Among the 17 countries from Asia, Pakistan is at the top. Vietnam, India, Bangladesh and Indonesia are ranked there- after in that order, according to the latest salary trends sur- vey by ECA International. In terms of ranking on expected salary increase in 2015, after adjusting for inflation, India slips to the seventh position. China, on the other hand, ranked seventh on nominal salary hike, fares better at No.2 after adjusting for inflation. Even globally, India is ranked at a high fifth position in terms of nominal increase and seventh in real wage hike. Clearly, inflation in India is something which ECA Interna- tional feels will be relatively higher compared with some other economies. "Salaries in Asia are expected to increase by 7.2 percent in 2015 with the largest uplifts being given in Pakistan and the lowest in Japan. Factoring in inflation, real wage rises in Asia will average 2.7 percent - higher than the other regions surveyed," the report said. "In mainland China, companies are planning to award 8 percent salary increases again next year. Even after inflation, staff in China will be among the best off within the region and globally: they can expect to see increases of 5.5 percent in real terms," the report said. However, in the US and Canada, companies are predicting 3 per- cent wage increases - the same as this year's hikes. "Staff in Australia can expect to receive 3.5 percent uplifts again in 2015 while employees in the Middle East are set to see wages rise 4.7 percent on average," it said. Also, the survey brings in good news for the BJP. It predicts that the party would continue its stellar performance in Delhi, as it did in Maharashtra and Haryana, by winning 46 out of 70 seats. That would give BJP a clear majority. The Congress, the survey predicts, would perform even worse than what it did in 2013 and is expected to win only five seats. During the last elections it had won eight seats, wiping out Sheila Dikshit's 15- year-old regime. The BJP and the Congress have traditionally held sway in Delhi. This changed last year when the AAP, contesting from all the assembly constituencies, pulled off a stunning performance with a tally of 28 seats. In comparison, the BJP won 31 seats, while the Congress got just eight.The AAP went on to form the government with the backing of the Congress, only to quit the government after 49 days over its fail- ure to introduce an anti-corruption bill. While the BJP has not announced any chief ministerial candidate for the upcoming Delhi polls, Kejriwal had indicated that this time too he would be the face of his party. Kejriwal, who had led AAP to a stun- ning debut in the assembly polls in December last year, had said there was no reason why there should be a change in chief ministe- rial nominee though a final decision on it would be taken by the party. Kejriwal as the face of the AAP could actually benefit the party during the assembly polls. When asked about who would be fit for the chief minister's post in the national capital, it was Kejriwal who got the highest votes with 39 percent respondents choosing him, followed closely by Harsh Vardhan with 38 percent votes. India TV-CVoter tracking poll said that BJP may fall short of majority in the Jharkhand assembly polls with the party projected to win within a range of 29-35 seats out of a total of 81. Accord- ing to a press release, the opposition People's Democratic Party is projected to emerge as the single largest party with a seat range of 27-33 seats in a house of 87 in Jammu and Kashmir. In Jharkhand, the opinion poll predicted 29-35 seats for BJP , 17-23 seats for Jharkhand Mukti Morcha, 6-12 seats for Jharkhand Vikas Morcha, 7-13 seats for Congress and 7-13 seats for others. In 2009 assembly polls, the JMM and BJP had won 18 seats each, Congress had won 14 and JVM 11. In terms of percentage, the poll predicted a 12 percent swing in favour of BJP , which is projected to get 32 percent votes, followed by JMM with 19 per- cent, Congress with 13 percent and JVM with 12 percent. The opinion poll said that in Jammu and Kashmir, the Mehbooba Mufti-led People's Democratic Party is projected to get 27-33 seats, followed by BJP with 23-29, National Conference 10-16, Con- gress 6-12, and others 6-12 seats. In the 2009 elections, National Confer- ence had won 28 seats, Congress 17, PDP 21 and BJP 11 seats. In terms of percentage, a 22 percent swing has been projected in favour of BJP up from 12 percent in 2009 to 34 percent while a 10 percent swing has been projected in favour of PDP up from 15 percent last time to 25 percent now. The survey projected that National Conference will get 11 percent votes and Congress 15 per- cent. The release said that PDP leader Mufti Mohammed Sayeed was the frontrunner for the post of chief min- ister with 53 percent favouring him in the valley, 20 percent in Jammu and 10 percent in Ladakh region. In Jharkhand, Chief Minister Hemant Soren was the frontrunner with 14 percent non-tribals and 30 percent tribals supporting him, followed by JVM chief Babulal Marandi who was favoured by 20 percent non-tribals and 22 percent tribals. The release said that the opinion poll is based on interviews of 4,322 ran- domly respondents done in the first week of November. Washington (IANS): Indian Prime Narendra Modi Wednesday joined the world'smost powerful people ranking 15th on the Forbes list with Russian PresidentVladimir Putin once again beating US President Barack Obama to the top spot."India's newest rock star doesn't hail from Bollywood. He is the newly electedprime minister who sailed into office in May with a landslide victory, ushering theBharatiya Janata Party (BJP) into power after decades of control by the Gandhidynasty," said the US business magazine of Modi.Describing Modi as a "Hindu nationalist", Forbes referred to the 2002 Gujarat riotswhen he was the state's chief minister noting he "is credited with massive recon-struction projects in his home state of Gujarat".

