Lake Lewisville is one of two area lakes that provide water to Denton residents.

Few people, when turning ona faucet, give much thought towhere their water comes fromor how it gets to them.

Only within the past 100years or so has safe and steadywater supply become some-thing that residents can takefor granted.

This achievement, oftenovershadowed by more dra-matic technological develop-ments, is nonetheless one ofthe most important advancesin modern civilization, accord-ing to City of Denton pam-phlets. Drastically reducingwater-borne diseases and fos-tering new developments intechnology and industry wouldnot be possible without a clean,consistent supply of water.

The Safe Water Drinking Actwas originally passed byCongress in 1974, and wasamended in 1986 and 1996.Originally, the Safe WaterDrinking Act focused primarilyon treatment as the means forproviding safe drinking waterat the tap, but later amend-ments expand the SafeDrinking Water Act to protectresidents’ health from source totap.

The City of DentonMunicipal UtilitiesDepartment operates andmaintains the public watersupply system for Denton resi-dents. Denton has two sourcesfor obtaining its water – LakeLewisville and Lake RayRoberts.

Denton currently holdswater rights for up to 24 mil-lion gallons per day from thetwo lakes. A dual intake struc-ture on the north shore of theHickory Creek arm of LakeLewisville gives the LakeLewisville Water TreatmentPlant operators the option ofwithdrawing raw lake waterfrom two different levels inorder to provide the best waterquality.

Before the raw water leavesthe raw water pump station, itreceives its first treatment – adose of potassium perman-ganate – which improves theraw water’s taste and odor.Adding the chemical before the9-mile journey from the rawwater pump station to thetreatment plant provides timefor the chemical reaction todevelop along the way.

Raw water flows to the LakeRay Roberts Water TreatmentPlant through the intake struc-ture built into the dam and isregulated with by-pass pipingand a flow control valve thatallows it to gravity-flowthrough the plant when thelake levels are high, reducingthe electrical operating costs ofthe facility.

Raw water pumps are uti-lized when lake levels are low.Lake Ray Roberts raw waterreceives its first treatment, pre-ozonation, at the plant. Pre-ozonation conditions the rawwater and makes it easier forthe organic materials and

debris to be removed as it flowsthrough the plant. This processactually reduces the amount ofchemical coagulants needed toclean the raw water.

The Lake Lewisville WaterTreatment Plant, completed in1957, had an initial capacity of4 million gallons per day. Plantexpansions in 1962, 1972 and1988 took the plant to 8, 16 andits current capacity of 30 mil-lion gallons per day respective-ly. The plant has kept pace withchanging water quality stan-dards through nearly 50 yearsof service.

The first step in the treat-ment process is called coagula-

tion. The process involves thevigorous mixing of the water topromote dispersion of thecoagulaton chemicals – ferricsulfate and polymer – with theraw water. A series of chemicalreactions occur (flocculation)to begin the formation of “floc”particles (a cluster of coagula-tion chemicals and impuritiessuch as suspended solids andorganic matter).

After the initial rapid mixingof the raw water, the speed ofmixing is reduced to allow well-defined floc particles to form.Once the flocculation process iscomplete, the water proceedsto the next step in the treat-

ment process, sedimentation.During this step of the treat-ment process, a small amountof fluoride is added to aid in theprevention of tooth decay inyoung children.

As the water passes into thesedimentation basin, the mix-ing and velocity of the floc-laden water decreases and theheavy floc particles settle to thebottom of the basin where theyare removed by mechanicalscrapers.

After passing through thesedimentation basins, thewater enters a number of small

basins that contain a porousmedium of anthracite (coal)and sand. These basins arecalled filters. Their purpose isto trap the suspended particlesthat were not removed duringthe earlier treatment steps.

The Lake Lewisville WaterTreatment Plant utilizes chlo-rine and chloramines as disin-fectants.

The initial treatment ofchlorine is injected after sedi-mentation. After filtration,ammonia is injected into thechlorinated water and com-bines with the chlorine to formchloramines.

Chlorine is a more effective

germicide, while chloraminesreduce the formation of chlo-rine by-products and are moreeffective in maintaining a dis-infectant residual within thewater distribution system.Finally, sodium hydroxide isadded to stabilize the waterbefore the water flows into oneof four ground storage tankscalled clearwells.

The Lake Ray Roberts

Water Treatment Plant beganconstruction in June of 2001and officially went online inMay of 2003.

The current capacity of theplant is 20 million gallons perday, but the plant has beenmaster planned for an ultimateproduction capacity of 100million gallons per day to sus-tain future growth and providethe city with high quality

drinking water well into the21st century.

The new water plant is asecure, state-of-the-art facilitythat incorporates a superiorwater disinfection system, abackup power generation sys-tem and cost-cutting produc-tion methods that can be regu-

Coagulation, flocculation,and sedimentation are all basi-cally the same at the plants.After sedimentation, the set-tled water flows into the inter-

mediate ozone contactor.Ozone disinfection is about1,000 times more effectivethan chlorine at destroyingbacteria and viruses in water.After the ozonation process,the water moves through filterssimilar to the Lake Lewisville

Water Treatment Plant.Following filtration, the

water flows to the transferpump station where it ispumped to the clearwell orground storage tank.

Both plants then transfer thetreated water from the clear-

wells to the distribution systemusing high-pressure pumps.

Energy rebates possible with state program Texans who want to save

money on ENERGY STAR®appliances will soon have achance to apply for mail-inrebates on those purchases.Texas Comptroller SusanCombs announced the pur-chase period for the TexasAppliance Mail-In RebateProgram will start on Dec. 20.

Approximately $10 million isavailable for the traditionalmail-in rebate program, whichwill remain open until all fundsare distributed.

“As Texans buy appliancesthat can help cut their energybills, they can also save on theprice of the appliances withthese rebates,” said Combs in anews release. “Consumers canstart buying the appliances onDec. 20 and, after installation,mail in their completed rebateapplication form and a copy ofthe receipt to be eligible for therebates.”

Rebate forms will be avail-able for consumers to down-load and print closer to thestart of the purchase period onDec. 20. The state is alsoworking with retailers to makethe forms available at stores atthat time. Both the purchasereceipt and the postmark onthe envelope submitting therebate application must bedated on or after Dec. 20, 2010.The mail-in rebate applicationswill be processed on a first-come, first-served basis basedon the postmark on the rebateapplication envelope.

After the program starts, adaily countdown calculator ofrebate funds will be availableonline to help consumers gaugethe amount of funds processedand amount available forrebates. Consumers who buyan ENERGY STAR® appliancemust replace and dispose of an

old appliance of the same typeto be eligible for a rebate. Anadditional $75 rebate is avail-able for recycling the old appli-ance. Proof of disposal or recy-cling is required, and detailswill be provided on the rebateapplication form.

To qualify for a rebate, appli-cants must have a valid Texasresidential address and followall program rules. Texas con-sumers are limited to a maxi-mum of two rebates per house-hold, which includes anyrebates received from the April2010 program. Each rebateapplied for must be from a dif-ferent appliance category.Residents are required to pur-chase appliances in-store froma Texas retailer or from a Texascontractor. Online purchasesdo not qualify for rebates.
