The project wants to contribute accelerating the transformation of the Macedonian market for industrial energy efficiency towards increased use and demand for best-available practices and technologies such as energy management systems in line with ISO 50001 and greater offer of related consultancy services. The United Nations Industrial Development Organization (UNIDO) in collaboration with the Macedonian Ministry of Environment and Physical Planning, the Ministry of Economy, the Energy Agency and the Macedonian Bank for Development Promotion is launching the implementation of the project “Catalyzing market transformation for industrial energy efficiency and accelerate investments in best available practices and technologies in the Former Yugoslav Republic of Macedonia”.

The GEF-UNIDO Energy Management Systems Capacity Building and Implementation (EnMS CBI) Programme has two objectives:

1. To equip local energy efficiency consultants, service providers and industry with the expertise, skills, methodologies and tools required to effectively implement and provide services for energy management systems in line with ISO 50001

2. To successfully pilot the implementation of energy management systems in line with ISO 50001 in a limited number of Macedonian enterprises and organizations.

The GEF-UNIDO EnMS CBI Programme is a comprehensive training and implementation programme delivered and supervised by leading international EnMS/ISO 50001 experts through classroom, on-the-job practice and coaching. It is primarily targeted to national energy efficiency consultants and industrial enterprises. By the end of the Programme participating enterprises do have:

Increased internal technical capacity to sustain and further improve energy management and energy performance

Fig. 1 provides an overview of the GEF-UNIDO EnMS CBI Programme structure.

Become a Partner Enterprise of the GEF-UNIDO project!Industrial enterprises that agree to become Partner Enterprises (PEs) and commit to the GEF-UNIDO EnMS CBI Programme are eligible for:

A. Having one staff attending the full EnMS CBI Programme

B. Having additional 2-3 staff attending the 2-Day USER training on EnMS implementation

C. Receive international EnMS experts and national consultants assistance to implement an EnMS in line with ISO 50001 and related energy efficiency improvement measures

The benefits for PEs participating in the Programme and implementing effective EnMS will include also:

Reduced operating and energy costs Improved reliability and productivity Easier compliance with energy and environmental related regulations/obligations

Processes to enable and sustain continual energy performance improvements over time and personnel change

European companies that implemented energy management systems achieved annual energy efficiency gains 2-3 times higher than peer companies without EnMS. For companies new to energy management, savings during the first 2 years were and are usually in the 10-20% range, at constant production levels.

It is to be also highlighted that through EnMS implementation remarkable energy and cost savings are achieved through no-cost and low-cost interventions, i.e. through improvements and optimization of existing operations and processes that do not require capital investments or significant operational costs.

A large energy intensive enterprise that participated in the UNIDO EnMS CBI Programme in South Africa achieved about 25% energy savings in one year through the implementation of EnMS and various optimization measures with zero cash expenditures. A medium-size Moldovan manufacturing company that implemented EnMS within the scope of the UNIDO UNIDO EnMS CBI Programme in Moldova achieved 22% natural gas and 4% electricity savings in one year with basically no capital investments and constant production.

The Briefing Session for Enterprises will provide an overview of the GEF-UNIDO Energy Management Systems Capacity Building and Implementation Programme and its modalities for enterprises participation.

The Briefing Session will take place at the premises of the Regional Environmental Centre, “Rugher Boskovic” street, NN, (building for homologation at the Faculty of Mechanical Engineering), 1000, Skopje and your enterprise is cordially invited to attend.

ANNEX 1: Project overview

The GE-UNIDO project “Catalyzing market transformation for industrial energy efficiency and accelerate investments in best available practices and technologies in the Former Yugoslav Republic of Macedonia” aims to reduce greenhouse gas emissions of industry in the Republic of Macedonia to by accelerating the transformation of the local market for industrial energy efficiency (IEE) by addressing many of the existing barriers, in particular through strengthening policy, regulatory and institutional frameworks for IEE and supporting increased diffusion of and investment in best available industrial energy efficiency practices and technologies.

The project pursues the objectives of reducing industrial GHG emissions and transforming the local market for IEE through barrier-mitigation interventions at three levels:

The Project consists of three components.

Component 1 - Strengthening Macedonian policy, regulatory and institutional frameworks for IEE and green industry

This component is designed to ensure that supportive policies, secondary legislation and programs specifically targeted to promote and support industrial energy efficiency and energy management systems are put in place. It also aims to ensure that decision-makers build the knowledge needed to promote and support industrial energy efficiency in a sustainable and increasingly more effective way.

Component 2 - Market development support for deployment and diffusion of best available practices and technologies for energy efficiency and environmental sustainability in industry

This component is designed to introduce and support deployment of energy management systems in line with ISO 50001 and best-available techniques for industrial energy systems efficiency improvement in Macedonian enterprises and local IEE market. The goal will be pursued by working both on the demand and supply side for energy efficiency services, through knowledge dissemination between industry decision-makers, skills and expertise upgrade of national EE service providers, training enterprises through hands-on experience and coaching in implementing energy management systems and energy systems optimization projects. This component makes use of a “Train-the-Trainers” approach.

Component 3 -Scaling-up of investments in energy efficiency technologies for industry

This component aims at accelerating the pace of investments in IEE projects and technologies. The project will intervene to enhance the use of existing financing facilities for investments in industrial EE as well as to help mobilize additional financing from the Macedonian banking sector. The project will specifically focus on increasing the quality and number of IEE projects and investment proposals submitted to Macedonian banks; Increasing the incentives for

enterprises and banks to invest and engage in industrial energy efficiency projects.

The Project is funded by the Global Environment Facility (GEF) with a grant contribution of 1,400,000 USD and committed co-financing from UNIDO, national government institutions, Macedonian Bank for Development and Promotion and other project partners to the level of total 5,900,000 USD.

The Project is implemented by UNIDO and executed by the REC Country Office Macedonia (REC COM) in collaboration with the Ministry of Environment and Physical Planning, the Ministry of Economy, the Energy Agency of the Republic of Macedonia and the Macedonian Bank for Development and Promotion. The project runs from February 2015 till August 2018.
