BY VIKAS DATTA Ho Chi Minh City, (IANS) Prime Minister Narendra Modi Tuesday got a welcome boost from President Pranab Mukherjee, who unexpect- edly largely abandoned his prepared speech to a gathering of the Indian community in Vietnam and instead extolled the NDA government's steps to improve the economy and burnish India's glo- bal image. "After the new government (led by Modi) came out with a massive mandate they also worked out... of course, it is too early to formulate cogent policies for the full five years and get it reflected in the plan document and other documents but the first budget presented by the new government outlines some of the crucial policies and there is substantially continuity and there is change (in policy) where it has been found necessary to do it," Mukherjee said in a sudden extem- pore address at the Indian community reception here on the penultimate day of his four-day state visit to Vietnam. Mukherjee also praised the National Democratic Alliance's (NDA) foreign policy ventures, especially Modi's recent visit to Japan. "One very positive aspect is that there is possibility of substantial FDI which was an important outcome of the prime minister's visit to Ja- pan. And it is expected that in the next five years, investment from Japan would be around $25-35 billion," he said. The president also welcomed the results of Australian Prime Minister Tony Abbott's visit to India last week. He also expressed high hopes for the much-awaited summit between Modi and US President Barack Obama in Washington later this month. "Our prime minister is expected to have detailed interactions with US President Barack Obama and therefore the international atmosphere is favourable and I am (also) visiting Vietnam at this juncture when two fastest growing economies - India and Vietnam - are also en- gaged in having cooperation and interaction," he said. Mukherjee had a word of praise for Petroleum and Natural Gas Min- ister Dharmendra Pradhan, who is part of his official delegation, call- ing him lucky for seeing the global petroleum prices come down in his tenure. In his prepared speech, Mukherjee had noted that every Indian in Vietnam has a significant role to play in bringing greater lumines- cence to and enhancing this relationship. He held that he was confident that the Indian diaspora in Vietnam will continue to bring good name to India. He also invited them to the Pravasi Bharatiya Divas to be held in Gandhinagar in January 2015. Canadian home sales climb higher in August Ottawa - According to statistics released today by The Canadian Real Estate Association (CREA), national home sales activity rose nearly two per cent from July to August 2014. Boards and Associations rose 1.8 per cent on a month-over-month basis in August 2014, marking the seventh consecutive monthly in- crease, and the highest level for sales since January 2010. Although activity rose in fewer than half of all local housing mar- kets in August, the national tally was fuelled by monthly sales in- creases in Greater Vancouver, Calgary and Greater Toronto. "Sales picked up in some of Canada's most active and ex- pensive real estate markets which fuelled another national increase," said CREA President Beth Crosbie. "Even so, the na- tional increase in sales does not reflect local trends in many markets across Canada. As al- ways, all real estate is local and whether you're looking to buy or sell, your local REALTOR® is your best source of informa- tion about the housing market where you currently live or might like to in the future." Actual (not seasonally ad- justed) activity in August stood 2.1 per cent above levels re- ported in the same month last year. August sales were up from year-ago levels in just over half of all local markets, led by Greater Vancouver and Calgary. "Sales activity in recent months has remained stronger than was anticipated earlier this year," said Gregory Klump, CREA's Chief Economist. "List- ings and sales this spring were deferred due to unseasonably harsh weather, which subse- quently supported activity once the delayed spring home buying season got into gear. This trend was reinforced by a decline in mor tgage interest rates." "The boost from deferred sales is still expected to prove tran- sitory," continued Klump. National home sales rose 1.8% from July to August. Actual (not seasonally adjusted) activity stood 2.1% above August 2013 levels. The number of newly listed homes fell 1.2% from July to August. The Canadian housing market remains in balanced territory. The MLS® Home Price Index (HPI) rose 5.3% year-over-year in August. The national average sale price also rose 5.3% on a year-over-year basis in August

SMALL BUSINESS TAX CREDIT TO HELPLOCAL BUSINESSES CREATE JOBS

Our Conservative Government is focused on creating jobs, growth, and long-term prosperity. In doing so, we are taking further stepsto recognize the important contribution our small businesses make

to job creation and economic growth. That is why we introduced theSmall Businesses Job Credit, which will lower small businesses’ payrolltaxes by 15 percent for the next two years, saving these businesses anexpected $550 million over this two year period. These savings will helpsmall businesses hire more employees and grow our economy.

