Dr. Sharma spoke about growing population in Gautam Buddh Nagar, the villages inside Noida which earlier used to have 5000 population now they are 50000 in numbers today. Dr. Sharma further said that the town planner of Noida even forgot to provide space for Garbage dumping while creating sectors but at last the Cabinet Minister said that public representatives, MLA, MPs and civic bodies officials should be more responsive to deliver better amenities to Residents. He said as a minister I will provide full support to NGY to curb pollution and waste management. Finally the Minister assured Developing Noida as a world class city very soon. Other Eminent persons like Honorable MLA Noida Shri Pankaj Singh present on the dais said that the city administration has been asked to become more responsible to public grievances. thwas set up during emergency on 17 April 1976. It was designed as a planned city to share the over increasing burden of Delhi. Now it is a part of NCR. It has become a hot spot for IT and IT-enabled services industry. Many companies have established their business in this city. However, despite all the best intentions, Noida has failed to achieve its goal of providing better quality of life to its residents. There is no proper system of disposal of garbage. It can be seen scattered all over the city. Supply of good quality of potable water is still a dream. Sewage system is inadequate. City is full of open drains which are seldom cleaned. The public places are not differently abled /senior citizens friendly. Markets are dirty, full of potholes and without toilets. Law and order and traffic are other problems that the Noida Authority has failed to satisfactorily deal with. With the development of many new sectors and Greater Noida West, the

This has further contributed to its population growth. Since the Noida Authority has been unsuccessful to address these issues, the time has now come to look for some alternative mechanism to deal with these problems. Noida Federation of Apartment Owners Associations (NOFFA) which has recently been registered to look after the interests of the Apartment Owners in Noida, Greater Noida and other areas of District Gautam Budh Nagar can play an important role to precisely idenfy the problems, systematically examine, analyse and estimate their magnitudes and suggest possible ways and means to the concerned Authorities. Since the problems do not belong only to apartments, other apex bodies Noida like FORNWA, CORNWA and some NGO's active in respective fields can also be roped in make the platform stronger to plead the case before the Noida Authority. It is hoped that The Board of Management of NOFAA will consider these matters and take appropriate measures in the interest of not only apartment owners but also of all residents of

WHICH IS BETTER?

A lot many brands of artificial sweeteners are available today in the market.

Thinking them as healthy alternative diabetics and people trying to lose

weight opt for artificial sugars and even Diet Cokes or Diet Pepsi.

Artificial sweeteners won't raise blood sugar levels in the short-term but

regular use causes change in the balance of gut bacteria. This can make cell

resistant to insulin leading to increase in both insulin levels and blood sugar

levels. It does cause the release of insulin because the sweet taste will cause

release of insulin. However, on not finding the sugar present it will make you

crave for other sugary refined foods. So eventually you will end up eating

more.

HEALTH HAZARDS: Migraine, Headache, Dizziness, Altered taste buds,

Hypothyroidism,Toxic liver,Breathing problems, Cancer, Toxic kidneys,

Bloating, Diarrhoea, Nausea,Eczema, Nerve damage, So, the other healthy

alternative is STEVIA, the sweet plant - the zero calorie natural artificial

sweetener. Stevia extract is around 200 times sweeter than sugar. There are a

lot of Stevia options available today. Three main categories are:

1. Green leaves Stevia ,2. Stevia extracts

3. Altered Stevia (available in crystalline form used like the popular artificial

sweeteners) Green leaves Stevia are just the dried Stevia leaves used as a

natural sweetener and health remedy. It is around 30-40 times sweeter than

sugar.

Stevia leaves extract can be very easily prepared at home.

SO WHERE'S THE PROBLEM?

The WORST OPTION is Altered and overly processed Stevia like popular

artificial sweetener brands have come up with. It is really not Stevia at all by the

time the leaves go through a 42 step process to make this processed

sweetener. First, the rebaudioside is extracted from the Stevia leaves and then

chemical solvents are added, including acetonitrile, which is toxic to the liver

and is a "carcinogen". Then the producers add in a GMO corn derivative called

"erythritol". These processed Stevia products are about 200 to 400 times

sweeter than sugar but are definitely LOADED PARTLY WITH THESE

CHEMICALS. Due to growing awareness about the detrimental effects of

artificial sweeteners, the popular brands are now coming up with the

crystalline form of the overly processed "Altered Stevia" which contain part of

the harmful chemicals too.

