Gerald Johnson is serv-ing in his seventh year asDistrict 1 commissioner. Afifth-generation DouglasCounty resident, Johnsonwas raised in UrnessTownship a mile fromwhere he now lives. Aftergraduating from EvansvilleHigh School and Staples
Area Vo-Tech, he married Cheryl Torgusen ofBrandon, and served in the U.S. Army from1970-71 in Vietnam. Johnson and his wiferaised three children: Theresa, Christopherand Johnny T. They also have six grandchil-dren. In addition to raising a family, farming,working construction, and doing local assess-ing, Johnson has also served on his churchboard, as a 4-H leader, a township supervisorand a county committee member.
District 1 includes Lund, Evansville, Brandon,Moe, Millerville, Leaf Valley, Ida, Urness,Holmes City, and Solem townships and thecities of Evansville, Brandon, Millerville,Garfield and Kensington.

farms, Salto joined the U.S. Army and wasstationed in El Paso, Texas for two yearswhere he was in the Military Police SecurityDetachment. In 1976, he married his wife,
Bonnie, and they raised four children, henceproviding them the title of grandpa and grand-ma. Salto has also worked as a DouglasCounty sheriff’s deputy and served as theDouglas County Sheriff for four years. In 1974,Salto and his wife started Salto Enterprises,Inc., a small trucking company, which is still inoperation today.
District 2 includes LaGrand and Lake Marytownships and Alexandria’s Ward 5.

Bev Bales is serving inher 10th year as District 3commissioner. Bales wasborn on a farm nearBarnesville. After highschool and graduatingfrom North Dakota StateCollege of Science, sheworked for IBM for 16years. After that, Bales
and her late husband, Bill, purchased a smallbusiness in Nelson, which they operated for27 years. After serving as a Carlos Townshipsupervisor, Bales served four years as aDouglas County commissioner from 1993 to1996. She was re-elected in 2005. An activevolunteer, Bales serves many local organiza-tions and is on several committees. She haslived on Lake Carlos for the past 36 years.Bales’ family includes her daughter and son-in-law, Becky and Adam Cramlet, and twograndsons, Drew and Collin.
District 3 includes Miltona, Spruce Hill,Osakis, Orange, Carlos and Belle River town-ships and the cities of Osakis, Miltona,Nelson and Carlos.

Paul C. Anderson isserving in his 12th year asDouglas County commis-sioner. Anderson wasraised in Pope County,graduated from VillardHigh School, and laterserved in the U.S. ArmySecurity Agency. Andersonworked for 31 years in the
insurance business – 29 years with All StateInsurance Company and two years withBillmark’s Lakes Area Insurance. He was elect-ed county commissioner in 1992 after servingfor 14 years as clerk/treasurer of AlexandriaTownship. Anderson was re-elected countycommissioner in 2001, and has continued toserve on the Douglas County Board ever since.
District 4 includes Hudson Township,Alexandria’s Wards 1, 2 and 4 and the cityof Forada.

Dan Olson is serving inhis ninth year as District 5commissioner. A lifelongresident of Alexandria, hehas been married to Dawnfor 39 years. They havetwo daughters, Stephanieand Danielle, three grand-sons and one step-grand-
daughter. Olson and his brother, Dave, were inthe painting and decorating business formany years. Music, especially gospel andpraise, is a love of his. Olson enjoys workingon issues that are progressive and enhancethe growth of Douglas County.

Formed in 1967, the AlexandriaDowntown Merchants Association (DMA)strives to enhance, beautify, and promote thediversity of the city’s thriving downtown shop-
ping and business district while protecting and pre-serving its historical past.
Rich in history since the late 1800s, downtownAlexandria encompasses 3rd through 8th Avenues onBroadway and is a popular shopping destination forantiques, unique boutiques, gift shops, eateries,museums and theater.
In addition, DMA organizes projects and eventsthat take place downtown, and takes care of beautifi-cation projects, such as the purchase and mainte-nance of the colorful flower baskets that hang alongthe streets in the summertime and the “HistoricDowntown Alexandria” banners that were put up acouple of years ago. With the DMA’s support,garbage receptacles and more benches were added tothe downtown to accommodate shoppers.
Here’s a peek at some of the happenings that areplanned in Historic Downtown Alexandria in thecoming months:
• Girlfriends Weekend Retreat the last weekend of
April. This is a first-time-ever event.• The week leading up to Memorial Day weekend is
“Awake the Lakes” with several downtown promo-tions taking place.
• The third week of July is the DMA’s popular“Sidewalk Sales,” offering bargains of all kinds.
• The first weekend of August is “Crazy Days” with“crazy” sales.
• The third weekend of September is the DMA’s“Fall in Love Festival.” The downtown area isadorned with corn stalks and several activities takeplace, including a farmers’ market, Girls Night Out,live music, and a 5K and 10K race.
• October is time for Halloween trick or treating,with downtown merchants offering free candy tochildren.
• The second weekend in December is the“Hometown Christmas Experience,” featuring horse-drawn carriage rides, visits with Mrs. Santa, holidaymusic, hot cider and bright lights, designed to recre-ate an old-fashioned Christmas experience.

