Spring is just a few days away and with it comes the traditional
busy season for realtors From the activity I have seen so far this
year it looks as if it may be busier than it has been over the past
few years The nice weather not only brings out leaves on the trees
but also brings out the buyers and sellers Realtors come out of
winter hibernation and start getting ready for the hustle of the
summer months While you are getting your new listings ready to
sell donrsquot forget about all the realtor store can do to help Stepha-
nie has the store stocked with every thing you need signs flyer
boxes flags and even clothing to let everyone know you are proud to be a realtor If you
donrsquot see what you need ask and she will see if she can get it for you
Last week I had the pleasure to attend the Million Dollar Club luncheon Congratulations to
all the members you should all be proud of your accomplishments It was good to see the
new faces and all of the returning members I especially enjoyed the recognition of our char-
ter members Janet Johnston Bernis Wagner and Wayne Spicer Quite a few of our affili-
ates also attended they are an integral part of our association and I appreciate there sup-
port Overall it was a great time

Housing markets are complex and varied and a government pilot program to turn bank-owned properties into rentals could be disruptive and counterproductive in some markets according to the National Association of Realtorsreg
NAR urges the Federal Housing Finance Agency (FHFA) to proceed cautiously with its Real Estate-Owned (REO) Initia-tive pilot program to sell homes repossessed by government agencies to private investors to convert into rental units
ldquoAs the nationrsquos leading advocate for homeownership and housing issues Realtorsreg support efforts to reduce the high inventories of foreclosures but all real estate is local and we are concerned that REO-to-rental programs are not neces-sary in some areas and could even hinder the recoveryrdquo said NAR President Moe Veissi broker-owner of Veissi amp Associ-ates Inc in Miami ldquoIn many communities REOs are already moving well through the normal processes so we urge cau-tion when proceeding with a rental programrdquo
According to a recent NAR analysis while the overall visible inventory of foreclosures has been trending down across the country there is a noticeable difference in foreclosure inventories in states that require judicial proceedings to foreclose on a property versus inventories in states that do not require the courtrsquos intervention Foreclosure inventories in judicial states are currently 25 times higher than non-judicial states In addition the disposition of foreclosure inventories is considerably faster in non-judicial states where foreclosure sales rates are four times higher than in judicial states
ldquoInventories of condos and single-family homes for sale continuously fell last year suggesting that there is no significant oversupply of visible foreclosure inventory in the marketrdquo said NAR Chief Economist Lawrence Yun ldquoEven the shadow inventories of distressed homes have fallen though they remain elevated and are an ongoing concern The government REO-to-rental plan could work in areas where buyers are not quickly absorbing the shadow inventoryrdquo
To prevent further increases in foreclosure inventory NAR has repeatedly called for improved lending to creditworthy home buyers and have urged lenders to make more loan modifications mortgage refinancings and short sales which will help stabilize struggling housing markets
ldquoWhile REO-to-rental programs could be successful in a few communities we believe that doing more to ensure mortgage availability for qualified home buyers and investors could be even more beneficial in helping absorb excess foreclosure inventories across the countryrdquo said Veissi
NAR urges that a national advisory board be created to ensure that current and future REO-to-rental pilot programs truly benefit the local community minimize taxpayer losses and stabilize home values and suggests substantial participation of local market experts especially licensed real estate professionals who have unparalleled knowledge of local market con-ditions

Oregon enacted Senate Bill 815 which became effective January 1 2012 The bill called the ldquoUniform Real Property Transfer on Death Actrdquo allows real property owners to transfer their property to specifically named beneficiaries by way of a ldquotransfer on death deedrdquo that is recorded while the grantor is living The deed does not become active until after the transferorrsquos death and can be a useful tool in the estate planning process You will be seeing these deeds and should be aware how they work
What it does A transfer on death deed may be a cost effective method for giving property to specific beneficiaries without having to create a trust file a probate action in state court or make beneficiaries joint owners of the property If drafted properly the transfer on death deed effectively avoids probate allows grantors of a revocable living trust to keep the property in their names during their lifetime and is a great way to leave property to adult fam-ily members or friends Another added bonus to the transfer on death is that it is revocable at any time by either sell-ing the property or recording a different deed naming a different beneficiary In much the same way that beneficiary designations are made on bank accounts life insurance and investment accounts the transfer on death deed can be modified or changed at the will of the grantor
There some concerns with this kind of deed though Normally in a probate matter there is a four month period for creditors to make claims on the estate and then if none are made clear title may be transferred to the beneficiaries Under Senate Bill 815 that period is extended to eighteen months The purpose is to allow the State of Oregon to be notified of the grantorrsquos death and make any claims against the estate for reimbursement of money the state paid out for medical care This can complicate the sale of such properties as it will be difficult to ob-tain title insurance until after the waiting period has lapsed
Another problem which may arise is the situation where there are two grantors on a transfer on death deed Be aware that the recording of a transfer on death deed is not the same as granting title to real property If one grantor dies the other may still revoke the deed and transfer it to someone else If you come across a transfer on death deed during a title search be careful as it may not yet be an effective document transferring interest in property if the grantor is still living Once the grantor has died the transfer on death deed will have the effect of any other deed transferring an interest in property Finally a transfer on death deed does not allow the grantor to specify any future uses or conditions relating to the property
If you happen to come across a transfer on death deed while conducting a title search you will need to determine whether it has been revoked if and when the grantor has died and how many grantors are on the deed We are available to help you with such problems and can draft these deeds for your clients

