It will also further consider the merits of reviewing the way it sets its rates under its Revenue and Financing Policy as part of the next Annual Plan. If approved, this will mean the impact on rates due to the revalu- ation will no longer fall in the first year of future 10-Year Plans and any policy changes introduced as part of the planning process would be applied on an established and stable valuation base. Chief financial officer Ken Mor- ris said a district revaluation often results in significant differences in capital value movements for the various categories of property and can have considerable impact on how the rates are applied across the district. ‘‘When this is combined with policy shifts there could be a ‘double whammy’ for some rate- payers and this was the case for rural residential ratepayers this year,’’ he said. The Revenue and Financing Policy was reviewed as part of the 10-Year Plan to 2022 and there was a shift towards having local com- munities paying a greater share of facilities in their immediate area. Councillors were reminded that any review of the Revenue and Financing Policy, outside of the requirement for it to be done as part of the 10-year Plan process, would need careful consideration. Mr Morris said any change would require an amendment to the plan which could attract addi- tional audit fees of up to $50,000. ‘‘The council was required by law to duly consider the benefici- aries of each activity when deter- mining who should pay for it,’’ he said. Day the people spoke out — expect moreLETTERS TO THE EDITOR

Some 600-plus people youngand old took part on Saturdayto march against the councilover its rates increase andfoolish spending.

The march finished up inthe council car park where itwas received by the mayor, sixcouncillors along with seniorcouncil staff.

March organisers RobinDuncan and Ken George spoke, followed by Pat Bishop (chair-man of the Ratepayers Associa-tion).

Pat attacked the council’srate increases and councilwasteful spending.

He received 100 per cent

support from the crowd.I believe he would make an

excellent mayor.Mayor Livingstone replied,

trying to justify the council raterises and spending — much thesame that was printed in theCourier on August 23.

The crowd weren’t havinganything to do with his reply. He received a lot of ‘‘boos’’, wastold to resign, someone yelled‘‘hang the sod’’. There was a lotof chanting saying ‘‘shame, shame, shame’’. The crowdwere very angry — the simplereason because he wouldn’tadmit he had made mistakes.

All he had to do was apolo-

gise. If this had been 150 yearsago in the wild west, the crowdwould most certainly havestrung him up and hanged him.

One older person attemptedto hit him over the head withhis banner and had to berestrained.

Councillor Vern Wilson wasgiven three cheers as hemarched with the crowdproudly.

I talked to 80- and 85-year-oldmen, both stated this is the firsttime they ever marched. Waipapeople that took part in thismarch, be proud of yourselves.

You may have helped bringback democracy. This event

will have to be logged in councilrecords where the mayor andcouncillors are tarnished witha disgrace to Waipa.

This trouble has been brew-ing for 18 months, starting withthe infamous Velodrome.

Mayor Livingstone, council-lors and senior staff take note ofwhat’s happening as a warning.

It won’t take much forpeople to march again and amarch could turn into a riot. Some people may bring somerope or piano wire.

People power won on theday against an arrogant dic-tatorship.

MALCOLM HUME

Example of sick societyI was absolutely sickened

and appalled to read about thetwo 14-year-old youths thatattacked the four newbornlambs on a Taupo Road prop-erty. I would be absolutelydisgusted and ashamed if theywere my sons.

What sort of sick societyare we breeding these days?

I hope they get dealt toproperly by the courts andmade to pay big time for theirbrutality and downrightcruelty.

DIANNE MITCHELL

March in right directionto get council to listen

The last sentence in‘‘Spending not out of control:Mayor’’ (Courier Thursday,August 23) was ‘‘like a red ragto a bull’’ for many ratepayers.

While nothing can be doneto reduce rates this financialyear the public will have theopportunity to have their sayduring the Annual Plan pro-cess next year.

I had my say, as did manyother ratepayers, opposing theexpenditure on the library, museum, Cambridge Boule-vard, velodrome, etc, etc.

The letter from council inresponse to my submission

basically said ‘‘the expendi-ture is in the long term planand your objections aredeclined’’.

So, we can have ‘‘our say’’but council will not listen if itis against their proposals.

Perhaps the protest marchlast Saturday will be the startof council recognising thatmany of us are strugglingfinancially and that theirgrandiose projects must bedeferred until the economicclimate improves.

But, I’m not holding mybreath.

DAVID TUSON

Don’t fix what’s not brokenWhilst I don’t necessarily

agree or disagree with Mr JParlane’s letters and opinions,I commend him on his intelli-gent comments regarding pos-sible changes to the marriagelaws.

An exercise in hypocrisy asthe law stands, but what a

waste of valuable parliament-ary time when there is no firmconsensus from the electorate.

It seems a huge percentagedon’t give a rat’s backside onthe outcome whichever way itgoes, so in my opinion if it’snot broken don’t fix it.

Concerns noted but council already decidedTe Awamutu Courier article

August 23 — ‘Is spending out ofcontrol?’ — we have always saidyes the Mayor says no.

These concerns wereexpressed by many people at theLTP submissions includingmyself and the RatepayersAssociation, the reply I receivedto most of my submissions was‘your concerns are noted but theCouncil has decided’.

I put to you that the Councilhad certainly decided and thesubmissions were never going to

make a difference, but the pro-cess was carried out because theGovernment say they must, sothose of us joined the exercise offutility because failure to do sowould be interpreted as anunopposed mandate to do as theyplease.

Many others who had con-cerns did not submit as they feltit was a waste of time as they didnot expect to be listened to.

