No. MRSA-06/2019/03.— In the interest of public service, the Governor of Arunachal Pradesh is pleasedto constitute a Medical Board for Annual Medical Check-up of Drivers under Supreme Court Committee onRoad Sefety Cell in the department of Health and Family Welfare comprising of the following members :-

The Board members shall be consist of following Faculties from nearby Medical college, General/DistrictHospital :-

1. Medical Superintendent — Chairman

2. 1 (one) Medicine Specialist — Member

3. 1 (one) Ophthalmologist — Member

4. 1 (one) ENT Surgeon — Member

5. 1 (one) Surgical Specialist — Member

The term of reference and function of medical board members will be as follows :-

(i) They will act as the permanent Medical Board for road safety measures for dealing the annualmedical check-up and health status of the Drivers under Road Safety cell in the department of Healthand Family Welfare under the supervision of Nodal Officer road safety at the state as well as districtlevel.

(ii) The annual medical check-up of Drivers is mandatory.

The notification shall come into effect from the date of issue.

No. ED/HE-877/2019. — The Governor of Arunachal Pradesh is pleased to appoint Miss Tabom Gongo asLibrarian for the Government Law College, Jote of Arunachal Pradesh in the Pay Matrix Level-10, ` 57,700-1,82,400 p.m. plus other allowances as admissible to the state Government employees from time to time witheffect from the date of her joining to the College.

The terms and conditions of appointment are as follows :-

(a) The appointment is purely temporary and may be terminated at any time after giving one month noticefrom either side without assigning any reason. Appointing authority however reserves the right ofterminating the services of the appointees forthwith or before the expiry of the stipulated period of thenotice by making payment to him/her a sum equivalent to the pay and allowances for the period ofnotice. If the appointee wishes to resign from services or fails to give one month clear notice as aboveshe has to pay one month salary in lieu of the notice period.

(b) The appointees shall be on probation for a period of 2 (two) years from the date of joining to the post.

(c) The appointment carries with the liabilities to serve in any Government College of Arunachal Pradesh.

(d) Other conditions of service will be subject to her being found fit on verification of character andantecedents.

(e) The appointees shall join in the Government Law College, Jote within one month from 1st July, 2019failing which her appointment order shall automatically stand cancelled.

The appointment will be further subject to :-

1. Production of medical fitness certificate from the Medical Board, appointed/authorized by the Governmentof Arunachal Pradesh. Those who are already in Government service and examined by standingMedical Board and applied through proper channel need not, however, produce a fresh Medical certificate.

2. Submission of declaration in the form (Annexure-I) enclosed and in the event of the candidate havingmore than one wife or being married to a person having more than one wife, the appointment will besubject to him being exempted from the relevant Rules of CCS (Conduct) rules, 1964 in this behalf.

3. Taking an oath of allegiance/faithfulness to the constitution of India (or making of a solemn affirmationto that effect in the prescribed form on joining to the place of duty.)

4. Production of the release Order/NOC from the previous employer (applicable in the case of personswho are already in Government service).

5. Any training as and when assigned to her by the Government must be attended without fail.

6. If any given or information furnished by the candidate proves to be false and if the candidate is found tohave willfully suppressed any material fact, she will be liable to be removed from service/dischargedfrom probation and such other action as may be taken by the Government as deem fit.

7. No travelling allowance will be allowed for joining the place of posting.

period of the notice by making payment to him/her a sum equivalent to the pay and allowances for

the period of notice. If the appointee wishes to resign from services or fails to give one month clear

notice as above he/she has to pay one month salary in lieu of the notice period.

(b) The appointees shall be on probation for a period of 2 (two) years from the date of joining to the

post.

(c) The appointment carries with the liabilities to serve in any Government Colleges of Arunachal

Pradesh.

(d) Other conditions of service will be subject to his/her being found fit on verification of character and

antecedents.

(e) The appointees shall join in the college within 30 (thirty) days failing which his/her appointment

order shall automatically stand cancelled.

