• Air Quality e-Reporting objectives

• Air Quality e-Reporting reasons for being

• INSPIRE fundamentals

• Redesigning the Air Quality data model for reporting

• What it means in practise

• Data model basics

• Introducing resources to support users

Introduction

European Environment Agency

Air Quality e-Reporting objectives

• To replace old rules for regulatory and informative information on air quality to the Commission

• To upgrade standards for data encoding and sharing

• To streamline duplication in reporting data flows

• To reinforce internal consistency in regulatory data flows

• To embark on the first steps towards INSPIRE for Air Quality and to support information sharing and the SEIS

European Environment Agency

AQ e-Reporting stems from Directive 2008/50/EC in relation to air quality

Article 28 on implementing measures

“…shall identify ways of streamlining the way data are reported and the reciprocal exchange of information data from networks and individual stations measuring ambient air pollution”

The 23rd whereas of the Directive

“…It is necessary to adapt procedures for data provision assessment and reporting of air quality to enable electronic means and the Internet… compatible with Directive 2007/2/EC (INSPIRE)”

Air Quality Directive and connections with INSPIRE

European Environment Agency

• INSPIRE: Infrastructure for Spatial Information in Europe

• The INSPIRE Directive aims to facilitate better environmental policy across the EU. This will be achieved by:

joining up access to spatial data across the EU at all levels

facilitating improvements in the sharing of spatial data

improving public access to spatial data

• Establishes an infrastructure for spatial information to achieve this

• Environmental impacts do not respect borders

• Environmental policy needs to be based on robust evidence

INSPIRE fundamentals

European Environment Agency

Redesigning the Air Quality data model and vocabulary

• INSPIRE prescribes a IT standards based approach to modelling real-world AQ object

• Unified Modelling Language (UML) to develop the AQ e-Reporting data model

• The UML data model is used to generate a XML schema document (XSD)

• The AirQualityReporting.xsd defines and describes the components & structure of XML documents used to report AQ

UML class diagrams model the real world

Software converts UML to XSD

XSD & data combined to generate XML report by AQUI or databases

XML report sent to Eionet CDR

European Environment Agency

Redesigning the Air Quality data model

• Modelling AQ data model using UML brings

• Streamlining of the data model• Removal of duplicate information

• AQ e-Reporting data model 8 broad AQ data themes

• Spatial / geographical data• Monitoring facilities• Observational data

Measurements Modelling

• Area management information• Statistical & regulatory information

• IT standards

• Bring interoperability

Air Quality Implementing Rules for e-Reporting

• AQ e-Reporting IPR describes the process, rules, formats and procedures for reporting air quality information

• Established as a legal obligation by the Commission Implementing Decision 2011/850/EU http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2011:335:0086:0106:EN:PDF

• Draws down mandatory & non-mandatory obligations and data specifications under

AQ regulations