Time change affects lockbox hours Remember the time change affects lockbox access hours because the lockboxes cannot sense the time change When we are in Daylight Savings Time it means that if a listing in Oregon says that a lockbox is available from 9AM-8PM it actually means 10AM-9PM In Washington if it reads 7AM-9PM it is actually 8AM-10PM If you prefer you can set your lock-
box to 24 hour access For instructions please see Document 1448 in the Forms and

Report from Advisory meeting held on February 17th at 1000 am via phone conference
RMLS reported that they have been looking into a different lockbox system and had presentations from Supra and the alterna-tive system It was reported that the alternative system was very impressive and they have a lockbox taskforce assigned to determine what is best for RMLS members
There is also a taskforce set up for document storage which is a significant project Not much was mentioned about this project
The new listing load will be implemented hopefully by the end of May and will auto save information every 10-15 minutes and will also auto save information as you click on each segment of listing information
The short sale pending status will be implemented by the end of March
And a new ldquosharerdquo button is available on RMLS to share listings on Facebook Twitter and more

Housing affordability conditions have reached the highest level since recordkeeping began in 1970 according to the National Association of Realtorsreg
NARrsquos Housing Affordability Index rose to a record high 2061 in January based on the relationship between median home price median family income and average mortgage interest rate The higher the index the greater the household purchasing power
An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home assuming a 20 percent downpayment and 25 percent of gross income devoted to mortgage principal and interest payments For first-time buyers making small downpayments the affordability levels are relatively lower
NAR President Moe Veissi broker-owner of Veissi amp Associates Inc in Miami said this latest data underscores buyer opportuni-ties in todayrsquos market ldquoThis is the first time the housing affordability index has broken the two hundred mark meaning the typical family has roughly double the income needed to purchase a median-priced homerdquo he said ldquoFor buyers who can qualify for a mortgage now is a very good time to become a homeownerrdquo
NAR projects the affordability index for all of 2012 will be at an annual high with little movement in mortgage interest rates or home prices during the year ldquoHousing inventory levels have declined to a point where conditions are becoming much more bal-anced in much of the countryrdquo Veissi said ldquoIf access to credit improves we could see a much more meaningful increase in home sales and broader stabilization in home prices with modest gains in areas with stronger job growthrdquo

Oregon enacted Senate Bill 815 which became effective January 1 2012 The bill called the ldquoUniform Real Property Transfer on Death Actrdquo allows real property owners to transfer their property to specifically named beneficiaries by way of a ldquotransfer on death deedrdquo that is recorded while the grantor is living The deed does not become active until after the transferorrsquos death and can be a useful tool in the estate planning process You will be seeing these deeds and should be aware how they work
What it does A transfer on death deed may be a cost effective method for giving property to specific beneficiaries without having to create a trust file a probate action in state court or make beneficiaries joint owners of the property If drafted properly the transfer on death deed effectively avoids probate allows grantors of a revocable living trust to keep the property in their names during their lifetime and is a great way to leave property to adult fam-ily members or friends Another added bonus to the transfer on death is that it is revocable at any time by either sell-ing the property or recording a different deed naming a different beneficiary In much the same way that beneficiary designations are made on bank accounts life insurance and investment accounts the transfer on death deed can be modified or changed at the will of the grantor
There some concerns with this kind of deed though Normally in a probate matter there is a four month period for creditors to make claims on the estate and then if none are made clear title may be transferred to the beneficiaries Under Senate Bill 815 that period is extended to eighteen months The purpose is to allow the State of Oregon to be notified of the grantorrsquos death and make any claims against the estate for reimbursement of money the state paid out for medical care This can complicate the sale of such properties as it will be difficult to ob-tain title insurance until after the waiting period has lapsed
Another problem which may arise is the situation where there are two grantors on a transfer on death deed Be aware that the recording of a transfer on death deed is not the same as granting title to real property If one grantor dies the other may still revoke the deed and transfer it to someone else If you come across a transfer on death deed during a title search be careful as it may not yet be an effective document transferring interest in property if the grantor is still living Once the grantor has died the transfer on death deed will have the effect of any other deed transferring an interest in property Finally a transfer on death deed does not allow the grantor to specify any future uses or conditions relating to the property