and the health of Noida citizens.Waste collection and waste disposal would play an extremely important role in making Noida clean and elevating it to the top 10 best cities of the country. The most important reason for waste collection is the protection of the environment and the health of Noida citizens. It also makes a substantial impact on people's health and directly helps the government to run their various health programs. Waste can cause air and water pollution. Rotting waste is known to produce harmful gases. Rotting waste also produces foul smell which can cause nausea among people who come into contact with it. It can also be a source for waterborne diseases such as cholera and abdominal discomfort. Planning the waste management and recycling of the waste produced in NOIDA is not an easy task. It requires lot of logistical planning, s c i e n t i fi c k n o w l e d g e a n d understanding in order to balance the impact on the environment and the cost effectiveness of the process. Waste management and recycling companies are under tremendous pressure these days

to perform as the demands of Noida citizens increase to keep the city clean. Resources and landfill sites with the Noida authority are limited. To ease the pressure on Noida authority. The r e l e v a n t S o l i d W a s t e Management Rules 2016 from the

Ministry of Environment, Forest and C l ima te Changes a re reproduced below:-Quote: From Rule (4)All resident welfare and market associations shall, within one year from the date of notification of these rules and in partnership with the local body ensure segregation of waste at source by the generators as prescribed in these rules, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorised waste pickers or the authorised recyclers. The bio-degradable waste shall be processed, treated a n d d i s p o s e d o f f t h r o u g h composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local body. All gated communities and institutions with more than 5,000 sq m area shall, within one year from the date of notification of these rules and in partnership with the local body, ensure segregation of waste at source by the generators as prescribed in these rules, facilitate

The wet garbage is the kitchen waste which goes for generating manure via compost machines (can be done in-house or outsourced). And the dry waste that consists of plastic, paper waste, polythene etc, goes to an authorized vendor for recycling. We also need to ensure the waste is treated in an environment-friendly manner by mak ing compos t and fu r ther recycling waste by 100%. 1. Apropos Article titled ''High Court Re-visits Definition of an Apartment Owner"' by Shri Vinod Agarwal published in 'Samvada's' October, 2017 issue.2. The Hon'ble High Court of Allahabad disposed of 4 Civil Misc. Writ petitions Nos: 33826 of 2012, 46099 of 2012, 15782 of 2010 and 12110 of 2013 by passing a Common order covering all the 4 Writ petitions on 14th November 2013. 3.There were 3 main issues before the Hon'ble High court viz.(a) Builders' related issues affecting RWAs and AOAs and individual owners of Apartments(b) Definition of 'apartment owner’(c) Mechanism for resolution of disputes4.In this Article, I wish to clarify what the Hon'ble High court has said about an 'apartment owner'. Prior to the enactment of U.P. Apartment Act,2010, there was U.P. Flat owners Act,1975 which stands repealed after enactment of the new Act of 2010. Under the old Act of 1975, there used to be Residents Welfare Associations (RWAs) which were expected to look after the welfare of all the residents irrespective of ownership of Flats.5. The new Act of 2010 speaks of Apartment owners and Apartment owners Associations. Apprehending that some 'crazy' owners might deny access to common areas, common facilities and services to family members (other than owners), tenants, employees of Companies (who have either purchased apartments or taken them on lease) ON THE GROUND THAT THEY ARE NOT OWNERS, the Hon'ble High court, in its wisdom, expanded the definition of 'apartment owner' in order to allow family members (other than owners), tenants and employees of Companies ACCESS TO COMMON AREAS, COMMON FACILITIES AND SERVICES without any objection from Members of Apartment Owners Associations. This is the rationale behind the expanded definition of 'apartment owner'.6. Will a family member (other than an owner), tenant, employee of a Company become the owner of the apartment in which he/she is living?Will a family member (other than an owner or the first owner in the case of joint ownership, tenant, employee of a Company be able to vote in the election of office-bearers of the Board of Management?Will a family member (other than an owner or the first owner in the case of joint ownership, tenant, employee

of a Company be able to contest for the posts of office-bearers of the Board of Management?THE ANSWER TO ALL THESE 3 QUESTIONS IS A BIG NO.]7. There is not a single word in the entire judgment of the Hon''ble High court about the right to vote or the right to seek election. In fact these issues were not raised in any of the 4 Writ petitions referred to in Para 1 above. Hence, the Hon'ble High court did not deal with these issues at all.8. As per Clause 4 of the Model Bye-laws, Membership of an Apartment Owners Association will be available only to the first owner in the case of joint ownership of an apartment. Clause 5 stipulates that the person whose name appears first in the share certificate ALONE has the right to vote and, hence, the right to seek election.9. The Govt. of Uttar Pradesh have, long after the judgment was delivered by the Hon'ble High Court of Al lahabad on 14th November,2013, issued clarifications regarding right to vote/right to seek election and Membership of an Apartment Owners Association vide emails dated 5th November,2015 and 15th December,2015 respectively. The clar ificat ions were publ ished in 'Samvada' December,2015 and January,2016 issues respectively.10. I have a copy of the full text of the Judgment of the Hon'ble High court of Allahabad.