As noted by the Canadian Federation of Independent Businesses (CFIB)small and medium sized businesses employ 70 percent of the total pri-vate sector jobs in Canada. We have therefore taken appropriate action tohelp suppor t small business growth: we expanded and extended theTemporary Hiring Credit to help provide payroll relief and allow smallbusinesses to reinvest almost $225 million in job creation in 2013. Thissupport also includes a three-year freeze of Employment Insurance (EI) rates, saving employers and employees an expected $660 million in 2014 alone. In total, small businesses across Canada have seen their taxes reduced by 34 percentsince 2006.Our support for small businesses across the country recognizes their fundamentalimportance to fueling the Canadian economy. As a result, our Government’s sup-port has helped create 1.1 million net new jobs since the depths of the globalrecession – we are projected to have among the strongest economic growth in theG7 in the years ahead, and Bloomberg has recently ranked Canada as the 2nd bestcountry in the world to do business.Small business drive Canadian prosperity and that is why we will take continuousaction to make small businesses stronger to reinforce our commitment ofcreating jobs, growth, and long-term prosperity.

Ontario - There can't be a better time for me to comment as a colossalnumber of people are showing significant interest in the municipalelections in Brampton as I see several community enthusiasts get-ting engaged to leverage momentum leading to October 27 elections. It truly is an unprecedented moment as this kind of enthusiasm andengagement in the past was only seen during the provincial or federalelections but never at this level. We see several community mem-bers coming forward, filing their papers and vociferously campaign-ing for the elections, trying to prove their mettle which is hear teningto observe.Though not hounded by media, they are also making appearances onTV and radio shows and discussing the mammoth challenges facedby residents. On a quick note and that is strictly my personal opinionthat in a democratic process everyone has the right to contest andmore par ticipation means more and better ideas. This singular factorwould bring in more suppor ters on the radar who would get engagedin municipal politics that in turn helps resuscitate flagging economy. At the city level, several impor tant issues are tackled by the munici-pal government that is responsible for providing services vital forcommunity. It also makes impor tant decisions that affect residents

on day to day basis such as property tax, garbage management, firedepar tment, police depar tment, parks and recreations, libraries andseveral others. However, the question remains has the system pro-duced only followers or quality leaders as well who have the prow-ess to steer the boat through challenges? Therefore the dire need of the hour for candidates is to revive thesagging reputation of GTA sans infrastructure and become more po-litically proactive to resolve issues residents are facing on daily ba-sis. I think the major issues dominating these municipal electionswould be enhanced accountability and transparency of elected repre-sentatives, traffic gridlock, creation of jobs and garbage disposal.Only the one who dares to take the bull by its horns, show plans ofrevamping political machinery, present strategy to manage funds andshow true governance to people, stands the chance to reach the nextlevel.Meanwhile, it is not only the responsibility of candidates to bringabout sustainable change in society. It is about time our loyalties asvoters for a certain class or creed ends. We must vote for those whoare capable of resolving issues, ending the current political jugger-naut and ready to make a triumphant entry at the municipal level as atrue representative of people.

Time for Ontario to seize far-offshore windopportunities in The Great Lakes

Over three and a half years ago, a cancellation, publiclyreferred to as a moratorium, on offshore wind was announced. The Canadian Association of Physicians for the

