Deciding factorsOne key contributor tocontinuing recovery in allsectors is of course the labourmarket, which seems steadierthan before. Low interest rates,which last year reduced thethreat of repossessions for asignificant number ofhomeowners, will likely remainthe same for the majority of theyear, easing the pressure on themarket for the immediatefuture at least.

Sales resurgencePhillip Lawton, a director atSutton Kersh, is oneLiverpool agent who isconfident the steadyresurgence will continue intoa new decade. He commented:“Last year was a game of twohalves, with the market verydepressed up until May. Sincethen there has been a steadyimprovement. The increase inactivity, rising sales figuresand growing prevalence ofprofessional investors areindicative of renewedconfidence in the market. Themarket remains vulnerablebut so long as there is nofurther deterioration in thebroader economy then Iwould expect the resurgencein the housing market tocontinue into next year. Ipredict that there will be moreproperties sold in 2010 than in2009 and that there will be amodest recovery in values. Ialso predict that there will bea change of government,putting a big question mark

over the future of HomeInformation Packs.”

Steady progressA view commonly held amongcommentators is that the yearwill bring slow, steady, gradualimprovements to the state ofthe property market. Key tothat continued stabilisation,believes Venmores director RobFarnham, is the continuedinflux of professional investorsback into the market. Robcommented: “Funding willonce more be the key to themarket in 2010. The end of2009 has seen the return of theprofessional investor as pricinghas stabilised. I don’t think wewill see any movement inprices during 2010 and I thinkthe stability will breedconfidence, which will in turngenerate sales.”

Return of investorsAlan Bevan, managing directorat City Residential, believes aninflux of investors willeventually put the market in ahealthier position. Hecommented: “This may well bea tough year and we should beprepared for a long slowrecovery. Eight out of the last10 housing recessions haveseen a dip during the recoveryphase and there is no reason tobelieve that this will nothappen again. Saying that themarket is being held back bypoor funding and there is nodoubt that this can onlyimprove. Repossessions mayincrease slightly but prolonged

low interest rates will continueto offer some respite. All in allthere is a tough year ahead,although there are some signsof optimism in places.”

Stamp duty holidayThe number of property salesincreased as 2009 progressed, afactor helped in no small partdue to the stamp duty holiday,which positioned the taxthreshold at £175,000 ratherthan the usual £125,000. Manyin the market would have likedto have seen the tax holidayextended beyond 2009 and helpcontinue the momentum in thesales market. SimonRubinsohn, chief economist atthe Royal Institute ofChartered Surveyors,commented: “It is verydisappointing that thechancellor has not taken theopportunity to extend thestamp duty holiday forpurchases of residentialproperty. Although activity inthe market has begun to pickup, transactions still remainwell down on historical norms.Rather than simply revertingback to the previous structurefor stamp duty, we believe thetime is ripe for a fundamentaloverhaul of the tax.”

Lenders loosen upThe availability of mortgageswill also be a major factor indetermining the number ofsales. Lenders have adopted amore frugal approach in recenttimes, with the majority ofbuyers now requiring a 25 per

cent deposit to secure their newhome. Dave Roberts, managingdirector of Liverpool-basedTrinity Mortgage & Finance,believes some lenders willslowly start to loosen the pursestrings. He commented: “Theavailability of mortgagefunding seems to be easing,albeit gradually, with interestrates falling and loan to valuesincreasing. Lenders seem to beplanning to lend around 40 percent more in 2010 than theydid this year. I understandthere are up to 30 lenders whohave applied to the FSA tobegin providing mortgagefinance in 2010. This has to begood news as more competitionis what the mortgage marketneeds as it will keep rates andfees down and drive loan tovalues higher.” Dave added: “Ifeel more lenders will beprepared to return to offering90 per cent mortgages, withsome already in this market.We may even see lendersoffering 95 per cent dealslimited to borrowers with anexcellent track record.”

Hope springsThe world economy remains ina delicate state and few wouldbe foolhardy enough to suggestwe will see a buoyant propertyboom any time soon. It maynot be time to start popping thechampagne corks but a greatdeal of market experts arehopeful that the upturn seen inthe second half of 2009 cancontinue into the new year andbe measured as steady progress.

Claire Hollyoak, lettings account managerat Whitegates, found her way into propertywhen her desire for a career change found anopportunity at a national housebuilder.

How did you get into property?I had been working as a dental nurse and really wanted tofind a new career which would allow me to branch outwith new challenges. I began working at Bellway as anaccount assistant. A colleague at the time had contacts atWhitegates so I knew there was a position available. Iwent for an interview and really felt it would be a greatorganisation to work for.

How has your career progressed?I took on this role a year and a half ago and it’s been agreat step up. This allows me to have direct contact withlandlords and clients. I love the variation of each day andfind it so rewarding when clients are happy. I’m hoping togain more experience on the sales side, market appraisalsand dealing with solicitors, and my aim is to just keepprogressing in the industry.