Daylight Savings Time Lockbox Reminder

Time change affects lockbox hours Remember the time change affects lockbox access hours because the lockboxes cannot sense the time change When we are in Daylight Savings Time it means that if a listing in Oregon says that a lockbox is available from 9AM-8PM it actually means 10AM-9PM In Washington if it reads 7AM-9PM it is actually 8AM-10PM If you prefer you can set your lock-
box to 24 hour access For instructions please see Document 1448 in the Forms and

Report from Advisory meeting held on February 17th at 1000 am via phone conference
RMLS reported that they have been looking into a different lockbox system and had presentations from Supra and the alterna-tive system It was reported that the alternative system was very impressive and they have a lockbox taskforce assigned to determine what is best for RMLS members
There is also a taskforce set up for document storage which is a significant project Not much was mentioned about this project
The new listing load will be implemented hopefully by the end of May and will auto save information every 10-15 minutes and will also auto save information as you click on each segment of listing information
The short sale pending status will be implemented by the end of March
And a new ldquosharerdquo button is available on RMLS to share listings on Facebook Twitter and more

Housing affordability conditions have reached the highest level since recordkeeping began in 1970 according to the National Association of Realtorsreg
NARrsquos Housing Affordability Index rose to a record high 2061 in January based on the relationship between median home price median family income and average mortgage interest rate The higher the index the greater the household purchasing power
An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home assuming a 20 percent downpayment and 25 percent of gross income devoted to mortgage principal and interest payments For first-time buyers making small downpayments the affordability levels are relatively lower
NAR President Moe Veissi broker-owner of Veissi amp Associates Inc in Miami said this latest data underscores buyer opportuni-ties in todayrsquos market ldquoThis is the first time the housing affordability index has broken the two hundred mark meaning the typical family has roughly double the income needed to purchase a median-priced homerdquo he said ldquoFor buyers who can qualify for a mortgage now is a very good time to become a homeownerrdquo
NAR projects the affordability index for all of 2012 will be at an annual high with little movement in mortgage interest rates or home prices during the year ldquoHousing inventory levels have declined to a point where conditions are becoming much more bal-anced in much of the countryrdquo Veissi said ldquoIf access to credit improves we could see a much more meaningful increase in home sales and broader stabilization in home prices with modest gains in areas with stronger job growthrdquo

Time change affects lockbox hours Remember the time change affects lockbox access hours because the lockboxes cannot sense the time change When we are in Daylight Savings Time it means that if a listing in Oregon says that a lockbox is available from 9AM-8PM it actually means 10AM-9PM In Washington if it reads 7AM-9PM it is actually 8AM-10PM If you prefer you can set your lock-
box to 24 hour access For instructions please see Document 1448 in the Forms and

Report from Advisory meeting held on February 17th at 1000 am via phone conference
RMLS reported that they have been looking into a different lockbox system and had presentations from Supra and the alterna-tive system It was reported that the alternative system was very impressive and they have a lockbox taskforce assigned to determine what is best for RMLS members
There is also a taskforce set up for document storage which is a significant project Not much was mentioned about this project
The new listing load will be implemented hopefully by the end of May and will auto save information every 10-15 minutes and will also auto save information as you click on each segment of listing information
The short sale pending status will be implemented by the end of March
And a new ldquosharerdquo button is available on RMLS to share listings on Facebook Twitter and more

Housing affordability conditions have reached the highest level since recordkeeping began in 1970 according to the National Association of Realtorsreg
NARrsquos Housing Affordability Index rose to a record high 2061 in January based on the relationship between median home price median family income and average mortgage interest rate The higher the index the greater the household purchasing power
An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home assuming a 20 percent downpayment and 25 percent of gross income devoted to mortgage principal and interest payments For first-time buyers making small downpayments the affordability levels are relatively lower
NAR President Moe Veissi broker-owner of Veissi amp Associates Inc in Miami said this latest data underscores buyer opportuni-ties in todayrsquos market ldquoThis is the first time the housing affordability index has broken the two hundred mark meaning the typical family has roughly double the income needed to purchase a median-priced homerdquo he said ldquoFor buyers who can qualify for a mortgage now is a very good time to become a homeownerrdquo
NAR projects the affordability index for all of 2012 will be at an annual high with little movement in mortgage interest rates or home prices during the year ldquoHousing inventory levels have declined to a point where conditions are becoming much more bal-anced in much of the countryrdquo Veissi said ldquoIf access to credit improves we could see a much more meaningful increase in home sales and broader stabilization in home prices with modest gains in areas with stronger job growthrdquo

