So why not go ahead? ...I think what is lacking is nuanced narrative about each other, especially when it comes to Pakistan," Daud said. AT LEAST 33 MPS HAVE LESS THAN 50% ATTENDANCE

The attendance record of cricketer Sachin Tendulkar and actor Rekhamight have raised questions about the role and relevance of celebrityMPs in the Rajya Sabha, but many of their elected counterpar ts do nobetter. At least 33 MPs across both Houses of Parliament currently have

less than 50 per cent attendance. That is, they are absent more oftenthan they are present. Only three of those 33 are nominated members,an analysis of the parliamentary attendance records, compiled byPRS Legislative Research, shows.Actors Hema Malini and Tapas Pal, who are both elected members ofthe Lok Sabha, have not attended even a single day of the ongoingbudget session. Others with a poor attendance record include UttarPradesh Chief Minister Akhilesh Yadav’s wife, Dimple Yadav, deputyleader of the Congress in the Lok Sabha Captain Amarinder Singh andRajasthan Chief Minister Vasundhara Raje’s son Dushyant Singh. In the Rajya Sabha, absenteeism is a trait seen even among sea-soned politicians such as Amar Singh (40%) and Abhishek ManuSinghvi (47%).Thus, repeated absence from parliamentary proceedings doesn’t seemto be the sole prerogative of nominated members. If there is oneindicator for the likelihood of poor attendance, it is not celebrity butpast per formance. For example, in the recently concluded 15th Lok Sabha (2009-2014),the TMC’s Suvendu Adhikari, JMM’s Shibu Soren, Samajwadi Par ty’sDimple Yadav and the BJP ’s MP from Porbandar Vi t thalbhaiHansrajbhai Radadiya were all absent for more than two-third of thesessions. Their poor attendance record continues in the 16th LokSabha.

YOU WILL SEE A LOT OF VARIETYFROM ME: KANGANAAfter delivering films as varied as “Queen” and “Revolver Rani”back-to-back, actress Kangana Ranaut says the audience canexpect more variety from her per formances in her upcomingmovies. “I’m playing very interesting characters now. I’mdoing a love story directed by Nikhil Advani, it’s a differentcharacter, then I will be seen in ‘Tanu Weds Manu 2’, a filmwith Sai Kabir - it’s a good line-up. You’ll see a lot of varietyfrom me,” Kangana said during a recent appearance at a fash-ion gala in New Delhi. The National Award winning actress took to the ramp at thejust concluded BMW India Bridal Fashion Week (IBFW) in acreation by Suneet Varma, one of the country’s pioneeringdesigners. While Kangana was impressed with his designs,Varma felt that when the actress ties the knot, the classic redwill suit her the best as a bride.

ACTORS SHOULD TAKE DISCREDITTOO: AJAY DEVGANFilmmaking is team work and when a film doesn’t work, actorsshould take discredit for the failure, suggests Bollywood actorAjay Devgan, who is gearing up for the release of “Singham Returns”,his ninth film with director Rohit Shetty.Currently director Sajid Khan, a college friend and colleague of Ajay, isin the line of fire for the “Humshakals” fiasco. His cast is blaming himfor its box office debacle.“When a film works, every actor tries to take the credit for the film, butwhen it does not work, you should take the discredit too because film-making is a teamwork,” said the 45-year-old in a group interview. The actor-producer-filmmaker, who has come a long way since hisfirst film “Phool Aur Kaante” in 1991, admits that the director isthe captain of the ship and as a result the onus is on him.

Guru Gobind Singh Children’s Foundation (GGSCF) completetheir 15th Anniversary Relay Run from Windsor to Toronto

TORONTO - Recently the children and youth of the Guru Gobind SinghChildren’s Foundation (GGSCF) began their 15th Anniversary RelayRun from Windsor to Toronto. It was in 1999, when the youth decidedto complete a similar event from Toronto to Ottawa that spanned 7days and establish the GGSCF. The youth were very excited and thefour day trek that commenced promptly at 6:00am from AmbassadorBridge looking over the Detroit skyline while it was still dark. Some ofthe sangat from the Windsor area showed up to greet and cheer thepar ticipants at the star t of this 425km relay run.On the first day, the par ticipants exceeded the expectations and com-pleted approximately 109km and finished the day past Chatham. Theywere warmly welcomed by the local sangat who provided breakfastand lunch and then dinner back at Windsor Gurdwara. Bhagwant Singh, the secretary of Windsor Gurdwara hosted the runners/volunteers fortwo nights. Additionally, the local sangat donated over $1500 to theGGSCF in suppor t of the children that the foundation suppor ts.On the second day the star t was a little later at 6:20am due to the extratime it took to drive to beginning where we left off yesterday, in thesmall town of Thamesville. As the sun rose, runners marched downthe wide-shouldered Highway 2 and were full of so much energy thatthey would run in pairs. With great weather, a good stretch of road, and keen runners, the kilometers began to fly by and running alongthe Thames Rivers for some spots, by late afternoon they arrived inLondon. In London, runners were greeted at City Hall by Councillor Matt Brownand the Acting Mayor of London who welcomed the runners to thecity, praised them for their hard work, and even donated to the cause.Karamjit Singh and other members of London Sikh Society had madethe arrangements with the local politicians and then took the runnersto the Gurdwara for refreshments. The run then continued out of Lon-don through rain and finished in the small town of Thamesford. In the evening, the runners headed back to London Sikh SocietyGurdwara where they were treated to langar. The children and youth