The appointment will be further subject to :

(1) Production of medical fitness certificate from the Medical Board, appointed/authorized by the

Government of Arunachal Pradesh.

(2) Taking an oath of allegiance/faithfulness to the constitution of India (or making of a solemn affirmation

to that effect in the prescribed form on joining to the place of duty).

(3) Production of the release Order/NOC from the previous employer (applicable in the case of persons

who are already in Government Service).

(4) Any training as and when assigned to him/her by the Government must be attended without fail.

(5) If any given or information furnished by the candidate proves to be false and if the candidate is

found to have willfully suppressed any material fact, he/she will be liable to be removed from

service/discharged from probation and such other action as may be taken by the Government as

deem fit.

(6) No travelling allowance will be allowed for joining the place of posting.

No.PERS-44/03(Pt).—WHEREAS, vide Government Order No. PERS-44/03/69 dated 3rd September,2018, Dr. Olik Taring, APCS (Senior Grade) while posted as EAC in DC's Officer, Itanagar Capital Complex,Itanagar and holding the additional charge of Chief Municipal Executive Officer of Itanagar Municipal Councilwas placed under suspension on the basis of a report received from the Superintendent of Police, SpecialInvestigation Cell (Vigilance) Itanagar that Dr. Olik Taring, APCS (Senior Grade) was arrested on 23rd August,2018 at Dehradun by an Officer of SIC (Vigilance) Police Station, Itanagar and was under police custodyexceeding the period of forty eight hours in a case vide FIR No. 15/2008 U/s 409/420/201/506/120 (B) IPC readwith 13(1) (c) (d) & 13 (2) of PC Act, 1988;

AND WHEREAS, the Competent Authority in exercise of powers conferred under the Sub-Rule (2) of Rule10 of the Central Civil Service (Classification, Control and Appeal) Rules, 1965 placed the said Dr. Olik Taring,APCS (Senior Grade) under "deemed" suspension with effect from 23rd August, 2018 till further order videGovernment Order as referred vide Para 1 above;

AND WHEREAS, Dr. Olik Taring, APCS (Senior Grade) was arrested and investigation is under processfor his involvement in illegal appointments of large numbers of Junior Engineers, Lower Division Clerks, UpperDivision Clerks Sanitary Assistants and Contingency Staff in Itanagar Municipal Council. It was noticed thatDr. Olik Taring has indulged in gross misconduct and has acted in a manner which is totally unbecoming of aGovernment servant. It was also noted that he was involved in criminal conspiracy and issued appointmentorders to large number of candidates at various levels, absolutely in an illegal manner, violating and floutingRules and guidelines prescribed in this regard and also without obtaining any approval for creation of posts fromthe Government;

AND WHEREAS, the matter was discussed and deliberated in the Suspension Review Committee (SRC)headed by the Chief Secretary, Government of Arunachal Pradesh held on 24th October, 2019.

AND WHEREAS, after detailed deliberations and taking into consideration the serious charges of thegross irregularity, illegality and grave misconduct by the officer, and in view of the fact that Criminal proceedingshave been initiated against him, and that he was arrested and was in police custody for 7 days, the SuspensionReview Committee recommends that the suspension of Dr. Olik Taring, APCS (Senior Grade), EAC, shall beextended for a further period of 6 (six) months with effect from 16th November, 2019 to 13th May, 2020;



AND WHEREAS, the Competent Authority after due examination of all the facts and circumstances of thecases and documents placed on record has accepted the aforesaid recommendation of the Suspension ReviewCommittee.

NOW THEREFORE, the Governor of Arunachal Pradesh, in exercise of powers conferred by the Rule

10(6) of the CCS (Classification, Control and Appeal) Rules, 1965, hereby extends the Suspension of said

Dr. Olik Taring, APCS, (Senior Grade) for a further period of 180 days with effect from 16th November, 2019 to

13th May, 2020.
