By letter dated September 6, 1988, the application was approved and the right-of-way granted. Proof of construction was subseguently accepted on December 13, 1988, on 1.55 miles of pipeline. On May 29, 1992, Brooklyn Union Exploration Company, Inc. reguested relinguishment of the aforementioned right-of-way in its entirety. Additionally, grantee reguested approval to abandon in place the above-described pipeline in accordance with 3 0 CFR 250, Subpart J. Inasmuch as grantee has agreed to comply with 30 CFR 250, Subpart J, removal of the 1.55 miles of line pipe is hereby waived. However, in the future, should i t be determined that this pipeline constitutes a hazard to navigation or commercial fishing operations or unduly interferes with other uses of the OCS, Brooklyn Union Exploration Company, Inc. shall be reguired to remove it. Therefore, the pipeline right-of-way grant is relinguished effective as of May 29, 1992, the date the reguest for relinguishment was filed in this office. On July 27, 1988, Brooklyn Union Exloration Company, Inc. fi l e d an application for a right-of-way two hundred feet (200') in width for the construction, maintenance, and operation of a 6 5/8-inch natural gas and condensate pipeline, 1.57 miles in length, from Brooklyn Union Exploration Company, Inc.'s Platform A in Block 280, South Marsh Island Area, North Addition, across Block 269, South Marsh Island Area, North Addition, to Placid Oil Company's Platform A in Block 268, South Marsh Island Area, North Addition. By letter dated September 6, 1988, the application was approved and the right-of-way granted. Proof of construction was subsequently accepted on December 13, 1988, on 1.55 miles of pipeline.

On May 29, 1992, Brooklyn Union Exploration Company, Inc. requested relinquishment of the aforementioned right-of-way in i t s entirety. Additionally, grantee requested approval to abandon in place the above-described pipeline in accordance with 30 CFR 250, Subpart J .

Inasmuch as grantee has agreed to comply with 30 CFR 250, Subpart J, removal of the 1.55 miles of line pipe i s hereby waived. However, in the future, should i t be determined that this pipeline constitutes a hazard to navigation or commercial fishing operations or unduly interferes with other uses of the OCS, Brooklyn Union Exploration Company, Inc. shall be required to remove i t .

Therefore, the pipeline right-of-way grant i s relinquished effective as of May 29, 1992, the date the request for relinquishment was filed in this office.

Notify this office in writing within 30 days after completion of the pipeline abandonment.

RE: Application to Abandon Pipeline and Relinquish Right-of-Way Grant OCS-G 10102, 6.625" Right-of-Way Pipeline Installed In and/or Through Blocks 280, 269 and 268, South Marsh Island Area, OCS Waters, Gulf of Mexico, Offshore, Louisiana

Gentlemen:

Pursuant to regulations contained in Title 30 CFR, Part 250.156(a)(1), Brooklyn Union Exploration Company, Inc. (Brooklyn Union) hereby submits an application, in triplicate, to relinquish and abandon in-place an existing 6.625" Right-of-Way Pipeline (8,207' in length) originating at Brooklyn Union's Platform A in South Marsh Island Block 280 and terminating at Torch Operating Company's Platform A iii South Marsh Island Block 268, Offshore, Louisiana.

As a result of reservoir depletion, Brooklyn Union has elected to plug and abandon existing Lease OCS-G 5197, Well No. A-l and remove Platform A on South Marsh Island Block 280. Brooklyn Union has detennined that no further service will be required of the 6.625"Right-of-Way Pipeline.

Subject to approval of this application, pipeline abandonment operations are scheduled to commence on approximately July 15,1992 with an anticipated project duration of 7 to 10 days.

Brooklyn Union will utilize an onshore support base located in Berwick, Louisiana.

PROPOSED ABANDONMENT IN-PLACE PROCEDURE

1. Move jack-up boat into location at South Marsh Island Block 268, Platform B and rig up.

2. Rig up pumping equipment at 6.625" pipeline connection at South Marsh Island Block 280, Platform A.

3. Connect a line from 6.625"pipeline connection at the South Marsh Island Block 268, Platform B to the jack-up boat to catch the pipeline flush returns.

4. Pump approximately 360 barrels of seawater into the pipeline at the South Marsh Island Block 280, Platform A to flush any remaining fluids out of the pipeline into a holding tank on the jack-up boat.

5. Once the returns are clean, stop pumping and release pressure on the pipeline.

6. Remove the 6.625"riser attached to the South Marsh Island Block 268, Platform B. Cut, cap and bury the end of the pipeline at least 3* below the mudline.

7. Disconnect pumping equipment.

8. Remove the 6.625"riser attached to the South Marsh Island Block 280, Platform A. Cut, cap and bury the end of the pipeline at least 3' below the mudline.

9. Conduct a bottom search of and debris removal for the entire pipeline right-of-way.

The Categorical Exclusion Review (CER) evaluated the proposed action and determined that it meets the categorical exclusion criteria as defined by 516 DM 2.3A(1) which states "(a) The action or group of actions would have no significant effect on the quality of the human environment, and (b) The action or group of actions would not involve unresolved conflicts concerning alternative uses of available resources." The analysis of potential impacts by environmental and resource specialists was based on the assumption that the following mitigative measure(s) will be imposed.

Environmental Protective Measures

The following measure(s) was/were identified in the plan/application by the lessee/operator submitting the proposal: None.

The measures identified by MMS during the plan/application review or in the lease stipulation were:

Gentlemen:

Pursuant to the authority granted in Section 5(e) of the Outer Continental Shelf Lands Act (67 Stat. 462 (43 U.S.C. 1331), as amended (92 Sta. 629), and in compliance with the regulations contained in Title 30 CFR, Part 250.150(b), Brooklyn Union Exploration Company, Inc. (Brooklyn Union), hereby submits this application in quadruplicate (original ana three copies) for a right-of-way two hundred feet (200') in width for the construction, maintenance and operation of a 6.b25-inch O.D. natural gas pipeline in the South Marsh Island Area, Gulf of Mexico. Brooklyn Union agrees that said right-of-way, if approved, will be subject to the terms and conditions of said regulations.

This 6.625-inch O.D. pipeline will be used to transport gas and condensate from Brooklyn Union's proposed Platform "A" (Well No. 2) OCS-G 5197 in South Marsh Island Area Block 280 to Placid Oil Corporation's (Placid) existing Platform "A", OCS-G 2310 in South Marsh Island Block 268. The pipeline will depart Brooklyn Union's proposed Platform "A" in South Marsh Island Block 280 in a northeasterly direction and go approximately 8,285 feet (1.57 miles) to Placid's Platform "A" in South Marsh Island 268, all being in the Gulf of Mexico, Federal Waters, Offshore, Louisiana. The proposed construction commencement date is August 30, 1988, with the time reguired to lay the pipe being estimated at 5 days with an overall completion of project time being estimated at 21 days. The base of operations will be Grand Chenier, Louisiana.

12. Overpressuring of the salesline shall be prevented by the following method. The pipeline shall have both high and low limits. High limits-shall beset no higher than 10% above operating pressure and in no case above the maximum rated pipeline pressure. The low pressure shut-in shall activate no lower than 10% below the operating pressure. The effect of any pressure exceeding either limit wi l l be the automatic and orderly shutdown of a l l pressure sources on the platform.