TRANSFER ON DEATH DEEDS

Oregon enacted Senate Bill 815 which became effective January 1 2012 The bill called the ldquoUniform Real Property Transfer on Death Actrdquo allows real property owners to transfer their property to specifically named beneficiaries by way of a ldquotransfer on death deedrdquo that is recorded while the grantor is living The deed does not become active until after the transferorrsquos death and can be a useful tool in the estate planning process You will be seeing these deeds and should be aware how they work
What it does A transfer on death deed may be a cost effective method for giving property to specific beneficiaries without having to create a trust file a probate action in state court or make beneficiaries joint owners of the property If drafted properly the transfer on death deed effectively avoids probate allows grantors of a revocable living trust to keep the property in their names during their lifetime and is a great way to leave property to adult fam-ily members or friends Another added bonus to the transfer on death is that it is revocable at any time by either sell-ing the property or recording a different deed naming a different beneficiary In much the same way that beneficiary designations are made on bank accounts life insurance and investment accounts the transfer on death deed can be modified or changed at the will of the grantor
There some concerns with this kind of deed though Normally in a probate matter there is a four month period for creditors to make claims on the estate and then if none are made clear title may be transferred to the beneficiaries Under Senate Bill 815 that period is extended to eighteen months The purpose is to allow the State of Oregon to be notified of the grantorrsquos death and make any claims against the estate for reimbursement of money the state paid out for medical care This can complicate the sale of such properties as it will be difficult to ob-tain title insurance until after the waiting period has lapsed
Another problem which may arise is the situation where there are two grantors on a transfer on death deed Be aware that the recording of a transfer on death deed is not the same as granting title to real property If one grantor dies the other may still revoke the deed and transfer it to someone else If you come across a transfer on death deed during a title search be careful as it may not yet be an effective document transferring interest in property if the grantor is still living Once the grantor has died the transfer on death deed will have the effect of any other deed transferring an interest in property Finally a transfer on death deed does not allow the grantor to specify any future uses or conditions relating to the property
If you happen to come across a transfer on death deed while conducting a title search you will need to determine whether it has been revoked if and when the grantor has died and how many grantors are on the deed We are available to help you with such problems and can draft these deeds for your clients

NAR projects the affordability index for all of 2012 will be at an annual high with little movement in mortgage interest rates or home prices during the year ldquoHousing inventory levels have declined to a point where conditions are becoming much more bal-anced in much of the countryrdquo Veissi said ldquoIf access to credit improves we could see a much more meaningful increase in home sales and broader stabilization in home prices with modest gains in areas with stronger job growthrdquo

Daylight Savings Time Lockbox Reminder

Time change affects lockbox hours Remember the time change affects lockbox access hours because the lockboxes cannot sense the time change When we are in Daylight Savings Time it means that if a listing in Oregon says that a lockbox is available from 9AM-8PM it actually means 10AM-9PM In Washington if it reads 7AM-9PM it is actually 8AM-10PM If you prefer you can set your lock-
box to 24 hour access For instructions please see Document 1448 in the Forms and

Report from Advisory meeting held on February 17th at 1000 am via phone conference
RMLS reported that they have been looking into a different lockbox system and had presentations from Supra and the alterna-tive system It was reported that the alternative system was very impressive and they have a lockbox taskforce assigned to determine what is best for RMLS members
There is also a taskforce set up for document storage which is a significant project Not much was mentioned about this project
The new listing load will be implemented hopefully by the end of May and will auto save information every 10-15 minutes and will also auto save information as you click on each segment of listing information
The short sale pending status will be implemented by the end of March
And a new ldquosharerdquo button is available on RMLS to share listings on Facebook Twitter and more

Housing affordability conditions have reached the highest level since recordkeeping began in 1970 according to the National Association of Realtorsreg
NARrsquos Housing Affordability Index rose to a record high 2061 in January based on the relationship between median home price median family income and average mortgage interest rate The higher the index the greater the household purchasing power
An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home assuming a 20 percent downpayment and 25 percent of gross income devoted to mortgage principal and interest payments For first-time buyers making small downpayments the affordability levels are relatively lower

