Elk Grove Seeking Proposals By May 1

For Affordable Housing

The city of Elk Grove is looking forsomeonetobuildaffordablehousing,andhas$2millioninloanstogettheball rolling.Cityofficialshavepostedarequestforproposalsforsuchproj-ects,withproposalsduebyMay1.

By providing $2million in loans, thecity expects a builder to seek addi-tionalmoney fromother governmentagencies,private investorsorbanks.Anyprojectproposedmustbe readyfor development and construction,rather than conceptual, according totherequestforproposals.

The request does not specify thenumberofhousingunitstobebuiltoralocation,butdoesstatethehousingmustbesomewhereitcanqualifyfora9percenttaxcredit,typicallyaloca-tionnearservices,shoppingandtran-sit. There also are requirements fortheprojecttohaveincomerestrictionsatthreedifferentlevelsofaffordability,allapercentageofthemedianincomeinthearea.

Apple’s Billion Dollar Headquarters Project To

Begin This Summer

Constructionworkwasoriginallyslat-edtobreakgroundin2012.NowAp-pleexpectstostart initialdemoworkonthesiteinJune.

The reason for the delay? The com-pany is attempting to pare down thecost.Appleisworkingwithleadarchi-tectFoster+Partnerstoshave$1bil-lionoff thecurrent$5billionpricetagbeforeworkstarts.Andwhilethecom-pany has named its general contrac-tors (DPRConstruction andSkanskaUSABuilding),ithasn’tflushedoutallitssubcontractors.Someofthosesubswillbesubmittingbidsnextmonth.

Cost overruns aren’t surprising onmassiveprojects,andApple’shead-quarters has widened in scope toincludedoubletheemployeesorigi-nallyprojected.

54-Story Tower To Begin Immediate Construction

A San Francisco developer’s planto build a 54-story office and resi-dential tower in the city’s South ofMarketneighborhoodwillcostabout$375million,accordingtoapersonfamiliarwithdetailsoftheproposal.The building’s cost works out to$540per square foot and includes$75millionforthesiteandapprov-alsfromthecity.

Builder Jay Paul Co. plans to “im-mediately commence construction”ofan800-foot(244-meter)highrisenearthesiteofthecity’snewTrans-bay bus and rail terminal, theSanFrancisco-based real-estate firmsaidyesterday inastatement.Thebuildingwill also be near an officetowerplannedbyBostonPropertiesInc. andHines that’s set to be thecity’stallest.

$1.85 Million For Five Safety Projects

Fivecrossing zonesalongCaltraintracks on thePeninsula are slatedfor infrastructure improvements aspartofaneffort to increasesafety.The intersections — where thetracks cross Brewster Avenue inRedwoodCity,atChurchillandEastMeadowavenues inPaloAlto,andat Rengstorff Avenue and CastroStreetinMountainView—willeachhaveadditional timeadded to theirgate-down intervals, meaning carswill have to wait a little longer fortrainstopassthrough.Additionally,traffic signals at the intersectionswillbeextended tocoordinatewiththelongergate-downtimes.

These measures were studied bythe California Public Utilities Com-mission, a state regulator, anddeemedtobethebestsolutionstoincreasing safety at the sites, ac-cording to Caltrain spokeswomanChristine Dunn. The CPUC is ex-pectedtocompletelyfundthe$1.85millionsafetyimprovementproject.

Caltrain anticipates starting con-struction on the intersection im-provementsthissummer.

$10 Million For New Construction Work

HancockCollegewill receiveanes-timated$10millionbequestfromtheestateofthelatePatriciaJeanBoyd,awell-knownpianoteacheratthecol-legewhodied last summer,accord-ingtoPatriciaRice,anestatetrustee.Thebequest,whichwaslefttotheAl-lanHancockCollegeFoundation,thecollege’s fundraising arm, will go tosupport construction thatwill benefitthecollegemusicdepartment.

It is one of the largest donationsever for a community college inCalifornia, according an attorneyfortheestate.Hancockofficialsareunwillingtogivespecificsabouthowthecollegeplanstousethebequestother than to say: “She was very,veryexplicit that themoneyhad togotobuilding,”Ricesaid.

Walnut Creek To Renovate Golf Course Clubhouse

TheWalnutCreekCityCouncilhastaken the first step toward clean-ingupabuildingthathasseende-ferred maintenance for decades.Thecouncil allocated$353,000 forthedesignphaseofremodeling.Allof themoneycomes from revenuegeneratedbythecourseitself,andnonefromthegeneralfund.

Thenextstepwillbe for thecity toissue$5.8million inrevenuebondsto pay for the renovation.The loanwould be paid back through userfees.Thecouncilwillmake its finaldecision on issuing the bonds inthe next fewmonths. If the councilissuesthebondthisyear thencon-structioncouldbeginin2014.

