The heartless attackers went on a rampage, massacring the school children, with many being shot in the head and chest from point blank range. The vicious terror strike left 141 people, including 132 students, dead and more than 124 injured, Geo News reported. The attack brought to mind Russia's Beslan school tragedy in which nearly 400 people were killed in 2004 by Chechen extremists. Television footage showed the surviving school children shocked and in tears. Some of them had blood on their faces. One of the students was carried away on a stretcher while another leaned onto a security personnel who helped him away. Frightened and traumatised children recalled the horror. "We were in the auditorium. Suddenly firing started and our teacher asked us to lie down. After one hour, the army came for our rescue," a visibly shaken student rasped. Another young student said: "It was the fourth period. We were in our classes. They (the terrorists) were carrying guns in their hands." The present levels have consequences for both oil exporting countries like Rus- sia, Nigeria, Mexico and Venezuela and those in the Middle East, as well as developing economies like China and India that depend on imports for meeting the demands of their fast pros- pering populations. In the past, the high price ensured that the oil exporting countries had enough inflows in the form of pay- ments by developing and developed economies that have had a shortage of crude oil pre-July. However the economy is just one of the consequences of cheap oil. The other effects of equal, if not more importance include geopolitics and strategic align- ment. The Organization of Petroleum Exporting Countries (OPEC) bas- ket that contains 12 grades of crude is quite representative of the price movement. This has fallen close to $40 in the past six months - from $108 a barrel in July this year to $61 on Decem- ber 11. This fall is probably the steepest decline in atleast the past 14 years and is attributed to the discoveries of newer tech- niques for extracting shale oil that have resulted in an increase in the production of US crude. It has led to global prices of crude oil going into a tailspin, which has consequences that are both strategic and economic. The fall has augured well for India in strengthening ties with its long-standing defence equipment partner and supplier Russia as witnessed during the recent visit of the President Vladimir Putin. The Russian economy, which is badly hit by EU and US sanctions amid collapsing crude oil prices, seems keen to pivot the sanctions with growth opportunities in the rising Asian economies, most prominently those of China and India. Prime Minister Narendrs Modi, alongwith President Putin, strengthened the two countries' engagement on energy as well as in crucial areas of trade and defence. Modi declared post his meeting with Putin that Russia plans to build at least 10 more nuclear reactors in energy-starved India.

LATEST 'BOND' FILM COSTS MORETHAN $300 MILLIONLos Angeles (IANS): Emails released during a recent hack onSony Pictures have revealed that the upcoming 24th James Bondfilm "Spectre" could cost more than $300 million and that MGM Studioshas been looking to trim costs. According to documents seen by CNN, MGMpresident Jonathan Glickman sent an internal memo in November statingthat the budget for the film "sits in the mid $300Ms", which is significantlyhigher than that of "Skyfall", estimated to have cost $210 million before taxbreaks, reports hollywoodreporter.com. "We recognise that this movie needsto build on the past few films -- and there are expectations we must meet forthe audience. Still, we must find further cuts. This is not about 'nickel anddiming' the production," Glickman added. He stood firm bythe side of President Vladimir Putin at a time when Washington hasall but given notice that it seeks regime change in Moscow.Foreign Minister Sergey Lavrov tweeted as much."We have a strategic par tnership that is incomparable in content."Having said this after his talks with Putin, what turn of phrase willModi employ during President Barack Obama's visit Jan 26? "Even ifIndia's options have increased, Russia remains our most impor tantdefence par tner."Deals in oil exploration, infrastructure, nuclear energy, defence anddiamond could exceed $100 billion. Russia, China, Japan and Viet-nam have all measured up to Modi's emphasis on economic diplo-macy. Will the US too?The end of the Cold War had rendered non-alignment redundant. But anew and imminent Cold War is creating room for India to reinvent it.Among the earliest to warn the US against targeting Moscow wasformer British prime minister Tony Blair. Does the Saudi move havemultiple targets?Shia Iran and Bashar al Assad's backer, Russia, both make senseas plausible targets. But are they also up to something else?Would they like to delay US independence of West Asian oil byretarding the shale industry in, say, Texas?Iran's earlier moves in the West Asian chessboard were guidedby extreme caution because the nuclear deal was in the balance.Freed of that consideration for the time being, Iran is taking amore robust interest in dealing with the ISIS threat to Iraq.In June, Obama explained his delayed response to the ISIS in a strangeway: ISIS pressure on Baghdad was essential to ease Nouri al-Maliki outof the Prime Ministership. It has Salafi andBaath mutated-to-Sunni forces focused on the Shia enemy. Its evenmore virile Muslim Brotherhood forces are a nightmare to the Saudisat the other end of the spectrum. If they are thwar ted in their purposesin Iraq, they could well turn their attention elsewhere and appeal tothe Brother's extensive suppor t base inside Saudi Arabia and Egypt.This is complicating enough. To add to the West's headaches, Putinhas shut down the South Stream pipeline to Europe and has struck abold new deal with Turkey.Narendra Modi is in the midst of foreign affairs at a time when theworld is in the grip of dizzying change.

