Develop policies and oversee the proper implementation of the ODPH based on local and international standards on open data;
Ensure compliance of agencies with the ODPH;
Conduct periodic reviews of the administration and operation, policies, rules, and regulations governing the ODPH, and update the same in order to reflect best practices and international standards;
Align its policies to government data and information disclosure initiatives such as Executive Order on the Freedom On Information, the Data Privacy Act, the Intellectual Property Code of the the Philippines, etc.; and
Create, issue, and implement National Action Plans for Open Government Data

Establish, implement, operate, and maintain the ODPH portal and shall ensure the efficiency, reliability, and security of the ODPH portal;
Ensure that the ODPH’s web-based content and services are integrated into the National Government Portal;
Collect and publish government and non-government datasets on the ODPH portal; and
Harmonize all existing open data portals of the government.

Coordinate with government and non-government agencies to promote open data disclosure in the Philippine government;
Conduct outreach programs to mainstream data sharing and disclosure; and
Align the ODPH to the Freedom On Information (FOI) initiatives of the government.

Promote the use of open data standards and formats to statistical data wherever applicable;
Create and implement ways to ensure that published data are usable, searchable, and accessible;
Ensure the integration of all public statistical data to the ODPH.

Ensure the alignment of the ODPH plans, programs, and policies with the initiatives of the Participatory Governance Cluster, particularly the Open Government Partnership;
Promote the release of publicly available data by including the publication of open data on the requirements of the Transparency Seal.
