Whilst researching this month’s personal choice, I could not fail to notice the number of quality cottages thatare available on our register at the present time.

I particularly like this fine Victorian cottage in Princes Road, Buckhurst Hill, currently being offered at £479,995,

which is great value bearing in mind its proximity to Queens Road. It is fully refurbished with a mixture of

contemporary and original features and a beautiful garden.

In Chigwell, my eye was drawn to the white, weather boarded Puckeridge Cottage, Vicarage Lane, which offers

stunning views over open farmland from an elevated position. With lots of parking and all modern conveniences

with a modern touch, I believe this is great value at £399,000, exclusive to Lawlors Property Services.

Baldwins Hill, Loughton is a popular location because of its proximity to Epping Forest, and this delightful two

bedroom cottage is a must see property, especially because the attractive conservatory overlooks the garden.

My final alternative choice must include this delightful semi-detached residence in Dickens Rise which offers three

fine-size bedrooms, delightful mature garden and is a prime Chigwell location, within walking distance of the

What are your options?

• Hand over to the next generation.

• Sell the business to its senior management (MBI/MBO).

• Sell the business to a third party, maybe a competitor; or

• Wind it up and walk away.

You have worked hard over the years to build up your business and at some point you’ll wantto scale down, move on, or retire. Whether you’re thinking of handing over to a family memberor selling up, you’ll want to structure a deal that makes sense for you and your dependants.

Each option has different implications, and to make sure you maximise the benefits,you may need to take action several years ahead of your planned exit. You shouldwork on needing 1-3 years to put everything in place for a successful businesshandover (although this could be less for a sale).

I spent this weekend locked away in Norfolk with my fivepartners as Foskett Marr undertook its annual practice review, inwhich we deal with budgets and projections for the forthcomingyear. I came away with four dates written in large letters acrossmy notes -10th 15th 20th June 2006 and 1st June 2007. Thefirst three of course are the dates of the first three Englandmatches in the World Cup. However, whilst it is still some wayoff, the date in June 2007 may have a more long term impactas this is date when the Government intend to introduce theirHome Information Packs (HIPS). From that date it will not bepossible to sell a residential property without a house sellerspack, which must contain all the information needed for aproperty transaction including the terms of sale, legal searchesand title deeds and a Home Condition Report (HCR).

This is a compulsory change to the present conveyancing system which willradically alter the way people buy and sell houses in England and Wales. Whilstthe idea behind it is good (to better inform purchasers at the point of interestabout the house they are buying and cut down the time between offer andexchange), there has long been concern over the HIPS programme and I for oneam not convinced it will solve the problem it seeks to challenge, which is the oneof delays in the process of buying and selling property.

The HIPS Programme is being driven by the Office of the Deputy Prime Ministerwho seek credit for solving a problem without having taken the time tounderstand the problem at all. Our present system is not perfect and can provefrustrating. Delays in sales and purchases arise mainly from the wait formortgage finance to be agreed and for legal searches to be returned. Mortgagelenders are getting better at processing mortgages, if we are tracking a problemwhere a mortgage offer does not appear we usually find it is something externalto the lender that caused the delay, whether it be that the surveyors areoversubscribed and can't prepare their report or an employer hasn't dealt witha reference request. Legal Searches are notoriously slow but all Local Authoritiesare now gearing themselves up for the separate system of electronic

conveyancing, which will allow almostimmediate results on line. Even with theseimprovements it has to be understood that amajor delaying factor in house sales arises fromthe chains created and the whole chain can onlyproceed at the pace of the slowest person. Chainsare almost unique to England and Wales, othercountries avoid the problem largely by adopting aculture whereby parties move into rentedaccommodation while they choose a house. The Englishjust love to queue!

Whilst HIPS is designed to put some of this information in thebuyers hands immediately they identify a property, thepackage remains flawed. The Home Condition Report is not asurvey and the Council of Mortgage Lenders (CML) whorepresent most mortgage lenders has made it very clear that it willnot accept a seller's report and a valuation will still have to beobtained, paid for by the potential buyer. So far no insurer hasconfirmed it is prepared to offer cover for purchasers who rely on anHCR. The reports will be prepared by fully trained Home Inspectors. Ittakes two years to qualify from scratch to become one and over 7,000of these will be needed in the first year. With a year to go only 196inspectors have been approved, and only another 4,000 are beingtrained at the moment.

The average cost to a seller of a HIPS package is estimated to be between£600 and £800 and it is expected It will take up to a fortnight for a reportto be done, and thus for a Hip too be prepared. This prevents the sellerplacing his home on the market and any delay in putting up a house for salewill restrict the supply of property to the market, forcing prices up even further.

I think most solicitors hoped the proposals, which have already been delayedwould go away, but with a year to go we are now having accept it will proceed.Whilst it looks to me as if the HIPS system will bury the property market in anavalanche of paperwork and will ultimately fail to improve the home-buyingprocess, we are having to invest a considerable amount of time and money andprepare for that change now - but not during the World Cup

Haven House Foundation has providedshort-term respite care and support for over250 children and their families since we openedour doors on19th August 2003.

Care is provided in a ‘home-from-home’ environment, with each

child having its own bedroom with enough room so that a parent

can stay. In addition there is the family suite, with 3 bedrooms,

kitchen/diner and living room, where parents and siblings can stay

nearby.

All the services that we provide, are available to our families ‘free of

charge’, we only receive a small amount of statutory funding, but

still need to raise £1.3m per year to keep us ‘up and running’. We

rely greatly on donations from individuals, companies and local

community groups along with our various fundraising events that

we organise throughout the year.

We also provide various support services within the community such as;

HOME LOAN SERVICEProviding children with specially adapted play and other equipment on free loan in their own homes.

THE LILA SERVICETraining and supporting specialist play workers to provide home based play opportunities to children and their families.

HAVEN BUDDIESProviding a dedicated support service to the brothers and sisters of children with life-limiting conditions, giving them a

chance to explore their own feelings and to have fun and make new friends,

Our next major event will be our Summer Fete & Craft Fayre that takes place at The White House on Sunday 16th July from 11am – 4pm.This is a great family day out with food, entertainment and a great opportunity to meet some of our celebrity supportersand walk around our fantastic grounds.