also got a chance to tell the sangat there about the GGSCF and all thethings that we do, as well as the children in need that we sponsor.Upon hearing this, sangat donated very generously to the cause. TheGurdwara then provided accommodation for the runners. The third day of the run star ted at 6:00am and quickly passed throughWoodstock and the very quiet but scenic country roads of OxfordCounty. As the day progressed, it grew hotter and hotter, yet this didnot deter the spirits of the runners as they continued to make greatprogress ahead of schedule. By noon, the runners had reached theRegion of Waterloo and ran into the Golden Triangle Sikh AssociationGurdwara where Gurjant Singh and members of the community werewaiting at the entrance to greet the runners. The sangat at theGurdwara was very excited to hear about our progress and gener-ously made donations. After langar at the Gurdwara, the runners charged through Waterlooand Kitchener and continued under Highway 401 to Cambridge. At thesame time, the team on break went to the grounds at Sri Guru SinghSabha Gurdwara in Cambridge where the Gurdwara had organized aspor ts tournament. The team was invited to attend and told those inattendance about our run and cause. Upon hearing this, many indi-viduals pulled out their wallets and purses to donate. We would like tothank the entire Sikh community in the Waterloo Region for their sup-por t. The run continued to just past 6:00pm and finished just outsidethe town of Dundas. From there the runners were received at GursikhSangat Hamilton were they were treated with snacks and tea.Runners began the last day with another 6 a.m. star t just west ofDundas. As the sun rose above the surrounding trees and the fogbegan to lift, the run continued through Dundas and down into thehear t of Hamilton. With a brief stop at City Hall the run continuedaround the harbor to Guru Ravi Dass Gurdwara Sahib in Burlington. With a brief stop for breakfast the run continued and hammered throughcommunities in Burlington and Oakville before entering Mississaugain the late afternoon.

After a lunch break in Richard’s Memorial Park, the runners crossedEtobicoke Creek and entered Toronto with the CN Tower in the skyline.Although many par ts of the city were hit by downpours, the runnersescaped with nothing but a mere drizzle. Coming along Lake ShoreBlvd. and through the Downtown, the team passed the Humber BayArch Bridge, the C.N.E Grounds, and the C.N. Tower. At 6 p.m., runnersran together up University Avenue and celebrated the finale of the runat Queen’s Park. In front of the legislative buildings, organizers con-gratulated the participants and par ticipants themselves shared theirfeelings about the run.Overall, it was truly an experience to remember for all the par tici-pants, and one that inspired many of those who came out to cheer onthe children and youth. At the same time, we think about all of our lessfortunate brothers and sisters around the world and find comfor t inthe fact that our effor ts will help them. To date, just over $5000 hasbeen collected or pledged to the GGSCF and we hope that this numberwill continue to grow in the coming days. The other amazing achieve-ment of the run was that those who were young (under 10 years ofage) in 1999 were now the organizers of this run 15 years later. In total17 runners took par t some were young adults/university students, high school students, the youngest was Avtar Singh (10 years of age). They were supported by 6 drivers who also volunteered their time. The run also showed what spirit there is on our children and youth, the ability to work as a team and generosity of all those who sup-ported them along the way in this journey. For more details visit www.ggscf.com

FOREIGN EQUITY CAN FLAG NEXTLEG OF INDIAN RAIL'S JOURNEY

BY ARVIND PADMANABHAN

New Delhi (IANS): A momentous decision by Prime Minister NarendraModi government late Wednesday, allowing 100-percent foreign eq-uity in big-ticket projects of Indian Railways for the first time, canprove a game-changer for the 160-year-old network in India that wasseen floundering in recent decades due to a mix of issues, notablypolitical populism, lack of clarity in executing its social obligationsand paucity of funds.India boasts one of the oldest railroad networks in the world and alsoamong the largest, ferrying some 23 million people, or a populationthe size of Australia, on its coaches each day. But this long journey, since the first train service was launched in 1854 between Bombay(Mumbai now) and its suburb Thane, somewhat lost velocity. The outcome, accordingly, proved disastrous.Rail-related accidents kept mounting as allocation of money for safetybecame a victim of irrational tariff regimes, with successive govern-ments subsidising ordinary passenger travel by freight earnings andpremium tickets. The rail infrastructure, too, suffered as new trainskept being added without much thought on expansion andmodernisation.Little wonder, a commonly used parameter to measure the efficiencyof a railway system -- the operating ratio, which tells the percentageof revenues that goes into day-to-day operation and maintenance --suffered immensely. This ratio for Indian Railways declined to anunsustainable level of over 95 percent in 2010-11 from around 80percent in the 1950s. This is one of the worst globally. A figure of 75-80 percent or lower is what is seen as a healthy benchmark.Cut to January 2014. Prime Minister Modi, who led his BharatiyaJanata Par ty (BJP) to victory in the recent national elections, prom-

ised to the people something they had never imagined could ever beimplemented in India."We have such a huge rail network. But it is our misfor tune that noattention is paid to the railways in the country. The change that Japan'srail system has undergone, it deserves to be applauded," said Modiduring an election speech in the national capital."End of the day, the change there occurred because Japan introducedthe concept of bullet trains and got the country elevated. China fol-lowed that concept. In India, we have such a long rail network, butdon't think of its modernisation," said Modi, who has made a numberof visits to both these countries to study their infrastructure develop-ment.If this was not a major surprise for the people, Modi also promisedwhat he called a diamond quadrilateral rail network, on the lines of asimilar project for roads, with high-speed trains inter-connecting allthe four metros and, with it, other key cities. His idea: A person in any par t of India should be able to reach anydestination in no more than 24 hours using the country's road and railinfrastructure.Today, for the record, the longest train service in India is Vivek Ex-press that covers a distane of 4,272 km between Kanyakumari inIndia's south to Dibrugarh in the nor theast, taking as many as 82hours -- that is, more than three days, not counting the delays. All this was the result of a major constraint: lack of enabling policymeasures for Indian Railways to attract capital. By Railway MinisterD.V. Sadananda Gowda's latest estimate, shared in his maiden railbudget last month, the railroad network in India needs $38 billion in10 years for modernisation and upgrade. Now cut fur ther to Aug 6. Modi, who knows the Indian Railways ratherwell, having travelled extensively on its vast network during his daysas a volunteer of the Hindu nationalist Rashtriya Swayamsevak Sangh(RSS), of which he was a preacher, made the first real move towardsthis direction.A cabinet meeting he chaired Wednesday evening allowed 100 per-cent foreign equity in areas such as high-speed train systems, subur-ban railroad networks and dedicated freight projects to be imple-mented in public-private par tnership mode. It was a move that had towait close to 25 years since the current phase of economic reformswas initiated in July 1991.All these projects mentioned above involve big-ticket investments.Technology, coaches and the engines for high-speed trains can be