Walker Ridge Wind Project

Afterashortbreak,developersoftheWalker Ridge Wind Park are againmoving forward with the project. Al-taGas— a Calgary-based business—hasfiledanewplanwith theUSBureauofLandManagementinUkiahtoconstructawindparksaddlingLakeandColusacountiesonWalkerRidge.

Theplan includes29turbines,roadimprovements, cement pads forthe turbines, a collector system, asubstation and a transmission linefromtheturbinestothepre-existingPG&Etransmissionlines.

Thecompanyhadgottenthroughini-tial hearings for thenecessaryper-mits fromBLM,buthalted theproj-ect in2011duetoacombinationofstaffchangesinthecompanyandaneed to rewrite theplan to cater tothequicklydevelopingtechnologies.

Totransportlargeconstructionequip-mentandturbinesonlongtrucks,thecompanywillhavetoexpandWalkerRidgeRoadand ina fewcasesre-movesectionsofthehillsadjacenttotheroad.Theprojectisexpectedtoemployee 150 workers during con-struction.

Whole Foods Will Build In San Jose

Whole Foods has acknowledgedplans to start construction on a33,000-square-footstoreatthecor-ner of The Alameda and StocktonAvenue inSanJose inMay,withaprojectedopeningofsummer2014.WholeFoodsfirstannounceditsin-tention tobuildon thesite in2005,

projecting a 2007 opening. All thebuildings on the site were demol-ished in 2007, and the parcel hasremainedvacant.

Additional change is coming to thethree buildings between theWholeFoods site and theArenaHotel onThe Alameda. The building at 785TheAlamedahousestheThreeMar-keteers,buttheadjacentwarehouseand International Hun-I-Nut Deli at795TheAlamedaarebothempty.

Threepermitsforthe1.037-acresitewere filed with the San Jose plan-ningdepartmentinlateMarch.Theyareforbothaplanneddevelopmentpermit andzoning for transit-orient-ed,mixed-useresidentialonthesiteand a general plan amendment re-quest to change it from mixed-usecommercialtourbanresidential.

Teichert Wins $30.5 Million Highway Project

Teichert Construction is scheduledtostartworkinearlyMayonanotherstoplight-to-interchange project onHighway 99 north of Sacramento.Withaprojected$30.5millionpricetag,theinterchangeat99andRiegoRoad,afewmilesnorthoftheSac-ramento/Suttercountyline,istenta-tivelysettobecompletedbytheendof2014.

The fundingbreakdownfor theproj-ect has $19.3 million coming fromstate Proposition 1B transportationmoney,$3.9millioninfederalmoneyand$7.9millionfromSutterCounty.

Developers for Sutter Pointe, aplanned community to be centeredaround the intersection, are payingmuchofthecounty’sshare.

Those developers have previouslysaid the project wouldn’t proceed

until market conditions were right,buttheinterchangewasavitalinfra-structurecomponentaswell.

$1.25 Million In New School Projects In Chico Will Go Out To Bid

The Chico Unified School Districtboard of trustees have voted to un-dertake four construction projects,allconsideredmattersofhealthandsafety. The approved work includesthe replacement of a kindergartenwalkwaycanopyatRosedaleSchoolthat is buckling; all of the walkwaycanopiesatChicoJuniorHighSchoolthatleakseverelyandsufferfromdryrot; replacing a 36-year-old heatingandairconditioningunitontheroofoftheChicoHighSchoollibrary,andtheremovalandreplacementofthefloorandthebleachersintheVarleyGymon the Pleasant Valley High Schoolcampus.

MikeWeissenborn,CUSDdirectoroffacilitiesandconstruction,explainedwaterhadbeenseepingthroughthegym’sconcretefoundationanddam-agedtheflooringsoseverelythattheregionalbasketballrefereeorganiza-tionhadruledittoounsafetopermitleaguegamesinthefacility.

Will Jail Replace Tehama County Library?

TehamaCountyleadersareconsid-eringbulldozingthecountylibrarytomakeroomfora64-bed jailexpan-sion. The new plan was presentedtoTehamaCountySupervisors lastweekasawaytoeasepressureonthe36-year-oldbuildingthatwaslastrenovatedinthe90s.

Theexpansionwouldcomewithoutany costs to the county, becausethereisaround$20millionavailablefor the expansion through the SB1022constructiongrant.

The Community Corrections Part-nership is still working to completethe jail needs assessment study

that’s required for the grant. Theyare already scouting new locationsforthelibrary.

Menlo Park “Likes” Facebook Project

Facebook has obtained MenloPark’spermissiontobuildasecondcampus west of Bayfront Express-way, near its headquarters on theothersideoftheroad.

“Congratulations,” Mayor PeterOhtaki told Facebook officials lastweekwhenthecitycouncilvotedtoallowthesocialnetworkcompanytoproceedwithitsplans.“Where’sthe‘Like’button?”

