Teichert Wins $30.5 Million Highway Project

Teichert Construction is scheduledtostartworkinearlyMayonanoth-er stoplight-to-interchange projectonHighway99northofSacramen-to. With a projected $30.5 millionpricetag,theinterchangeat99andRiego Road, a few miles north ofthe Sacramento/Sutter county line,istentativelysettobecompletedbytheendof2014.

Thefundingbreakdownfortheproj-ect has $19.3 million coming fromstate Proposition 1B transportationmoney,$3.9millioninfederalmoneyand$7.9millionfromSutterCounty.

Developers for Sutter Pointe, aplannedcommunity tobecenteredaround the intersection,arepayingmuchofthecounty’sshare.

Those developers have previouslysaid the project wouldn’t proceeduntil market conditions were right,buttheinterchangewasavitalinfra-structurecomponentaswell.

$1.25 Million In New School Projects In Chico Will Go Out To Bid

The Chico Unified School Districtboardof trusteeshavevotedtoun-dertake four construction projects,allconsideredmattersofhealthandsafety.Theapprovedwork includesthe replacement of a kindergartenwalkwaycanopyatRosedaleSchoolthat is buckling; all of the walk-way canopies atChico JuniorHighSchoolthatleakseverelyandsufferfromdryrot;replacinga36-year-oldheatingandairconditioningunitontheroofoftheChicoHighSchoolli-brary,andtheremovalandreplace-mentof thefloorand thebleachersin the VarleyGym on the PleasantValleyHighSchoolcampus.

Mike Weissenborn, CUSD direc-tor of facilities and construction,explainedwater hadbeen seepingthroughthegym’sconcretefounda-tion and damaged the flooring soseverelythattheregionalbasketballrefereeorganizationhadruledittoounsafe to permit league games inthefacility.

Will Jail Replace Tehama County Library?

TehamaCountyleadersareconsid-eringbulldozingthecountylibrarytomakeroomfora64-bedjailexpan-sion.ThenewplanwaspresentedtoTehamaCountySupervisorslastweekasawaytoeasepressureonthe 36-year-old building that waslastrenovatedinthe90s.

Theexpansionwouldcomewithoutany costs to the county, becausethereisaround$20millionavailablefor the expansion through the SB1022constructiongrant.

The Community Corrections Part-nership isstillworking tocompletethe jail needs assessment studythat’s required for the grant. Theyarealreadyscoutingnew locationsforthelibrary.

Menlo Park “Likes” Facebook Project

Facebook has obtained MenloPark’spermissiontobuildasecondcampuswest of Bayfront Express-way, near its headquarters on theothersideoftheroad.

“Congratulations,” Mayor PeterOhtaki told Facebook officials lastweekwhenthecitycouncilvotedtoallowthesocialnetworkcompanytoproceedwithitsplans.“Where’sthe‘Like’button?”

Thecouncilapprovedapackageofland use entitlements and agree-ments related to theWestCampusprojectandauthorizedrezoning thesite so the building could exceed35feetandcover55percentoftheproperty instead of a maximum of50 percent. In addition, the councilapproved an environmental impactreportandanofficialstatementthatsays the development’s benefitswould outweigh negative conse-quencessuchasincreasedtrafficatsomeintersectionsandconstructionnoise.

Thecompanyintendstoconstructanexceptionally long 433,555-square-footbuildingdesignedbyrenownedarchitect FrankGehry that featuresa rooftop park. The 22-acre WestCampus site is located at 312 and313ConstitutionDrive.

With offices built above a surface-level parking lot, the complex willriseto73feetinsomespots,though

mostofitwillbeabout45feethigh,saidRachelGrossman,anassociatecityplanner.

$17 Million Allocated For New Building Project

The Air Force has approved $17million to rebuild the two-story38,000-square-footcivilengineeringbuildingdestroyedbyfireonJan.21atBealeAirForceBase.

Constructionisexpectedtostartthisfallandbefinishedbymid-2015.

Construction Work In Pleasant Hill

ThePleasantHillPlanningCommis-sion has approved a developmentplanpermitandconditionaluseper-mit for SyWest Development’s pro-posal to raze the domemovie the-ater and replace itwith a two-storyDick’s Sporting Goods store. Thecompanyalsoplanstorenovatetheadjacent building that once housed

the Bally Total Fitness Gym. Con-structioncouldbeginthissummer.

The planning commissioners re-stricted the height of the letters in“Dick’s” toamaximumof6 feet onthesignfacingInterstate680and4feetonthesignoverlookingBuskirkAvenueand theFairOaks residen-tialneighborhood.SyWestalsomustinstallamuralofthedometheater.