bought. The infrastructure also can be created. But the money will notcome in till such time an enabling policy environment is attractive forinvestors -- domestic or foreign. The option of foreign equity weighedheavily in favour. To give a glimpse into the financial needs of these projects, the pro-posed high-speed rail service between Mumbai and Ahmedabad, touted as India's first step towards bullet trains, is set to cost $10billion. The nation-wide freight corridor project is seen needing $13billion in six years, and more later. The entire north east is crying fora good rail network and the terrain there is none-too-easy for a trainsystem. But thus far, India's experiment with public-private projects in rail-ways hasn't been quite encouraging. But that has to change, given theambitious projects that need private and overseas capital in largedoses. The decision Wednesday also comes significantly close to Modi'svisit to Japan -- a country that has been a major source of funding forlong-gestation railway projects such as the dedicated freight corri-dor. Some significant announcements can be expected during thevisit.Often, laudatory facts and figures are bandied about Indian Railways:That it ranks among the world's top five, ferrying 23 million peopleand 2.65 million tonnes of goods daily from 7,172 stations on 12,617passenger and 7,421 freight trains. Also that the impressive networkstretches from Baramulla in the Himalayan foothills in Jammu andKashmir, to the southern tip of Kanyakumari in Tamil Nadu, throughsome difficult terrain. But one another fact numbs such achievements: In terms of routekilometres, very little has been added to the network since indepen-dence. Even if one concedes that many of these lines were single-track some decades ago and have now been double- or multi-tracked,the route-kilometres of Indian Railways was 53,000 km then and65,000 km now. The extolling statistics also fall flat each time a railaccident claims a life, a train reaches its destination late, a runningcoach gets overpowered by stench, the food served is unpalatableand the hygiene levels at rail establishments continue to be poor. The Indian Railways sure has miles to go. But now, it appears, with anod to foreign equity, and an evolving roadmap being personally moni-tored by the prime minister, a valid ticket has been issued to thiscrucial infrastructure to fund its ambitious journey towards a world-class network.

Indian cricketers mustn't lose heartBY ASHIS RAY

London, (IANS/RAY) After two terribly disappointing cricket Testmatches -- especially the last one that ended at Old Trafford, Manches-ter Saturday, a 1-2 deficit in the series and only one more encounteryet to come, India have no alternative other than to pull out all stops inpursuit of squaring the series against England. It is, of course, easier said than done, but coach Duncan Fletcher hasgot to re-motivate his wards to make a final, face-saving effor t. Anoverwhelming majority in the current Indian squad arrived in Englandthis summer sans the scars of the 2011 whitewash. But after thereverse at Southampton and now the drubbing at Old Trafford, they arewounded as well.Yet, all is not lost. The present lot of Englishmen are not world beat-ers. If India get their act together in batting, including finding an an-swer to James Anderson (who may not be as incisive at The Oval asat Old Trafford and could also be tiring), turning the tables is notimpossible. The Indians must, though, erase the memory of the last two tests, think of it as a bad dream and focus on what they did right in thesecond Test, which they won.Coach Fletcher's primary task is to concentrate on his batsmen. MuraliVijay, Cheteshwar Pujara and Ajinkya Rahane have demonstratedthey have the potential to prosper. They left the ball outside their off-stump in a most efficient manner at Lord's. This they need to repli-cate.Virat Kohli's inability to adopt a side-on approach to Anderson, withhis left toe pointing towards extra cover and not mid-off when negoti-ating outswing off the front foot, has been his undoing; but his recordin Australia and South Africa (where, admittedly, the ball doesn't swingas much as in England and cricket is played with balls with lesspronounced seams) and in New Zealand indicates he possesses class, which is permanent even if form is temporary.Since India have given Shikhar Dhawan a fair trot and now opted forGautam Gambhir, who was, it has to be said, thrown into the deep endin the challenging conditions of Old Trafford in the Indian first inningsafter a month without any match practice, they may as well perse-vere with him in the hope that he will shine as he once did in NewZealand. At The Oval, London, England's oldest Test ground, wickets in Augusthave historically been good for batting, except for a little life for quickerbowlers on the first morning and for spinners on the last one-and-halfdays. And as of now, there is no forecast of rain during the match, other than on the four th day.In such circumstances, India must gamble in order to try and level thecontest. If they replace Ravindra Jadeja with a faster bowler - IshantSharma automatically, if he is physically fit - they would be wellequipped for a wicket with a bit of grass and moisture, which thecurator under guidance from the England and Wales Cricket Boardcould be persuaded to retain.Should the tourists feel uneasy about the fragility of the batting, thenStuar t Binny can be recalled in place of Pankaj Singh, who whilerelatively luckless in his two appearances, has also been inconsis-tent in his line and length and patently cannot bat to save his life!Mohammed Shami, if he can ratchet up his old pace, would have

more wicket-taking prospect than Binny, but is obviously a lesserbatsman. So, all are available, here is a recommendation from one who hascovered cricket in England every summer since 1977: Mahendra SinghDhoni (captain and wicket-keeper), Murali Vijay, Gautam Gambhir,Cheteshwar Pujara, Virat Kohli, Ajinkya Rahane, Stuar t Binny orMohammed Shami, Ravichandran Ashwin, Bhuvneshwar Kumar,Varun Aaron and Ishant Sharma.