The Central Lakes Trail is apaved, biking and walkingtrail that spans DouglasCounty from Osakis through
Evansville and on to Fergus Fallsin Otter Tail County.
The 55-mile-long trail, located onthe old Burlington Northern railline grade, connects the cities ofOsakis, Nelson, Alexandria,Garfield, Brandon, Evansville and
Melby in Douglas County. The trail head and parking area
in Alexandria is at the north end ofBroadway in Big Ole Central Park.Other trail heads are available inthe cities of Osakis, Garfield,Brandon and Evansville. Thesetrail heads include a parking area,portable restrooms and a trailsideshelter. A bike shelter is also avail-able along the trail about one andone-half miles east of Nelson.
The Central Lakes Trail also con-nects to the Lake Wobegon trail,which runs from Osakis throughSauk Centre to St. Joseph. Together,they make the longest paved biketrail in the state. The Central LakesTrail (www.centrallakestrail.com)is used as a snowmobile trail in thewinter, however studs are notallowed.

Douglas County offers a variety of city, county and state parks.Whether you want to spend several days camping or just want to stopfor a relaxing picnic lunch, you’re sure to find a park to fit your needs.Following is a list of some of the area’s parks:
State parksLake Carlos State Park is located near Carlos. Take State
Highway 29 north from Alexandria and turn west on County Road 38at the sign for the park. Turn left into the park entrance at the nextsign for the park. A permit is required to enter the park and may bepurchased at the park office ($5/daily, $25/year). The park featureshiking trails, cross-country ski trails, picnic tables and shelters, aswimming beach, a kids’ play area, camp sites, camper cabins, agroup camp, restrooms with showers, a boat landing, an amphithe-ater and an equestrian area.
County parksChippewa Park is located three miles north of Brandon on
County Road 108. It features picnic tables and shelters, charcoalgrills, restrooms with showers, drinking water, a swimming beach (nolifeguard), playground, horseshoe pit and camping sites.
Curt Felt Memorial Park is located north of Alexandria offCounty Road 42. It has a volleyball court, playground, a picnic shelter,restrooms and a softball field.
Lake Brophy Park is west of Alexandria at the intersection ofCounty Roads 82 and 8. It features picnic tables, charcoal grills, rest-room, drinking water, playground and scenic views of Lake Brophy.
Kensington Runestone Park is 15 miles west of Alexandria onState Highway 27. This is the site where the famed KensingtonRunestone was found. The park has picnic tables, shelters, charcoalgrills, electricity, restrooms, drinking water, a heated communitybuilding with kitchen facilities, a softball field, a horseshoe pit, a vol-leyball court, a playground, hiking trails and historic displays.
Spruce Hill Park is north of Alexandria near Miltona (fromAlexandria, take Highway 29 to County Road 5 and go east about fivemiles). It has picnic tables, shelters, charcoal grills, electricity, rest-rooms, drinking water, a softball field, interpretive trail and hikingtrails.
City parksMost cities in the area maintain city parks, many of which offer
playground equipment and picnic areas. Following are just some ofthe many area parks:
Alexandria City Park is located at the north end of Alexandria,one block west of County Road 42 (North Nokomis). The park offers aplayground, picnic area, tennis courts, swimming beach, bathhouseand fishing pier. The point between Lakes Agnes and Henry offers apleasant view of the two lakes bordered by the city skyline.
Big Ole Central Park is located on the north end of Broadway inAlexandria, next to Lake Agnes. It features a gazebo and a parkingarea for the Central Lakes Trail.
Dean Melton Fillmore Park is located at Fillmore Street and15th Avenue West in Alexandria.
Fred Foslien Park is located in Victoria Heights, two blockssouth of Highway 27 off Knut Street in Alexandria.

