What an amazing journey this has been. Serving as the Director

of Oakland Parks and Recreation (OPR) has exposed, enlightened,

empowered and continues to encourage me to seek ways to

engage the community to collectively tell our story, and share

the value of Oakland’s recreational services and park system.

Oakland Parks & Recreation’s story starts with the fact that we are a 105 year old organization. We

have over 140 parks maintained by Public Works; 66 ball fields; 44 tennis courts; 28 recreation centers -

three of which specialize in arts, music and dance; 14 rental venues; five swimming pools; 17 community

gardens; three golf courses; a digital arts and culinary center; two boating centers; one inclusionary

center; a host of programs designed for tiny tots to seniors, collectively serving over 95,000 enrolled

participants and over a million drop-in users annually.

Over the last eleven years as Director, we brought core services to you at every center citywide

to include: dance, sports, healthy snacks and after-school study hour, and exposed more children and

youth to water activities and boating opportunities. We introduced children and adult play days on the

plaza at City Hall, movies in the park, the National Backyard Overnight Campout, An Intimate Evening,

and Sundays in the Redwoods. OPR expanded sporting opportunities by hosting the Youth Games, the

Hershey North America Track and Field event, the National Public Parks Tennis Championship and

served as the home for the First Tee Program as well as three other Junior Golf programs serving

over 1,000 youth. OPR focused its energy and intentionally looked at ways to foster lifestyle changes

and attitudes of Oakland’s youth through the implementation of Radical Roving Recreation, STRIDE

(Striving To Redirect Individuals in a Difficult Environment) and the Urban Electronics Program. We

are expanding community gardens and increasing our partnerships to ensure families have healthy,

affordable and accessible produce.

We are your humble public servants and every day we serve to meet your expectations, help you

create lasting memories, and to encourage you to play with a purpose. It is our goal and desire to

continue to provide these services, however, over the last few budget cycles, OPR has experienced

significant reductions in funding and resources. In spite of this, we have sustained a quality level

of services.

Oakland Parks & Recreation Foundation (OPRF)The Friends of Oakland Parks and Recreation and the Oakland

Parks Coalition recently merged to form the Oakland Parks and

Recreation Foundation. OPRF provides financial and volunteer

resources and advocates for recreation programs and parks

in Oakland. The Foundation has a long history of providing

youth scholarships to children from all across Oakland making

it possible for them to enroll in summer camps, swim lessons,

and other recreation programs. OPRF also partners with OPR

to restore and build park facilities across Oakland, including

and most recently, the state-of-the-art skateboard park at

deFremery Park. OPRF accepts unrestricted gifts, donations to

Moving forward it will be critical for OPR to enhance

our relationship with corporate America, health care

providers, local businesses, and foundations that are

concerned about obesity rates, chronic illnesses,

drop-out rates and the number of youth we are

losing to the streets – through drugs, prostitution,

and various levels of crime.

OPR acknowledges that we cannot address this

epidemic alone. Nor can we depend on the three cents

on every dollar from the General Purpose Fund received

from taxpayers to fund our programs. The department

will be introducing and recommending policies in the

areas of naming rights, donations and sponsorship. If

successful in this endeavor, these dollars will not only

support recreation programming, but funding will also

make it possible to upgrade our sports fields, and

resurface hardscape courts citywide.

Lastly, we are excited about the City’s interest in

requesting impact fees from developers. It is my hope

that parks, facilities and maintenance become a priority

when the money becomes available. I have the confidence

it will become our reality.

We are embarking on a great journey. Oakland is on the

rise; I simply request that you lend us your voice and en-

ergy to help share our story and the value of recreation,

play, parks, conservation and outdoor experiences.

There’s a reason we’re called Oakland. Our beautiful city’s green spaces, parks

and recreation areas are the heart of our community. These gathering places and

the programs they afford are essential to the health, safety and vitality of our city.

Growing up in Oakland, our parks were my backyard. The same is still true today for

thousands of young people across our city, but they aren’t the only ones who need these

vital spaces. Our Parks & Recreation locations and programs are a lifeline for our seniors,

a backdrop for cultural events and a center for civic engagement.

From swim lessons to camping, sunbathing to capoeira, Oaklanders should be able to take

Parks & Recreation Advisory Commissionu

Greetings from your Parks and Recreation Advisory Commission! Our 11-member Commission advises the Oakland

City Council on policies related to our parks and recreational programs. We also review plans for improvements and

new facilities in our parks, and approve requests for on-site fund-raising and sales at park events. We’re a forum for

public comment on important issues such as community gardens, park hours, park safety, and dog play areas.