AMOUNT OF LEASEDCOMMERCIAL/RETAILSPACE UP IN JULY ON AYEAR-OVER-YEAR BASISTORONTO - Toronto Real Estate Board President PaulEtherington announced that TREB Commercial Network Mem-bers repor ted 360,808 square feet of space leased on a persquare foot net basis through the TorontoMLS system inJuly. This result, which included transactions with pricingdisclosed, was down from 696,939 square feet repor ted inJuly 2013. The amount of leased commercial/retail spacewas up on a year-over-year basis, whereas the amount ofindustrial and office space leased was down. Industrialproper ties accounted for 60 per cent of total square footageleased."Commercial real estate transactions are often complex innature, so it is common to see volatility in the amount ofspace leased from one year to the next on a monthly basis. While the amount of industrial space leased was down com-pared to July 2013, the average industrial lease rate was upover the same period. Par t of this increase was due to thefact that there were fewer large spaces leased this pastJuly compared to last year. Smaller proper ties tend to com-mand compara t i ve l y g rea te r l ease ra tes , " sa id Mr.Etherington.The average per square foot net lease rate for industrialproper ties was up year-over-year to $5.45. The averageoffice lease rate was also up over the same period to $13.75.The average commercial/retail lease rate was down overthe same time frame to $18.77.There were 71 combined industrial, commercial/retail andoffice proper ties sold through the TorontoMLS system withpricing disclosed in July 2014. This result represented anincrease compared to July 2013, when 60 sales were re-por ted. Sales for industrial and commercial/retail proper-ties were up year-over-year, while sales of office proper-ties were down.Average sale prices on a per square foot basis were downin July for the major commercial segments compared tolast year. However, the dip in average selling prices wasdriven, in large par t, by a change in the composition ofproper ties sold, both in terms of geographic location in theGTA and the size of proper ties sold. "It is encouraging tosee that the number of commercial property sales in July wasup in comparison to last year. Realizing that this result only dealswith the month of July, it will be interesting to see if sales growthcontinues through the remainder of the third quarter. If this turnsout to be the case, it could suggest that GTA businesses are ex-pecting improved economic activity in the region moving forward,"continued Mr. Etherington.

Bring promised grants forPunjab: Congress tells BadalChandigarh, (IANS) The Congress in Punjab Sunday lashed out atthe silence of Chief Minister Parkash Singh Badal and Deputy ChiefMinister Sukhbir Badal over the state's financial 'mess' and said theyshould ensure that Punjab gets the grants from the central govern-ment which the two had promised the state.Punjab's Leader of Opposition Sunil Jakhar, in a statement here, saidthe financial situation of the state was pathetic, in spite of a friendlygovernment at the Centre."There is no improvement in fiscal management of the state. The situ-ation is precarious as unpaid bills running into crores of rupees, delayin salaries of government employees etc. manifest the poor financialposition," Jakhar said."Earlier, you had a perfect alibi to blame the UPA government for yourfinancial mismanagement caused due to your fiscal profligacy. Nowthat you are partner and ally of the central government, people arewaiting to see those truckloads of grants from the central governmentland on the soil of Punjab and the much-hyped beginning of golden agein Punjab under Mr. (Narendra) Modi's stewardship," Jakhar said.Pointing out to a report of the Reserve Bank of India (RBI) for the year2013-14, Jakhar said Punjab availed overdraft for 49 days and resortedto ways and means advances for 120 days."You live on the edge of borrowing and yet claim to be prosperous... isnothing but obsessive hallucinations, and try to mislead people intomisbelieve... is nothing but a cruel joke perpetrated on the people ofPunjab," Jakhar said.

To study or not to study English: India debatesNew Delhi (IANS): Nearly two centuries after Lord Macaulay champi-oned the introduction of English as a medium of education in India in1835, a debate is still raging on the suitability of what many describeas a "foreign language" in apolyglot nation that has 22 official languages and over 350 dialects. The debate was rekindled in the last few days as civil services aspir-ants thronged the streets here in large numbers demanding that theCivil Services Aptitude Test - which they said was a glaring disad-vantage to students from non-English backgrounds - be scrapped.Though the government announced on Aug 4 that the marks in theEnglish language comprehension skills of the UPSC aptitude test willnot be included in the merit list, the protestors remained far fromsatisfied, impelling many to ponder thatresentment against the English language is probably more intensethan we imagined.Pavan Verma, former diplomat and author, said English is not a lan-guage of social inclusion."English is a foreign language and I believe it can never be a languagefor social inclusion. It has created a literary upper tier where peoplewith a cer tain fluency and accent are more privileged," Verma toldIANS.Macaulay had, in justifying the introduction of English education, saidits purpose was to create a "generation of Indians" who were "Indiansin blood and colour but English in tastes, mannerisms, opinions andintellect"."Nobody is denying the impor tance of the English language, but wecannot allow it to become a barrier to those whose knowledge ofEnglish is limited or who have not studied in English medium schools,"Varma addedParanjoy Guha Thakur ta, a political commentator who suppor ts thestudents' agitation, described English as a "colonial hangover".

