Edge Broadband has recently awarded Broadband Expansion Grants from the Wisconsin Public Service Commission. A list of such census blocks is attached as Exhibit A, and materials supporting the award of these subsidies are attached as Exhibit B. Additionally, Edge Broadband has deployed Voice and Broadband at 100/20 Mbps speed or greater, meeting the Commission’s current reasonable comparability benchmark with latency not exceeding 100ms, in multiple Census Blocks that are in the commission’s preliminary list, as attached in spreadsheet to this letter (Exhibit C). These blocks were updates on Edge Broadbands Form 477 submission reporting data as of December 31, 2019 under FRN 0023270762 Because Edge Broadband serves the specified areas with qualified Voice and Broadband service, we respectfully request that the commission removes such census blocks from the current list of “eligible” blocks and decline to direct any RDOF subsidies to any service providers proposing to operate in these areas.     In accordance with the Public Notice, DA 20-275, released March 17, 2020, Wireline

    Competition Bureau, Rural Digital Opportunity Fund, in the above captioned proceeding,

    please accept these comments submitted on behalf of Whitewater Wideband LLC DBA Edge

    Broadband.

    Edge Broadband has recently awarded Broadband Expansion Grants from the

    Wisconsin Public Service Commission. A list of such census blocks is attached as Exhibit A,

    and materials supporting the award of these subsidies are attached as Exhibit B.

    Additionally, Edge Broadband has deployed Voice and Broadband at 100/20 Mbps

    speed or greater, meeting the Commission’s current reasonable comparability benchmark

    with latency not exceeding 100ms, in multiple Census Blocks that are in the commission’s

    preliminary list, as attached in spreadsheet to this letter (Exhibit C). These blocks were

    updates on Edge Broadbands Form 477 submission reporting data as of December 31, 2019

    under FRN 0023270762

    Because Edge Broadband serves the specified areas with qualified Voice and

    Broadband service, we respectfully request that the commission removes such census

    blocks from the current list of “eligible” blocks and decline to direct any RDOF subsidies to

    any service providers proposing to operate in these areas.

    1. 24-7 Telcom, Inc. County Road J & Solar Farm project - $273,300. This project will build a Fiber-To-The-Premises service past 1 business and 84 residences along County Road J south of 490th Avenue and west of 730th Street, in the Town of Red Cedar in Dunn County.

    2. 24-7 Telcom, Inc. Town of Sherman fiber project a/k/a Pheasant Crossing fiber project - $680,000. This project will build a Fiber-To-The-Premises service past 199 business and 223 residences in the Towns of Menomonie and Sherman, west of the Red Cedar River, in Dunn County.

    3. 24-7 Telcom, Inc. Town of Wheaton project - $79,500. This project will build a Fiber to the Premises service past 30 residential locations in the Town of Wheaton, in Chippewa County.

    4. AirFiber, Inc. Douglas County fixed wireless project - $140,000. This project will build 1 wireless tower west of Amnicon Falls and Highway 53, in Douglas County. The fixed wireless service will reach 45 businesses and 2,456 residential locations within the footprint of the antennas.

    5. Amery Telcom, Inc. Town of Cylon project - $82,250. This project will build a Fiber to the Premises service past 5 business and 89 residential locations in the Town of Cylon, near Deer Park, in St. Croix County.

    6. Amery Telcom, Inc. Town of Lincoln project - $81,000. This project will build a Fiber to the Premises service past 5 business and 97 residential locations along 110th Street and 115th Street, in the Town of Lincoln, just west of Amery, in Polk County.

    7. Amherst Telephone Company. Towns of Buena Vista & Dayton project - $478,985. This project will build a Fiber to the Premises service past 5 business and 306 residential locations in two areas - along Highway 54 in the Town of Buena Vista in Portage County, and along Stratton Lake Road in the Town of Dayton in Waupaca County.

    8. Hager Telecom dba BEVCOMM. Diamond Bluff Phase III project - $444,211. This project will build a Fiber to the Premises service past 10 business and 201 residential locations in the Town of Diamond Bluff in Pierce County. This is the third and final phase of a FTTP build out in the Diamond Bluff township.

    9. Bloomer Telephone Company. Town of Colfax project - $608,538. This project will build a Fiber to the Premises service past 2 business and 255 residential locations in the Town of Colfax in Dunn County.