During the last year, the Commission has held public hearings on more than a dozen park improvement projects, including the

creation of a conservation easement at the Oakland Zoo, community gardens at Fitzgerald Park and Concordia Park, redesign of the

driving range at the Lake Chabot Golf Course, the skate park at deFremery, and a redesign of Hellman Field. We reviewed applications

for more than three dozen special events, from the Oakland Running Festival to the Autumn Lights Lantern Festival. We have reached

out to the community on issues such as naming rights, grilling in the parks, and dog play areas.

Oakland continues to be one of the most dynamic cities in the country, with plans for thousands of new homes in the works. One

of PRAC’s goals is to make sure that the City plans ahead for the new parks and recreational services that will be needed to meet this

growth. In 2014, the City launched an impact fee study to make sure that development pays its way, and creates revenues for new parks

and recreational facilities. Our Commission will be monitoring the impact fee study closely in the coming year.

The Parks and Recreation Advisory Commission is a diverse group but we share one thing in common. We feel a deep connection

to Oakland and recognize that parks are an essential part of what makes our city great.

Please join us at our monthly meetings, held at 4:30 PM on the second Wednesday of each month at the Lakeside Park Garden Center.

Capital Improvement Programsu

OPR acknowledges that the three cents on every dollar received from taxpayers through the General Purpose Fund cannot fund or sustain our programs. We know it is imperative that we look for creative and new ways to collaborate and leverage services and programs. We have been successful in securing over $28 million dollars in

funding over the years from state and federal grants and private corporations and patrons. In addition, through partnership with Oakland Public Works the City has obtained state grants from Proposition 84, Measure WW, and Measure DD. OPR is appreciative of support and funding from Waste Management, the Golden State Warriors, Good Tidings, Levi Strauss & Co., Local Initiative Support Corporation, and the East Bay United Soccer Organization.

In 2014, the City launched an impact fee for infrastructure study to make sure that development pays its way. We are hopeful that parks, recreation facilities and maintenance are a priority when these revenues become available. In addition, OPR is exploring the areas of Naming Rights, Gift-in-Place, and donations and sponsorship from individuals and corporations as potential funding sources to upgrade our sports fields, resurface hardscape courts citywide and enhance our recreation facilities.

LAKESIDE PARK SHORELINE AND SAILbOAT HOUSEPhase II of the Lakeside Park Sailboat House and Shoreline project funded by Measure DD began construction in 2014. The project focuses on adding new intertidal and marsh habitat, improving water quality, and increasing public access and nature education opportunities. Parking is moved away from the Lake, storm water runoff is redirected to bioswales, lake edge retaining wall is replaced, and boating access is improved with new hoists, launch ramp and dock access. A newly constructed pedestrian pathway provides access to the restored shoreline and an improved entryway / event plaza at the Sailboat House is created.

Project completion is scheduled for late spring of 2015.

gOLDEN gATE RECREATION CENTER Renovations funded with Prop. 84 dollars are under way. When completed late 2015, the new state-of-the-art facility will

include a large multi-purpose room adjacent to a commercial kitchen containing a teaching island with burners, dish washer,

and ice machine. The new Golden Gate center will also have a full court basketball gym that converts into a volleyball court.

A dance studio that opens to the outside will be connected to the gym. Outdoor seating facing the dance studio creates

an indoor/outdoor performance stage. Exterior renovations also include a new play area and walking track. Golden Gate

programing is temporarily relocated to the Piedmont Avenue Child Care Center, 86 Echo Avenue, Oakland CA 94611.

deFREMERY SKATE PARK PHASE II Phase I of deFremery Skate Park was completed in 2014. Phase II, funded by Levi Strauss & Co., is scheduled to begin

construction in early 2015. The expansion will double the size of the current skateboard park. A variety of skate obstacles

will be featured for all skate levels beginner to advanced. Project completion date is scheduled for Spring 2015.

CURT FLOOD FIELD (LEFT)Funded by the Housing and Urban Development

Department (HUD) and the NFL LISC Grassroots

Program, the Curt Flood Field Renovation Project

will replace the existing 121,000 square foot natural

grass field with synthetic turf to allow for year round use.

Project construction is expected to begin by May 2015

and complete by November 2015.

