Addressing the Forest Service Officers, the President said that they have chosen a very noble profession. Forests have always been special to Indian ethos and culture. Our civilisation has derived its intellectual and spiritual strength from forests. These forests, therefore, are not merely a resource but they also cover the cultural, spiritual and intellectual heritage of the country. The onus of Strike balance between conservation needs, development requirements: President to Forest Officers protecting this heritage is now on the Forest Service Officers. On them lies the responsibility of ensuring environmental security, accommodating the sustainable development needs of the country. The President said that in the past few decades, the world has woken up to threats to the very survival of humankind due to environmental degradation, depletion in forest cover and above all global warming leading to climate change. India has emerged as a global leader in handling complex climate change issues. Our National Forest Policy envisages 33 per cent of (Contd. on last page) Port Blair, Aug 3 RK, a 31 year old worker, with the Forest Department at Diglipur, met with an accident when the motorcycle he was riding collided with a bus near Kalighat Power House at around 1:45 pm on 27.12.2016. His right lower limb was shattered with comminuted compound fractures of his thigh, leg and a crush injury that had fractured almost all the bones of his foot, he was also losing a lot of blood. With the help of the local public and the Forest Department officials, he was immediately shifted to Diglipur CHC. The Chief Medical Officer of the CHC Dr. Jaya Biswas and her team Life-threatening polytrauma case successfully managed by DHS & ANIIMS-GBPH Orthopaedics Department expresses gratitude attended to the patient. The patient was in hemorrhagic shock due to excessive loss of blood from his injuries. 2 units of blood were immediately transfused and the right lower limb was splinted after dressing the wounds. As the regular Helicopter was not available, with the help of the DFO (Diglipur), a Navy Helicopter was arranged, which airlifted the patient to Port Blair within a matter of 2 hours. The ANIIMS G.B.Pant Hospital Orthopaedics Department had been informed of the airlift. HOD Dr. Amit Ray and Dr. Sunil Baliga, Senior Resident in Orthopaedics were waiting for RK who arrived at the hospital by 8PM. The team immediately started resuscitating and stabilizing the patient. RK was in a state of shock and his blood pressure was unrecordable. The multiple wounds in his right lower limb were thoroughly washed and sutured. The fractures in his lower limb were stabilized with POP slabs. The right foot was crushed and looked unsalvageable. Next morning, he underwent fixation of the femur (thigh bone) with an Intramedullary Interlocking Nail and debridement of the foot. The bones in the foot were (Contd. on last page) Port Blair, Aug 3 The Andaman and Nicobar Administration vide notification dated 26th July 2017 has amended the Andaman and Nicobar Islands Land Revenue and Land Reforms Rules 1968, and has brought some changes in it. According to a press release received here form the Sub Divisional Officer, South Andaman, the Land Use Committee has been constituted with Chief Secretary as Chairman, Principal Chief Conservator of Forest, Principal Secretary/ Secretary (Revenue), Secretary (Tourism), Secretary (UD), Deputy Commissioner of area concerned, Country and Town Planner as Members and the Deputy Secretary (Revenue) as Member Secretary. All the diversion cases above 500sqmts will be taken up by the said committee. From now on, the tenant should compulsorily develop the land /project in full shape, as per the Detailed Project Report (DPR) submitted at the time of applying for diversion within a period of 03 years from the date of diversion. If the applicant fails to do so, then penalty (as notified separately) shall be imposed by the SDO immediately on the date of lapse of window period and recorded as encumbrance in the land records (ROR) till the tenant clears his dues. The penalty will increase on year to year basis by 100%. The applicant shall not transfer the land within 10 years from the date of diversion. If the applicant wants to transfer the interest of the land without executing the project/plan within 10 years from the date of conversion then the advantage of land conversion shall not be transferable and the land shall be transferred on with its original land Rules amended for diversion of land Land Use Committee constituted with Chief Secretary as Chairman Port Blair, Aug 3 The Directorate of Health Services, A&N Administration & Union Territory Health Mission, A&N Islands in association with Directorate of Social Welfare, A&N Administration is observing 'World Breastfeeding Week' from August 1 to 7, 2017 with the theme 'Sustaining Breastfeeding Together' in A&N Islands along with rest of the country to focus attention on important aspects of protection, promotion and support of breastfeeding. In this connection, the State Health Education Bureau and Family Welfare Bureau of DHS conducted a healthy baby contest in the Community Hall, Shadipur, Ward No-15 recenltly. About 75 mothers along with their children participated in the contest. The contest was conducted in three categories 0-lyears, 1-3 years, & 3-5 years. Smt. Sheela Singh, Councilor, Ward No. 15 was the chief guest on the occasion. An awareness programme was also organized at ICDS Training Centre, Atam Pahar, Port Blair for Anganwadi Workers to sensitize on the important aspects of promotion, protection & support of breastfeeding and Infant & Young Child Feeding Practices (IYCF). She appreciated the short films produced by the (Contd. on last page) Mumbai, Aug 3 Reserve Bank of India Deputy Governor Shri S S Mundra has asked banks to work towards account number portability, as it will be a far-reaching step towards enhancing competition and improving customer service. Speaking at the annual conference of banking ombudsmen in Mumbai recently, he said banks should look forward to providing more choices to the new generation of customers who are more technology savvy. Shri Mundra said this will be further accentuated with the possibility of portability of accounts and urged the banks to work towards account number portability. Shri Mundra also referred to issue of the rising trend of loss of cheques from drop boxes and the lack of alacrity shown by banks in redressing such complaints. He asked the banks to look at the RBI asks banks to work towards account number portability possibility of setting up a common account and compensate the customers immediately from the pool, without waiting for recovery of the amount from insurance. Referring to the tenets of the Charter of 'Customer Rights', Shri Mundra asked the lenders and the Indian Banks' Association (IBA) to work towards evolving a common platform to provide a comparative and transparent view of various products and services.