What are your favourite websites?I love browsing products on M.A.C. makeup’s site andI recently bought some great bronzer online. I also likeDelia Smith’s page as she has some brilliant recipes –the homemade leek and potato soup has become mysignature dish!

Ownership of two homes in the UK is becoming more commonas couples who both own houses marry, houses are inherited,parents buy houses for their children to live in, or people justbuy a place in the country, either to let or to escape to atweekends. Owning two houses however does have significantCapital Gains Tax (CGT) implications.

Q. When my husband and I got married two years ago, we keptour individual houses because of work; we couldn’t live togetherat the time. We are now planning to sell both the houses, in orderto buy a larger house together. What is the tax position? In thecurrent climate we do not know the houses will take to sell.

A. The answer is greatly dependent on whether you have passedyour 3 year wedding anniversary at the time when you sell thehouses. If you have not then things will be much simpler. Thefinal 36 months of ownership of a property is treated as thoughyou lived there, whether you did or not, allowing you bothto claim this ‘deemed’ principal private residence relief, andexempting the whole period of your ownership from CapitalGains Tax.

The situation if you have passed your three year weddinganniversary when the houses are sold is a little more complex,because as a married couple you cannot under normalcircumstances have two Principal Private Residences (PPR’s).

Firstly, if there were exceptional circumstances which preventedyou from living together then you may like to get in touch withthe taxman to see if HMRC will allow you, by concession, to eachhave a Main Residence for that period. Otherwise you will haveto nominate one of the properties as your Main Residence. Thisshould be done within two years of your marriage. In general itwould be sensible to nominate the property which you believehas risen in value the most to be your PPR.

Q. Would letting out one of the houses make any difference?

A. Possibly yes, as that property would then qualify for letting relief,exempting up to £40,000 of gain as well. This would need to beintegrated with the correct Main Residence nomination.

In summary with a little judicious planning, it should be possibleto minimize or even eliminate completely any tax bill.

Why did you choose thisproperty? I’ve moved here from London,and wanted to live in Liverpoolcity centre, so this apartment isin an ideal location. It’s a shortwalk into town, and is easy forme to get to work. I also have acar and needed somewhere withoff road parking.

Is it furnished?No, the flat was empty so I hadthe freedom to imagine exactlyhow I would set the place up ifI bought it. What really sold itto me was the balcony - it wasmuch larger than I wasexpecting and provided a greatview of Liverpool. I liked theproperty the moment I walkedinto it. There was a great dealof space in the bedrooms andthe living areas.

How are you using your livingspace?We have about five bookshelvesto put up in the living area aswell as a writing bureau. As theliving area is one large spacewith the kitchen included, we’llhave a kitchen island anddinner table towards the backof the room too.

What are the bathrooms like? The bathrooms have whitefittings and black galaxy tiles;it’s nice and simple.

How are you using the secondbedroom?The spare room will be muchthe same as the masterbedroom, and will be ideal forwhen family and friends comeand visit.

As a first timebuyer I was pretty cluelessabout what I needed to do, andthe timescales to follow, butthey were really patient withme and explained the process.

Are you looking forward to the Strictlylive tour?I can’t wait. I’m really excited about it. I’vebeen doing all that training and dancing forso long and I loved learning all the moves.The only thing I didn’t like was standing inthe spotlight for the judging, so the tour isall the things I love about the show. Even ifyou’re in the bottom three it’s great becauseyou’ll still be performing the next night.

Do you think the live tour will be lessnerve-wracking than the TV show?I used to get terrified before the show sothere’s less pressure in that respect butinstead of performing for live TV we’ll be athuge stadiums like Wembley and the O2. Ithink the first few times I’ll always beterrified, that’s just in my nature. Once I getinto a groove with it I’ll go out and reallyenjoy the dances. What I love about the liveshow is that everyone gets behind it soenthusiastically because they’re all such bigfans. The atmosphere will be brilliant.

Which couples have really impressedyou this series?I loved Natalie and Vincent. Natalie is avery good friend of mine and I have reallyenjoyed watching them. The whole thing hasbeen a pleasure to watch because everybodys had something to add. Ali is a fantasticdancer and then there are people like RickyWhittle and Jade. I was really gutted whenshe couldn’t dance again. The show has beenso mixed this year, it’s just great.

Did you feel harshly done by to bevoted off the show?I think it was a bit of a surprise. I was reallyupset on the Monday after more thananything because I’d got used to being taughtthe different moves every week. That wasreally sad when it sank in. James and I bothfelt that because of the public responseswe had a feeling that we werepossibly going to go out anyway.Originally we never reallythought we’d be gettingbeyond weeks one or two,never mind seven.

You played something ofan infamous character inFootballer’s Wives. Do youthink any of the stories ringtrue for the real life WAGs?I certainly hope not – that wouldbe terrifying! There were some quiteextreme characters in Footballer’s Wives soI certainly hope none of the WAGs areanything like Tanya Turner. I think theWAGs in Liverpool always look reallystunning. You always see them out andabout with their Cricket bags and theyalways look fantastic.