Environment (CAPE) is perplexed by the lack of action in advanc-ing a far-offshore wind sector in Ontario. The original February2011 decision was made ostensibly to allow time to conduct morestudies. Almost nothing has happened since this announcement.Ontario should be applauded for eliminating coal generation in atimely manner, however, we need to keep the momentum by mean-ingfully increasing renewable energy generation. In the last two weeks the government issued its first two requestfor proposals (RFPs) related to offshore wind: one for studiesrelated to the decommissioning of offshore wind generating sites(which, at present, do not exist); and the second to study theeffect of noise from any offshore wind generation sites.Ontario continues to send confusing signals as it tries to find theright balance of a steady, stable supply of energy at a reasonablecost to consumers. The Province is ignoring a huge oppor tunity todevelop a proven source of reliable energy—far-offshore wind. When dealing with wind energy it is impor tant to correctly differ-entiate between onshore, near-shore, offshore and far-offshore.Far-offshore wind is different. The dynamics of wind over watermeans that far-offshore wind is capable of providing reliable powerthroughout the day, including when electricity demand is highest. Moreover, if properly positioned, the sites remain out of sightfrom the mainland shore.Polling under taken by Oraclepoll Research in August 2014 showsthat a clear majority of Ontarians are suppor tive of developingfar-offshore wind (at least 15km from shore) in The Great Lakes.Over half suppor t, less than a third oppose and 19% have no opin-ion. Suppor t is consistent across men and women, all regionsand all income groups in Ontario.CAPE suppor ts an increasing mix of renewable energy—includ-ing wind, solar and geothermal—to power Ontario. Producing windenergy at unique sites that cannot be seen from land responds toresistance from those possibly offended by the visual esthetic ofturbines and potential concerns over proper ty values.Ontario does have viable shallow water far-offshore sites withcompleted site studies that are ready to go. These offshore projectshave the ability to generate a minimum of $10 Billion of privatesector investment and economic oppor tunity that will have a di-rect and posit ive impact on communit ies such as Kingston,Belleville, Hamilton, St. Catharines, For t Erie, Por t Colborne andWindsor. We continue to see progress related to offshore wind generationon The Great Lakes coming from the U.S. It would be a shame to let that

technology-driven leadership opportunity pass Ontarians by.Let’s get behind this unique renewable resource in Ontario andkeep the resulting high quality jobs and economic stimulus in theprovince, while ensuring a guaranteed source of healthy, low-carbon energy.Gideon FormanExecutive DirectorCanadian Association of Physicians for the Environment

Almost nothing has happened since thisannouncement. Ontario should be ap-plauded for eliminating coal generation ina timely manner, however, we need tokeep the momentum by meaningfullyincreasing renewable energy generation. In the last two weeks the governmentissued its first two request for proposals(RFPs) related to offshore wind: one forstudies related to the decommissioning ofoffshore wind generating sites (which, atpresent, do not exist); and the second tostudy the effect of noise from any off-shore wind generation sites.Ontario continues to send confusingsignals as it tries to find the right balanceof a steady, stable supply of energy at areasonable cost to consumers. That said, low interest rates will continue to supporthousing affordability and sales activity."Year-to-date sales activity is up 4.3 per cent compared to the first eight months of2013 and remains in line with the 10-year average for the period. The number ofnewly listed homes fell 1.2 per cent in August compared to July. Led by GreaterToronto, new supply was down in about 60 per cent of local markets. The national sales-to-new listings ratio was 55.5 per cent in August, up from 53.9per cent in July. While this means the housing market became marginally tighter,it remains well entrenched within the range between 40 and 60 per cent that marksbalanced territory.Just over half of all local markets posted a sales-to-new listings ratio in this rangein August. Of the remainder, more than half were sitting above the 60 per centthreshold that marks the border between balanced and seller's market territory, almost all of which are located in British Columbia, Alberta and Southern Ontario. The number of months of inventory is another important measure of the balancebetween housing supply and demand. It represents the number of months it wouldtake to completely liquidate current inventories at the current rate of sales activity. There were 5.8 months of inventory nationally at the end of August 2014, down from6.0 months in May, June and July. As with the sales-to-new listings ratio, thenumber of months of inventory remains well within balanced market territory but