Hillsdale Shopping Center Plans Major Renovations

Hillsdale Shopping Center in SanMateo is planning a major renova-tioninthenextfewyears, includingaluxurycinemaandoutdoordining.Themall, locatedat6031stAve.inSanMateo,will renovate theNorthBlockoftheshoppingcentertorevi-talizeanagingportionofthefacility,according to a statement releasedbythemall.

“HillsdaleShoppingCenterplans toupgradeourfacilitiessothatwecancontinue tooffer thebestamenitiesandthemostvibrantshoppingexpe-rienceon theMid-Peninsula,” LarryIvich, Hillsdale Shopping CenterGeneral Manager, said in a state-ment.

Anumberofnewamenitiesarebe-ing considered in the preliminaryplans, including improved pedes-trianwalkwayswith increased light-ingand landscapingalong31stAv-enue, a newdining areawith openairseating,aluxurycinema,andad-ditional11,000squarefeetofshop-pingspaceinanewpadalongS.ElCaminoRealat31stAvenue.

Plans for the shopping center arestill in the pre-application process,and all discussions with potentialtenantsareongoing.Theapprovalsprocess is expected to begin May

Another Santa Clara Development Approved

TheMountainViewCityCouncil lastweek gave the green light to TMGPartners’ 385,000-square-foot cam-pusat625-685ClydeAve.,whichwillbethenewhomeforSamsungInfor-mationSystemsAmerica.SISA,whichsigneda leaseagreementwithTMGinSeptember2012,isanR&Dsubsid-iaryofSamsungElectronicsCo.Ltd.

Ken Dupee, a partner with TMG,saidthecouncilapprovalessentiallyclearsthedevelopertopullbuildingpermits followingsomefinalhouse-keeping items. Groundbreaking istentatively slated for this summerwithoccupancebytheendof2014.DevconConstruction is thegeneralcontractor on the$100millionproj-ect,andStudiosArchitecture isdo-ingthedesign.

Thedevelopmentwillconsistoftwo,six-story buildings along with two,six-story parking structures on the8.9-acre site,which is currently oc-cupied by four 1970s-era buildingstotaling117,918squarefeetthatwillbetorndown.Thenewofficebuild-ingswillprovideroomforupto1,200workers.

Roseville To Add Major Intersection Roundabout

TheRosevilleCityCouncilhasallo-cated$2.8million tobuilda round-about at the intersection of OakStreet and Washington Boulevard,whichisexpectedtobecompletebyfall 2014. Roseville already has 13roundabouts, but this project is thefirstretrofitofa large,signalizedin-tersection.

TheOakStreetImprovementProjectisestimatedtocost$2.8million.Thiscost covers the $1.6million round-about,whichispaidforbyafederalgrant, $515,000 for traffic signals

and Oak Street improvements for$700,000.Thecouncilalsoapprovedan additional $1.2 million for infra-structureworkandthetownsquareproject.Thetownsquareisexpectedtobecompletethissummer.

Downtown revitalization plans alsoincludebridgeandbiketrailimprove-mentstobedonein2014and2015,andconstructionofthenewFireSta-tionNo.1onOakandLincolnstreetsin2015.

Renovation Bids Sought

ThecityofSanRafaelplanstospendupto$650,000torenovatethefirstfloorofCityHallwherethepolicede-partmentislocated.Thecity’spublicworksdirectorwillbesolicitingproj-ectbidsfromcontractors.

TheCityCouncilvotedlastweektoreplaceworn floor tiles, old carpet-ing, restroom fixtures and old lock-ersaspartoftherenovationproject.Partsofthesecondfloorwillalsoberenovated,suchasreplacingtilesinfrontoftheCityCouncilchambers.

Home Construction Boom Continues

U.S. builders started construction ofhomesinFebruaryatthesecond-fast-estpaceinmorethanfouryears,fur-therevidenceofasustainablehousingrecovery.TheCommerceDepartmentreports builders broke ground onhomeslastmonthataseasonallyad-justedannual rateof917,000.That’supfrom910,000inJanuary.Theonlytime the rate has been faster sinceJune 2008 was in December, whenthepacereached982,000.

Building permits increased 4.6 per-cent to 946,000.Thatwasalso themost since June 2008, just a fewmonthsintotheGreatRecession.

Work To Begin Next Month At Beardsley Reservoir

Construction of a new campground

and other improvements will beginnextmonthatBeardsleyReservoir.Contractor bids are dueMarch 26,and the selection of a constructioncontractor is tentatively scheduledforApril4.