"I think the ongoing protest has its merits. It is not just about theUPSC. The way people are selected in various competitive examina-tions clearly demonstrates a colonial hangover," Thakur ta told IANS,alluding to the undue prominence given to the English language. He also said that this prominence is reflective of class divisions."The ability to read or write English invariably has a class connota-tion. It is reflective of people who are wealthy. For example, anyleading English daily fetches more adver tisements than a leadingHindi daily which may have a greater circulation. This is becauseeven the adver tisers recognise the English readers as wealthierpeople," Thakur ta maintained.Aam Aadmi Par ty's chief spokesperson Yogendra Yadav too believesEnglish is over-emphasised. He said the protests were in fact againstthe "entire system that is rigged against Indian languages.""The entire system of higher education that controls white collar jobsis loaded against bhasa (regional languages) medium students. Moreoften than not they need to switch overnight to the English medium toenter the best institutions in the country. Even if the institution for-mally permits one or more Indian language as a medium of examina-tion, there are multiple informal barriers at each step: syllabi, pre-scribed books, classroom teaching, question papers, and examinersare all biased in favour of English," Yadav wrote in a column pub-lished in The Indian Express on August 4.Amreesh Pandey, spokesman of NSUI, the student wing of the Con-gress, said the predominance of English has led to discriminationagainst people whose medium of education was Hindi."Personally, I feel there is a mentality in our society that if somebodyis studying in a Hindi medium institute, he is seen as an inferior. Thismentality is the problem," Pandey told IANS.He fur ther said that the focus should shift from one's medium of edu-cation to what skills one has learnt irrespective of the medium.

Washington, (IANS) Former US Secretary of State Hillary Clinton,in an interview published Sunday, blamed President BarackObama's faulty foreign policy for the rise of militants in both Syriaand Iraq. Serving as the top American envoy during Obama'sfirst term, Clinton is widely expected to make another run for the

presidency and is seen as trying to distance herself from the presi-dent, whose foreign policy has been under sharp attack in recentmonths. The US fighters and drones have launched air raids ontargets of the Islamic State of Iraq and Syria (ISIS) in nor thernIraq for three consecutive days since Obama authorised themove Thursday to protect Americans as well as to conduct hu-manitarian missions.Echoing some Republicans, Clinton said Obama lacked a strat-egy for confronting the threats posed by militants."Great nations need organising principles, and 'don't do stupidstuff' is not an organizing principle," she said, referring to a slo-gan coined by the president recently to describe his foreign-policydoctrine.

RUSSIA SENDS AID CONVOY TO UKRAINE DESPITEWESTERN WARNINGS OF "INVASION PRETEXT"

BRUSSELS/DONETSK: President Vladimir Putin said on Monday thatRussia is sending an aid convoy to eastern Ukraine despite urgentWestern warnings against using humanitarian help as a pretext for aninvasion. With Ukraine repor ting Russia has massed 45,000 troops on its bor-der, NATO said there was a "high probability" that Moscow couldintervene militarily in the country's east, where Kiev's forces areclosing in on pro-Russian separatists.Western countries believe that Putin - who has whipped up the pas-sions of Russians with a nationalist campaign in state-controlledmedia since annexing Crimea from Ukraine in March - could nowsend his forces into the east to head off a humiliating rebel defeat.

Thousands of people are believed to be shor t of water, electricity andmedical aid due to the fighting, but US President Barack Obama toldhis Ukrainian counterpar t that any Russian intervention without Kiev'sconsent would be unacceptable and violate international law.European Commission President Jose Manuel Barroso delivered ablunter message directly to Putin in a telephone call on Monday. "Presi-dent Barroso warned against any unilateral military actions in Ukraine, under any pretext, including humanitarian," the Commission said in astatement. The Kremlin, in its own account of the conversation, made clear thatMoscow would indeed send help to largely Russian-speaking east-ern Ukraine.

Politicians Sunday criticised a woman police officer for dancing inuniform alongside Bollywood superstar Shah Rukh Khan at an eventhere. They pointed fingers at West Bengal Chief Minister MamataBanerjee who was also present.Sub-inspector Sampa Haldar was seen dancing to a popular numberfrom the Khan-starrer "Jab Tak Hai Jaan" as a host of top police offic-ers and Banerjee watched from the gallery at "Jai Ho", the KolkataPolice's annual cultural programme at the Netaji Indoor Stadium hereSaturday. Former city police Commissioner Nirupam Som said theofficer has belittled the sanctity of the police uniform."During my tenure, I would not have allowed any officer to dance likethat and belittle the sanctity of the uniform. I would have no problemshad she danced in civil clothes. I wonder how the superiors allowedthat," Som said Sunday. Former IPS officer Samir Gangopadhyay toosaid the police regulations did not allow any personnel to dance inuniform. "Going by what we saw yesterday (Saturday), I am afraidthat we might see our officers dancing like Chulbul Pandey," saidGangopadhyay, referring to a Salman Khan-starrer movie where thestar por trays a police inspector. State Congress president Adhir RanjanChowdhury accused Banerjee of defying the constitution by allowingthe officer to dance in uniform. "The constitution doesn't allow anyperson to dance like that in uniform. It's a shame that the sanctity ofpolice uniform was allowed to be violated. By allowing the officer todance like that, she (Banerjee) violated the constitution of India," said

With a bevy of actors and actresses being a regular fea-ture of government and Trinamool Congress-organised programmes,BJP state president Rahul Sinha said Banerjee's entry into politicswas a mistake."Going by her eagerness to involve film stars in each and everyprogramme, it seems our chief minister has wrongly entered politics. The sooner she realises that and quits politics, the better it will be forthe people of Bengal," said Sinha.