does point to a market that has become tighter in recent months. The Aggregate Composite MLS® HPI rose by 5.33 per cent on a year-over-yearbasis in August. This was unchanged compared to July and little changed fromJune. Year-over-year price growth in August picked up slightly for townhouse/rowunits and apartment units but slowed for one-storey single family homes and wasunchanged for two-storey single family homes.Two-storey single family homes continue to post the biggest year-over-year pricegains (+6.32 per cent), followed closely by townhouse/row units (+5.59 per cent)and one-storey single family homes (+5.23 per cent). Price growth for apartmentunits remains comparatively more modest (+3.38 per cent).Year-over-year price growth varied among local housing markets tracked by theindex. As in recent months, the biggest gains were posted by Calgary (+9.83 percent), Greater Toronto (+7.82 per cent), and Greater Vancouver (+5.01 per cent). The MLS® Home Price Index (MLS® HPI) provides a better gauge of price trendsthan is possible using averages because it is not affected by changes in the mix ofsales activity the way that average price is.The actual (not seasonally adjusted) national average price for homes sold inAugust 2014 was $398,618, up 5.3 per cent from the same month last year. The national average price continues to be skewed upward by sales activity inGreater Vancouver and Greater Toronto, which are among Canada's largest andmost expensive housing markets. Excluding these two markets from the calcula-tion, the average price is a relatively more modest $324,738 and the year-over-year increase shrinks to 3.9 per cent.

Harper Government Introduces Small Business Job Credit

416-907-4420

Toronto, Ontario - Department of FinanceMinister of Finance Joe Oliver today announced more action by the HarperGovernment to create jobs, growth and long-term prosperity: the introductionof the new Small Business Job Credit which is expected to save smallbusinesses more than $550 million over the next two years. The Small Business Job Credit will effectively lower small businesses'Employment Insurance (EI) premiums from the current legislated rate of $1.88 to$1.60 per $100 of insurable earnings in 2015 and 2016. Any firm that pays em-ployer EI premiums equal to or less than $15,000 in those years will be eligible forthe credit. Almost 90% of all EI premium-paying businesses in Canada will receive

the credit, reducing their EI payroll taxes by nearly 15%.The Canada Revenue Agency will automatically calculate the credit on a business'return, ensuring no new paper burden will be imposed on business owners. In addition, all employers and employees will benefit from a substantialreduction in the EI premium rate in 2017 when the new seven-year break-even rate-setting mechanism takes effect. This will ensure that EI premiumsare no higher than needed to pay for the EI program over time.Quick Facts" Canada has created more than 1.1 million net new jobs since the heightof the recession-one of the strongest job creation records in the Group ofSeven (G-7)." In 2013, Canada leapt from sixth to second place in Bloomberg's rankingof the most attractive destinations for business." According to KPMG, total business tax costs in Canada are the lowest inthe G-7 and 46% lower than those in the United States." In September 2013, the Government announced a three-year freeze of theEI rate at its 2013 level of $1.88 to prevent it from rising to $1.93 in 2014,saving employers and employees an expected $660 million in 2014 alone.Quotes"Small businesses drive Canadian prosperity, representing about 50%of jobs in the private sector and a third of Canada's gross domesticproduct. That is why we are taking action to make small businessesstronger. Our new Small Business Job Credit will lower taxes forbusiness owners and make it easier for them to create jobs for Cana-dians. Canada has become an economic success story, but the globaleconomy is fragile and there are geopolitical tensions. Therefore, wemust continue taking action, as we have today, to create jobs, growthand long-term prosperity."- Joe Oliver, Minister of Finance"This is a big one. This announcement will result in a 15% net reduc-tion in Employment Insurance premiums paid by small businessesover the next two years. I couldn't be more pleased to stand besideFinance Minister Oliver as he announces half a billion for small firms inpayroll tax cuts-the most harmful form of taxation affecting job creationand employee wages. A 15% reduction in EI premiums will make iteasier to hire new workers or invest in additional training to help entrepre-neurs grow their business."- Dan Kelly, President of the Canadian Federation of Independent Business

Polls in Haryana, Maharashtra on October 15New Delhi (IANS): In the biggest electoral test after the Lok Sabha battle,Congress-ruled Haryana and Maharashtra will go to the polls Oct 15 and theresults will be declared Oct 19.Chief Election Commissioner V.S. Sampath said by-elections will also beheld Oct 15 for the Lok Sabha seats of Beed (Maharashtra) and Kandhamal(Odisha) following death of incumbent MPs and the assembly seats of Kanubari(Arunachal Pradesh), Hiyanglam (Manipur), Northern Angami-II (Nagaland),Kairana (Uttar Pradesh) and Rajkot West (Gujarat).Sampath said the poll panel was "watching closely" the situation in flood-ravaged Jammu and Kashmir, and voting dates for Kashmir and Jharkhandwould be announced later.Sampath said the model code of conduct would come into immediate effect, involving both Haryana and Maharashtra governments as well as the centralgovernment vis-a-vis decisions linked to the two states.