TheStanislausNationalForestandtheTri-DamProject of theOakdaleand South San Joaquin irrigationdistricts are overseeing the work.Work is scheduled to avoid heavyimpacttomostforestvisitorsduringthe2013recreationseason,accord-ingtoForestServiceplanners.

Theworkwillconsistofconstructingaccessible trails, a fishing platformandawildlifeviewingplatformintheDayUseAreaintheBeardsleyRes-ervoirafter-bayknownasChinaFlat.

BeardsleyCampgroundrenovations,including reconfigured and definedcampsitesandspurs,accesstopo-tablewater,andatrailtothelakearealsoontap.

ArebuildandextensionoftheBeard-sleyboatlaunchby250feetwillbecompleted.Replacementofcourtesydockswithanewdockinthecenteroftherampisalsoplanned.

A handicapped-accessible parkingspurintheBeardsleyDayUseAreaandbetteraccessfromtheDayUseAreatotherampandparkinglotareamong the upgrades. Constructionof new restrooms and picnic sitestomeetaccessibility standardsandbuilding of an interpretive platformandtrailarealsoplanned.

Construction of a new 19-spacecampground is slated adjacent toBeardsleyRoadoffofHighway108,with two of the spaces to be des-ignated for small groups and spurlengthsthataccommodatetrailers.

Formostofmyworking life in theconstruction field, I have been fa-miliarwithonlyonekindofsubcon-tracting.Itwassimple:Weputafixedpriceon our work and hoped our bidwouldbethelowest.Ifwebidlow,we received a subcontract froma general contractor to perform aspecific scope of the work basedontheplansandspecifications.

If a discrepancy in the plans oc-curredor ifwe receivedanewdi-rectionfromtheowner,architectorengineer, we dutifully priced andsubmittedachangeorderrequest,whichthegeneralcontractoralmostalwayscheerfullymarkedupashiscontractallowedand thenencour-agedtheownertograntthis.

Inotherwords, thesubcontractorsand general contractor worked asateamononesideoftheequation,with the owner and designers ontheotherside.

But now, modern subcontract-ing has shifted the subcontractinglandscape dramatically. For majorsubcontracts in private works, theold sealed bidding method hasbeen replaced by negotiated sub-contracts,inwhichmajorsubsstartprojects early and provide con-structability and budget input longbeforetheprojectbegins.

Instead, theadoptionofnewalternative public works pro-curementmethodshasoftenstrained the standard rela-tionshipsbetweensubs,gen-eralcontractorsandowners.The rise of design-build andGC/CM (general contractor/construction manager alsoknownasConstructionMan-ager At-Risk) public worksmethods have changed theoriginal model to be nearlyunrecognizable.GC/CM Method

With no contractual in-fluence over other sub-contractors, subs oftencomplain that GC/CMprojectsarenotwell co-ordinated,withthemajorsubs left tobe theirowngeneralcontractors.Integrated Project Delivery

The integrated projectdelivery (IPD) and per-formance contractingmethods have estab-lished modern subcon-tracting models that willchange subcontractingpermanently.

Successful IPDdependsonfulltransparency,andall parties (including theowner) must recognizetheir respective risks intheproject.

To promote teamworkand avoid conflict, IPD

establishes that the whole teammust earn project rewards basedon superior planning, cooperationand execution. IPD seems well-suited for technically complicatedprojects,suchashospitalprojectswith high design and coordinationrisks.

IPDappears toworkwell in its in-fancy, but it will be interesting tosee how public owners adapt toIPD since they generally need toknowprecisecostsforfundingpur-poses,andIPDcannotalwayspre-ciselyprovidethiscostinformation.The Road Ahead

Whennegotiationanddesign-buildbegantoriseinthe1980s,thoseofuswhowereyoungintheconstruc-tionindustrywitnessedsomeofthefirstrealchanges.

Sacramento Working Hard To Build Arena And Keep The Kings

TheSacramentoCityCouncilvoted7-2 toapprovethetermsheet foranewEntertainmentandSportsCom-plex at the Downtown Plaza Mall.With its approval, the city movesforwardonafinancingplanthatwillhopefullycompeteanddefeatapro-posal fromaSeattle-basedinvestorgroupthatwouldrelocatedthecity’sNBAfranchise.

Tonight’s vote is a winforjobsandoureconomy,awinfortaxpayers, and awin in terms of afairpublic-privatepartnershipwithadreamteaminvestorgroupconsist-ing of Ron Burkle, Mark Mastrov,andVivekRanadivé.”