Indian, Pakistani MPs keen to kick-start talksNew Delhi (IANS): Parliamentarians from India and Pakistan haveagreed on initiating a "talk about talk" process to set the stage forresumption of formal dialogue between the two countries, Congressleader Mani Shankar Aiyar said.As many as 12 modes were discussed in the sixth round of the Paki-stan-India Parliamentarians Dialogue with a view to facilitating therestoration of bilateral talks between the two neighbours. Despite thedownslide in bilateral relations due to the heat on the India-Pakistanborder and Pakistan raking up the Kashmir issue, there was hope inthe 26-member Indian delegation for Track-I diplomacy gaining trac-tion due to the effor ts being made at the Track-II level."Tension has often marked the India-Pakistan relationship but we havealways succeeded in getting a dialogue going," Aiyar told IANS. "Inthe present circumstances at the border, we hope that the effor ts we(the parliamentarians from either side) are making to remove tensionwould help in restoring the official dialogue," he added.In a joint statement, the two sides agreed to impress upon their re-spective governments the need to create an enabling environment fora government-to-government dialogue, signalling a sense of urgencyto resume bilateral talks. "We are all for talks and for the peace pro-cess to star t again," said Awais Khan Leghari, who co-chaired thedialogue to represent the 12-member delegation from Pakistan's Na-tional Assembly and the Senate.

"I hope there is more sense that prevails within India and the govern-ment moves towards resumption of talks." In a statement releasedafter closed-door bilateral deliberations that lasted for two days, theparliamentarians reposed their faith in dialogue while rejecting armedconflict as a way to move forward.Restraint in the use of force and stable peace along the Line of Controlor across the international border must precede the effor t to makeenvironment conducive to peace talks, the statement said.Normal diplomatic channels, bipar tisan parliamentary process, back-channel dialogue were deemed as enablers for making bilateralismmore result-oriented. Setting a stage for a burgeoning thaw in thepeople-to-people diplomacy, the joint statement sought to revive bi-lateral talks through increased exchanges in spor ts, culture, youthfora, and digital media.The two sides expressed immense confidence in parallel diplomacy,urging the mainstream media on both sides to end the projection ofcontent that stereotypes false notions about peoples across eitherborder and misrepresents ground reality. On the Indian side, it was amulti-par ty representation with three members from the governingBharatiya Janata Par ty, 12 from the Congress, and 11 from other re-gional and national parties. Refraining to make a comment on the thinattendance of the MPs from the governing par ty, Leghari said he wouldlike to rather count on those who were present.

THE PRICE TRANSPARENCY ACT

As our Conservative Government continues to make life more afford-able for Canadians and their families, we are pleased to introducenew legislation to narrow the Canada-U.S. price gap. Statistics Canadaestimates from 2011 found that Canadian prices were about 25 per-cent higher than U.S. prices for many goods.The unexplained difference between Canadian and American pricesfor the exact same product is called geographic price discrimination,which has negative effects on the bottom line for many hard-workingfamilies. Indeed, this involves charging Canadians more than Ameri-cans simply because of where we live.Canadian consumers deserve better, which is why our Governmenthas tabled the Price Transparency Act, granting new powers to thehead of the Competition Bureau, to help ensure that Canadians paycomparable prices for comparable goods.This announcement follows through on a commitment our Govern-ment made in our 2014 budget following a Senate investigation intothe reasons for a frustratingly persistent Canada-U.S. price gap.Withour commitment to this proposed legislation, the Commissioner ofCompetition will be able to investigate suspected price discrimina-tion, and force retailers to provide evidence that their price differ-ences are justified.While the Price Transparency Act exposes the discrimination of unfair

pricing, it does not attempt to regulate market prices. Upon the Com-missioner reporting a case of unjustifiable price discrimination to thepublic, it is ultimately up to Canadian consumers to decide if theywant to continue suppor ting a par ticular company.Therefore, we believe that consumers should know whether the dif-ference between Canada and the United States prices are fair. OurGovernment is dedicated to making life more affordable for all Cana-dians with tax cuts, tougher rules ensuring marketplace fairness,promoting competition in a number of industries, and improving prod-uct and food safety. Households continue to add debt to theirbalance sheets in 2014 albeit at a slowing pace. Looking ahead to2015, the possibility of higher interest rates will likely reduce house-holds' appetite for debt and limit increases in consumer spending withsome offset from lower gasoline prices.The Outlook report notes that Canada's labour market showed re-newed strength in recent months with monthly job gains accelerating.RBC expects the unemployment rate to hold around 6.5 per cent -within the range of what is considered to be the economy's full employ-ment rate. However wage growth has not kept pace with the improvinglabour market with the average increase running at about 2.0 per centthroughout 2013 and 2014 year-to-date. "Further improvements inlabour conditions and an eventual pickup in wages will support con-sumer spending even as debt accumulation growth remains modest,"said Wright. "Our forecast is for consumer spending to increase by 2.4per cent in 2015 and 2.2 per cent in 2016, somewhat slower than the 2.8per cent rise in 2014." Canada's housing market continued to showstrength throughout 2014 with both sales and prices rising. Housingaffordability in most markets is only showing modest signs of stressas low interest rates and increases in income have largely offset theimpact of rising home prices in most cities. In 2015, expected in-creases in interest rates will challenge affordability resulting in a mildpullback in sales activity. RBC also assumes the recent decline inenergy prices will translate into a lower headline inflation rate in themonths ahead however excluding energy, inflation pressures are likelyto continue to run at or above 2.0 per cent.