Asked about the Narendra Modi's governments announcements regardingits 100 days in office, he said the government was free to go ahead with it aslong as the election-bound states were kept out.The last day for filing nominations is Sep 27, and candidates can withdrawfrom the contest by Oct 1.Haryana will have 16,244 polling stations and Maharashtra 90,403.Haryana has 90 assembly seats and Maharashtra 288. Ever since Modi ledit to a sweeping win in the Lok Sabha, leaders of the Bharatiya Janata Partyhave vowed to seize power in Haryana and Maharashtra. In the Lok Sabha elections, BJP bagged seven seats of the 10 parliamentaryseats in Haryana. The Congress got only one. Out of Maharashtra's 48 seats, the saffron party won 23, while its ally Shiv Sena bagged 18. The Congresscould get only two seats, while its ally the Nationalist Congress Party baggedfour seats.

In both states, the BJP is already flexing its muscles. The BJP has dumped itsLok Sabha ally, the Haryana Janhit Congress. Its leaders in Maharashtra donot want to play second fiddle any more to the Shiv Sena. The BJP is keen to unseat the Congress in both the states to overcome theembarrassing setbacks it has faced in by-elections in some states since theLok Sabha victory. Sampath put the number of voters in Haryana at 16 millionand in Maharashtra at 82 million. He promised to ensure free and fair pollsapart from creating a proper atmosphere for the conduct of the elections. The poll panel chief had a word of caution for officials who will be involved inthe electoral process. "The (Election) Commission expects all officials en-gaged in the conduct of elections to discharge their duties in an impartialmanner without any fear or favour," he said. He said comprehensive instruc-tions had been issued to effectively monitor the election expenditure of thecandidates. This would involve deploying flying squads, static surveillanceand video surveillance teams, as well as the income tax department andstate excise departments. General observers "have been asked to keep aclose watch at every stage of the electoral process to ensure free and fairelections", Sampath said. Asked about the political impasse in Delhi, nowunder President's Rule, Sampath said: "We are only concerned when elec-tions are held. Government formation is not in our purview."

Punjab waging national war againstdrugs: Deputy CM Sukhbir Badal

Chandigarh (IANS): Nearly 20,000 people associated with thedrugs trade have been arrested in Punjab in the last one yearalone and drugs seizures in the past 20 months have been overRs.6,000 crore. The alarming figures are the reason why PunjabDeputy Chief Minister Sukhbir Singh Badal says that Punjab is"fighting a national war" against drugs."We are fighting a national war. Punjab does not produce drugs. We are a transit point for drugs in India and the rest of the world. The drugs come from the Pakistan-Afghanistan side. We are fight-ing against this transit war. Since we are in this war, we catchthem (drug traffickers)," Badal told IANS in an interview here."So people think ki pata nahin kinna drugs hai ithe (don't knowhow much drugs Punjab has). People think that drugs Punjab chehee use ho reha hai (people think that it is all being used inPunjab alone)," Badal said.Badal, who is also the Punjab home minister, pointed out that halfof all the drugs seizures in the entire country are made in Punjabalone. "All this is due to effective measures," he said."In Goa, just about 5-10 cases of drugs are registered in one year.In Punjab, we have put nearly 20,000 people in jail in just oneyear. Himachal and Madhya Pradesh are drugs producing states.A lot of hashish, opium, bhukki comes from there. Oh taan phaddenahin (They don't catch much)," Badal pointed out.