RECREATION CENTER COMPUTER UPgRADEOakland Parks and Recreation is partnering with the Oakland

Unified School District, former Mayor Jean Quan, Mayor Libby

Schaaf, Oakland Technology Exchange and City of Oakland

Information Technology Department to upgrade all 28 Oakland

recreation center computer labs. In addition to wireless high

speed internet, new computers will be installed. The new

computer labs will provide computer coding classes and

technology workshops for youth and community in order to

bridge the digital divide. A three year maintenance contract is

also included to ensure computers remain current.

The Community Gardening program provides gardening opportunities for the physical and social benefit of Oakland’s residents and neighborhoods. Year round, community gardening brings people of all backgrounds and ages together to grow organic vegetables, herbs, fruits, and flowers throughout the city. Our gardens, developed and operated by volunteers with support from OPR staff, offer a variety of classes and activities for a broad range of gardeners.

We offer over 12 community gardens which provide rental plots for a full calendar year. Five additional gardens are operated in partnership with community nonprofit organizations.

COnneCting thROugh Play!DIgITAL ARTS AND CULINARY ACADEMY (DACA)

The Digital Arts and Culinary Academy (DACA) is a state of the art facility that encompasses four program components: Digital Audio Production, Digital Video Production, Culinary Arts, and Urban Agriculture to develop career skills for youth (ages 12-16) and to expose them to higher education opportunities. Students will learn how to create music, shoot and edit video, cook restaurant quality meals, and grow fruits and vegetables.

DACA year round programming is offered Monday through Friday, 3 hours per day and includes all program materials. Beginning and intermediate guitar lessons are free in collaboration with Guitars Not Guns. Adult summer intensive classes are also available. This popular multicultural, multidisciplinary performing arts complex has been serving the community dating back to the 1920’s. MCCA provides a safe environment, positive role models, physical and educational activities as well as cultural awareness and enrichment. We offer a 350 seat theater with professional lighting and sound

capabilities. The theater’s depth and high ceiling make it perfect for dance performances, plays, seminars, lectures, business meetings, dance video shoots and more. MCCA has conference rooms and five studios available for rehearsals, auditions, and workshops (event space is limited). deFremery skate Park, located in deFremery Park since 2007, serves as a hub for Oakland’s diverse skateboarding community. Thanks to the generosity of Levi Strauss and Co., the Oakland Parks & Recreation Foundation, and other community members, Phase I of the skateboard park project is complete. A second grant was awarded to the Foundation in early 2015 to fund Phase II construction, expanding the park twofold and featuring a variety of skate obstacles for beginning as well as advanced skaters.

For decades, the Day Camps offered by the City of Oakland, Parks and Recreation (OPR) have been providing a safe

environment for our children to learn, explore and just plain have fun. Activities include crafts, games, sports, science labs

OPR Day Camps take advantage of their beautiful natural settings to teach youth the wonders of and respect for the great outdoors

SUMMER CAMPS & PROgRAMSTEEN ECO ACTION wEEK: AUgUST 3 – 7aUGUsT 3-7, 2015: sTIPenD ReCeIveD UPOn COMPleTIOn OF seRvICe: $100Teen Eco Action Week is a summer outreach program serving inner-city youth from Oakland. The program increases participants understanding of environmental issues, importance of civic engagement and environmental stewardship, introduces them to environmental and social service careers as well as includes healthy outdoor recreation activities. Teens between the ages of 13 and 17 years old will complete restoration projects, participate in a wide variety of recreational activities, explore career options and meet other youth from their communities with similar interests. OvERNIgHT SUMMER CAMPSIn addition to our many day camps, we offer several Overnight Camps including the Tallship Sailing Overnight Camp, Feather River Travel Camp, and the Great American Backyard Camp Out.

TALLSHIP SAILINg OvERNIgHT CAMPahoy! Find out what it’s like to sail the bay on an 82-foot Tallship Schooner. Campers will spend Monday through Wednesday at Lake Merritt sailing their own boats to prepare for their overnight sail. Thursday they board the tallship for a full day and OVERNIGHT returning to Lake Merritt Friday afternoon. Cost is $250 ($300 for non-resident); July 27-31. Prices may increase effective July 1, 2015. JUNIOR gIANTS T-bALL (AgE 4 – 8)Learn the fundamentals of baseball using a tee and a “soft” ball. Participants enjoy a safe and friendly environment where they can play with new and old friends. JUNIOR gIANTS bASEbALL (AgE 7 – 14)Designed for young players who are still learning the game. This program runs from late June through mid-August. This no-fee program is not just another baseball league – it kicks it up a notch by providing an instructional baseball league for the player. Recreation Centers that will host teams include Bushrod and Allendale and off-site fields of Garfield, Concordia Park, and Caesar Chavez Park. Registration for the league begins May 2015. Practice and Game Days will vary depending on site.