CHENNAI (IANS): India will test-fly its heaviest and upgraded rocket - theGeosynchronous Satellite Launch Vehicle (GSLV-Mark III) - Dec 18, spaceagency ISRO said Friday.According to a tweet by the Indian Space Research Organisation (ISRO), the630-tonne rocket will be powered by liquid and solid fuel engines while thecryogenic stage/engine will be a passive one. The rocket will also carry acrew module to test its re-entry characteristics. "The main purpose of themission is to test the atmospheric characteristics and stability of the rocketon its way up. We also decided to use this opportunity to test one componentof the crew module - a human space mission that India may embark on at alater date," M.Y.S Prasad, director of the Satish Dhawan Space Centre inSriharikota, told reporters in a recent interaction.The experimental mission will cost Rs.155 crore and will not carry anysatellite as the cryogenic engine needed for the purpose is still under devel-opment, he said. "The cryogenic engine is under development and will takemore two years to be ready," he said. As the other rocket engines are ready,

ISRO decided to go ahead with this mission. "This will be India's new launchvehicle. It is bigger and can carry satellites up to four tonnes," said GSLVMark III project director S. Somanath.As for the crew module, it will not carry any living being and is only for studypurposes. The main objective of the crew module is to demonstrate its re-entry flight and aero braking, and end-to-end parachute system validation.The rocket will go up to 126 km and the crew capsule will then detach and fallinto the Bay of Bengal, 20 minutes after blast-off.The descent speed of the crew module will be controlled on boardmotors for some distance and then by three parachutes. The modulewill splash down 600 km from Por t Blair and 1,600 km from the spacecentre. The capsule will be recovered by an Indian Coast Guard orIndian Navy ship. The crew module, looking like a giant-size cupcake - black on top and brown at the bottom - weighs around fourtonnes. According to an ISRO official, it will be in the size of a smallbedroom and can accommodate 2-3 people.

RAILWAY'S NEW SURCHARGEIRKS COAL CONSUMERSKolkata (IANS): Saying the 10 percent congestion surcharge onbase fare imposed by the railways was detrimental to the indus-try, a coal association has requested Railway Minister Suresh Prabhuto revoke it. Railways implemented the Congestion Surcharge on GoodsTraffic originating from ports effective Nov 24 - on all cargo originatingfrom ports. "We have requested the (central) government to revoke thisunjustified and unfair surcharge to provide at least some relief to thesectors consuming imported coal," Coal Consumers Association ofIndia (CCAI) secretary general Subhasri Chaudhuri said in a statement.The CCAI has argued that the congestion was the result of non-supply ofsufficient wagons by the railways and hence, with the railway authori-ties responsible for the traffic, coal importers and consumers cannotbe held to ransom. "Even if there is no congestion at any particular portand rake movements are smooth then also the congestion surcharge islevied...which is beyond logic and reason," she added.

PRICES OF 52 ESSENTIALDRUGS CAPPEDNew Delhi (IANS): The National Pharmaceutical Pricing Author-ity (NPPA) has capped retail prices of 52 more essential medi-cines, including painkillers and antibiotics. "The ceiling and re-tail prices of 52 formulation packs have been fixed or revisedunder the Drugs Price Control Order (DPCO)," the regulator saidin a notification here. The notice adds the new drugs to the list ofabout 400 essential medicines, whose prices are administra-tively controlled by the regulator for making them affordable forthe people. Some of the drugs, made by leading Indian and mul-tinational firms, are used for treating cancer and skin disorders.

INDUSTRIAL ACTIVITY DECLINES,BUT INFLATION TOO FALLSNew Delhi (IANS): In a sweet and sour mix, the Central Statis-tics Office (CSO) recently released data that showed a hear ten-ing fall in inflation but also a worrying slow-down in industrialactivity. The CSO data released last week showed that while onthe one hand India's industrial activity fell drastically in Octoberby 4.2 per cent, retail inflation eased in November by 4.38 percent. According to CSO, which released both the data, industrialactivity measured in terms of the Index of Industrial Production(IIP), registered a negative 4.2 per cent growth during October.Consumer price index-based inflation, meanwhile, eased to arecord low of 4.38 per cent during November -- from 11.16 percent during the corresponding month last year -- on the back oflower food prices.The retail inflation rate recorded is the lowest since India star tedcomputing consumer price index (CPI) in January 2012. Theretail inflation eased for the four th straight month in November.The retail inflation stood at 5.52 per cent in October 2014. Theurban inflation in November stood at 4.69 per cent and the ruralinflation at 4.09 per cent. Consumer food price inflation eased to3.14 per cent in November from 5.59 per cent in October.Meanwhile, there was massive decline in October IIP whichwas down 4.2 per cent from a 1.2 per cent decline in growthduring the corresponding month of the previous year. The CSOdata showed that IIP had increased by 2.5 per cent in September2014. In August 2014, the industrial growth stood at 0.4 percent.While, in July it had grown by 0.5 per cent and increased by 3.9per cent in June. The cumulative growth for April-October 2014-15 stood at 1.9 per cent while the figure for the correspondingperiod of the previous year stood at 0.2 per cent.

