#1: Meeting the Implementation Challenge
Baseline: No comprehensive picture of programs and expenditures on climate change and climate change adaptation across agencies, lack of data for decision-making, unclear alignment between policy priorities and budgeting.
Milestones– CC Annual Report, including public expenditure review, by
the end of Year 1.– Subsequent Annual Reports for Years 2-5
Target: A comprehensive picture of programs and expenditures on climate change and climate change
adaptation across agencies.
#2 A National Action Plan on CCA
Baseline: No Action Plan on Climate Change Adaptation
Milestones:– Directive to form working group for Action Plan issued– Draft text produced– National Action Plan enters into force
Target: A National Action Plan is in place that reflects current priorities and whose activities are well aligned with these priorities.
#3: Mainstreaming CCA
Baseline: CCA issues are not mentioned explicitly in national policies and laws or in district and jamoat-level development plans; agencies in climate-sensitive sectors do not have a mandate to address CCA and cannot request funding for CCA activities.
Milestones: – CCA mainstreamed into the Poverty Reduction Strategy– CCA mainstreamed into the National Development Strategy– Legislative calendar developed– CCA mainstreamed into key sectoral legislation
Target: CCA is mainstreamed into national strategies and laws; agencies in climate-sensitive sectors have a mandate to work on CCA issues
#4: A National Program to Raise Awareness on CC
Baseline: No comprehensive ongoing effort to raise awareness on climate change that reflects key messages and uses a media plan.
Milestones:– Key messages developed and endorsed– Media plan in place for awareness-raising campaign
Target: Public awareness of climate change, climate change adaptation, and adaptive measures increases. Media coverage increases and focuses on key messages developed under the campaign.
#5: Improving Secondary and Post-Secondary Climate Change Education
Baseline: Climate change issues are almost never addressed in secondary and post-secondary institutions. There is a lack of qualified experts to conduct applied research that is important to climate change adaptation.
Milestones:– Updated Law on Environmental Education– Introduction of Climate Change specialization into at least one
university– Introduction of Climate Change modules into all universities– Long-term strategy for educating CC researchers
Target: Secondary/post-secondary students attain a working understanding of climate change and climate change adaptation. Post-secondary students have the option of studying climate sciences and climate change. Tajikistan has a strategy for providing post-graduate training to its climate researchers and specialists.
#6: A Capacity Development Program for CCA
Baseline: Capacity to understand adaptation issues and design, implement, and monitor adaptation projects is very low at the national, regional, and local level apart from a few isolated examples. Government agencies lack properly trained staff, community members lack adaptive skills, and there is a lack of experience regarding locally-appropriate adaptive measures.
Milestones:– Independent small grants program operational– Capacity development program implemented
Target: Government agencies in climate-sensitive sectors demonstrate the use of CCA knowledge in their work, community members demonstrate adaptive skills, and locally-appropriate adaptive measures have been tested and replicated in each of the country’s four regions.