Daylight Savings Time Lockbox Reminder

Time change affects lockbox hours Remember the time change affects lockbox access hours because the lockboxes cannot sense the time change When we are in Daylight Savings Time it means that if a listing in Oregon says that a lockbox is available from 9AM-8PM it actually means 10AM-9PM In Washington if it reads 7AM-9PM it is actually 8AM-10PM If you prefer you can set your lock-
box to 24 hour access For instructions please see Document 1448 in the Forms and

Report from Advisory meeting held on February 17th at 1000 am via phone conference
RMLS reported that they have been looking into a different lockbox system and had presentations from Supra and the alterna-tive system It was reported that the alternative system was very impressive and they have a lockbox taskforce assigned to determine what is best for RMLS members
There is also a taskforce set up for document storage which is a significant project Not much was mentioned about this project
The new listing load will be implemented hopefully by the end of May and will auto save information every 10-15 minutes and will also auto save information as you click on each segment of listing information
The short sale pending status will be implemented by the end of March
And a new ldquosharerdquo button is available on RMLS to share listings on Facebook Twitter and more

Housing affordability conditions have reached the highest level since recordkeeping began in 1970 according to the National Association of Realtorsreg
NARrsquos Housing Affordability Index rose to a record high 2061 in January based on the relationship between median home price median family income and average mortgage interest rate The higher the index the greater the household purchasing power
An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home assuming a 20 percent downpayment and 25 percent of gross income devoted to mortgage principal and interest payments For first-time buyers making small downpayments the affordability levels are relatively lower
NAR President Moe Veissi broker-owner of Veissi amp Associates Inc in Miami said this latest data underscores buyer opportuni-ties in todayrsquos market ldquoThis is the first time the housing affordability index has broken the two hundred mark meaning the typical family has roughly double the income needed to purchase a median-priced homerdquo he said ldquoFor buyers who can qualify for a mortgage now is a very good time to become a homeownerrdquo
NAR projects the affordability index for all of 2012 will be at an annual high with little movement in mortgage interest rates or home prices during the year ldquoHousing inventory levels have declined to a point where conditions are becoming much more bal-anced in much of the countryrdquo Veissi said ldquoIf access to credit improves we could see a much more meaningful increase in home sales and broader stabilization in home prices with modest gains in areas with stronger job growthrdquo

Daylight Savings Time Lockbox Reminder

Time change affects lockbox hours Remember the time change affects lockbox access hours because the lockboxes cannot sense the time change When we are in Daylight Savings Time it means that if a listing in Oregon says that a lockbox is available from 9AM-8PM it actually means 10AM-9PM In Washington if it reads 7AM-9PM it is actually 8AM-10PM If you prefer you can set your lock-
box to 24 hour access For instructions please see Document 1448 in the Forms and

Report from Advisory meeting held on February 17th at 1000 am via phone conference
RMLS reported that they have been looking into a different lockbox system and had presentations from Supra and the alterna-tive system It was reported that the alternative system was very impressive and they have a lockbox taskforce assigned to determine what is best for RMLS members
There is also a taskforce set up for document storage which is a significant project Not much was mentioned about this project
The new listing load will be implemented hopefully by the end of May and will auto save information every 10-15 minutes and will also auto save information as you click on each segment of listing information
The short sale pending status will be implemented by the end of March
And a new ldquosharerdquo button is available on RMLS to share listings on Facebook Twitter and more

Housing affordability conditions have reached the highest level since recordkeeping began in 1970 according to the National Association of Realtorsreg
NARrsquos Housing Affordability Index rose to a record high 2061 in January based on the relationship between median home price median family income and average mortgage interest rate The higher the index the greater the household purchasing power
An index of 100 is defined as the point where a median-income household has exactly enough income to qualify for the purchase of a median-priced existing single-family home assuming a 20 percent downpayment and 25 percent of gross income devoted to mortgage principal and interest payments For first-time buyers making small downpayments the affordability levels are relatively lower
NAR President Moe Veissi broker-owner of Veissi amp Associates Inc in Miami said this latest data underscores buyer opportuni-ties in todayrsquos market ldquoThis is the first time the housing affordability index has broken the two hundred mark meaning the typical family has roughly double the income needed to purchase a median-priced homerdquo he said ldquoFor buyers who can qualify for a mortgage now is a very good time to become a homeownerrdquo
NAR projects the affordability index for all of 2012 will be at an annual high with little movement in mortgage interest rates or home prices during the year ldquoHousing inventory levels have declined to a point where conditions are becoming much more bal-anced in much of the countryrdquo Veissi said ldquoIf access to credit improves we could see a much more meaningful increase in home sales and broader stabilization in home prices with modest gains in areas with stronger job growthrdquo