Railways have no funds, need biginvestment: Suresh PrabhuMeanwhile, describing the financial health of Indian Railways as being"too close for comfort", Railways Minister Suresh Prabhu has saidthere was need for massive investment in the sector. "Railways requirebig investment. There is no fund for investment. There is requirement ofRs.6 lakh crore to Rs.8 lakh crore for completion of announced projects,"Prabhu said at the Agenda Aaj Tak event here. The minister said he hadset some new rules regarding procedure. "I have ordered that not asingle tender should come to me. Decision making should go to thegeneral managers."Regarding the railway unions' opposition especially to foreign invest-ment in the sector, Prabhu said the unions views "need to be consideredand I will convince unions that it is for the interest of railways and thepublic". "They have threatened strike, but everybody needs to talk.Thursday we are talking to them," he added. Last week in Mumbai,the minister said foreign direct investment (FDI) in railways isnecessary as projects wor th Rs.500,00-Rs.600,000 crore arestuck for want of funds.

Black money: SIT says IRs 4,479crore stacked in foreign banksNew Delhi (IANS): The government has said IRs4,479 crore is held inSwiss bank accounts owned by Indians who figured in the HSBC Banklist and the Income Tax Department has initiated action against 79 suchaccount holders. The concerned authorities are also probing casesinvolving unaccounted wealth totaling Rs14,957.95 crore within India,the finance ministry said while releasing relevant portions of the sec-ond report of the Special Investigation Team (SIT) on black money.In case of money stashed in foreign accounts, the disclosure relates to628 Indians, who figured on a list of account holders in HSBC's Genevabranch that India has obtained from the France. Of these, no balancehas been found in 289 accounts, according to the SIT report submittedto the Supreme Court. "Out of the 628 persons, 201 are either non-residents or non-traceable, leaving 427 cases as actionable," the state-ment said. "An amount of Rs2,926 crore has been brought to tax to-wards the undisclosed balances in the accounts (79)," it said. "Penaltyproceedings under Income Tax Act, 1961 have been initiated in 46cases. Such penalties have been levied in three cases so far. Withregard to other assesses, proceedings are pending," it added. Prosecu-tions have been initiated in six cases for wilful attempts to evade taxesand show cause notices issued in 10 others. "In other cases, necessaryaction is being expedited and substantial progress is expected in com-ing months," it added.Earlier in the day, Finance Minister Arun Jaitley had said at a functionhere that proceedings in the cases related to the HSBC list will becompleted by March 31, next year.

Hewill give a statement on the floor of the house on Dec 18 (Thurs-day)," Upadhyay said.The lawyers had been protesting since Dec 9 against the delayin enhancement of pecuniary jurisdiction of trial cour ts despitethe Delhi High Cour t's recommendation.New Delhi Bar Association president and committee chairmanR.K. Wadhwa said: "From today (Monday) onwards we havesuspended our strike as the minister has promised to accept ourdemands."The committee had said that despite assurances, the proposedbill recommending enhancement of pecuniary jurisdiction to Rs.2crore for the cour ts, had found no mention in the agenda of theongoing winter session of parliament.

This is a big relief for us," said Ankireddy's father Ishwar Reddyat his house in Guntur town, about 300 km from Hyderabad.Media reports identified the second Indian as Pushpendu Ghosh.The Australian media said two people may have been killed in the policeoperation, and one of them could be the hostage taker, Man Haron Monis, a50-year-old who had been granted asylum in Australia in 1996.

Theykept their word.The dramatic police operation began suddenly around 2.30am with threebangs followed by dozens of gunfire shots.Within minutes, several hostages were carried away on stretchers bypolice personnel and para-medics.Police officers then told the Sydney Morning Herald that the siegewas over.The chilling incident took place in Sydney's central business districtand barely 400 meters from the Indian Consulate, which was promptlyevacuated.Also located in the vicinity are the offices of India Tourism, State Bankof India, Bank of Baroda and New India Insurance.Indian Prime Minister Narendra Modi - who was in Sydney in Novem-ber - was among the first to condemn the attack."Such acts are inhuman and deeply unfortunate. Some were able to flee soon after the attack began atnoon, while a few others were taken to safety by the securitypersonnel who responded promptly.Geo News said security forces had mounted a major operation toend the terror attack. Six terrorists have been killed in the opera-tion.The brazen attack has drawn condemnation across the politicalspectrum in Pakistan.The Peshawar terror attack comes a day after a hostage crisis inSydney, which ended with the Iranian-orgin gunman being killed.

