who possess a Diploma in Civil Engineering from a recognized university or institution with 03 years regular service as Circle Head Draftsman

b) amongst the Head Draftsman who possess a Diploma in Civil Engineering from a recognized university or institution with 07 years regular service as Head Draftsman.