SC RESERVES ORDER ON SALMAN'S BLACKBUCK CASENew Delhi (IANS): The Supreme Court Wednesday reserved its order on theRajasthan government's appeal challenging a state high court order staying theconviction of Bollywood star Salman Khan so that he could travel to Britain for a filmengagement. A bench of Justice Sudhansu Jyoti Mukhopadhaya and Justice AdarshKumar Goel said Salman suffered no hardship as the stay of his sentencing by thehigh court Aug 31, 2007 permitted him to continue pursuing his film career, includ-ing travel abroad. The court gave Salman and the Rajasthan government threedays to file written submissions. It said the suspension of sentence removed allhurdles in the way of Salman in pursuing his film career, and added that there wasno need for any "further order addressing your hardship" (to get visa to travel toBritain). "The remedy of your hardship for being unable to travel to Britain liessomewhere else," the court said, hinting towards the British High Commission'sdecision to refuse him visa on the grounds that suspension of sentence was notenough and his conviction still persisted could be challenged before courts inBritain. The court compared the hardship Salman faced with that of politicians wholose their legislature seats after being convicted and sentenced for two years.

British Columbia - Recently Minister Kenney toured the South AsianWorld War 1 Centennial Exhibit in Surrey, BC. Thisdedicated corridor is the first of its kind in the Greater TorontoArea and will make east-west travel across the city more effi-cient. The transitway will begin atWinston Churchill Boulevard in the west and end at Renfor th Drivein the east. MiWay will begin service on Phase 1 on Monday,November 17; GO Transit will also provide service on the transitwaywhen fully complete. The transitway will provide a convenient and effi-cient bus corridor for GO and MiWay routes to travel across the city.The Mississauga Transitway project is funded through a joint a partner-ship between three levels of government:· The Government of Canada is contributing up to $83 million to theproject through the Canada Strategic Infrastructure Fund ($59 million tothe City of Mississauga for the east segment and $24 million toMetrolinx for the west segment).· The Province of Ontario has provided $65 million to the Cityof Mississauga to suppor t the project and is contributing another$48 million to Metrolinx for investment in Metrolinx assets re-lated to the transitway.· The City of Mississauga and Metrolinx will fund the remain-ing project costs.

When parents are given an afford-able child care option, as in Quebec, they overwhelmingly choose towork," says one of the study's co-authors and CCPA senior economistDavid Macdonald.While Canada spends less on early childhood education and carethan most OECD countries, Canadian parents are among the mostlikely to be employed. As Canadian parents are working parents,child care fees can play a major role in decision-making and labourforce par ticipation, par ticularly for women. This study examines, forthe first time, median unsubsidized child care fees in Canada's bigcities for infants, toddlers and preschoolers. It also develops anaffordability index that compares child care fees to women's income.Infant spaces (<1.5 years) are the hardest to find and the most ex-pensive. Torontonians pay the most for infant child care at $1,676 a month.Par- ents in St. Johns pay the second most at $1,394 a month. Thelowest fees are found in the Quebec cities of Gatineau, Laval, Montreal,Longueuil and Quebec City, where infant care costs $152 a monththanks to Quebec's $7-a- day child care policy (increased to $7.30-a-day in October 2014). The second- lowest infant fees are found inWinnipeg ($651 a month) where a provincial fee cap is also in place.There are roughly twice as many toddler spaces (1.5-3 years) asinfant spaces and fees are lower. Toronto has the highest toddler fees at $1,324 a month. Vancouver,Burnaby, London, Brampton and Mississauga all have median toddlerfees over $1,000 a month. Again, the least expensive toddler spacesare in the Quebec cities already mentioned, where it is also $152 amonth ($7 a day), followed by Winnipeg at $451 a month. There aremany more preschooler spaces (3-5 years) than toddler spaces andfees are the lowest of the three age categories.Toronto again has the highest median preschooler fees at $998 amonth, although Calgary, Lon- don, Brampton, Mississauga and Ot-tawa all have fees above $900 a month. As in the infant and toddlercategories, preschool fees are lowest in Quebec at $152 a month (or$7 a day).Comparing these rates to income, we found that Brampton is the leastaffordable city in Canada for child care. In Brampton, fees are wor th36% of a woman's income, the equivalent of four months' wor th ofwork. This is largely due to lower overall incomes for women inBrampton. Surrey, Wind- sor, London and Toronto are not far behindwith child care fees that absorb 34% to 35% of a woman's income.The most affordable city for child care in Canada is Gatineau, wherechild care takes up 4% of a woman's income, which is paid for in onlytwo weeks' wor th of work. "Under the Liberals the costs forchildcare has sky-rocketed because there are not enough licensedchildcare spaces to meet the needs of families. We're in the midst ofa childcare crisis that the Liberals keep ignoring."Tabuns said making childcare more affordable and accessible is im-por tant for our economy and labour force, yet continued underfundingby the provincial government means there remain far too few licensedspaces to meet the needs of families."Women shouldn't have to choose between their career and takingcare of their children because they can't find affordable licensedchildcare. Madefrom Indiana limestone and bronze elements, TheMessenger Project was inspired by Mississauga'srich heritage and reflects on a voyage of both pastand present.A bronze eagle sits at the top of the large sculpture,as a symbol of the Mississaugas of the New CreditFirst Nation; a subtribe of the Anishinaabe, who weregreat messengers, often travelling hundreds ofkilometres on foot to deliver messages. Daetwylercollaborated with the City of Mississauga, GOTransit, the local community as well as theMississaugas of the New Credit First Nation to createthe sculptures for two locations. The larger of the two sculptures will be situated atErindale GO Station and the smaller work is to beinstalled across the street on from the station alongBurnhamthorpe Rd W. But for the drama of the Shiv Sena's boycott of the swearing-in ceremony ofNarendra Modi's expanded council of ministers, the occasion - the first ex-pansion of his five-month-old government - passed off as a routine event.However, the fact that the Sena's nominee, Anil Desai, took the morning flightfrom Mumbai to Delhi to attend the ceremony, and then immediately flewback, suggests that the gulf between the Bharatiya Janata Party (BJP) and itscurrently estranged former ally centres on relatively petty matters -- such asa nominee's position in the council of ministers or the ties between the twoparties in Maharashtra -- rather than on any substantive issue.Clearly, it is inflated assumptions and hurt egos which are behind the Sena'stantrums. There is little doubt that the scrappy regional outfit is finding itdifficult to accept Modi's authoritative style of governance where the primeminister's word is law where cabinet formation - and virtually all other mat-ters of party and government - are concerned.Modi's assertion of his unquestionable prerogatives as the PM was alsoemphasized by his choice of Suresh Prabhu, who formally belongs to theSena. But, since he is also known as a favourite of the prime minister, largelybecause of his expertise in certain issues of global importance, he has beeninducted as one of the four cabinet ministers, even if the elevation is regardedas a snub to his party.His appointment puts at rest the speculation that he will be the head of thenew body which will replace the old Planning Commission. But, Modi obvi-ously felt that he needed the technical skills of Prabhu, more in a governmentwhich is not overly burdened with capable people than in a planning bodywhose functional parameters are yet to be determined.Of the other three cabinet ministers, former Goa chief minister ManoharParrikar's choice was a foregone conclusion ever since he was expected torelieve finance minister Arun Jaitley of the latter's additional burden of de-fence. That Parrikar was the first to take the oath as a cabinet minister -

