not an easy thing ' especially $hen Indonesia is still in a transition period to recover from

the multidimensional crisis that began $ith the economic 3 financial crisis in 1997 'to$ard a more democratic government and implementing reforms in almost all spheres of

life . It re/uires the cooperation of all $al%s of life ranging from government '

community' business ' politics ' and academic institutions. -his is $hat $ill be studied in

this paper ' ho$ the strategies implemented by the Indonesian government to carry out
