ChangestothesystemofobtaininganEDNincludetheuseofaninteractiveelectronicclearanceandreportingsystem.ThissystemiscalledEXIT(EXportsInTegrationSystem).

What sort of financial documentation is involvedin the import/export of goods?

Tradingingoodsgeneratesincomeforthecountryexportingthegoods.Financialinstitutionsareinvolvedasmoneychangeshands.Becauseofcurrencyfluctuationsandtheriskofbaddebtorsornon-payment,avarietyofmechanismsareusedtoensurethatthesellergetspaid(andthebuyerreceivesthegoods).

Boththeimporterandexporterwilltrytominimisetheriskinvolvedinthetransaction.Theoutcomeofthemethodormechanismofpaymentandwhotakesonthegreaterriskwilldependontherelativebargainingstrengthofthetwoparties.

addsconfirmation(acceptsthecreditriskifalltermsandconditionsaremet),theroleofthebankismerelytopassontheinformationtotheexporter.

Theexporterorsellershouldexaminethetermsandconditionsonthedocumentarycredittochecktheseagainstwhathasbeennegotiatedandformalisedthroughacontractandthatthetermsandconditionscanbemet.

Ifdetailsareincorrect,notaccordingtoagreementsreachedornot

possibletomeet,theexportershouldcontactthebuyerviatheadvisingbanktotakeactionthatmightincludeamendingthedocumentarycreditordelayingshipmentofgoodsuntilthematterisresolved.

What documentary requirements are involved intransporting dangerous goods?

Transportbyship

ThetransportofdangerousgoodsissubjecttoindividualcountriesregulationsbuttheInternationalMaritimeDangerousGoodsCodeusuallyappliesfortransportbyship.TheresponsibleAustralianauthorityistheAustralianMaritimeSafetyAuthority.Enquiriesshouldbemadewiththisauthoritybeforeexportingdangerousgoodsbyship.Thecomparableauthorityinthecountryofdestinationshouldalsobecontacted.

Companiesandindividualsinvolvedinthepacking,storage,handling,transportationandshippingofdangerousgoodsshouldfamiliarisethemselveswiththerequirementsofIssue5ofMarineOrdersPart41andanyadditions(4attimeofwriting)published.Theseregulationsbecameeffectiveon1January2002.

UndertheseregulationsitisnolongerrequiredtoprovideAMSAwithanintentiontoshipdangerousgoods.Theshipper,however,mustprovidenoticetotheMasterand/orconsolidatorasrequiredandtheconsolidatormustalsoprovidenoticetotheMaster.Notificationto

theMastershouldbesentassoonaspractical,andpriortothegoodsbeingplacedonboardtheship.TheshippermustalsoprovideacopyoftheMultimodalDangerousGoodsFormtoAMSAwhenevertheSurveyor-in-Chargerequests(availableviaAMSAwebsite).

Correctpackinganddocumentationforconsignmentsofdangerous

goodsisessentialsothatpersonnelengagedinthetransportandhandlingofthedangerousgoodscargoarenotexposedtorisk.Forthisreasondeclarationsastopackaginginaccordancewiththelegalrequirements,andcontainerpacking,shouldbeentrustedtopersonswithintheorganisationdirectlyresponsibleforthesupervisionofsuch.Thepersonnelengagedinthepackingofdangerousgoodsandthepreparationofdocumentationshouldbecompetenttoperformthesetasks.Themanagementofsuchcompanieshasaresponsibilitytoensurethatappropriatetraininghasbeenprovidedforthesepersonnel.

TheAMSAwillcontinuerandomandtargetedinspectionsofvesselsloading,unloadingandcarryingdangerousgoodsaswellascontainersbeingstuffedorunstuffed,withdangerousgoods,atterminalsanddepots,aspartofitscompliancemonitoringprogram.

Penaltiesapplytothefalsedeclarationofdangerousgoods,andtoincorrectpacking,stowageandcarriageofdangerousgoods.

Forairtransportofdangerousgoods,AustraliaisasignatorytotheChicagoConventionoftheInternationalCivilAviationOrganization(ICAO)whichgovernsinternationalaviation.Annex18ofthisconventioncoversthebroadprinciplesrelatingtothecarriageofdangerousgoodsbyair.ManyairlineoperatorsusetheInternationalAirTransportAssociation(IATA)dangerousgoodsregulationswhichadopttheICAOTechnicalInstructionsandachieveanevenhigherstandardinsomeareas.

InAustralia,therelevantbodyistheAustralianDangerousGoodsAirTransportCouncil.Thisisamulti-organisationalbodycomprisingofrepresentativesofthemajorandregionalairlinesfromAustraliaandNewZealand,dangerousgoodstrainingorganisations,domesticandinternationalfreightforwards,AustraliaPost,packagingmanufacturersandCASA.

TherelevantAustralianlegislationistheCivilAviationAct1988andCivilAviationRegulations.Undertheseregulations,cargoshippedby
