The tik was handed in at Grassy Park Po-lice Station.A team of Crime Investigation Unit offi-cers assisted in these arrests.On Saturday 28 March police officers alsoissued 10 fines for several road contraven-tions.V What are your thoughts on these arrests? You and the BudgetWhat does the Budget 2015 mean to the ordi-

nary South African citizen? Financial journal-

ist Moeshfieka Botha helps readers to under-

stand how they will be affected by the Budget.

There were many people who eagerlyawaited this year’s budget speech. Andthere were also many who simply were

not interested in it because they feel that thedecisions made by politicians rarely havemuch impact on the lives of ordinary citi-zens. They still just do the best they canwithwhat they have available.

Budget 2015, however, is very importantto ordinary South African citizens becauseit does directly affect our lives.

Finance Minister Nhlanhla Nene’s firstfull National Budget was a tough one.

Fuel levyThe biggest shock to consumers was prob-

ably the raising of the fuel prices by 80.5c/F.This ismade up of an increase in the generalfuel levy by 30.5c/F and the Road AccidentFund levy by 50c/F.

While fuel prices are now at their lowest

in many months, consumers might be ableto absorb these increased levies, but fuel pri-ces do fluctuate. Consumers will be feelingthe full brunt of this levy hike when the fuelprice rises again. We will not only be feelingit directly when we fill up, but we are sureto the see the price of basic food and necessi-ties rise too.

ElectricityThe other hike whichwill have a direct ef-

fect on consumers is the “temporary” in-crease in the electricity levy form 3.5c/kWhto 5.5c/kWh. According to Nene this was putinto place to assist demand. The additional2c/kWh will be withdrawn when the elec-tricity shortage is over.

Income taxPeople earning more than R181 900 a year

(R15 158 a month) with have their personal

income tax increased by 1%. This raises taxof the average person in this tax bracket, be-low the age of 65 by about R21 a month.

The rates and brackets for transfer dutieson the sale of properties will be adjusted, sothat it provides relief to middle incomehouseholds. Transfer duty on properties be-low R750 000 will be eliminated.

Sin taxOther increases include:. The tax on a quart of beer goes up by

15.5c;. A bottle of wine will cost 15c more;. A bottle of sparkling wine goes up by 48c

and a bottle of whisky will cost R3.77 more;. A pack of 20 cigarettes will cost 82cmore.Social grants have been increased:. Oldage,war veterans, disability and care

dependencygrantswill increase byR60 fromR1350 to R1410;

. Child support grants will increase by 10to R330;. And foster care grants will increase by

R30 to R860.The number of beneficiaries of social

grants has doubled from 7.7 million recipi-ents.Nene said they would review the possi-bility of further adjustments to grant valuesin October.

Disposable incomeThe household debt-to-disposable income

ratio currently stands at 78.4%.Consumerswho are already cash strapped

and specifically struggling to pay their debt,are encouraged to tighten their belts and putall their resources into becoming debt-freeas soon as possible.

RogerBrown, chief executive of debt coun-sellors Credit Matters, says: “This is crunchtime for consumers.

The only way those struggling with debtare going to survive is by decreasing whattheypay their creditorsmonthly so that theymay havemoremoney left to live on and payfor basic necessities.”V How are you tightening your belt? arms at just three days old. That was17 years ago.

Now two families are having to come toterms with the legal and emotional roller-coaster thatwas unleashed after themissinggirl, named Zephany at birth, was found inoneof themost unlikely – yet touching – turnof events.Zephany was kidnapped from Groote

Schuur Hospital in April 1997.It was reported that her birth parents Ce-

leste and Morné Nurse, of Retreat, came tofind her when other pupils at a Cape Townschool remarked how closely Zephany re-sembled a Grade 8 pupil.They reportedly invited Zephany over

saying they want to meet their daughter’sfriend and realised the girl could be theirmissing daughter.DNA tests confirmed Zephany was the

three-day-old infant who disappeared al-most two decades ago.She was snatched from her sleepingmoth-

er’s arms in hospital, but the Nurse familywould not give up hope of finding her.The Nurses have reportedly celebrated