The District 206 School Board meets on the 3rd Monday of each month.
Jefferson High School (JHS) serves as an educational home to 920 stu-dents. JHS is committed to academic excellence and making positive learn-ing connections with students. Our staff works hard to ensure that every stu-dent feels connected to our school, while providing a diverse, personalizedand rigorous education. It offers more than 180 required and elective cours-es including Advanced Placement, College Level Exam Programs, Dual Creditand articulated credit courses, individualized study and career/service men-torships. The special education program is comprehensive, with a staff thatbelieves every student can learn and achieve. Students also have opportuni-ties to explore several classes through post secondary partnerships.
The co-curricular program offers more than 50 quality fine arts, athleticand academic opportunities for student participation beyond the regularclassroom day. These activities have continually excelled in regional andstate competitions.

Discovery Middle SchoolAt Discovery Middle School (DMS), students experience growth academi-
cally and personally. Staff is committed to excellence and aims to help stu-dents reach their academic and personal potential. Students take courses inEnglish, math, science and social studies. DMS is also proud to be a ProjectLead The Way (PLTW) school – a program that engages students in science,math and engineering. A host of electives are offered, such as family andconsumer science, visual and industrial arts, music, foreign languages, com-puters and drama.
DMS also offers programming that provides an academically challengingcurriculum and the potential to earn high school credits. Students haveaccess to programs that include math competitions, an engineering club andknowledge bowl. DMS also offers co-curricular activities, from athletics tofine arts to specialty clubs.
A personalized setting is fostered by “teaming” in grades 7 and 8. Core-course teachers share the same group of students, allowing for special learn-ing opportunities and better student-teacher interaction.

Voyager Elementary is on 17 acres and includes the William F. BankeMemorial Marsh, a wildlife area that offers students, parents and staff theopportunity to learn about nature. The building is unique in design andarrangement, with each grade level sharing a common atrium and multi-pur-pose hallway. Facilities include barrier-free access to the cafeteria, gymnasi-um, media center, computer labs, art room and playground.
Each room is equipped with computers, presentation equipment and SmartBoard technology. Voyager holds special theme days, reading promotionactivities, and family events.
Dedicated, experienced classroom teachers, specialists inmedia/technology, music, art and physical education, along with teachersand support staff in 13 categories of special education, provide a quality-learning program. The standards based curriculum is designed to meet needsof individual learners. A variety of academic enrichment and at-risk programsare offered in addition to the school day.

Situated on a 48-acre site, Woodland Elementary is designed to providea sustainable, efficient and flexible learning environment. A variety of learn-ing options engages students and provides teachers environments that sup-port what and how they teach. The outdoor classroom and the nature trailprovide learning experiences beyond classroom walls. A school garden pro-vides fresh produce as part of the school lunch program. Teaching staff arehighly trained in the balanced literacy framework. This style of teachingfocuses on differentiating instruction to teach reading and writing accordingto individual student needs. Specialized instruction is offered through specialeducation and gifted programming.
Woodland strives to make learning a family affair, providing opportunitiesfor families to get involved in their child’s education. A variety of activitiesassociated with the school’s Parent Advisory Committee, such as familybingo and school dances, along with parent/child educational classes relat-ed to Title 1 funding are some of the events that help parents and childrenenjoy learning and playing together.

Lincoln Elementary School is located at 1120 Lark Street inAlexandria.
Lincoln Elementary is “home” to approximately 550 students in gradesK–6. The professional, progressive and student-centered staff offers a vari-ety of program options and instructional styles. They continue to pursue bestpractice instruction as evidenced by the adoption of the LiteracyCollaborative primary model for reading and writing. Special area teachersinstruct students in physical education, music, art and media/technology.Specialized instruction is offered based on needs of individual studentsthrough reading intervention programs, such as Strategic ReadingIntervention and Leveled Literacy Intervention; Special Education and Giftedand Talented programming.
Technology opportunities exist for all students. Three computer labs areavailable for media/technology instruction, research and multi-media proj-ects, and curriculum-based activities. Computers are available in all class-rooms and many have presentation systems for large group displays andinteractions.
Families are provided with many opportunities to be actively involved intheir children’s education.