According to theCity, the ESCwillprovide 4,100 jobs and account forroughly$7billionineconomicactiv-ity.

The termsheet providesadetailedframework for how theCitywill de-velopthe$447millionfacilityat theDowntownPlazasite inconjunctionwiththeinvestorgroup.TheCitywillcontribute $258 million to the proj-ect,primarilyviacityparkingassets.Anadditional$189millioninprivatedollars will come from the investorgroup.

Inaddition,theCityhascommittedtoworkingwiththeinvestmentgrouptosecurethenecessaryentitlementstoallow for the potential developmentofupto1.5millionsquarefeetofof-fice, retail, housing and hotel usesaround the ESC on the Downtown

Plaza Site. The preliminary costestimates provided by the InvestorGrouparejustover$500million.

Through the agreement, the inves-tor group who hope to acquire theSacramentoKings,agree toplayallhome games in Sacramento at thenewESC for a35 year period.Theinvestorgroupwillberesponsibleforpre-development, construction, andoperationoftheESC.Theyhavealsoagreed to pay for all capital repairsandcostoverrunsonthefacility.

Akeyprovisionoftheproposalisen-suringnonet impact to thegeneralfund,whichwillbeachievedbygen-erating approximately $9.66 million

innewrevenuesprimarilyfroma5%ticketsurchargeonESCevents,rev-enues from the parking, and othersourcescreatedbythedevelopmentof the ESC. The proposal honorstheMayorandCouncil’scoretenetsincludingpreventinganynew taxesandensuringprotectiononthegen-eralfund.

AspartoftheagreementtheCitywillissuenewbonds to retire theexist-ingKingsloan,providedtheCityre-ceives adequate security/collateralfromtheKingsfortheloan.TheCityhasalsomadecommitments toex-plorefutureartsopportunitiesintheCityand the redevelopmentof landinNatomas.

ADVERTISEMENT FOR CONTRACTOR PREQUALIFICATIONSubject to conditions prescribed by the University of California, Davis, responses to the University’s prequalification documents for a Lump Sum contract are sought from prospective bidders for the following project: Watershed Science Research Center Stucco Investigation - Repair, Project Number: 2827310

PREQUALIFICATION OF PROSPECTIVE BIDDERS The University has determined that General Building Contractors “B” bidders who submit bids on this project must be prequalified.

GENERAL DESCRIPTION OF WORK

The University is seeking a contractor for stucco repair, reveal, replacement and elastomeric acrylic overlay with fully embedded mesh. Work also includes repair of window sill end dams. The lathing and plastering subcontractor shall have specific experience with this type of stucco work. The applicator of the textured elastomeric system shall provide written acceptances as an applicator by the system manufacturer. Work consists of selective removal and replacement of cement plaster, control joints, trim and flashing. This work includes all horizontal joints and all joint transitions, selected vertical joint repairs, replacement of all interior window sill end-dams, and removal and replacement of parapet caps. All cracks over 1/32 inch shall be routed and repaired, leaving all cement plaster surfaces level. Work to include cleaning and wet sandblasting the entire exterior and cleaning and caulking all joints. Finish with re-coating entire exterior with a textured elastomeric finish system, including embedded mesh. A portion of the work will be performed “off-hours”. Contractor shall provide enclosed scaffold.

Estimated Construction Cost: $550,000.00

PREQUALIFICATION SCHEDULE

On Thursday, March 28, 2013 the Prequalification Documents will be available on DCM Web Page at http://dcm.ucdavis.edu/index.htm (Contractors/Bidders) Projects Out to Bid. Complete the Document Distribution Form and return it to [email protected].

On or before Friday, April 12, 2013 at 2:00 P.M., the completed Prequalification Questionnaire and associated documents will be received at: Design and Construction Management255 Cousteau Place, Davis, California 95618-5412(530) 754-1111(Electronic qualifications are invalid and will not be accepted.)

Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging the outcome within 10 calen-dar days from the date of the University’s written notice regarding prequalification determination. Any assertion that the outcome of the prequalification process was improper will not be a ground for a bid protest. However, the University reserves the right to accept late submissions and to request, receive, and evaluate supplemental information after the above time and date at its sole de-termination.

The dates, times, and location set for receiving and opening of bids will be set forth in an Advertisement for Bids.The University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non-material irregu-larities in any response received.

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the Univer-sity within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.

The work described in the contract is a public work subject to section 1771 of the California Labor Code.