Do you have any new productions linedup for 2010?The tour ends in February, so until wefinish that we’ll play it by ear. It’s beenyears since I’ve done drama so I think it’stime to get back to that.

You’ve done some presenting inthe past. How does that compare toacting?I love presenting. I was presenting while Iwas pregnant and that was nice. I didn’tfeel it was right to be pregnant while I was

playing a role were I wasn’t pregnant,so I was never going to feel too

self-conscious while I waspresenting. It worked

out really well for me.

What are yourpassions outsideof acting?I really enjoy goingout for dinner and

I’m sure I’ll get achance to try some of

the fabulous Liverpoolrestaurants during the

daytime. I also love walkingand I love watching films. I like a

massive cross-section, from Betty Davisand Joan Crawford to films like IngloriousBastards. I’ve just watched SherlockHolmes and that was amazing. The onlygenre I don’t like is horror. Every time myhusband Jim tries to put a horror film onI’ll give it a go and he’ll fall asleep, so I’llhave to turn off all the lights at the end ofthe night on my own.

Under the guise of the notorious Tanya Turner in ‘Footballer’s Wives’, actress Zoe Luckernegotiated her way through a host of husbands, flings, murders and other evil schemes to keep

her place at the top. More recently, Zoe was doing her best to impress the ‘Strictly ComeDancing’ judges, as one of the dazzling stars of the show. The affable actress caught up with

TILES WITH STYLEOur conservatory is looking very unloved, as we really

don't use it except to store the garden furniture. I've said thisyear we are going to update it. My problem is I'm worriedabout having a new floor laid as we have under floor heating.

Yes, you can lay tiles over existing tiles. It would be worthgetting a professional tiler to do this as the floor first needs tobe cleaned thoroughly and the correct products need to beused. The existing tiles need to be primed and then youwould need to lay the new tiles using a flexible adhesive andgrout. Before you purchase your new tiles, it would be worthyou considering the depth as this will effect how much yourdoors etc. will need to be trimmed. Then feel free to make themost of your conservatory and enjoy the extra space!

At 62 Castle Street, stunningVictorian architecture bringstranquil luxury to the heart ofthe city centre in MerchantsBar & Restaurant. The venue,decorated in opulent shadesin keeping with its highceilings and architecturaldetail, opened in August 2008.It’s now preparing for theNew Year with deliciousincentives for shoppers andthose in the business district.David Caught, MuseDevelopments’ sales andmarketing director is visitingthe city to meet the agents,King Sturge, charged withsales at the St Paul’s Squaresite. As he joins me for lunch,he remarks on its impressiveinterior setting, and theappeal of the city as a whole.

With the incentive forbuyers to purchase one andtwo bedroom apartments at StPaul’s Square on thegovernment’s HomeBuyDirect scheme, the market hasreally picked up of late, toMuse’s advantage: “It’s afantastic scheme which allowspeople who don’t have a hugedeposit to becomehomeowners, and St Paul’sSquare is the onlydevelopment in the citycentre to offer it. Since the

prices of the properties wereadjusted to reflect the market,the take-up has beenphenomenal.”

Quality and choice are alsotenets at Merchants, wherestarters range from eggsbenedict with parma ham orsmoked salmon, to salt andpepper squid. MuseDevelopments’ work in theUK is equally diverse, withprojects in Reading,Plymouth, Leeds andManchester as well asLiverpool, but an overallfocus on delivering successfulschemes in urbanregeneration areas. Of course,St Paul’s Square no longerseems to fit the ‘regeneration’category, as the area hastransformed dramatically inrecent years. The appeal ofthe properties to first timebuyers, young professionalsand retired couples is attestedto by the scheme’s agents.

For our main courses,David orders the pennecarbonara with wildmushrooms and pancetta,while I opt for the ‘MerchantsClassic’ chicken pie with puffpastry, leeks and tarragoncream. David’s career pathalso followed a traditionalroute. From working at an

estate agent’s after leavingschool, he moved into sellingnew build properties. Hebegan running his ownbusiness as a consultant, andthat led him to work on arange of projects for nationalhousebuilders. Over abrowsing of the dessert menu– which offers Everton mintcrème brulee and bread andbutter pudding with orangemarmalade - and coffee,David reveals he is relishinghis current role: “The newbuild side to the business hasalways fascinated me, andworking for Muse onlandmark sites is veryexciting. Although I’m verymuch focused on the salesside, the large-scale projectsare a very interesting businessto be involved in.” He added:“Melissa Porter, the TVpresenter on property, wasvery impressed with St Paul’sSquare when she visited andput together a piece for thewebsite. The units are muchlarger than you’d expect for acity centre apartment, withtwo bedroom apartments at900 sq ft – typically you’d seesomething more like 700, or750 sq ft – and one bedroomapartments at 590 sq ft.”

The firm is also busy

completing new sites inWakefield and Canning Town,again with a mixture of officeand residential units, andcreating landscapes for thefuture. For David, theLiverpool scheme successstory unfolded, despite adifficult climate, because ofthe specification of theproperties and the developers’vision: luckily, that seemsto be something which is setto continue.
