City of Portland Civil Rights Title VI NoticeThe City of Portland operates without regard to race, color, national origin, religion, sex, sexual orientation, gender identity, marital status, age or disability in accordance with the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Executive Order 12898 on Environmental Justice and related statutes and regulations, including Title II of the ADA, ORS chapter 659A, and Portland City Code Chapter 23. Title VI of the Civil Rights Act requires that no person in the United States shall be excluded from participation in, be denied the benefits of or otherwise be subjected to discrimination under any City program or activity, on the grounds of race, color, or national origin. To help ensure access to City programs, services and activities, the City will provide translations, will reasonably modify policies and procedures and will provide auxiliary aids or alternative formats to persons with disabilities. For accommodations, translations, or additional information, contact the Title VI/Title II Program Manager at Room 1204, 1120 SW 5th Avenue, Portland, OR 97204, by email at [email protected] or by telephone 503-823-2559, City TTY 503-823-6868, or use Oregon Relay Service: 711. Any person who believes they have been aggrieved by an unlawful discriminatory practice may file a complaint with the Bureau or the City. Any Title VI complaint must be in writing and filed with the Bureau’s Title VI Program Manager within one hundred eighty (180) days following the date of the alleged discriminatory occurrence.

Citywide Racial Equity Goals and Strategies

We will end racial disparities within city government, so there is fairness in hiring and promotions, greater opportunities in contracting, and equitable services to all residents.

We will strengthen outreach, public engagement, and access to City services for communities of color and immigrant and refugee communities, and support or change existing services using racial equity best practices.

We will collaborate with communities and institutions to eliminate racial inequity in all areas of government, including education, criminal justice, environmental justice, health, housing, transportation, and economic success.

EQUITY GOAL #1

EQUITY GOAL #2

EQUITY GOAL #3

1. Use a racial equity framework: Use a racial equity framework that clearly articulates racial equity; implicit and explicit bias; and individual, institutional, and structural racism.

2. Build organizational capacity: Commit to the breadth and depth of institutional transformation so that impacts are sustainable. While the leadership of electeds and officials is critical, changes take place on the ground, through building infrastructure that creates racial equity experts and teams throughout the city government.

3. Implement a racial equity lens: Racial inequities are not random; they have been created and sustained over time. Inequities will not disappear on their own. It is essential to use a racial equity lens when changing the policies, programs, and practices that perpetuate inequities, and when developing new policies and programs.

4. Be data driven: Measurement must take place at two levels—first, to measure the success of specific programmatic and policy changes; and second, to develop baselines, set goals, and measure progress. Using data in this manner is necessary for accountability.

5. Partner with other institutions and communities: Government work on racial equity is necessary, but insufficient. To achieve racial equity in the community, government needs to work in partnership with communities and institutions to achieve meaningful results.

6. Operate with urgency and accountability: When change is a priority, urgency is felt and change is embraced. Building in institutional accountability mechanisms using a clear plan of action will allow accountability. Collectively, we must create greater urgency and public commitment to achieve racial equity.

Based on the philosophy that children develop & grow at their own rate. In order to grow and develop their senses a child must “play” by exploring & manipulating their environment. To enhance this experience, the classroom is set up in learning centers

that enable children to explore different areas of development such as fine motor, socialization, pre-math, pre-reading and listening skills.

Based on the philosophy that children develop & grow at their own rate. In order to grow & develop their senses a child must “play” by exploring & manipulating their environment. To enhance this experience, the classroom is set up in learning centers that enable children to explore different areas of development such as fine

motor, socialization, pre-math, pre-reading & listening skills. Kk

Open Enrollment begins 9:00am in person ONLY Tuesday, February 16, 2016

Within the Americans with Disability Act (ADA) of 1990, Portland Parks & Recreation (PP&R) provides accommodations to individuals with disabilities/special needs, so that they may receive an equal opportunity to participate in programs offered citywide.

How it Works1. Choose the activity you would like to

participate in, and then the PP&R site where the activity is being offered.

2. Register for the activity. You can do this in person at a PP&R site, or on-line at www.PortlandParks.org. When registering, let the person know that you will need accommodations in order to participate in the activity (online, check the box.)

3. Once registered, please contact Inclusion Services at 503-823-4333. If this is your first accommodation through Inclusion Services you will need to do a phone intake with a staff member. At the end of the phone intake, it will be determined whether an assistant will be needed on the first day of the activity to provide on-site support. Future assistance will be provided based on need. The inclusion staff will work with the instructor on how to support you and your individual needs.

Important DetailsA general program may be adapted using

auxiliary aids and services, but the basic structure of the program remains the same. Accommodations are made as needed, and can be flexible and creative. Participants need to register for activities that are intended for their birth age. Personal care is provided for activities in the pre-school and youth category, up through age 12.

If you have questions about Inclusion Services, please call 503-823-4333 V/TTY. A minimum of 10 business days (Monday-Friday) advance notice is required. The Inclusion Services staff will do their best to accommodate each participant.

Summer Camps Preview! We ask that campers wear comfortable shoes & clothing each day as they will be active. Each camper should

bring a healthy lunch, 2 healthy snacks, swimsuit, towel, water bottle. Drop-off & pick-up will be in the game room each day. For your child’s safety, parents/guardians are required to sign their child in at the beginning of each day and sign them out at the end of the day. This is a great opportunity to check in with counselors about what is happening for the day and also double checking that everything went smoothly during the day. Please

allow an extra 10 or 15 minutes on the first day, to complete a Camper Registration Form.

Camps fill quickly, so register early. If you need to withdraw, a full refund will only be issued if the

notice is given by Wednesday prior to the camp start date. Withdrawals made less than three days

in advance will be assessed a $15 withdrawal fee. Withdrawals made during the week will be prorated.

Structure & VarietyWe include a variety of activities to keep young minds and bodies active and challenged. Free choice and relaxation time provides a chance to enjoy low-key activities between more in-depth, structured projects and games. All children are encouraged to participate, but never forced. Field trips to natural areas, recreation sites, and cultural centers are fun learning experiences. We create an environment that is structured and supportive, but also fun and flexible.

We spend our days engaged in active, creative, and social activities that involve very little or no screen time.

Sam Cooper’s expertise is in the folk/rock/pop realm. He has toured internationally as a multi-instrumentalist in other people’s bands, and has toured nationally with his own music. Proficient to expert at guitars, vocals, keyboards, banjo, electric bass, mandolin, violin, and drums. One aspect of his philosophy as a private music teacher is to let the students participate in programming their own curriculum. He finds lessons are much more fun and much more productive when the student has an active role in determining what instruments, styles, and skills they work on. Teaches Mondays and Wednesdays.