followed by Prabhu - underlined his importance in the scheme of things.While the old faithful J.P. Nadda's nomination as a cabinet minister might beseen as a recognition of his long service to the BJP and the efforts which hesuccessfully made along with Amit Shah to improve the party's position inUttar Pradesh, it will be wrong to read former Congressman Birender Singh'sinclusion in the cabinet as a concession to Jats after the BJP had nominateda non-Jat, Manohar Lal Khattar, as the Haryana chief minister.Nor is it a concession for not making him the Haryana chief minister as wasexpected before Khattar was chosen. Evidently, intricate calculations basedon local factors, including the interests of influential communities, went intothese selections. Now, even if belatedly, Birender Singh's appointment is anacknowledgment of the primacy of his position in Haryana.As a grandson of Sir Chhotu Ram, one of the most prominent politicians of theregion in the pre-partition days, his influence can hardly be underestimated.However, since the Congress marginalized him and preferred BhupinderSingh Hooda instead, Birender Singh probably had no option but to break hisassociation of more than four decades with the Congress.Of the other choices, the appointments of Girijaj Singh and Ram Kripal Yadavas ministers of state are patently aimed at strengthening the BJP's position inBihar which will go to the polls next year. However, in the context of GirijajSingh's offensive comments before the general election, when he advised

Modi's critics to go to Pakistan, and the discovery of unaccounted moneyfrom his home, his appointment cannot but raise a few eyebrows.There is little doubt that the vituperative expression of communal senti-ments, or ethical factors, are not of primary interest to Modi when heweighs them against the electoral advantage which a person's nominationprovides. Nor is defection from another party held against the person.Yadav, for instance, was earlier with Lalu Prasad Yadav, just as BirenderSingh was with the Congress.Just as Giriraj Singh and Ram Kripal Yadav have been selected with an eyeto Bihar, the choice of Babul Supriyo Baral, a singer-turned-politician fromWest Bengal, is a sign that the BJP now looks upon West Bengal as a statewhere it can fill the growing vacuum created by the Trianmool Congress'sdecline and the inability of the Left and the Congress to step in.The steep jump in the BJP's vote share in West Bengal from six percent in2009 to 16.8 in last May's parliamentary polls seems to have convinced theBJP that it has a fair chance in the state in view of Mamata Banerjee'sdwindling popularity. Congress got only 8 seats out of 70Delhi Assembly. Congress had 43 seats at the time of dissolution andSmt. Sheila Dixit was ruling for the last 15 years. The defeat wasexpected but not at that scale. Even Chief Minister Sheila Dixit lostmiserably and the results did not give any par ty majority.A new phenomena appeared on Delhi political scene in the form ofAAM AADMI PARTY which was headed by Arvind Kejriwal. AAP ap-peared on the political horizon only in 2012. Mr. Kejriwal worked veryhard along with Mr. Anna Hazare against corruption in the govern-ment and wanted the center to bring a strong Lokpal Bill. The wholemovement was led by Mr. Anna Hazare (social activist to promoterural development, increase government transparency and investi-gate corruption and punish corruption in public life) and many otherpublic figures including Kejriwal was the main adviser of Anna Hazareand this struggle brought millions of people on road throughout India.Kejriwal wanted to par ticipate in the political system of India basedon transparency and honesty. Mr. Kejriwal par ted his ways from AnnaHazare (who did not want to go into vote politics) and formed his ownpolitical par ty.At this moment I would like to go into the life of Mr. Kejriwal as mostof us know his name but not his life and sacrifices he has made. Bornin middle class family on August 16, 1968 in Hissar. His father anaccountant in Jindal Strips and mother Mrs Gita Devi felt very happyto have their first child. He got his preliminary education in Hissarand then went to maternal uncles in Sonepat and Ghaziabad where hestudied in missionary schools. He went to complete his engineeringat IIT Kharagpur and was known skinny studious student while stay-ing in Nehru Hall Hostel. During this time he got influenced by V.P.Singhmovement and felt very sad at the demolition of Babri Masjid in 1992.He joined Tata Steel in Jamshedpur, but his mind was working ondifferent thoughts regarding the inequality in the society and blatantcorruption in every phase of life. He resigned from his job and wantedto contribute to uplift the down trodden in India.Kejriwal went to meet Mother Teresa in Calcutta and worked for twomonths in the Missionaries of Charity at Kalighat Ashram. He decidedto appear for competitive exams and was selected for Indian RevenueService in 1993. During his training he met his batch mate Sunita andmarried her in 1994.They both were posted in New Delhi and star tedworking in the Government depar tment. Kejriwal felt frustrated andstar ted NGO Parivar tan. He star ted working for Right to Informationand Jan Lokpal Bill. He was given Ramon Magsaysay Foundationaward, emerging leadership in 2005.After working with Anna Hazare, Mr. Kejriwal along with his friends,Manish Sisodia, Yogendra Yadav, Prashant Bhushan, Kumar Vishwas,Sanjay Singh, Shazia Ilmi (since left the par ty), Gopal Rai and manymore formed a political par ty on NOVEMBER 26, 2012 and came upwith a name AAM AADMI PARTY.Their first political test came on December 4, 2013 when the electionresults of Delhi Assembly were declared and AAP got 28 seats get-ting 29.5 % vote share. BJP which was supposed to get majority cameup with only 31 seats and 33.1 % vote share. It was a hung assembly.No par ty was in a position to form the government. After BJP rejectedthe offer to form a government pressure star ted on AAP to comeforward and form the government. Congress par ty offered uncondi-tional suppor t from outside to AAP. AAP wrote a letter with 18 condi-tions to BJP and Congress for their suppor t. BJP rejected the de-mands and Congress accepted 16 conditions out of 18. AAP decidedto form the government and Arvind Kejriwal became the 7th ChiefMinister of Delhi on December 28, 2013.He resigned after 49 days onthe issue of Jan Lok Pal Bill. During these 49 days of rule manyagitations took place in which the then Chief Minister Kejriwal par-ticipated and sat on Dharna. His two ministers Mr. Somnath Bhar tiand Rakhi Birla came on roads at night to express their displeasurewith the working of the police.(for our readers Delhi police is underHome Ministry of India) This decision to resign did not sit well withDelhi people and played a major role in Parliament elections.Coming back to Delhi, the legislative assembly was dissolved onNovember 5th and it is expected to go for elections in February 2015.The political scenario has changed since Kejriwal resigned. A newphenomena has appeared in Indian politics and BJP under the dy-namic leadership of Narender Modi, has come into power at center as

