Criteria: All articles from the Media List should be collected following the criteria below. Media outlets to be monitored: Check the Media List provided with media outlets in your

respective countries. Period: Monday, 16 September to Friday, 4 October 2013.

Select the name of your UNIC; Enter the password icsdpiecru, then press “Submit.”

Fill all the mandatory fields marked by a red asterisk and all other applicable fields. Check all Keywords that appear in the clipping. For clippings with United Nations please make sure to also code for TONALITY (coverage was positive, negative or balanced/neutral) and PROMINENCE (where the institution appeared for the first time in the clipping: headline, first paragraph or first few words, in passing). Additionally, for the MDGs, also please code for sentiment on whether the success and/or progress of the MDGs have been positive, neutral /balanced or lagging/failure. Check all the spokespeople mentioned. You may add names of people mentioned in the clipping by typing their names in the additional text boxes. If you need to list more, type the name in the Comment box (last box on the application screen). Remember to save: To save, click on “Submit.” If you take longer than 20 minutes to finish coding a clipping, the system will reset and you will lose your work on that clipping, so just click on “Submit,” even if you have not finished. You can always go back and edit/continue your coding by using the “Article Number.”

The deadline for submitting all coded clippings is 14 October 2013.

CODING GUIDELINES Media Monitoring and Analysis (MMA)

PURPOSE

This manual is designed to help UN/DPI staff members who contribute to media monitoring exercises conducted by DPI’s Evaluation and Communications Research Unit. The first step in doing media analysis is establishing the objectives of the study and to be clear on what issue, event or activity is to be analyzed. It is important to specify what you want to learn, for example: volume of coverage, percentage of positive and negative coverage, etc.

Data for media monitoring are usually collected and analyzed according to the following parameters:

a Volume and geographic distribution of coverage; b Mention of keywords and terms; c Mention/usage of key UN messages about a priority theme; d Mention of selected spokespeople

SELECTION CRITERIA FOR MEDIA CLIPPINGS

Online or print articles or other types of media clippings (radio, TV) from media outlets that have major influence in the countries and/or regions of UN Information Centres. For this MMA, the media list has been previously defined and revised by UN Information Centres.

INSTRUCTIONS ON SEARCHING FOR MEDIA CLIPPINGS

a Focus on the media that your UN Information Centre previously agreed to monitor. b Search only for clips in the specified time period (16 September to 4 October 2013). c Search using any of the following search terms:

Keeping hard copies of the clippings

You do not need to send articles to UNHQ but please keep them on file for 6 months in case we need to request specific ones. Make sure you write on the printed copy the same article number that was entered into the system. Likewise, if you prefer to keep an electronic copy of the article, make sure that you save the number of the article in the electronic version.

If a clipping is an exact reprint of a piece from a news service or wire agency, such as Associated Press (AP) or Reuters, or from another publication/website, please type in the name of the wire service or the other publication/website in the text field. Feature/ Interview/ News Analysis - In-depth piece providing detailed background information. Often a cover story or a section’s lead story.

Letter/ Response Letter - A letter to the editor expressing an opinion or providing clarification. These can include letters written by UN officials in response to an article or opinion piece.

TONALITY

There are two fields designed to capture the dominant tone conveyed to the average reader about the 1) United Nations and 2) Millennium Development Goals. 1) United Nations

The dominant tone is the general impression that an average reader is left with, i.e. mostly positive, negative, or neutral. The dominant tone is usually conveyed by the headline, sub-headline or in the first two paragraphs of the article, but could appear later in the article. An “average reader” refers to a member of the general public who may not have any specific knowledge about the Organization and the High-Level events and therefore will be reading the article from an objective standpoint. The following guidelines apply for the tonality of the United Nations:

If you checked ‘United Nations’’ please code its PROMINENCE in the article i.e. where the term first appears. Select from the drop-down list the type of prominence the term has in the article.

Positive - The average reader would perceive the TONE of the article as favorable toward the UN’s overall existence or efforts; the UN is perceived, implicitly or explicitly, as taking the correct position in general on controversial issues, is proactive, acknowledged/praised for being efficient, a problem-solver, authoritative, legitimate, expert source of information, successfully engaging parties in dialogue and negotiations, acts as an accepted mediator (by all parties) in conflict.

Neutral / Factual or Balanced - The average reader would perceive the tone of the article as neutral toward the UN’s role or activities in general, presenting information in a factual manner. The UN is mentioned without reflecting positive or negative features. News stories tend to have a neutral tone. Opinion pieces tend not to be neutral. **If you think a piece is balanced (i.e. half positive, half negative), please tick “neutral/balanced” and please write “balanced tonality on the UN” in the “Comments” field. **

Negative - The average reader would perceive the tone of the article as negative or unfavorable toward the UN’s role or activities in general; the UN is perceived, implicitly or explicitly as inefficient, slow, distrusted, discredited, powerless, inept, lacking in political will, bureaucratic, immoral, biased, elitist, partisan, conflict-driven, wasteful or arrogant.

Headline - When the UN appears in the headline of the article.

Prominent - When the UN appears prominently in the article, but not in the headline (e.g. in the lead or opening paragraph).

2) Millennium Development Goals This field is designed to capture the dominant tone conveyed to the average reader about the Millennium Development Goals. The dominant tone is the general impression that a reader is left with (i.e., are the MDGs considered successful or there has been progress; is the piece mostly factual or neutral about success/progress achieved, or is the reader left with a negative impression on the success/progress of the MDGs thus far).

Passing reference - When the UN is mentioned in the middle or end of a piece without much emphasis.

Positive success and/or progress - The average reader would perceive the TONE of the article as supportive towards the success and/or progress achieved by the MDGs thus far.

According to key messages developed by the communications campaign of the MDGs Task Force, the Millennium Development Goals have been the most successful global anti-poverty goals push in history. The successes achieved thus far are a strong foundation to further progress to be achieved by 2015 and beyond. Several targets have been met and with accelerated action, more can be reached within the next two years.

Neutral or balanced - The average reader would perceive the article as neutral towards the success and/or progress of the MDGs based on the tone of article. If the MDGs is mentioned reflecting both positive and negative features, then the tone is balanced. News stories tend to have a neutral or balanced tone. **If you think a piece is balanced (i.e. half positive, half negative), please tick “neutral/balanced” and please write “Balanced tonality on the MDGs” in the “Comments” field. **

Lagging success/ failure - The general reader would NOT consider there has been much success and/or progress on the MDGs, or that progress has been largely lagging, or there is a feeling of disappointment towards the initiative. Overall, if the reader is left with a sense of negative criticism toward the MDGs, select this option.