One of the area’s most beautiful resources is its lakes. The fol-lowing is a historical account of how the area lakes were named:Agnes - Named for early settler Will Kinkead’s girlfriend who lived
out East.Andrew - Named for the first physician in Alexandria.Burgen - Named for William B. Burgen, who lived on the southwest
shore of the lake in 1869.Brophy - Named for the Brophy family, early residents.Carlos - (See the explanation on Lake L’Homme Dieu.) The Long
Prairie River starts at the northeast corner of Lake Carlos.Charlie - Named for a child of Charles Cook, an early settler.Chippewa - Headwaters of the Chippewa River, named for Native
Americans.Cowdry - Named for Samuel B. Cowdry, an early settler.Darling - Named in 1860 for early settler Andrew DarlingGeneva - Named for Lake Geneva in Switzerland. Henry - Named for the son of Charles Cook, an early settler.Ida - Named by one of the first colonists on the lake, Myron Colony,
in honor of a girlfriend who lived out East. Irene - (First known as Reservation Lake.) Named for Irene Roadruck,
the daughter of an early settler. L’Homme Dieu - Reports aren’t concrete, but one story is that lakes
L’Homme Dieu and Carlos were named by an early settler in honorof two friends who attended West Point Academy.
Latoka - An Indian name.Lobster - Named for its shape, which resembles a lobster.Louise - Named for a child of Charles Cook, an early settler.Maple – This name was chosen because of the many maple trees
that surrounded the lake.Mary - Named for Mary Kinkead, a sister to some of Alexandria’s
original settlers.Miltona - Named for Florence Miltona Roadruck, whose husband had
a homestead in Leaf Valley.Mina - Named by Fredric Von Baumback, a Prussian officer and a
major in the Civil War, for his mother. Moses - Probably named for the religious prophet, but there was also
a Moses family that lived in the area.Osakis - The lake’s name was most likely derived from the Ojibwe
Indian name for the lake. “Oh-za-kees,” which means “place of theSauk” and refers to the Sauk Indians who roamed the area for ashort time.
Oscar - Named for the King of Sweden.Pocket - named for its contour, which resembles a pocket.Smith - Named for a family that homesteaded near the lake.Victoria - Named for the English queen by Walter S. Shotwell. His
father, Daniel, homesteaded between lakes Victoria and Geneva in1859.
Winona - Probably named by Mary A. Kinkead, sister of Alexanderand William, the first settlers in Alexandria for whom the city wasnamed. The first child born in Fort Alexandria was also named“Winona.”

Douglas County and the surrounding area, locatedjust a couple of hours northwest of the Twin Cities,has a lot to offer with its plentiful, beautiful lakesand abounding recreational opportunities.
Douglas County’s 2000 census showed the population to be32,821. However, in 2010, it was estimated to have reached36,009.
The county got its start in 1858, the same year thatMinnesota became a state, when the first settlements wereestablished in the area.
The area was a wilderness of woods, prairies and lakes, andwas home to Sioux and Chippewa Indian tribes. (Archeologistsdate the earliest bones and artifacts found locally in Indian burial“mounds” as being pre-Christ.)
The Red River Trail, used by early pioneers and wagon trains,passed through the county northwest to Fort Abercrombiein North Dakota.
In the summer of 1858, brothers Alexander and WilliamKinkead established a settlement along the shore of LakeAgnes, built a log cabin and hotel, and named the area“Alexandria.”
A mail route was set up between St. Cloud and FortAbercrombie, and soon afterward government troops cut aroad from Fort Snelling to Abercrombie, which allowed fora stage line, and ever-increasing numbers of new settlers.
In 1862, news arrived that a large number of SiouxIndians were massing and war parties were forming.Many settlers headed east to safety, while others com-bined forces and defended their property. The uprisingproved too powerful, however, and the county’s settle-ments were eventually abandoned.
Many months later, after the uprising had settleddown, settlers began trickling back into the county andsoldiers arrived to build a stockade for protection inAlexandria.
Treaties were later signed with the Sioux, and by1866 things had calmed to the point where the soldiersleft town. That same year, Douglas County’s boundarieswere officially set. The county was named for SenatorSteven A. Douglas, a statesman and leader in theDemocratic party who helped with its establishment.
A government land office was eventually set up inAlexandria, and with the signing of the Homestead Act byPresident Abraham Lincoln (which allowed people to ownproperty for free if they lived on and worked the land), asurge of European immigrants moved here. Civil War vet-erans joined the throng, and within seven years almost allthe county’s tillable land was claimed.
In 1878, the railroad was connected from Melrose toAlexandria, and by the next year to Brandon and Evansville.Several cities in the county were started along the steamlocomotive lifeline, including Nelson, Garfield and Brandon.Eventually the Soo Line railroad crossed the county, andmore towns, including Kensington, Forada, Carlos andMiltona popped up in the county.
The new rail line allowed tourists and sportsmen fromthe east to get to Douglas County easily, and the wealth offish and game soon made the area a popular vacation spot.