well as in many states. There was triangular contest last time be-tween BJP, Congress and AAP. Congress was uprooted last time andthere are no signs of its recovery. AAP thinks that they have a very bigopportunity to come into majority and form the government. In recentParliament Elections AAP lost all the seven seats and BJP got major-ity in more than 50 segments of Delhi Assembly. Kejriwal has been saying that there is no Modi factor as Delhi peoplewant an honest and transparent government. Even last time AAP wassaying that they would win more than 45 seats. In my view AAP hasto answer many questions. Why Kejriwal resigned after 49 days.(AAPadmits that they made a mistake). Can Kejriwal work with the centerand its representative Lt. Governor ? Will he resor t to agitations anddharnas as Chief Minister again ? Will he be able to convince themiddle class again that he is capable of ruling Delhi ? Is he living ineuphoria that there is no Modi factor ? AAP had to remove from theirweb site where they put Modi PM and Kejriwal for CM, after they gotbad reaction on social media. No doubt Kejriwal still has magic in hispersonality, whether that can be conver ted into votes is another mat-ter,The latest surveys still puts Modi ahead of Kejriwal for leadershipqualities. Even among Delhi voters BJP is ahead but AAP is not farbehind. Kejriwal has to convince the Voters of Delhi that he is seriousin ruling Delhi. His confrontational approach to every authority is notmuch appreciated. If AAP thinks that Congress will not be a factor inthe coming elections that may prove wrong in their calculations. Delhihas suffered a lot in the last 8 months and may go for majority govern-ment, which can effectively solve the enormous problems facing Delhicommon man. Voters may think of co-ordination between Delhi andCenter which can give edge to BJP. There are rumours that manypeople within the AAP thinks that Kejriwal should not be projected asCM of Delhi as his National stature will suffer and he may become theleader of the regional par ty like other states. Criticizing Modi mayallow voters to unite and give an advantage to BJP.There is a danger that in the next 4 months if Modi government doesnot control inflation then BJP can suffer. Voters also understand thatDelhi government has limitations and police is not under their control.The most remarkable thing which goes into AAP's favour is that noMLA could be lured by BJP to break away and give the chance to BJPto form the government, although one of BJP leader was accused oftrying to bribe one of the AAP MLA. Kejriwal thinks that all theseMLA's will be re-elected and get more seats from Congress and BJP.He is claiming to win more than 50 seats, He is making 49 days of administra-tion, where according to him the electricity, water and vegetable prices werereduced as his main highlight to garner votes in the upcoming Delhi Elections.BJP is depending upon the charisma of Modi. They feel that Modi has provedhimself as a decisive and hard working leader. He will be the face of BJP. No doubtthey did very well in Lok Sabha Elections at the national level and also they arebeing helped by the falling of the crude oil prices which brought down the petrol anddiesel prices by Rs.8 and Rs.5. Delhi has the maximum cars,two wheelers andbuses, which gave common man a relief. It will be interesting to see the oratoryskills of Kejriwal and Modi. It all depends who can convince the voters for a betterDelhi. In recent elections of Maharashtra and Haryana, we have seen the success-ful personality persona of Mr. Modi. Most of the voters in India believe in Modi'sleadership and all surveys prove that.AAP has advantage in the low income areas in Delhi but at the same time middleclass is fearful of AAP that they will be ignored. Kejriwal has to work hard to createtrust in these voters. He has a very tough assignment to win the majority for AAP.Congress on the other hand has no reputable leader from Delhi. Former ChiefMinister Sheila Dixit is a recognized face in Delhi but her loosing election and thecontroversy of Commonwealth Games are a liability. Mr. Ajay Makan and Presi-dent of Delhi Congress, Mr.Arvinder Singh Lovely do not have much base amongthe voters of Delhi.More over Congress is losing election after election and doesnot seem to know what do with itself. AAP is ready but it has frittered away muchof its goodwill. BJP is in high spirits after winning in Haryana and Maharashtra andbanking upon the decisive leadership of Modi and organisational skill of theirpresident Amit Shah.Delhi has serious problems of land crunch, migration and law andorder. Ottawa - Prime Minister Stephen Harper will be travelling to NewZealand and Australia from November 13 to 16. He will be accompa-nied by Joe Oliver, Minister of Finance.During his first official visit to New Zealand (November 13-14), PrimeMinister Harper will meet with Lieutenant General the Right Honourable SirJerry Mateparae, the Governor-General of New Zealand, and Prime Minister JohnKey. Unemployment ratein Canada sinks