180 SUSPECTED BOKOHARAM MILITANTS KILLED:CAMEROON MILITARYYAOUNDE (IANS): At least 180 militants suspected to be mem-bers of Nigerian Islamist sect Boko Haram were kil led byCameroon defence and security forces in the nor th of the coun-try, a military source said recently.According to the source, who spoke on condition of anonymity,the militants were killed during an attack in a place namedAmchide in the nor th bordering Nigeria Thursday night around 8p.m., Xinhua repor ted.The source said about 400 militants attacked the defence andsecurity forces, with at least 180 of them killed. He said therewas no casualty on the Cameroon side. The attack, which hasnot yet been officially declared by the authorities, comes nearlytwo months after around 200 suspected Boko Haram militantswere killed by the army in Amchide and Limani, another place inthe nor th of Cameroon, Oct 15 and 16.Since then, the security forces have strengthened their positionsin the nor th by increasing the number of personnel to around6,000. The militants are active in the nor th of Cameroon, andthey often attack villages in the area, pillaging properties of thevillagers and sometimes taking foreign and local people as hos-tages.

NEPAL'S LARGEST PARTY FORCONSTITUTION DRAFTINGKathmandu (IANS): Nepal's largest political par ty, the NepaliCongress, plans to take a leading role in the promulgation of thenew constitution by Jan 22 at any cost, the par ty said Friday.It made the decision at a time when criticism is mounting thatthe largest par ty is not playing a constructive role in constitutiondrafting. The Central Working Committee (CWC) meeting of thepar ty was held here Thursday-Friday, allowing flexibility on keycontentious issues of the constitution, Xinhua repor ted.As the largest par ty in the 601-seat house, the party is holdingconsultations with the opposition par ties on disputed issues.Par ties have pledged to finalise the new constitution by Jan 22,but issues, including federalism, form of government, judiciaryand electoral system, remain unsettled.

CHINESE CITY BANS FULLFACE VEILS IN PUBLICBeijing (IANS/EFE): The city of Urumqi, capital of the conflict-ridden Xinjiang Uyghur Autonomous Region in nor thwesternChina, has passed a regulation banning the wearing of full faceveils and full body coverings in public, the state-run China Dailynewspaper repor ted recently. The new regulation, passedWednesday by the standing committee of the Urumqi people's con-gress, is expected to come into force on Jan 1; however it first has to beratified by the regional people's congress. Xinjiang is one of five autono-mous regions in China and home to the Uyghur Muslim minority groupwhich co-exists uneasily with the Han majority. A recent report by theRegional Bureau of Religious Affairs said the number of women wear-ing such clothing in Xinjiang had significantly increased over thepast few years. According to the China Daily, the regional au-thorities consider full face veils and full body coverings a sym-bol of religious extremism which the central government blamesfor an increase in terrorist attacks.

OVER 17 MILLION SHIITES HEADTO KARBALA TO MARKARBAEEN DAYBaghdad (IANS/EFE): More than 17 million Shiite pilgrims traveledto Karbala, south of Baghdad, for the Arbaeen religious festival atthe end of a 40-day mourning period on the anniversary of the deathof Imam Hussein, the grandson of the Prophet Mohammed, in 680AD, Iraqi Defence Minister Khaled al-Obaidi said.The number of pilgrims was high, compared with the 15 millionShiites attending the ceremony in recent years, al-Obaidi toldrepor ters adding that the security plan was going well.Despite his claim, a security source told EFE that one civilian hadbeen killed and three others were injured when a mor tar shellstruck an area just 5 miles (about 8 km)west of the holy city.Similar attacks against the Shuhadaa and Al-Nasr districts causedno casualties. Obaidi noted that 4.5 million of the pilgrims are non-Iraqi foreigners and that the total rose by Saturday.The defense ministry has deployed more than 29,000 militarytroops and security forces to protect the festival site and thecaravans that are heading to Karbala. According to Shiite tradition,Hussein and his followers were killed when they tried to free thepeople of the region from the "tyranny" of the second Umayyadcaliph, Yazid Ibn Muawiyah. The Battle of Karbala marked thebeginning of the schism between the Sunni and Shiitedenominations of Islam.

SIERRA LEONE BANSCHRISTMAS AND NEW YEARFESTIVITIESFreetown (IANS): The head of the National Ebola Response Centerof Sierra Leone, Paolo Conteh, said recently that there will be noChristmas and New year festivities this year.The center's chief executive officer Conteh made the announcementat a meeting organised by First Lady Sia Nyama Koroma to gatherreligious, traditional and cultural leaders to end the Ebola virus inthe country, Xinhua repor ted. Conteh stressed that securitypersonnel will be deployed in the streets to enforce the declaration.The declaration came in response to arrest the escalation of thevirus in the country, especially in the capital, Freetown.He noted that the Ebola situation in the country has got worsen

because of people's behaviour noting that more than 60 bodieswere buried almost daily in the capitals. He, however, explainedthat people will be allowed to attend church services on Christmasday but after that all should go home and observe the day. The 15-nationorganistaion welcomed the agreement between the Nor thAtlantic Treaty Organization (NATO) and Afghanistan toestablish the post 2014 non-combat Resolute Suppor t Mission(RSM).The resolution also emphasised the impor tant role that the UNcontinues to play in suppor t of Afghanistan's full assumption ofleadership and ownership in the areas of security, governanceand development, welcoming, in this regard, the continued rolethe United Nations Assistance Mission in Afghanistan. TheNATO-led International Security Assistance Force (ISAF) isscheduled to end their combat mission in Afghanistan by theend of 2014, af ter 13 years of military presence in the country.The US forces and NATO-led troops will switch from combat tosuppor t role -- NATO-led Resolute Suppor t mission (RSM) --which will be aimed mainly on providing training and suppor tfor the Afghan National Security Forces. The Afghan interiorministry said the Afghan army and police will take full securityresponsibilities of the entire country from Jan 1 next year. The newNATO mission will be much smaller than the ISAF mission, havingonly some 12,000 soldiers, and will be of a non-combatant nature.