SRK AND MAMTA UNDER POLITICAL IRE

The posters of for thcoming film "PK" showing Bollywood super-star Aamir Khan vir tually nude, finally got some clothes hereSaturday. Vile Parle Congress legislator Krishna Hegde 'dressed'up the actor's poster and a cutout before a large number of peoplewho cheered and clapped their approval.Terming the actor's posters as "distasteful and against Indianculture," Hegde formally 'clothed' Aamir in the poster in a brightgreen pair of shor ts and a grey tee-shir t."Aamir Khan is a good actor and hosts Satyameva Jayate. Theseposters are distasteful and against Indian culture. They create awrong impression in the minds of families and youngsters whoconsider him an icon," Hegde said at the symbolic event. He urged Aamir to immediately withdraw this objectionable 'nudepresentation' on the movie "PK" posters, which "has crossedlimits." However, he clarified that the intention was not to indulgein moral policing but to send a message that such posters are notrequired for publicity for an acclaimed actor like Aamir.Aamir (49) had termed the controversial poster a "key ar t", de-picting the storyline of the movie made by Rajkumar Hirani.Defending it, Aamir had said, "When you (audience) will watchthe film then only you will be able to understand the idea behind(the poster). But I would just like to say that the kind of filmmaker, the kind of writer Rajkumar is, he always tries to present thethings, his thinking, in a unique way and that's why I am his hugefan." Besides Aamir, the movie - slated for a December release- features Sanjay Dutt, Anushka Sharma and Sushant Singh Rajput.

2O23 WORLD CUP IN INDIA

India vs Pakistanseries in 2015

In good news for the Board of Control for Cricket in India (BCCI) and Indiancricket, ICC chief N Srinivasan on Friday said that the ICC World T20 in2016, ICC Champion's Trophy in 2021 and the 2023 ICC Cricket World Cupwill be held exclusively in India. Two 50-over World Cups have been heldin the subcontinent before this, in 1996 and 2011, both of which werehosted by three countries. While India, Pakistan and Sri Lanka shared the1996 event, the 2011 World Cup took place in India, Sri Lanka andBangladesh."In the past, India used to get one ICC event in 16-18 years. We had the2011 World Cup in India after 15 uears and that we had to share with othercountries. Now three events will happen in eight years and that is verysignificant," Srinivasan told the Times of India.

" The ICC has confirmed that India and Pakistan are set to play abilateral series in the UAE in December 2015" The series, the first of six planned between the two countries in theFTP, is expected to comprise two Tests, five ODIs and two T20s" "As I understand, there has been an agreement that the two teams willplay each other soon," ICC chairman N Srinivasan told the Times of India

Mumbai (IANS): The canine-hero's name in the list of actors in thecredit titles comes first because that's how Akshay Kumar wants it.This film tells you to love animals. It's a simple straightforwardpremise structured around a comical plot about a gold-digger wastrelwhose father leaves his billions to his dog. Canine apni mutthi mein!Playing the predatory retriever with an evil glint in his eye and wickedsmirk on his face, Akshay Kumar has a ball in the film. He does awickedly amiable mean act trying to poison, electrocute and drownthe canine. Admittedly, the characters on screen seem to enjoy them-selves more than the audience. Not that we don't share their enjoy-ment. For a large par t of the narration, "Enter tainment" is fun to watch. The script is deftly and devilishly put together. If only writer-turned-co-director Sajid-Farhad did not trip over the cascade of word-play,the going would have been much more pleasing.Lamentably every character speaks in a tumble of puns and wordplay, some of them painfully plodding and self-conscious. My mostcringe-wor thy ode to filmy word-play is, "Aapna Sonakshi seena taanke chal".Really, now. Where there are the saints there are also the Sinhas. Thecharacter played by the comically vibrant Krushna Abhishek cramsin actors' names in every sentence. This would have been infuriat-ingly obtrusive in a film of a more serious nature. No such calamitybefalls "Enter tainment".The biggest USP of the reasonably enter taining "Enter tainment" isthat it never makes the mistake of taking itself too seriously. In thehilarious opening, where in a product-endorsement spoof with RiteishDeshmukh, Akshay establishes his character as a rogue and a char-latan, the film hops skips and jumps through hilarious hoopla, some-time generating a reluctant laughter in the audience, at other timesleaving you a little numbed by the fatuous flavour of the farce. In one sequence, where the leading lady Tammannah's father MithunChakrabor ty(singularly unfunny) advises his daughter to marry thedog since husbands become "dogs" after marriage anyway, one is notsure if the co-directors aim to be kinky or comical.

Some scenes walk on thick ice, quite literally. The moral turning-point for Akshay's character vis-a-vis the canine happens in a scenespread out on a dangerously thin ice-bed. It defines what the film triesto achieve given its flimsy premise and nebulous moral ground.Holding the film from falling apar t is Akshay Kumar. Spor ting andsometimes sparkling with his comic timing, he helps the audience toover over the serious silliness of some of the material in the second-half where, in a style of cat-and-mouse game of "Home Alone" and"Dunston Checks In", Akshay gets even with two bumbling comicvillains played with anarchic gusto by Prakash Raj and Sonu Sood. Here is where the narration needed to exercise more temperance. Here is where "Enter tainment" errs. It doles out too much of the farci-cal garnish that tends to tarnish the innocence of the relationshipbetween Dog and Man.A blend of the mischievous and the mir thful "Enter tainment" is a green-lit blues-chaser which tends to get carried away with its fun of mood. The gags flow non-stop, accommodating a hefty amount of playing-time to letting the characters grow into precocious over-grown brats. In one sequence, when Akshay Kumar gets to know his father's bil-lions have gone to the dog, he rolls on the floor and wails like a baby.Dare any other A-lister actor do that. "Enter tainment" takes on thetripe that our cinema enjoys dishing out and turns it into some kind ofa queasy crap-convention that knows it is making little sense most of thetime and is not apologetic about its lowbrow aspirations. And yes, most of Akshay Kumar's chemistry is with his canine co-star, animperturbable retriever who seems resigned to being thrown in the middleof a plot which he cannot make sense of. We second that emotion.Tamannah has precious-little to do, and she does it not so well.