DESK REPORT / OTTAWAFinance Minister Joe Oliver today issued the following statementregarding Statistics Canada's announcement that the Canadianeconomy added 43,100 jobs in October. The unemployment ratelowered to 6.5% from 6.8%."While the global economy remains fragile, our long-term jobgains demonstrate that our Conservative Government's planfor the economy is working. Our unrelenting focus on jobs,growth and long-term prosperity is paying off for Canadiansfrom coast to coast to coast. Canada Government tables - Zero Tolerancefor Barbaric Cultural Practices Act

Canada's Citizenship and Immigration Minister Chris Alexander announcedthe tabling of legislation that will strengthen Canadian laws to prevent bar-baric cultural practices from happening on Canadian soil.The Zero Tolerance for Barbaric Cultural Practices Act sends a clear mes-sage to individuals coming to this country that harmful and violent culturalpractices are unacceptable in Canada. These practices are incompatiblewith Canadian values and will not be tolerated."With the Zero Tolerance for Barbaric Cultural Practices Act, we are strength-ening our laws to protect Canadians and newcomers to Canada from bar-baric cultural practices. We are sending a strong message to those in Canadaand those who wish to come to Canada that we will not tolerate culturaltraditions in Canada that deprive individuals of their human rights. Our gov-ernment will continue to stand up for all victims of violence and abuse andtake necessary action to prevent these practices from happening on Cana-dian soil."Chris Alexander, Canada's Citizenship and Immigration Minister"This new legislation reaffirms our Government's ongoing efforts to end vio-lence against women and girls. It would provide more protectionand support for vulnerable immigrants-primarily women and girls-including:Creating a new inadmissibility under IRPA that would render permanent residentsand temporary residents inadmissible if they practise polygamy in Canada;Strengthening Canadian marriage laws by amending the Civil Marriage Actto codify the existing legal requirements, at the national level, for "free andenlightened consent" and establishing a new national minimum age for mar-riage of 16;Helping to protect potential victims of early or forced marriages by creating anew specific court-ordered peace bond to be used where there are groundsto fear that a person would commit a forced or early marriage offence, includ-ing the mandatory surrendering of a passport to prevent a child from beingtaken out of the country to facilitate a forced marriage;Criminalizing certain conduct related to early and forced marriage ceremo-nies in the Criminal Code, including the act of removing a child from Canada

for the purpose of such marriage;Limiting the defence of provocation so that it would not apply in so-called"honour" killings and many spousal homicides; andIncluding consequential amendments to the Prisons and Reformatories Actand the Youth Criminal Justice Act to include the aforementioned peace bond.These changes build upon existing federal initiatives that are providing vitalsupport, protection and services for newcomers to Canada, specificallywomen and girls.Quick factsGlobally, between 2004 and 2014, an estimated 100 million girls will havebeen forced to marry before their 18th birthday.The 2013 Speech from the Throne stated that: "Sadly, millions of women andgirls continue to be brutalized by violence, including through the inhumanepractice of early and forced marriage. Our government will take steps to ensure that it does not occur onour soil."For the purposes of this initiative, the term "barbaric cultural practices" en-compasses forms of gender-based family violence, such as early, forcedand polygamous marriage and "honour"-based violence.In 2011, the Supreme Court of British Columbia upheld the constitutionality ofthe Criminal Code prohibition on polygamy (section 293) and found it consis-tent with the Canadian Charter of Rights and Freedoms. "Our Government has been clear on its stance against polygamy and otherbarbaric practices that constitute gender-based violence. These importantlegislative changes build on the work that is already being done to make itclear that family violence-including violence committed in the name of so-called "honour"-is absolutely unacceptable. Making life more affordablefor Canadian familiesRICHMOND HILL, ON – Our Conservative Government has announced newmeasures to help make life more affordable for Canadian families.That is why we proposed the new Family Tax Cut. Designed for parents withchildren under the age of 18, it will allow a higher-income spouse to transferup to $50,000 of taxable income to a spouse in a lower tax bracket. This willreduce the difference in the federal tax payable by a one-earner couplerelative to a two-earner couple with a similar family income. We are alsoincreasing the Universal Child Care Benefit (UCCB) from $100 to $160 permonth for parents with children under the age of six. In total, parents willreceive up to $1,920 a year, per child. The UCCB has also been expandedupon for parents with children aged six to seventeen, allowing them to re-ceive a benefit of $60 per month. As a result, parents will receive up to $720a year. New proposed tax relief also includes increasing the Child CareExpense Deduction dollar limits by $1,000, effective for the 2015 tax year. Themaximum amounts that can be claimed will increase to $8,000 from $7,000for children under age seven, to $5,000 from $4,000 for children aged seventhrough 16, and to $11,000 from $10,000 for children who are eligible for theDisability Tax Credit. Families can claim the Family Tax Cut in the spring of2015 when they file their 2014 tax returns. They will begin to receive pay-ments under the enhanced UCCB in July 2015. The July UCCB payment willinclude up to six months of benefits to cover the period from January throughJune 2015. The enhanced UCCB will replace the existing Child Tax Credit forthe 2015 and subsequent taxation years. “Our Government is fulfilling itspromise to balance the federal budget. We are now in a position to helpCanadian families balance theirs,” said MP Parm Gill. The Member went onto note that “all families with children will benefit from the new measuresintroduced by our Government. The average tax relief and benefit forthese families will be almost $2,000 in 2015.”