Ansari seeks India-Iran cooperationfor peace in Afghanistan

Kolkata (IANS): Observing that Iran's location and hydrocarbon re-sources complement India's energy appetite and quest for new mar-kets, Indian Vice President Hamid Ansari Friday called for enhancedcooperation in several areas including establishing peace in Afghani-stan. In his address at the "The Imperative of an Indo-Iranian Rela-tionship" seminar organised by the Iran Society Kolkata here, he saidthe bilateral relation of over six decades displays both convergencesand drift but the now "modified imperatives have created space formore vigorous inputs into the Indo-Iranian relationship"."Iran's location and hydrocarbon resources complement India's en-ergy appetite and quest for new markets. They point to four areas ofcooperation for mutual benefit that are currently said to be on thedrawing board," he said.Ansari identified the four areas of cooperation as establishing peace, stabi l i ty and inclusive governance in Afghanistan including

operationalisation of road and possibly rail link to Afghanistan throughthe Iranian por t of Chabahar; functioning of the Nor th-South Corridorthrough Iran to Central Asia and Europe; building of an under-the-seagas pipeline from southern Iran to the west coast of India; and aframework for ensuring freedom of navigation in the Persian Gulf andthe Straits of Hormuz involving littoral, regional and global powers."Each of these would fur ther development objectives of the concernedregional and extra-regional states, enhance confidence, and lessenmisgivings emanating from unilateral perceptions of security," hesaid. "Iran has played and will continue to play a significant role inhuman affairs. India's own capabilities in each of the potential areasof cooperation would ensure equitable gains," added Ansari. The vicepresident also inaugurated a three day seminar to mark the 125thbir th anniversary celebrations of nationalist leader Maulana AbulKalam Azad.

WHY APPLE WATCH IS AMISSED OPPORTUNITY

BY PRASANTO K. ROY

Apple chief executive Tim Cooks got a standing ovation Tuesdayin Cupertino, when he announced the "next chapter in our story"at a special event that also launched the iPhone 6 in two sizes. The Apple Watch checked more than the expected boxes: Niftydesign (not spectacular by Apple standards), sapphire crystal, anew inter face with an innovative little crown to control mostthings, vibrating feedback for reminders, a new NFC-based ApplePay system, and even "wireless charging"-sor t of.Don't rely overly on standing ovations as an indicator of greatproducts, though. Especially when it's a fan audience that's wait-ing for months for just that announcement. And remember when Steve Jobs announced the iPod way backin 2001? He didn't even get polite applause, until the end whenhe pulled the iPod-with its 5 megabyte hard drive-out of a pocketin his blue jeans. There was no standing ovation.Yet the iPod, with its companion iTunes software and service, opened up for Apple a new market with new customers: hun-dreds of millions of music lovers. Most weren't Apple users. And yes, it also changed the world of digital music. In January 2007, when Steve Jobs announced that Apple had just"reinvented the phone", there was more excitement. Again, itwasn't a global new category: as with MP3 players before theiPod, smar tphones had been around. But it was an all-new mar-ket for Apple. Many who weren't Apple users bought the iPhone. On the face of it, Apple's watch appears to check the same boxes:existing market segment, new category for Apple, trademarkdesign innovation. There's one very big difference though. The iPod and iPhone were standalone gadgets that did not needyou to own an Apple product, to work. You did need to connectthe iPod to a computer to load music, but not necessarily anApple. That's how the company opened up a new market, withnew customers who didn't have an Apple. Not so for the Apple Watch. It works only with an iPhone, and notjust any old model, but the current iPhone 5, and the next onethat's launching Sep 19 in the US and Oct 17 in India, the iPhone6. Can you use an Apple Watch without an iPhone? Intermit-tently, perhaps, but for many features, it needs an iPhone around-including for GPS. That's a surprise, given how many wearabledevices are already available with GPS. So if you're going jog-ging, you'll need to lug your iPhone 5 if you want to use thosecapabilities.Let's look at the competition: Even those who have watcheslinked to their smar tphones let you use them largely indepen-dently. Samsung's Gear S has GPS and a 3G internet connection. The rather stunning Moto 360 lets you sync with many Androidhandsets. There's even a Spice-branded dual-SIM watch in India-- at under Rs.4,000.