England 367 (Root 77,Buttler 70, Bell 58) beatIndia 152 (Dhoni 71, Broad6-25) and 161 (Ashwin 46*,Moeen 4-39) by an inningsand 54 runs

Hurr icane Ber tha? FromEngland's point of view, she cando her worst now. India wereblown away before the dreadfulforecast for Sunday could playany part in the four th Test. A woe-ful batting display on the third af-ternoon, significantly worse thantheir opening-day effor t becauseconditions were not as taxing, meant India subsided to 161 andhanded England victory by an in-nings and 54 runs despite Stuar tBroad being in hospital with asuspected broken nose and an illJames Anderson.Given the way one corner of theOld Trafford outfield could notcope with the downpour yester-day, it was not beyond the realmsof possibility that the final daycould have been in doubt if therain on Sunday had proved as badas predicted. India made all theconjecture irrelevant with a per-formance that lacked stomach, fight and basic common sense:some shots, such as MS Dhoni'sswipe to midwicket, and the run-out of Bhuvneshwar Kumar sug-gested they were not even inter-ested in t ry ing to see i f theweather could aid them. "We werenot up to the mark," Dhoni said atthe presentation.India lost nine wickets after tea, including one period of 5 for 13 in29 balls, and it was not the swing, seam and pace that caused mosthavoc. Instead, Moeen Ali twirledand spun his way to 4 for 39, tak-ing his series tally to 19, justwhen it appeared that England'sfirepower could have been cru-cially diminished.England were able to secure athree-day victory - their first over

India since 1967 at Edgbaston -without the services of Broad inIndia's second innings, after hehad been forced to retire hurt after ablow to the face from a Varun Aaronbouncer which squeezed between hisgrille and helmet. Blood dripped ontothe pitch as he was quickly attended bythe physio, although it is debatablewhether Broad or India's batsmen willleave Old Trafford with the more signifi-cant scars. It took a little longer for India's collapseto set in than the first innings - ChrisWoakes claimed his first wicket of theseries when he trapped M Vijay lbwbefore tea, before Gautam Gambhir andCheteshwar Pujara reached 53 for 1 -but their demise to 66 for 6 was in manyways more extraordinary given Englandwere a bowler down, the sun was outand the early new ball had been weath-ered.Anderson, battling what Alastair Cooktermed the "lurgy", removed Gambhirwith a short delivery - far from the mostvicious of the match - which was gloved

through to the keeper, then to the firstball of the next over Pujara was givenlbw against Moeen as he pressed for-ward. It was a large stride and HawkEye said the ball had turned enough toslip down the leg side. The fact Moeenwas turning the ball considerably, andoften, would soon come into playagain.Ajinkya Rahane, however, was donein less by the turn but more by one ofthe loosest shots he has played inthe series - driving a low return catchto Moeen who moved smartly to hisright. England, who could not help butbe aware of the forecast regardlessof how little regard cricketers saythey give it, could barely believe thegifts being handed out.For a moment, the carnage returnedto pace; there was a familiar outcometo the Anderson v Virat Kohli battle.Kohli had indicated he wanted to hithis way out of trouble but could onlyprovide another edge to Anderson -this time an inswinger rather than theoutswinger - which found its way to

second slip. The challenge of a rarefive-Test series is finding out a few ofthe India top order. It will require asearching examination for the likesof Kohli to lift themselves for the finalTest next week.Whether Ravindra Jadeja, who hasbeen a focal point in the series for avariety of reasons, plays in the finalgame is another matter. His off-the-mark shot, advancing down the pitchat Anderson and swiping a shortball through midwicket, suggestedhe was there for a good time, not along time - it also prompted a littlesarcastic clap, even a smile, fromthe under-the-weather Anderson.Next over, Jadeja completed a mis-erable match with the bat, to followtwo middling scores at the AgeasBowl, when he lunged at Moeenand edged to slip.By now Anderson had left the field.Surely Dhoni would at least try totake the game deeper? After theAgeas Bowl, he had said the Indianbatsmen had been too deferential

to Moeen and should attack himmore. He followed his own wordswith deeds, but his heave into theleg side could not beat a divingGary Ballance at midwicket. It was now all-but inevitable thatEngland would wrap the game upin the evening. There was momen-tary frustration when Jordan, whomassaged his figures with the fi-nal two wickets, overstepped whenBhuvneshwar edged to second slipbut another freebie was handed toEngland when Bhuvneshwar triedto come back for a second andcould not beat Moeen's arm - justthe speed of the throw this time, rather than the spin.R Ashwin continued to look as profi-cient as any of India's batsmen inthis match, driving and cutting asJordan strived for the final wickets, but an excellent piece of fielding atdeep square-leg by the substituteLiam Livingstone, a youngLancashire player, meant Jordan hadtwo balls at Aaron.