KERALA BANKS TO HELP NURSESRETURNING FROM IRAQ, LIBYAThiruvananthapuram (IANS): Kerala's State Level Bankers Committee(SLBC) has agreed to the state government's request to provide benefits to around500 nurses who have returned from conflict-hit Iraq and Libya. The benefits will bein the form of one-time settlements and loans at reduced rates.P. Sudeep, CEO of Roots-Norka, an agency for non-resident Keralites, told IANS thatthe SLBC has said that all educational loans up to Rs.4 lakh availed by the nurses willcome under a waiver scheme."The banks have agreed to write off all the interests on educational loans availed bythese nurses and have come out with a one-time settlement which states that onlythe capital (maximum Rs.4 lakh) will have to be repaid," he said.More than 500 nurses from Kerala have returned from Iraq and Libya since July aftertrouble broke out there. They had requested the Oommen Chandy govern-ment for some monetary benefits. Most of these nurses had availededucational loans during the period of their training as nurses. SC SEEKS DETAILS OFUNAUTHORISED OCCUPANTSOF GOVERNMENT HOUSESNew Delhi (IANS): The Supreme Cour t Friday asked the Centreto place before it the details of people who are in unauthorisedoccupation of VIP bungalows in Lutyens' Zone in New Delhi thataccommodates India's power elite.The bench of Chief Justice H.L. Dattu and Justice A.K. Sikri askedSolicitor General Ranjit Kumar to file an affidavit giving detailsof the number of accommodations available in category 6, 7 and8 and how many were allocated under the discretionary quotaand how many were staying unauthorisedly.The cour t said the guidelines issued by it July 5 on vacatinggovernment accommodation would continue to remain in opera-tion. The guidelines included a time-frame for vacating govern-ment accommodation by judges, government officials and law-makers on their retirement or ceasing to occupy the office.Asking the government to furnish the information by Nov 24 be-fore the star t of the winter session of parliament, the cour t askedfor a fresh affidavit as it found that the affidavit filed by the gov-ernment was not satisfactory. The government told the cour t thatformer ministers, including Pawan Kumar Bansal, A. Raja,Dayanidhi Maran, S.M. Krishna, Mukul Wasnik, C.P. Joshi andMukul Roy have vacated their premises.

LIFE CERTIFICATE FORPENSIONERS TO GO DIGITALNEW DELHI: The government on Monday launched an Aadhaar-based digital life cer tificate for pensioners, a move that couldeventually benefit over one crore pensioners.The proposed digital certification will do away with the require-ment of a pensioner to submit a physical life certificate in No-vember each year, in order to ensure the continuity of pensionbeing credited into his or her account. While the system is in itsearly stage, it is bound to ease life for pensioners once imple-mented. The depar tment of electronics and information has de-veloped a software application that will enable the recording of apensioner's Aadhaar number and biometric details from hismobile device or computer, by plugging in a biometric readingdevice. Key details of the pensioner, including date, time andbiometric information will be uploaded to a central database onreal-time basis, ultimately enabling the pension disbursingagency to access a digital life cer tificate. This will conclusivelyestablish that the pensioner was alive at the time of authentica-tion. The software application system will be made available topensioners and other stakeholders on a large scale at no extracost. It can be operated on a personal computer or a smar tphone,along with an inexpensive biometric reading device.

Government improving infrastructurealong China border, says JaitleyNew Delhi (IANS): With China ramping up its infrastructure alongthe border, Defence Minister Arun Jaitley Friday said the govern-ment was taking necessary steps based on "strategic reality of theneighbourhood" and work was being carried out on 73 roads measuring3,812 km along the border with China.Addressing the first meeting of the consultative committee attached tohis ministry since assuming charge as defence minister, Jaitley saidIndia's immediate neighbours have already enhanced infrastructure inproximity to the borders.He said the government has initiated several steps to overcome proce-dural delays and hasten the process of building roads in these criticalareas. Referring to the border with China, Jaitley said 73 roads having alength 3,812 km were being developed. He said 61 of these roadsmeasuring 3,410 km were entrusted to the Border Roads Organisation(BRO). He said the BRO had completed work on 17 roads measuring590 km and work on the remaining roads was in different stages ofcompletion.He said the army has prioritised 22 roads and the ministry was moni-toring the progress on road construction.Taking part in the discussion, members of parliament belonging tovarious political parties expressed concern over delay in completion ofborder projects. Some members suggested that the BRO should un-dergo a "transformational change" to convert it into a highly efficientorganisation. BRO Director General Lt. Gen. A.T. Parnaik said the comple-tion of roads has been affected due to delays in obtaining forest/wildlifeclearance, difficult terrain conditions, and limited working period in ayear. He said paucity of construction material and challenges posed bynatural disasters were other factors leading to delay in border roadprojects. He said efforts have been made to overcome these factorsthrough greater coordination with the ministry of environment and for-ests (MoEF), modernisation of the BRO and induction of more units andresources. An official release said Jaitley thanked the MoEF for easingenvironmental clearances. He also complimented the BRO for theirwork in restoring road links during the recent floods in Jammuand Kashmir. "BRO has been an effective initial responder indisaster management," Jaitley said.