Thecouncilapprovedapackageofland use entitlements and agree-ments related to theWestCampusprojectandauthorizedrezoning thesite so the building could exceed35feetandcover55percentoftheproperty instead of a maximum of50 percent. In addition, the councilapproved an environmental impactreportandanofficialstatementthatsays the development’s benefitswould outweigh negative conse-quencessuchasincreasedtrafficatsomeintersectionsandconstructionnoise.

Thecompanyintendstoconstructanexceptionally long 433,555-square-footbuildingdesignedbyrenownedarchitect FrankGehry that featuresa rooftop park. The 22-acre WestCampus site is located at 312 and313ConstitutionDrive.

With offices built above a surface-level parking lot, the complex willriseto73feetinsomespots,thoughmostofitwillbeabout45feethigh,saidRachelGrossman,anassociatecityplanner.

With the legislative and economicuncertainties influencing the con-structionindustry,it’snosecretthatconstructionbusinessownershavestruggled to keep their companiesprofitable.Versatilityandjobdiver-sificationhavebecomethegoalofmanycontractors.

According to Jamie Wright, prod-uctmanagerofTerexConstructionAmericas, contractors’ go-to toolsduring these times are the onesthat help them perform their jobsmoreefficiently.

Becauseof this,manyhavecometorelyonthesmallerequipmentintheir fleets, particularly skid steerloadersandcompacttrackloaders,as these machines are designedforversatilityandeaseofuse.

Increasing Versatility

Skid steer loaders and compacttrackloadersarevaluabletoolsforcontractors because of their abil-itytomaneuverintightplacesandto use a variety of attachments.Wright says, “A skid steer loaderor compact track loader coupledwith a variety of attachments cantotally revolutionize a constructionbusiness,enabling them tobidonmore projects and to work in allweather and ground conditions.Because skid steer loaders and

Savvy owners and operatorshave learned to determine whenitmakes sense to use a compacttrackloaderoraskidsteerloader.Experiencehastaughtthemthattoimproveprofitability, it is importanttomatchtherighttasktotheload-er. Applications in certain groundconditions, such as hard surfaceslikeconcreteorrock,canbedoneatareducedcostwhenusingaskidsteerloader.Puttingcompacttrackloaders into applications like de-molitionandroadbuildingcancostacustomerupto25-percentmoreper hour than a skid steer loaderbecauseofexcessivetrackwearintheseoperatingenvironments.

“It is generally acknowledged thatskid steer loaders perform beston firmer ground conditions, suchas rock, asphalt and concrete aswell as in developed areas,” saysWright. “Skid steer loaders aredesigned to travel quickly and to

Compact track loadersarebuilt tohandleslopesandwet,soft,snowy,sensitiveandmuddygroundcondi-tions,suchasthosefoundinunde-velopedareas.These loadersdis-tributethemachine’sweightevenlyover the length and width of thetracks, allowing them to traverseuneventerrainmoreefficiently.

Increasing Productivity

Contractors have many utilizationopportunities with these smallerloaders.Mainapplications forskidsteer and compact track loaderscontinue to be tasks related toloading,pickingandcarrying,backdragging and material-removaljobs.

Wright says, “Compact loadersare also hard to beat for gradingwork,aswellasforworkingonandaround existing landscapes, be-causeoftheirlowgroundpressure.These loaders are also extremelystableonslopesorunevengroundandhaveexcellenttractioninmanytypes of ground conditions.” Be-cause these types of loaders arebuilt to work in extreme tempera-tures,theyenableownersandop-erators to remainproductiveyear-round.

According to Wright, the trendforskidsteersandcompact trackloaders in the last decade hasbeen the increasing popularity oflarger units with more capacity,faster speeds and longer, widerwheelbases. Owners and opera-tors demand production, higherbucket capacities and improvedlifting capabilities because thesecapabilities are directly related tohowmuchtheycangetdone inaday.

AGRICULTURAL GREENHOUSEADVERTISEMENT FOR PROPOSAL

Subject to conditions prescribed by Material Management/Purchasing Services, University of California, Davis, sealed proposals for a lump-sum contract are invited for the following scope of product and services: Scope of product to include, but is not be limited to the following: furnish and construct a 50’ x 72’ greenhouse with corrugated plastic roof. Sill height of greenhouse shall be 16’. The details are indicated in the accompanying drawings titled, “Tall Corn Greenhouse (9571900) – Davis, California – Greenhouse Purchase Set,” dated 2/28/13, and the accompanying Performance Specifications, dated 3/21/13. Estimates for the project shall be accepted from firms that both manufacture and install their own product as a single entity or from contractors with exceptional experience in constructing greenhouses. Independent contractors shall certify a minimum of five years of experience in greenhouse construction with the manufacturer whose product is submitted. Said certificate of experience shall be submitted with the bid. Non-compliance is grounds for rejection of the bid.