Sachin advises sportspersons to be better individuals first

New Delhi, (IANS) Cricket legend Sachin Tendulkar Friday said it was important forspor tsperons to be better individuals first and accept everything with humility and staygrounded.Tendulkar, who retired from the game last year, passed on advice he got from his fatherduring his playing days to the medal winners of the 2014 Commonwealth Games duringa felicitation ceremony organised by the spor ts ministry here Friday."My father gave me two advice and I think this is the right stage to pass on to you thoseadvice. When I star ted playing cricket, my father told me if you a good cricketer youwill play for 15 years, and if you are very good, you will play for 20 years, but what afterthat? Everything in life is temporary and you have to accept the person you are. It isvery important to be a good person in life," he said. The batting great said it would give him immense pleasure if somebody tells him oneday that his son is a better human being than a cricketer."I would be happy if somebody walks up to me and say your son is a good cricketer butI will be happier if someone tells me that he is even a better person. I think it isimpor tant to accept everything in life with humility and stay grounded," he said.Tendulkar's second advice was not to get worried about "those who are trying to pullyou down". "Not always everyone will like you. There will be obstructions but the

energy should always be focussed on doing the right things and not get distracted."My father once told me that there will be a lot of arms that will try to pull you down, butas long as you stay in the right direction, you will see that at one point of time you havegone beyond them. They will join hands to praise you," he said.Tendulkar also asked the athletes to give their 100 percent and not feel bad even if theyend up losing."When you star t doing good in life, expectations go up. As spor tspersons, your perfor-mance will be analysed and criticised. But one thing that outsiders can't judge is thesatisfaction that you will get when you give your 100 percent. If you give 100 percentand still the opposition team wins, you should not feel bad about it," he said. The former cricketer congratulated all the medal winners and also had special wordsfor bronze medallists para powerlifter Sakina Khatun and gymnast Dipa Karmakar."Being a spor tsperson, I know what it needs to be here. Congratulations to all the medalwinners."I would specially like to congratulate Sakina Khatun and Dipa Karmakar. Sportspersonsfrom rural India have to struggle a lot. Above all, you have chosen spor ts, which is notpopular in India. I want all of you to be successful, so that when somebody watchesyour spor t, they will ask others to be like you," he said.

Former captain Sunil Gavaskaron Sunday slammed the Indiancricketers for their embarrassinginnings defeat in the four th Testat Old Trafford, saying that theyshowed "no backbone" to fightagainst a "persistent" Englandside."There were was no backboneshown by India," Gavaskar toldBBC Radio's Test Match Special."They (Indian players) showed nodetermination, the dismissalswere soft, there were no greatdeliveries, England were just per-sistent," said Gavaskar, one ofcricket's greatest opening bats-men."You could see Indian heads godown and thereafter there hasbeen no thinking of 'let's fight," headded.Former India wicketkeeperFarokh Engineer was also equallycritical of the players, saying thatthey played without "passion" andshowed not guts to fight. He also criticised "highly paid"coach Duncan Fletcher for not ad-vising captain Mahendra SinghDhoni to field first after winningthe toss.India lost the Test by an inningsand 54 runs to trail the five-matchseries 1-2.

SL beat rain to winafter Herath's six

Sri Lanka 533 for 9 dec (Sangakkara 221, Mathews91, Ajmal 5-166) and 99 for 3 beat Pakistan 451(Younis 177, Shafiq 75, Perera 5-137) and 180(Sarfraz 52*, Herath 6-48) by seven wicketsRangana Herath conjured six wickets on a day-five pitch thatcarried little threat and Sri Lanka hunted down 99 in a dramaticchase under the constant threat of rain and fading light. A big, dark cloud hung over the ground as Sri Lanka closed in butrelented just long enough for Angelo Mathews to swat an un-beaten 25 off 13 and drag his side home with under five oversremaining. Just after Mathews tapped Junaid Khan to midwicketfor a nearly suicidal, winning single, the skies opened up.Pakistan's loss was the 12th by a side that had posted 450-plusbatting first, as they tried to block their way to safety in themorning and found Herath all over them. They lost three wick-ets for 62 runs in 32 overs in the first session, and even thoughthey tried being more positive after lunch, Sri Lanka pried outfour more by tea. Sarfraz Ahmed counter-attacked with an un-beaten fifty but he was stranded as Herath spun out the tail toleave Sri Lanka 21 overs to get 99.Mahela Jayawardene walked out to open in his last Test inningsin Galle and took Sri Lanka to 59 before the sight of the cloudmade him make too much room outside leg and miss an accu-rate Junaid Khan yorker on 26. Kumar Sangakkara swung hisway to 21 off 22 before he holed out to long-on as Sri Lanka'sdesperation grew and Pakistan fretted over the falling visibility. It was left to captain Mathews to slog a couple of sixes into awildly cheering crowd to beat the rain.Pakistan's downfall began in the morning when their young bats-men were reluctant to score after Dhammika Prasad had endedthe nightwatchman Saeed Ajmal's resistance in the sixth overof the day. Ahmed Shehzad made 16 off 74 and was around withthe equally sedate Azhar Ali for 93 balls, but the par tnershipfetched Pakistan merely 28. Even half-volleys were patted awayregularly and the spinners were allowed to settle into theirrhythms. The occasional attempts to rotate the strike wererushed and tense. Azhar stepped out at times, but went to lunchon 18 off 89. Herath and Dilruwan Perera were relentless, even with no un-even bounce available and no exaggerated turn or bounce.Perera, a classical offspinner who has no doosra, used hisstraighter one superbly from both sides of the wicket, leavingthe batsmen unsure about which ones would turn. He beat Azharwith a straighter one and Shehzad on the drive with a flightedoffbreak. The batsmen star ted shuffling fur ther and fur ther across in doubtand umpire Ian Gould gave Shehzad leg-before as he missed anoffbreak. Shehzad conferred with Azhar and walked back with-out reviewing, only to face an incredulous Moin Khan and WaqarYounis in the dressing room, as replays showed the ball wouldhave turned past leg stump.Realising that some runs were dearly needed, Younis Khandrove Perera for four through extra cover first ball, and was waymore positive in defence as well as attack than the precedingbatsmen.Herath had been taken off after constantly teasing the batsmenwith his flight and arm balls, and was brought back ten minutesbefore lunch. Younis walked out to the second delivery andsmothered it. The third one he pushed forward to, playing forspin, but it was the arm ball and slipped through the gate.Misbah-ul-Haq calmly lofted Herath for a straight four off thelast ball of that over.