their missing daughter’s birthday everyyear on 28 April, together with their threeother children.They celebrated her birthday with a do-

nated cake in hopes that their daughter andwould return home safely some day.Provincial police spokesperson Lieuten-

ant-Colonel Andrè Traut says the Hawksconducted an “intensive investigation”which resulted in the arrest of a 50-year-oldwoman.“The woman was arrested on Thursday

morning following the investigation sur-rounding a crime that was perpetrated on 30April 1997 where a baby girl was kidnappedfrom Groote Schuur Hospital. The suspectfaces charges of kidnapping, fraud and con-

travening sections 32 (4) (a) and (b) of theChildren’s Act [Act 38 of 2005] – in that shefraudulently pretended that she was the bio-logical mother of a child,” Traut says.The suspect has appeared in the Cape

Town Magistrate’s Court on Friday 27 Feb-ruary.Traut says the teenager has since been

placed in the care of the social services de-partment. “Due to the sensitive nature of thecase, finer aspects surrounding the mattercannot be disclosed at this stage,” he adds.She reportedly grew up with a different

name, and a different family, never knowingshe was not their real daughter.Reports on Netwerk24 says the Retreat

couple who raised Zephany only registeredher at the Department of Home Affairs sixyears after her birth.

Gang activity and robberies at a popular in-tersection is cause for concern for residentsin Lavender Hill.The intersection at St Simon and St Chris-

topher streets has many residents fearingfor their safety due to illegal activities at thecorner.One resident, who does not want to be

named for fear of victimisation, says she hasbeen targeted at the intersection twice al-ready.“I take a taxi to work every morning and

I have to get a taxi at that corner. However,it has become very dangerous. I was held atgunpointed twice,” she says.“There are somemornings that I wait half

an hour for a taxi and I don’t see one policevan patrolling the area. Why are they notconcerned for our safety after this issue wasreported to them before?” she asks.The woman further explains that her

whole family has been traumatised by theordeal.“I leave home very early in the morning

and with winter coming up and darkermornings we do not know what to expect ifthe police aren’t listening to our cries forhelp. When I leave home in the morning myelderly father sits on our stoep at 05:00 to seeme off and to ensure that I am safe. But whatcan an elderly man with a cane do if threeor four men are standing at the corner, eacharmed with guns?” she asks.The woman also expressed concern over

a passageway used by a group of men whoallegedly rob primary school pupils.“Even our children aren’t safe. The pas-

sageway near this intersection is betweentwo primary schools. These men rob ourchildren in broad daylight as well. Beating crimeSteenberg police nabbed five suspects

for possession of drugs and illegal fire-arms in a crime sweep last week.

Police confiscated two handmade fire-arms, which were fashioned from steelpipes, aswell as 22 packets of tik, four daggaparcels, 45 gramsof loose tik inaplastic bag,one stop of dagga, seven half mandrax tab-lets and seven stops of dagga during the op-eration.Steenberg Police Station spokesperson

tol, a 9mm magazine and 15 live rounds.Kedama says theirmost recent arrestwas

made on Wednesday 25 February at 00:00whenofficers in a police van sawaman run-ning in Lavender Hill. “The police were pa-trolling in Blode Street when they saw aman coming from a nearby court. The po-

lice van drove behind him and they couldsee that he is holding something as he wasrunning.”Police apprehended him and found two

homemade shotguns and 12 live gaugerounds in the suspect’s possession.In another incident earlier that evening,

a 31-year-old man was arrested in UrfieldRoad. “The police followed up on informa-tion about a drug outlet. Upon arrival at thescene they noticed a man who ran once hesaw the police. The police gave chase andhe was apprehended.”A suspect was arrested on Tuesday 24

February when he tried to flee from police.“The police were patrolling in Lavender

Hill when they saw a man wearing darkclothes. The suspect ran when he saw thepolice van.”And an 18-year-old suspect was arrested

after police found him in possession of sev-en half mandrax tablets and dagga.