further plastic surgery. RK's brother MK said "the doctors

there were shocked to note that a person with such grievous

injuries was so efficiently managed. In fact they also were

astonished that the patient was referred to them as they had

only very little to do to complete RK's treatment". He

underwent plastic surgery to reconstruct his foot and only

three toes were amputated due to gangrene.

The patient retuned to Port Blair on 8.2.2017. He was

readmitted in ANIIMS GB Pant Hospital for rehabilitation.

He reported back to duty on 1.06.2017.

It is improbable that anywhere in India, except for the A&N

Islands, a patient with such grievous life threatening injuries,

more than 300 kms away from the nearest Secondary Medical

Center could have been managed without loss of life or limb

or permanent disability.

The Department of Orthopaedics, ANIIMS GB Pant Hospital

has expressed gratitude to Dr. Shipra Paul, Director of Health

Services for coordinating the whole exercise, Dr. Jaya Biswas

and her team at Diglipur CHC, the Indian Navy for airlifting

our patient at such short notice and the Plastic Surgeon

affiliated to the DHS, who reconstructed his right foot, a

communicaton said.

In his address, the Director FTII, Shri Kainthola said cinematic literacy will be introduced in Isles

in the coming days and FTII will continue to organize more film making workshops for Islanders.

He also thanked the A&N Administration and Cannon India for the successful completion of the

workshop and urged the participants to update their knowledge on digital cinematography.

Speaking on the occasion, the Film Director & Producer, Shri B.P.Singh shared his experience

of film making. He lauded FTII and the A&N Administration for conducting such valuable

workshop for aspiring film makers from A&N Islands.

Shri Wasim Barry, while speaking showered praise on the participants for their cooperation and

enthusiasm during the 20 day workshop. He said FTII will continue to conduct more workshop

related to film making here in the Islands in the coming days.

Altogether 9 short films, produced by the participants during the 20 days course were screened

for the gathering. Two short films produced by the students of JNV, as part of the basic acting

workshop for children organized by FTII at Rangat were also screened.

The dignitaries felicitated the participants with certificates while the participants also shared

their experiences and thanked the Administration, FTII and Cannon for making their dreams

come true.

The programme concluded with the vote of thanks proposed by Shri Satyanarayan, Hindi