    10. Bruce Telephone Company. Chippewa Avenue project - $36,307. This project will build a Fiber-to-the-Premises service past 1 business and 36 residences along Chippewa Avenue, near Marsh Lake, in the Town of Washington on the south side of Rusk County, and about 4 miles south of Bruce, WI.

    11. Bug Tussel Wireless. Kewaunee County fixed wireless project - $960,000. This project will build 7 wireless towers in Kewaunee County. The project will install 4 Cambrium 5 GHz antennas and 4 CBRS antennas (3.55 - 3.8 GHz) on each tower. The fixed wireless service will reach 199 business and 12,115 residential locations within the footprint of the antennas.

  • 12. Bug Tussel Wireless. Menominee County fixed wireless project - $756,000. This project will build 5 wireless towers in Menominee County. The project will install 4 Cambrium 5 GHz antennas and 4 CBRS antennas (3.55 - 3.8 GHz) on each tower. The fixed wireless service will reach 50 business and 859 residential locations within the footprint of the antennas.

    13. Hilbert Communications, LLC. Green County fiber route - $1,000,371. This project will build a 51.5-mile fiber route from Blanchardville to New Glarus to Monroe to Brodhead. This route is part of a larger plan for a fiber ring in Green County that would support service to 3,379 business and 36,929 residential locations if both phases are built.

    14. Hilbert Communications, LLC. Iowa County fiber route - $732,310. This project will build a 38-mile fiber route from Spring Green in Sauk County, south to Dodgeville, and southeast to Blanchardville. This route is part of a larger plan for a fiber ring in Iowa County that would support service to 2,343 business and 23,576 residential locations if all phases are built.

    15. CenturyTel of Wisconsin, LLC d/b/a CenturyLink. Boma Coulee project - $35,676. This project will build a Fiber to the Premises service past 8 business and 59 residential locations in the Boma Coulee area, adjacent to Highway 33 in the Town of Shelby, in La Crosse County.

    16. CenturyTel of Northern Wisconsin, LLC d/b/a CenturyLink. Town of Boulder Junction fiber project - $1,624,094. This project will build a Fiber to the Premises service past 85 business and 660 residential locations in the Boulder Junction telephone exchange in Vilas County.

    17. CenturyTel of Midwest Wisconsin, LLC-Northwest d/b/a CenturyLink. Tomah Veterans Hospital project - $11,010. This project will place a new DSLAM to upgrade the DSL service available at locations in and near the Veterans Hospital campus in Tomah. The project will upgrade the service for 14 business and 106 residential locations.

    18. Charter Communications. Town of Anson project - $49,000. This project will build a cable internet service along 109th Avenue (Old Abe Village subdivision) in the Town of Anson in Chippewa County. The project will build past 60 residential locations.

    30. Door County Broadband, LLC. Town of Nasewaupee fixed wireless project - $65,282. This project will build one new broadband tower located in the Town of Nasewaupee in Door County. The project will equip the new tower and an existing structure (silo) with fixed wireless antennas. The fixed wireless service will reach 50 businesses and 1,008 residential locations within the footprint of the antennas.

    31. e-vergent.com, LLC. Village of Yorkville fiber project - $248,458. This project will build a Fiber to the Premises service past 126 residential locations in the Villages of Raymond and Yorkville in Racine County.

    32. Edge Broadband. Lake Lorraine area fiber project - $283,467. This project will build a Fiber to the Premises service past 61 business and 606 residential locations in the Towns of Richmond and Sugar Creek in Walworth County.

    33. Forest County. Forest County fiber and fixed wireless project - $939,200. This project will build and equip 17 wireless transmission tower sites in Forest County. The project will also build an 11-mile Fiber to the Premises service along roads adjacent to Metonga Lake south of Crandon. The combined project will build past 100 business and 1,695 residential locations.

    34. City of Janesville. City of Janesville Phase I fiber project - $114,230. This project will extend a WIN fiber route to three commercial locations within Janesville.

This project will install fixed wireless equipment on five towers located in the communities of Tomahawk, Irma, Merrill, Gleason, and Parrish. This project will build a Fiber to the Premises service in the Town of Clam Falls in Polk County along roads south of the FY 2019 Clam Falls project. The project will build past 11 business and 103 residential locations.

    64. Midway Telephone Company, LLC d/b/a TDS Telecom. Stetsonville telephone exchange fiber project - $265,460. This project will build a Fiber to the Premises service in the Village of Stetsonville and adjacent rural area, in Taylor County.