OIC calls for concerted effortsto resolve Palestine issueJeddah (IANS): The Organisation of Islamic Cooperation (OIC) Fridaycalled for concerted international efforts to resolve the Palestine issueas it accused Israel of violating human rights of the Palestinian people."Israeli occupation represents a violation of both international humani-tarian law and international human rights law. It is, in fact, the rootcause of all escalations and ongoing human rights violations of thePalestinian People," it said. "The commission, therefore, calls for con-certed international efforts to pave the way to a peaceful politicalsettlement to end this grave situation," the OIC Independent PermanentHuman Rights Commission said during its sixth regular session here,Saudi Press Agency reported. The 56-member bloc also called forconvening the Conference of the High Contracting Parties to the FourGeneva Conventions as early as possible. "The commission is seri-ously concerned that tens of thousands of Palestinians remain withouthomes in the aftermath of the latest Israeli incursion on Gaza," a state-ment said, adding that Israel was obliged "under Articles 50 and 56 ofthe Fourth Geneva Convention, to ensure the unfettered access of thePalestinian population to education and health services".It also stressed Israel's "obligation as the occupying power, to lift thesiege imposed on the Gaza Strip, in accordance with internationalhumanitarian law, in order to allow for unhindered access of goods andconstruction material necessary for the rehabilitation and reconstruc-tion of the Gaza Strip". The OIC said that the illegal settlement activitiesin and around East Jerusalem, and in the West Bank, "constitute im-mediate threats to the two-state solution". US COALITION STRIKES NEWTARGETS IN SYRIADamascus (IANS): The US led anti-terror coalition struck newpositions of jihadI groups in Syria's Idlib province Thursday.The US strikes for the first time targeted a position of the Ahraral-Sham movement near al-Hawa border crossing between Idliband Turkey, the Syrian Observatory for Human Rights said.The strikes also targeted a position of the Al Qaeda linked NusraFront in Idlib.The US coalition star ted their strikes against the Islamic State(IS) militant group in September.Ahrar al-Sham is a coalition of Islamist and Salafist units whichformed into a brigade during the Syrian crisis to fight againstthe administration of President Bashar al-Assad.As of July 2013, the group had about 10,000 to 20,000 fighters,making it one of the most powerful units fighting against Assad.The militant group operates under the Syrian Islamic Front, acoalition of six powerful Islamist movements.

LIBYA COURT RULESPARLIAMENT AS ILLEGALTripoli (IANS): Libya's constitutional cour t Thursday invalidatedthe country's internationally recognised parliament.The cour t declared the June 25 vote, which elected the House ofRepresentatives, as invalid, Xinhua repor ted.Thursday's ruling was seen as a move by Islamists to abandonthe elected parliament and legalise the old one, the interimGeneral National Congress.Local witnesses said that after the announcement some Islam-ist militants stationed in Tripoli fired bullets into the sky to cel-ebrate. The old parliament, whose mandate was to end uponelection of the new one in accordance with Libya's transitionalplan, has refused to disband with backing from Libya Dawn.Libya Dawn, which achieved a series of military advances latelyin Tripoli and surrounding areas, has also been instrumental inthe formation of a new cabinet by the old parliament.

40 FIGHTERS KILLED INCLASHES NEAR DAMASCUSBeirut (IANS/EFE): At least 40 fighters have been killed in clashesbetween forces loyal to Syrian President Bashar al-Assad andIslamic militias in a town on the outskirts of Damascus, the SyrianObservatory for Human Rights said Friday.The clashes, in which 26 pro-government fighters and 14 rebels werekilled, occurred Thursday in the town of Beit Tema.Meanwhile, fighting continued between the Islamists and government forcesbacked by Lebanese Shia Hezbollah fighters in the areas of Jobar and AlQabun, northeast of Damascus.Aircraft of the Syrian regime bombed several positions in Jobar, but therewere no immediate reports on casualties.More than 200,000 people have been killed since the outbreak of theSyrian conflict in March 2011, according to the United Nations.

Police and law enforcement agencies are carrying outcoordinated operations.

DEALS WORTH 250 MN EUROS INKED WITH DUTCH ENTITIESNew Delhi (IANS): Deals wor th 250 million euros were inked during the visit here of Netherlands' Minister for Foreign Trade LiliannePloumen, the Dutch embassy said in a statement.Ploumen, who led a trade delegation to India, Wednesday met Commerce Minister Nirmala Sitharaman and proposed to look at removingtrade barriers between the two countries, the statement added.The Dutch delegation consisted of 30 companies and knowledge institutions, mainly from the agricultural, food and health sectors."Eight contracts with Indian par tners were signed in total jointly wor th 250 million euros. These include companies involved in ICT,sanitation and healthcare," the statement said.Bilateral trade annually amounts to over 5.8 billion euros and the Netherlands is the fifth largest investor in India, the statement added.

