Methodology of ENMS implementation
in municipal sector
Urban ENMS definition
The ENMS is the complex of technical and administrative measures, which
aimed to reduce the energy consumption of municipal buildings ( schools,
hospitals, sport facilities, communal service and other public buildings):
Herewith ENMS provides:
- Analysis and monitoring of information about energy consumption for all
municipal buildings in the city
- Opportunity for CEAP development
- Constant control of consumed energy resources for each municipal building
- A rapid response for changing energy parameters, which goes from the
buildings
ENMS is a key for Energy Efficiency in scale of whole CITY

What are the main barriers?
• Lack of awareness and understanding situation by the city administration for the
establishment of ENMS
Lack of legislation about ENMS implementation
• The absence of unified automatic system of energy monitoring, collection and
analysis of energy consumption
• The absence of position of energy manager in Department of Energy and Housing
and Communal Services
• No interest to reduce the energy consumption in buildings
• Low level of awareness and knowledge about EE in municipal buildings
Weak technical equipment in municipal buildings (including meters)
Absence of technical feasibility for total modernization of all buildings
Absence of education on regular basis with end users ( municipal buildings)

- Daily work and coordination of ENMS
- Monitoring and control the limits of energy consumption by buildings
- Conduction of benchmarking based on the KPI;
- Technical assistance in forming the list of buildings needs to be
assessed in terms of energy survey
- Assistance in EE modernization for the buildings which have been assessed
- Awareness rising for energy team’s members ( training program on regular
basis)
- Coordination, identification and assessment of new opportunities for the EE
modernization of municipal buildings
- Development of investment programs aimed to EE modernization