Won't negotiate on missile capabilities: IranTehran, (IANS) A senior advisor to Supreme Leader of Iran, AyatollahSeyyed Ali Khamenei, has ruled out any negotiations over the IslamicRepublic's defensive missile capabilities."Iran's missile issue is not up for any type of negotiation," Press TVquoted Ali Akbar Velayati as telling repor ters Monday.The senior Iranian official added that the issue of the country's mis-sile programme would not be par t of the upcoming nuclear talks withthe P5+1 group of countries in the Swiss city of Geneva.Some Western officials, par ticularly from the US, have called forIran's missile programme to be included in the country's nuclear talkswith the P5+1 group -- Russia, China, France, Britain, the US plus

Germany. "Iran will do whatever is necessary for its defensive pur-poses," Velayati, who also serves as head of Iran's Strategic Re-search Centre, said.He emphasised that Iran's missile programme was solely designedfor peaceful defensive objectives."Deterrence is the most impor tant feature of Iran's missiles," Velayatisaid."In order to strengthen its defence capability, Iran has no need toobtain permission from anybody," he added.His remarks came as senior officials from Iran and the P5+1 arescheduled to resume a new round of talks in Geneva Dec 17.

Israel arrests five Palestinians for plotting terror attacksJerusalem, (IANS) Israel have arrested five Palestinians in the pasttwo months for plotting to carry out a string of terror attacks inIsrael, including a suicide bombing in Tel Aviv, the Shin Bet, theJewish state's domestic security service, said Monday.One of the suspects was identified as Yasmin Sha'aban, a 31-year-old woman from the West Bank city of Jenin whom the Shin Betsaid was a designated suicide bomber, Xinhua repor ted.Sha'aban was planning to obtain an entry permit into Israel formedical reasons. Once in the country, she was supposed toimpersonate a pregnant Jewish woman, which would have enabledher to conceal a suicide vest and detonate it at a crowded publicvenue, the Shin Bet said in a statement issued after a gag orderwas rescinded.The cell's other members have been named as Manadel Taqiz,Maatez Taqiz, Abed al-Halek Masimi and Marwan Tzdeki, all intheir early 20s and residents of Attil, a village in the West Bank.They confessed to planning the suicide bombing and other attacks,including a shooting attack, bombing a bus carrying soldiers and

abducting a soldier. They told Shin Bet interrogators that they hadreceived instruction on assembling an explosive vest from amember of one of Gaza's militant groups, the intelligence agencysaid.The agency added that its investigations also revealed that Hamasand Islamic Jihad planned to claim joint responsibility for thesuicide attack.However, it remained uncer tain whether the West Bank cellreceived its orders from the leaderships of those organizations andif they had been aware of the bombing plot.During the arrests in October and November, security forcesconfiscated from the suspects' homes an improvised M-16 rifle, ahunting rifle, ammunition and explosive materials.Sha'aban, the would-be suicide bomber, and Manadel Taqiz havebeen indicted at a military cour t in the West Bank. They werecharged with conspiracy to commit murder and other terrorismoffences and joining an illegal association, while indictmentsagainst the other suspects are pending, according to the Shin Bet.