US rejects Abbas's plan forPalestine state: OfficialRamallah (IANS): The US has rejected Palestinian PresidentMahmoud Abbas's political plan for establishing a Palestin-ian state, a senior Palestinian official said Friday. The official told Xinhua on condition of anonymity that Wash-ington has officially informed the Palestinian leadership ofits rejection of the political plan. Two weeks ago, a high-ranking Palestinian delegation headedby chief Palestinian negotiator Saeb Erekat, presented thepeace plan during a meeting held in Washington with US Sec-retary of State John Kerry."Washington officially told the Palestinian side that the UnitedStates rejects the unilateral Palestinian plan and warned ofany consequences as a result of such plans," said the offi-cia l .The plan calls for ending the Israeli military occupation ofthe Palestinian territories since 1967 within a shor t t imeschedule and then establishing an independent Palestinianstate with east Jerusalem as its capital.Ahmed Majdalani, a member of the Palest ine Liberat ionOrganisation executive committee, stated earlier that if theUS rejected the Palestinian plan the Palestinian side wouldgo to the UN Security Council and ask for ending the Israelioccupation of the Palestinian territories."In case our request to the Security Council to end the Israelioccupation is rejected, the Palestinians will hold the interna-tional community responsible and will join all the interna-tional agencies and treaties," said Majdalani.

SYRIAN TROOPSRECAPTURE KEY TOWNDamascus (IANS): Syrian troops fully recaptured a strategictown in the central province of Hama after intense battles withthe Al Qaeda-linked Nusra Front, media repor ted.The troops backed by the National Defence Forces, a pro-gov-ernment militia, wrested back control over the town of Halfayaand its surroundings in the nor thern countryside of Hama onFriday after eliminating large numbers of "terrorists", the state-run SANA news agency repor ted citing a Syrian military gen-eral command statement."This achievement comes as a result of the direct and fo-cused hits the Syrian troops had dealt to the armed militantswhich led to their defeat and successive collapse," the state-ment said.It added that large numbers of non-Syrian fighters were killedin the battle as well.Meanwhile, a military officer told Xinhua that the Syrian troopswere currently combing the town and dismantling explosivesthe rebels had left behind, adding that the Syrian troops areworking to speed up the return of the families to their town.Taleb Ibrahim, a military and political exper t, said the Nusrafighters have lost in the central region in Syria "for good"after losing Halfaya, deeming the military's recapture of thetown as "very impor tant both morally and militarily".He said the road was now open for the Syrian troops to ad-vance toward the rebel-held towns of Morek and Wadi al-Dayef all the way to the southern province of Aleppo. The town of Halfaya was deemed the main stronghold of theNusra Front in central Syria and the army's recapture of thetown is crucial given the impor tance of the town's location inthe central region. The recapture of Halfaya also enables theSyrian troops to cut the supply lines of the rebels in the country-side of Hama.According to the UN, the conflict in Syria has led to more than190,000 deaths. Three million people have fled to neighbouringcountries in search of refuge, while 6.5 million more peoplehave been displaced inside their conflict-ridden homeland.

large launching pads to infiltrate to Iraq," Abadi said."We demand the international community to intervene to strike Daashbases in Syria, which they use to attack Iraq," Abadi added.Hollande said that the IS militants were not only a threat to Iraq, theywere an international threat which must be fought by all world states."This organisation includes militants from all over the world and whenthose return home, they would constitute a threat to the security andstability of their countries," Hollande said.He said that France has sent three arms shipments to Iraq and wassending the four th, in addition to humanitarian aid.Hollande also said that Paris would Monday host a conference onIraq which would include a political framework to coordinate the in-ternational effor ts in fighting terrorism and offering humanitarian aidand assistance in rebuilding the areas destroyed by terrorism.

Karthikeyan to race inJapan for next two years

By Sandip Sikdar/New Delhi (IANS)Indian driver Narain Karthikeyan hasfound a new lease of life in the highlycompetitive Super Formula, formerlyknown as Formula Nippon, and willcontinue racing in Japan for the nexttwo years.India's first Formula 1 driver saidThursday that he is enjoying the chal-lenging series, where he drives forTeam Impul. The cars use a DallaraSF14 chassis, two-litre, 550 bhpturbo-charged engines -- similar tothe F1 regulations."I will be staying in Japan for the nexttwo years. The level of competitionis quite high with many top drivershere who have been champions inseveral other forms of racing. Thereare some top European guys whohave been here for 8-9 years,"Karthikeyan told IANS from JapanThursday."Super Formula is similar to Formula1. Obviously the cars are not as fastbut it has the Drag Reduction Sys-tem (DRS), pit and tyre stops, thetechnology and so on. The format isa little bit different but overall verysimilar to F1," said Karthikeyan, who