against the warmth of a mother’s breast,this child must seek comfort, nourish-ment and company from tubes andmonitors. As it draws its first breath it isalready in the midst of the fiercest battlefor its existence it is likely to ever know.When it comes to nutrition for babies,

quite simply nothing compares to breast-milk. The scientific evidence underpin-ning this fact is undisputed, and unfortu-nately we have not been able replicatethis wonder food in our laboratories.While formula milk is at best an ade-quate replacement for healthy babiesborn at full term, the range of complica-tions and development challenges facedby premature babies renders “laborato-ry” nutrition ineffective at increasing

their survival rate and future healthpotential. To complicate matters further,many of these vulnerable infants in theWestern Cape do not have access tobreastmilk from their mothers.It is at this point that Milk Matters

Death of two cyclists: time to enforce the lawThe Pedal Power Association (PPA) issaddened by the death of yet anothercyclist. Roy Neil Smith, aged 70, recentlydied while cycling along Victoria Road inCamps Bay.In 2013, the provincial government

passed a law stating that drivers mustpass cyclists with a minimum of 1m andit is time that drivers adhere to the lawor be prosecuted.Drastic action needs to be taken by the

provincial government to enforce this lawto keep cyclists alive.The fatal accident appears to have been

caused by a bus forcing the cyclist intothe pavement where he fell and wassubsequently crushed by a constructiontruck.Several PPA members have reported

via social media channels of beingnarrowly missed by buses on this partic-ular stretch of road where road worksare currently taking place.“There is no road shoulder, yet the bus

drivers seem to just plough through atfull speed without even the slightestdeviation to give cyclists some room,”one comment reads.The time has come for bus services –

and indeed all companies that use largevehicles – to educate their drivers aboutthe vulnerability of cyclists, pointing outthat they are breaking the law in theWestern Cape by not passing at (at least)1m.In memory of the deceased and in

protest of the unnecessary deaths ofcyclists on our roads, the PPA will beplacing a ‘ghost bike’ at the spot wherethe fatal accident occurred during thePPA Safe Cycling ‘Stay Wider of theRider’ Awareness Ride on Saturday 28February.The PPA just heard of another fatal

accident on the notorious Clovelly/KalkBay Main Road where it seems a com-muter on his way to work was fatallyinjured.

The new law in the Western Cape isquite clear that a driver of a motorvehicle, who passes a cyclist on a publicroad, must exercise due care whilepassing the cyclist; leave a distancebetween the motor vehicle and the cyclistof at least 1m; and maintain that distancefrom the cyclist until safely clear of thecyclist.Statistics show that almost all cycling

fatalities on our roads are caused bycyclists being hit by a motor vehicle frombehind or when a vehicle underestimatesthe speed of a cyclist and turns in frontof the cyclist.Cyclists have almost no protection

when they are involved in an accident, soby giving them adequate space on theroads, motorists can avoid accidents thatcan cost precious lives. The road is foreveryone’s use, so let’s show toleranceand respect for one another.

The OR Tambo Community Hall in Khayelitshawas set alight at theweekend, after several childrensuffered food poisoning after an event at the facility.In a meeting following the incident, residents in-

volved in protest action over a housing develop-ment also sought clarity on their concerns.In the early hours of Sunday morning, the hall

was torched. This is just one incident of a communi-ty facility being vandalised.Each week, parks, sporting facilities, community

halls and public toilets are vandalised and damagedacross the city.While this might gain the perpetrator a quick

buck or make a political point, local residents arethe ones ultimately paying the price.In many suburbs, gang violence is a daily occur-

rence and children have few safe diversions.Community facilities provide a safe space for the

youth to study, learnnewskills or takepart in extra-curricular activities.Denying them such opportunities will see more

children turning to crime or failing at school.These facilities are often the only place to meet,

compete in sport or relax with family and friends.When they are damaged, not only is the communi-

ty deprived of these activities, but the funds usedto repair those facilities are essentially wasted.If not put towards repairing damaged and vandal-

ised halls and parks, those funds could be chan-nelled toward improving infrastructure, buildinghouses and developing more community facilities.Isn’t it timeweall start treating community facili-

ties like the treasures they are?

The annual 10 km BigWalk just gets big-ger and bigger and the 16th edition heldon Sunday was no different.

More than 20 000 people of all ages took tothe streets of Cape Town for the Big Walkwhich came to a close at the Green PointTrack.