At present, the market value of the deal is estimated at $40billion over a 10-year timeframe. Also, apart from these two majordeals, cooperation in energy also included a $1bn joint venture to sup-port hydroelectric power projects in India. In our opinion, all these arepositive developments for securing India's energy future.In the area of trade, the joint statement issued by Modi and Putin men-tioned increasing the turnover of goods and services to $30 billion by2025 - roughly three times the current figure. Similarly, two-way invest-ments are targeted to increase to $15 billion each way up from $4 billionin 2012. Significant headway was also made in the area of diamondtrade with Russia and India trying to reconfigure global value chains tobenefit their economies.In the field of defence production too, Russia seemed keen to manufac-ture its most advanced military helicopter in India and agreed to ad-vance a long-delayed project to develop a joint fighter jet with India.These agreements are is in line with the Indian government's commitmentto Make in India.While we agree that falling crude prices cannot alone explain Russia andIndia's vigorous positive engagement, we do believe cheap oil does act as acatalyst, especially when Russsia's diplomatic ties with other countriesseem a bit strained at present. Thus, in our opinion, the geopolitics of oil goesfar beyond the economic aspect of cheap oil. While we do believe that fallingcrude prices will benefit India in economic terms. We also think it will openup opportunities for active engagement in the strategic sphere.On the economic aspect, government sources believe that the overall im-pact of cheap crude oil could help Finance Minister Arun Jaitley to reap afiscal windfall of at least $12 billion when he presents his 2015-16 budget inFebruary. This is a considerable amount and may enable him meet hispredecessor's fiscal deficit target of 4.1 percent of the GDP. If Jaitley canachieve this, it will go to ease inflation further, most likely spurring the RBI fora rate cut. But before that, US President Barack Obama's visit will, hopefully,help one derive some conclusions about India's strategic alignment.In the domestic sphere, a rate cut, along with the other proposedreforms like the Goods and Services Tax might just be the change ingear that the Indian economy presently is looking for. Going by the title, it's quite evident that this film is all about agirl's pursuit of her ideal man. But it isn't. Main Aur Mr Righthas much more to offer owing to several interesting elements -not just in terms of its story - that come across as a whiff ofbreath air. The sad par t is they fizzle out either due to lack ofdepth in execution or plain ignorance concerning stark loop-holes. A tighter film, featuring actors who can actually act,would have served the script better.The female protagonist who runs a casting agency appears likeshe's leading a per fect life. So much so she ensures everythingfrom the rose in a vase to a strand of her locks has to be inorder. In reality, she knows what's going on but it takes her awhile to accept it. In the meantime, she bumps into a strugglingactor who is persuaded to play her boyfriend in front of herfriends.It is supposed to be a plan to shut them up as they are alwaystaunting her about her non-existent Mr Right. Despite knowingvery well that she is taking a huge gamble with him given hisbackground, she goes ahead foolhardily and grooms him up forthe par t. He was paid to pretend but he ends up revealing thecracks in the aforementioned friend circle. And that's also thehigh point of the otherwise cliched film.

The director could have been more ambitious because the half-hear tedness in onscreen per formances is too obvious tooverlook. The same applies to the editor who could have easilychopped off some unneeded attempts at audition trials.The dialogues are bland for the most par t and songs, forget-table. For the record, this is perhaps the first film in a long timethat keeps reminding you that it's based in Mumbai but doesn'ttake you on an outdoor tour. Among the upsides, momentaryrespite happens when the two lead characters are sharing thesame frame. Similarly, there are some insightful messagesdelivered on why relationships break.In terms of performance, Varun Sobti makes a promising impres-sion with his debut feature film. There's something charming aboutthe way he carries himself on the big screen. To her credit, this hasto be Shenaz Treasurywala's finest performance till date. Having saidthat, her accent works against her. The supporting cast - buoyed bytheir hamming skills - does very little to support the film.In an ideal world, this film would haven't surpassed 1.5 hoursruntime. Since we don't live in an ideal world, it runs for morethan two hours.

BOLLYWOOD 2014 IN RETROSPECTBY UMA RAMASUBRAMANIAN / IANSThe year started on a positive note with young guns bringing in themoolah, but overall, 2014 has so far turned out to be a disappointingone for the Bollywood box office, say trade gurus, pointing out at howonly seven of the nearly 180 releases surpassed the Rs.100 crore ($16million) mark in the Hindi film industry, which has grossed anestimated turnover of Rs.2,350 crore so far. Hope lies in Aamir Khan'smuch-awaited "PK".Whether it was Tiger Shroff's "Heropanti", Sidharth Malhotra's "EkVillain", Varun Dhawan's "Main Tera Hero", Alia Bhatt's "Highway" orAlia and Arjun Kapoor-starrer "2 States" - they set the stage for adecent year in the first six to eight months, by not just recovering theirmoney, but also making profits.But the "second half was a major disappointment and most of the filmsdidn't live up to expectations," Rajesh Thadani of Multimedia Combinestold IANS."This year was very bad...so far," he added.Terming 2014 an "average year", trade analyst Komal Nahta told IANS:"The star t of 2014 was good, but towards the end there was a downfall.November was the worst month for the film industry in the last 15 to 20years. All the films, including 'Happy Ending', 'The Shaukeens' and 'KillDil' bombed."Thadani estimated that instead of adding to the list of movies makingtheir way into the Rs.100 crore club, November's releases contributedto a loss of Rs. 100 crore at the box office in the month."Nobody was expecting this kind of downfall as there were lots ofexpectations with few films. Even 'Action Jackson' has not been up tothe mark," he said.Box office-wise, the sunshine in the gloomy year was brought by sevenfilms - "Jai Ho" (approximately Rs.110 crore), "Holiday: A Soldier IsNever Off Duty" (Rs.110 crore), "2 States" (Rs.105 crore), "Kick" (overRs.200 crore), "Bang Bang" (Rs.145 crore), "Happy New Year" (Rs.188crore) and "Singham Returns" (Rs.140 crore).Two other films which inched close to minting Rs.100 crore were "EkVillain" (Rs.96 crore) and "Humpty Sharma Ki Dulhania" (Rs.86 crore).This is better than the five Rs.100 crore spinners of last year, "but stillwe can't consider this as great business," said Thadani.His comment seems justified in the fact that these were high budgetfilms too.Trade expert Vinod Mirani IANS: "Raking in Rs.100 crore is not abenchmark anymore in this industry. Besides, the films that havecrossed Rs.100 crore were made on a huge budget, so they have notmade any profit. They have merely recovered their money. In short, itwas certainly a bad year for the industry."