last year had five wins in AutoGP.The 37-year-old's season this year, however, hasn't been up to his ex-pectations. Out of the five races com-pleted so far, the Coimbatore-bornhas had one sixth position finish, twosevenths and two retirements."We started out strongly but after thatit has not been great as I have hadsome problems with reliability andso on. Our best finish was sixth in thethird race at Fuji Speedway. But thecars are fun to drive and the racing isfantastic," said the Indian. He said what makes the races morechallenging is that there is little timeto learn the tracks."There is very little time to learn thetracks and then race on it too, so itbecomes quite challenging. Expo-sure to the circuit is a lot lesswhich makes it difficult. Plus, there is very limited traction sochanging the tactics etc alsocomes into play. Challenges alsoinclude looking after the tyres andhow to maximise their utility,"Karthikeyan said."They are not the the modern kind ofcircuits -- very old school which are

very fast and traditional. Some arebumpy too so you need to know afew tricks to get around them."The next round of the series will beheld at Autopolis in Oita PrefectureSep 14. The race will be shown liveon Star Sports."Autopolis is another good track. Ihave driven a road car around hereso I have an idea of the layout. TheAutopolis circuit is very fast. Thetracks in Japan are very technical,"said Karthikeyan, who has had three(2005, 2011 and 2012) seasons inFormula 1.Kar thikeyan is also following theintr iguing bat t le betweenMercedes drivers Nico Rosbergand Lewis Hamilton for the driv-ers' title in the ongoing F1 sea-son. The Indian picked Rosbergto take home the championshipwhich looks going down to thewire."But there are many other factors atplay. They have had reliability issuestoo. Also, the last race at Abu Dhabihas a double points finish. I think thatwill decide the title but its going downto the wire, that's for sure."

Bridgetown (Barbados) (IANS/CMC): Seasoned internationalseamer Ravi Rampaul says Barbados Tridents will look to draw ontheir great team spirit when they launch their campaign in theChampions League Twenty20 star ting next week in India.Rampaul Thursday said the strength of the squad was the unitywhich existed among their ranks and believes that despite thenature of the opposition in the tournament, the Tridents stood anexcellent chance, repor ts CMC."Like all teams we have a chance. We've lost three of our topplayers but we have a lot of talent in our team and a lot of teamspirit so as soon as we reach India, hopefully we can take it gameby game and play as hard as we can but like each team we have agood chance," Rampaul pointed out.The right-armer said the Tridents planned to draw on the experi-ence of the Trinidad and Tobago squad who played superbly toreach the final of the 2009 CLT20, before going down to New SouthWales Blues. After playing unbeaten to win their group, T&T produced an aston-ishing semi-final performance to beat Cape Cobras and qualify forthe final."A lot will depend on team spirit. The Trinidad team had a brilliant

team spirit - together as one. Even if one guy doesn't perform, youhave another guy coming in to pick up the slack and it's the samething with the Barbados Tridents team," said Rampaul, who was amember of that 2009 T&T squad."Throughout the CPL it was like that. When one guy didn't perform inhis role you had another guy stepping up and doing the job for theteam. It's a similar team to (Trinidad) so hopefully you can do well."Tridents will face a tall order in Group B, coming up against thelikes of Indian Premier League side Kings XI Punjab, South Africanoutfit Cape Cobras and Hobar t Hurricanes of Australia. They will do so without their three best players - captain KieronPollard, Dwayne Smith and Shoaib Malik - all of whom will repre-sent other franchises in the CLT20.Rampaul will form a key par t or the Tridents attack. During therecent CPL campaign, he snatched 18 wickets to be one of theleading seamers in the tournament, and said he had focused a loton improving his bowling in the T20 format."Since the CPL played mostly in the day, I tried to get the ball toreverse swing a little more and that worked to my advantage."Barbados Tridents open their CLT20 campaign Sep 20 against KingsXI Punjab in Mohali.