NO BORDER SETTLEMENT WITH CHINA UNLESS PEOPLE ACCEPT:BHUTAN PMThimphu (IANS): Bhutan's Prime Minister Tshering Tobgay Friday acknowledged that its border dispute with China has remainedunresolved despite 22 rounds of negotiations but maintained it will only be resolved in a manner "acceptable to the people of Bhutan".Taking a resolute stand against its large nor thern neighbour that has been repor tedly trying to browbeat it into resolving theoutstanding border dispute, Tobgay gave the impression to Indian journalists, who have come here with Indian President Pranab Mukherjee, thatThimphu was not going to be bullied into agreeing to terms that were to its geographical or strategic disadvantage."For a small country like Bhutan, it is even more impor tant to look at every issue (regarding land) very carefully," Tobgay saidwithout elaboration.He laughed away suggestions that China could be the elephant in the room between India and Bhutan, saying China was itsneighbour and "we have good relations with China".Earlier, Indian Foreign Secretary Sujatha Singh refused to be drawn into any discussion on China, saying Bhutan was a sovereign countryand its ties with India had nothing to do with its ties with China. She declined to go into any detailed discussions on the border disputebetween Bhutan and China that is of direct interest to India because of its strategic implications.

It is aimed atconnecting Kashgar in China's Xinjiang Uygur autonomous region withthe Gwadar Por t in Pakistan's Balochistan province.The two countries also signed documents on cooperation in areaslike technologies, energy, finance, industrial parks and communica-tions Saturday.Li said more than 20 agreements were signed during Sharif's visit.

'PAKISTAN MILITARY OPERATIONDISRUPTED HAQQANI NETWORK'Islamabad (IANS): A top American general in command of internationalforces in Afghanistan has said that Pakistan's ongoing militaryoperation in North Waziristan has helped disrupt the Haqqani network'sability to launch attacks on Afghan territory, a media report saidThursday.Lieutenant General Joseph Anderson, a senior commander for the USand NATO forces in Afghanistan, said in a Pentagon-hosted videobriefing from Afghanistan Wednesday that the Haqqani network wasnow fractured like the Taliban, Associated Press of Pakistan (APP)reported. "They are fractured. They are fractured like the Taliban is.That's based pretty much on the Pakistan military operations and NorthWaziristan this entire summer-fall," he said, while acknowledging the

effectiveness of Pakistan's continuing military offensive known as"Zarb-e-Azb"."That has very much disrupted their effor ts in Afghanistan and hascaused them to be less effective in terms of their ability to pull off anattack here in Kabul," Anderson added.Since its launch in June this year, the Pakistani offensive has elimi-nated a large number of militants, the Daily Times reported.Anderson revealed that 4,634 members of Afghanistan's police andarmy have been killed in action this year.The Haqqani netwrok is an Islamist terrorist organisation which fightsagainst the US-led NATO forces and the government of Afghanistan.They operate on both sides of the Afghanistan-Pakistan border.

Beijing (IANS): China and Japan reached an agreement to improvebilateral ties, resume political, diplomatic and security dialoguewhile acknowledging different positions on the Diaoyu Islands.The agreement was reached as State Councilor Yang Jiechimet with visiting National Security Advisor of Japan ShotaroYachi, Xinhua quoted China's foreign ministry as saying.The four-point agreement refers to the China-Japan Joint State-ment inked in 1972, the China-Japan Treaty of Peace andFriendship of 1978, the China-Japan Joint Declaration of 1998and the joint statement on advancing strategic and mutually-beneficial relations in a comprehensive way that was signedin 2008.The two sides need to uphold the political foundation for China-Japan relations strictly according to the spirit of the four-point agreement, Yang said during the meeting."A long-term, healthy and stable growth of China-Japan rela-tions serves the fundamental interests of both countries andtheir people, and it is China's consistent position to growChina-Japan relations on the basis of the four political docu-ments in the spirit of taking history as a mirror and lookingforward to the future," Yang said.Yachi said during the meeting that Japan attaches great im-por tance to the strategic relationship of mutual benefit withChina."Japan stands ready to proceed from the overall interests,conduct dialogue and consultation with China to enhancecommon understanding and mutual trust, and properly handledisagreement and sensitive issues," Yachi was quoted as saying.The accord came days before the arrival of Japanese Prime Minis-ter Shinzo Abe in Beijing for the Asia-Pacific Economic Cooperationforum.Abe is expected to meet Chinese President Xi Jinping.

So he decided to market the finale show of this season’sSatyamev Jayate with a promo which featured him speaking toBollywood actresses - Deepika Padukone, Kangana Ranaut andParineeti Chopra - about what they find appealing in a man. Incase you’re wondering, Deepika simply wants “someone to loveher”. I was per turbed. Was the finale actually going to deal withthe hither to underrepor ted national crisis of marrying off lead-ing ladies in Bollywood?Thankfully, it turns out there was actually more to the episodethan meets the eye. Yesterday’s episode was on mardaangi ormasculinity and how men are more violent and aggressive thanwomen – and how no good can come of it. I think this is a topicwor th taking up. You walk down most Indian streets and themen seem to be bursting with testosterone. You’ll get catcalls,they’ll sidle up to you, look at you suggestively, follow you, rubup against you if possible in a crowded train or bus. Itis imperative that as a pacer I bowl well at the death. I am tryingto incorporate more variations in my arsenal so that I can imple-ment them in match situations," Shami said on the sidelines ofa programme organised by his Indian Premier league (IPL) teamDelhi Daredevils."I am training to make my yorkers and slower deliveries morepotent so that it helps me to pick up wickets.