AlexandriaAlexandria’s population of 11,070 swells in the summer months due
to the large amount of tourism in the area. The city is located just acouple of hours northwest of the Twin Cities on I-94. The site of the1858 settlement was established by William and Alexander Kinkead(for whom the city was named). An army fort was built in 1862 after anIndian uprising, and afterward growth was steady in the town. The vil-lage of Alexandria was incorporated in 1877, and the first passengertrain reached the settlement in 1878. The village became an officialcity in 1909.
BrandonBrandon, population 489, is located about 15 miles west of
Alexandria on County Road 82. The village, which was an early stage-coach stop, was originally called “Chippewa,” and was located northof the current townsite. When the railroad was built through the areain 1879, the town re-formed alongside the tracks and was namedBrandon after Brandon, Vermont – the birthplace of Stephen A.Douglas, for whom Douglas County was named. The town was incor-porated in 1881.
CarlosCarlos, population 502, is located about nine miles north of
Alexandria on State Highway 29. The city began to form in 1867 justafter the Indian uprising. When the railroad was built in 1903, an areanear the tracks was chosen as the official townsite. It was named afternearby Lake Carlos. The town was incorporated July 7, 1904.
EvansvilleEvansville, population 612, is located
about 20 miles west of Alexandria onCounty Road 82. The village was plat-ted in the fall of 1879, with the com-ing of the first railway train, and wasincorporated in 1881. The villagewas named for the county’s firstmail carrier, Evans, who carried mailon foot from Alexandria to FortAbercrombie.
ForadaForada, population 185, is eight miles
south of Alexandria on State Highway 29 andeast on County Road 4. The railway village wasplatted in July 1903 by Cyrus A. Campbell and incorpo-rated April 6, 1905. It was named for Campbell’s wife, Ada.Because there already was a city in Minnesota named Ada, hechanged it to Forada (For Ada).
GarfieldGarfield, population 354, is located about seven miles west of
Alexandria on County Road 82. The railway village was plattedFebruary 17, 1882 and incorporated September 9, 1905. The city wasnamed in honor of President Garfield who was shot and killed by anassassin just prior to the official naming of the railroad town.
KensingtonKensington, population 292, is located 16 miles west of Alexandria
on State Highway 27 and south on County Road 1. This railway villagein Solem Township was platted by the Honorable William D. Washburnin 1887, and incorporated June 6, 1891. A railroad conductor with rootsin England created a large garden he named “Kensington Gardens” (anarea west of London near Westminster is known as “KensingtonPalace.”) The area became a town and the name was shortened toKensington.
MillervilleMillerville, population 106, is located about 20 miles northwest of
Alexandria on County Road 82 and north on County Road 7. Millervillewas established as a township in 1867 and was named for a prominent
German settler, John Miller, who lived in the area.

miles north of Alexandria on StateHighway 29 and east on County Road14. Miltona was named for LakeMiltona, which had been named forMrs. Florence Miltona Roadruck,who lived in the area.
NelsonNelson, population 187, is located
about four miles east of Alexandria onState Highway 27. The city formed after
the railroad was built through the area in1875 and was incorporated in 1905. The city
was named in honor of Senator Knute Nelson. Thecity was first called “Dent” in honor of an early settler.
OsakisOsakis, population 1,740, is located about 11 miles east of
Alexandria on State Highway 27. The city was founded in 1866 andincorporated in 1881. The first passenger train arrived in 1878. The cityof Osakis was named after the lake it lies alongside. The lake’s namewas most likely derived from “Oh-za-kees,” the Ojibwe Indian name forthe lake. “Oh-za-kees” means “place of the Sauk” and refers to theSauk Indians who roamed the area for a short time.