Hindi filmdom forms a major chunk of the globally popular Indian filmindustry, estimated at a little over Rs.1,250 crore in 2013, according tothe FICCI-KPMG Indian Media and Entertainment Industry Report 2014.Content-wise, some women-centric movies like "Mardaani", "Queen","Mary Kom", "Highway", "Dedh Ishqiya" and "Revolver Rani" came tothe fore, as did films like "Citylights", "Hawaa Hawaai", "Jal","Lakshmi" and "Haider", which found critical acclaim."Few women-centric films have done well and that's certainly a greatchange," Manoj Desai of Gaiety Galaxy told IANS.Adding to this Thadani said: "Despite being a purely women-centricfilm, 'Highway' garnered Rs.30 crore, 'Mary Kom' managed Rs.54crore, 'Ragini MMS 2' made Rs.50 crore, 'Queen' minted Rs.55 croreand 'Mardaani' made Rs.40 crore, which is not bad."The year was okay for small and medium budget enter tainers asShahid Kapoors-starrer "Haider" collected Rs.50 crore at the box office,while Amole Gupte's directorial "Hawaa Hawaai" and Hansal Mehta's"Citylights" made Rs.10 crore.As Desai pointed out, the damage has been done for this year. And nowall eyes are stationed on "PK", which brings together the hit "3 Idiots"trio of Aamir, director Rajkumar Hirani and producer Vidhu VinodChopra. One wonders if it will salvage the state of the Bollywood boxoffice when it releases Dec 19."I don't think one film is going to change the fate of the entire year, butstill we are hopeful about 'PK'," said Desai, while Nahta said: "There'sa lot of buzz created about this film, and we are hopeful it will do well."In a nutshell:* Overall, a disappointing year for Bollywood box-office.* Films featuring young talent like Tiger Shroff, Sidharth Malhotra,Varun Dhawan, Alia Bhatt and Arjun Kapoor surprised with their profitand performances, giving the year a decent headstart.* Salman Khan's "Kick" turned out to be the biggest grosser so far. 2015 World CupDubai (IANS): Veteran Sri Lankan batsman Mahela Jayawardene and Pakistan's seasoned all-rounder Shahid Afridi will be the two most experienced cricket players going into the 2015World Cup, with their fifth appearance in the mega event, an International Cricket Council (ICC)release said Friday.Both Jayawardene and Afridi, first played in the 1999 World Cup in England and since then haveappeared in all editions. They were named in their respective team's 30-member provisional squads.Pakistan's Javed Miandad and India's Sachin Tendulkar, with six appearances in the World Cup,share the record for the most appearances at the cricketing extravaganza.The ICC also released the provisional squads of the 12 teams for next year's competition, to be heldin Australia and New Zealand, with Australia and Ireland refraining from releasing the provisionallist although they submitted 30 names to the parent body within the stipulated deadline.

Chennai, (IANS) Kerala Blasters FC survived a tremendous onslaughtfrom hosts Chennaiyin FC to win 4-3 on aggregate in the first semi-final play-off to enter the final of the inaugural Indian Super League(ISL) football competition at the Jawaharlal Nehru Stadium here Tues-day.Chennaiyin won the second leg match Tuesday 3-1 after extra time,but that wasn't enough to over turn a 0-3 deficit from the away leg atKochi.Both teams ended the match with 10 men after Kerala's JamesMcAllister and Chennai's Marco Materazzi were shown the red card.Mid-fielder Stephen Pearson scored the tie-clinching goal in the 117thminute of the contest. Chennaiyin, earlier, had produced a fascinatingfightback to square the contest 3-3 in regulation time.The home team was quicker off the block and came close on severaloccasions early on in the game.Kerala, feeling the pressure, resor ted to time-wasting tactics to haltthe flow of the game, a ploy which earned defender Jamie McAllistera yellow card.Chennaiyin enjoyed most of the possession and almost went aheadwhen striker Jeje Lalpekhlua took a first-time shot but veteran Indiangoalkeeper Sandip Nandy was equal to the task.Chennaiyin's control of the game steadily increased and they wererewarded in the 28th minute when McAllister was sent off for a sec-ond bookable offence, unnecessarily kicking out at Bernard Mendy'slegs to be shown the red card.Chennaiyin, buoyed by the numerical superiority, poured in forwardand took the lead just three minutes before half-time. Former Manches-ter United and Arsenal defender Mikael Silvestre superbly flung him-self to a Materazzi free-kick from the left flank to head home.Chennaiyin went into the break with a 1-0 lead and had a goldenoppor tunity to extend the lead right after the resumption of play whenthey were awarded a penalty.Defender Sandesh Jhingan brought down forward Jean-Eudes Mauriceinside the box to concede the penalty in the 47th minute only for theexperienced Materazzi to send the penalty surprisingly wide.

But the home team kept its focus intact despite missing the oppor tu-nity. Kerala wilted under the pressure and conceded again with de-fender Jihngan chesting the ball into his own net in the 76th minutewith Nandy hopelessly out of position.With time running out, Chennayin restored parity in the tie when anunmarked Jeje oppor tunistically netted the third goal in the 90th minute