OAKLAND NEIgHbORHOOD bASKETbALL LEAgUE (ONbL) ONBL provides girls and boys (age 8-15) the opportunity to participate in competitive basketball leagues during the summer. TRACK AND FIELDOPR is offering beginning and advanced training in the sport of track and field. Lake Merritt BouLevard aMPhitheater Located at the south end of Lake Merritt, the

Lake Merritt Boulevard Amphitheater project

was named 2013’s “Top 10 Roads Award”.

Lakeside Park’s newest four acre area features

an expansive cemented Amphitheater with

terraced seating, restrooms, lush landscaping

and a beautiful scenic view of Lake Merritt. This

grassy area situated where the Lake Merritt

Channel meets the Lake is the perfect location

to host company picnics, receptions, and public

and private gatherings.

Edoff Memorial Bandstand Built in 1913, the Bandstand graces Lake

Merritt’s shore within Lakeside Park. With

its elegant Italian design and spectacular

location, the bandstand attracts many people

and organizations hosting concerts, wedding

ceremonies, walkathons, and other unique

private and public gatherings. The bandstand

is also home to the Oakland Municipal Band

who hosts free summer concerts.

Lakeside Park Pergola and Colonnade was

constructed in 1913 and renovated in 2007. The

LAKE MERRITT SAILBOAT HOUSE… experience beautiful Lake Merritt

The Sailboat House is adjacent to the nation’s

largest saltwater tidal lake, Lake Merritt, which

is also home to Oakland’s oldest wild life

preserve. Built in 1954, this unique landmark

houses the Lake Merritt Boating Center, Lake Merritt Institute

and various East Bay rowing clubs. Conveniently located near

Downtown Oakland and inside Lakeside Park, it is easily

accessible to highway and public transportation with plenty of

off-street parking, and its own parking lot. By day, guests are

captivated by the rippling affects of sunlight dancing off the

water surface. A “Necklace of Lights” of 126 lampposts and

4,000 light bulbs, encircle the 3.4 miles of the shoreline and

picnic sites, walking paths, and fabulous views of the Pergola

and Colonnade at the end of the eastern arm of Lake Merritt.

Morcom Rose Garden was

constructed in 1932, and

named in honor of former

Oakland Mayor, Fred

N. Morcom. Nestled in a quiet residential

area, the Rose Garden is a precious 7+

acre green urban oasis located off Grand

Avenue adjacent to the Piedmont border.

Many choose this fragrant floral setting to

exchange wedding vows. Garden shows, along

with public and private events of all kinds,

are staged here. Morcom Rose Garden also

cultivates hundreds of dedicated volunteers

who tend to its many plantings all year round.

LAKESIDE PARK GARDEN CENTER… at the edge of Oakland ’s Crown Jewel

Founded in the 1950s by the Oakland East Bay Garden Center Inc.

as a cultural and educational center, The Lakeside Park Garden

Center (Marsha J. Corprew Memorial) has played a central role in

Oakland’s proud, national history of Park Excellence. It is centrally

located inside Lakeside Park across from Lake Merritt, Lake Merritt Sailboat

House and Children’s Fairyland, near highways and public transportation and

has plenty of parking. Today, this extraordinary community complex hosts

various garden shows, public and private events and numerous volunteer

activities. Guests will enjoy a lakeside beach area, a magnificent columned

and marbled band stand, and dozens of other settings for outdoor inspiration

and enjoyment. Capacity seating varies but includes banquet-style seating

from 50-150, and theater-style seating from 75-225. The complex contains

two kitchens to accommodate caterers.

Edoff Memorial Bandstand, adjacent to the Lakeside Park Garden Center

provides a classic setting for an outdoor venue. The elevated bandstand is

ADA accessible. Events hosted at the bandstand include, but are not limited

to concerts, wedding ceremonies and receptions and other public gatherings.

LEONA LODGE… the perfect woodlands setting

Constructed in 1959, this venue

is one of Oakland’s hidden

treasures. The Lodge contains

a medium-sized banquet room

with banquet style seating capacity for 100

people, and theatre-style seating for 150.

With its serene and tranquil rustic setting, the

lodge is a wonderful location for anniversary

parties, seminars, retreats and other special

events. Linen rental services are available at a

nominal charge. On-site parking is available.
