The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people.

IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.

IFAD is seeking a highly qualified candidate from IFAD member countries, to lead their Operational Policy and Results Division, OPR, within the Programme Management Department.

The ideal candidate will have a successful senior experience in IFIs, demonstrated leadership and strategic skills and superb communication and representation skills.

The Programme Management Department (PMD), under the leadership of an Associate Vice-President, is responsible for the overall programme of loans and grants of the Fund and for measuring and reporting results of IFAD-supported operations to its shareholders. It includes a front office, five regional divisions - Asia and the Pacific Division (APR), East and Southern Africa Division (ESA), Latin America and the Caribbean Division (LAC), Near East, North Africa and Europe Division (NEN), West and Central Africa Division (WCA) and an Operational Policy and Results Division (OPR).

OPR oversees operational policies and procedures, operational training through corporate learning programmes, compliance with environmental and social safeguards and project procurement policies, and operational performance monitoring and results reporting. It also manages IFAD’s self-evaluation architecture, including the interface with the Independent Office of Evaluation (IOE), and the performance-based allocation system (PBAS), and coordinates the drive for enhanced transparency and value for money. It is also responsible for overseeing corporate databases, including the Operational Results Management System (ORMS) and the Corporate Dashboard. During the project cycle, OPR plays an important role during project design as a secretariat for quality reviews, and is responsible for determining project categorization, including environmental. OPR also

plays a pivotal role in coordinating the implementation of commitments emanating from replenishment consultations.

Directors are responsible for managing a Fund’s division or office and serve on IFAD’s senior management team. The main focus of Director positions is strategic leadership, innovation and management. The accountabilities/key results include:

Under the overall guidance and supervision of the Associate Vice-President PMD, the Director Operational Policy and Results Division (OPR) will lead, manage and motivate a team of managers/senior specialists who are also supervisors, specialists and assistants. Most typically as a member of a departmental management team, s/he is responsible for managing and supervising the delivery of a division’s programme of work within an allocated budget. Director OPR plays a substantive role during Executive Board meetings, including of subsidiary bodies, and has substantial external representational duties.

Education• Advanced university degree

in economics, public policy, international relations or any other relevant field from an accredited institution.

Experience: Technical and Managerial• At least twelve (12) years of

progressively responsible professional experience in an international organization preferably in an

international financial institution (IFI) through a combination of corporate and field-based experience. Progressively responsible supervisory / team leader experience in a multicultural setting is required.

Language requirements• Excellent written and verbal

communication skills in English. Working knowledge of another official language (Arabic, French, or Spanish) is desirable.

Minimum qualifications

Applicants should note that IFAD staff members are international civil servants subject to the authority of the President of IFAD, and they may be assigned by him/her to any of the activities of IFAD, including field assignments and/or rotation within IFAD.