The Ratepayers Associationlodged a significant submissionin regards rates, key members

had done a lot of research on thematter and realised the 4.4percent was a lot more complexthan the ratepayers were led tobelieve and much higher ratecould be expected by manypeople.

They were accused ofscaremongering and spreadingmisinformation, the associationis very careful to get correctinformation, in fact the situationturned out to be even worse thanthey were stating, this sub-mission was treated with con-

tempt as being totally inaccurateand short on facts, in light of thelatest rates demands who wasspreading misinformation.

Suggesting that ratepayershave the opportunity to makesubmissions next year is a crock, they didn’t listen this year whyshould they listen next year

I believe this is consistentwith the Mayor’s previous state-ment that he places no credencein submissions, petitions orreferenda.

Chorus driving resident nutsAttention to cat owners and or lovers

of cats in Goodfellow Street — and forthat matter all over town.

A few months ago nights werereasonably quiet here apart from thevery odd occasion when ‘Mr Tom’would start up a chorus during thenight.

I could tolerate that infrequent noise. It was near musical. Seems boy racershave been replaced by four legged typesof nuisances.

But in recent times there’s now anight and day ritual, several times, which if I am asleep awakens me, notonce, but umpteen times during thenight and drives me nuts.

They leave foot prints on my car, spray against plants and leave cards inmy garden and on my lawn. Thankgoodness I can escaped to work at leastfive days a week to get away from thehideous nuisance noises.

Big black fluffy with a limping leftback leg, another big grey and whitemoggie, or possibly two of you (could betwins) and numerous others of allshapes, sizes and colours, too numerousto record, I send this message —stayhome at night and stop waking theneighbours.

To the owners of more slick cunning

pets, for want of a better phrase, feedyour moggie so they won’t come andopen my ‘Missy’s’ cat door and sneakher biscuits.

I have resorted to squirting some ofthe above with water, but the firingdistance is a little short for some.

If your moggie comes home wet itmay alert you to the fact he (most likely)or she has been causing a disturbance. Iam about to invest in a long distancewater shooter.

Yes, I have a little lady cat, whosleeps peacefully on my bed all night butis also getting a little agitated at MrTom’s and others chorusing in thenight.

Missy won’t be a mother to yourTom’s babies because I am a responsiblecat lady. Missy will always be a Miss.

Though, where she came from I donot know. She just appeared here oneday all righteous and proper andadopted me. I wonder why?

Come on cat owners all over towntake some responsibility for your pet. Many a neighbour will appreciate yourfor doing so.

As a side note, I am an avid gardenerand am really not into cleaning up afteryour moggie.

Mayor displayinghis arrogance

I attended the protest march in Te Awamutu againstrate increases that ended in the Council carpark, wherethe crowd was ‘treated’ to an address in reply by hisWorship the Mayor of Waipa, Alan Livingston.

Firstly, let me extend to His Worship my respect forshowing up and having the intestinal fortitude toaddress a predominantly hostile crown. Democracy inaction, or so I thought.

Alas, that is the extent of my regard for MrLivingston as he went on to display all the adroitnessand arrogance of that most loathed of creatures, thepolitician.

He ignored the cries of protest by the assembled‘ordinary citizens’ whilst demeaning them as politicallymotivated activists.

This crowd were clearly not his constituents and heknew it, for these were ordinary people in the main, struggling to make ends meet on limited or fixedincomes, something Mr Livingston clearly has littleregard or empathy with, and his rambling regurgi-tation of numbers and statistics (many of disputedvalidity) showed him to be the dispassionate bureau-crat he clearly is.

Time I suggest for a change. Time for somehumanity, coupled with some common sense thrift in aland burdened by debt and tinpot politicians intent onaffixing their names to monuments paid for by themisery of the populace.

Circus setting for Taloschildren’s choir production

TC040912SP05

CLOWNS are just some of the characters who feature in the TALOS Junior Choir production ‘TheTicket Seller’.

Clowns, liontamers, candy stallsand a House of Horrorsall feature in a Talosshow opening for alimited season at TheWoolshed on Friday.

The Talos JuniorChoir’s annual pro-duction this year isThe Ticket Sellerwritten by DonnaHigham.

It is based at thecircus and tells thestory of a ticket sellerwho wants, above allthings, to be seen as animportant person.

He doesn’t think hisown job makes himimportant enough, sohe tries out everybodyelse’s job, finding outin the end, that actu-ally his own job isprobably the best placefor him after all.

The story isinterspersed with sev-eral well-known songs, while costumes arebright and colourful.

Last year, the Jun-ior Choir staged RadioShow which sold out.

Talos Junior Choirwas initially called theRosetown Children’sChoir.

It was started byPhil and Audrey Wardin 1995, who also beganthe Rosetown Singersa few years earlier.

Over the 17 yearsthat the Junior Choirhas been running, it

has had two choir conductors(Fiona Miller and DonnaHigham since 2004).

Anne Falconer has beenaccompanist since 2004.

The choir consists ofaround 30 children and has a

waiting list because of itspopularity.

Originally, children joinedfrom age 8 to 12, but manychildren who reached 12 didn’twant to leave so there areseveral older children.

Community helps fight fatigue

TC040912SP07

WAIPA District Council’s Paul Chin chats with some of the 200 people who stopped at a driver fatigue stop inPirongia.

Fighting driver fatigue was theaim of a recent roadside stop inPirongia.

Once a year for the past sevenyears Pirongia and Ngahinapouriresidents have assisted Waipa Dis-trict Council in helping combatdriver fatigue on State Highway 39as mountain bound motorists headtowards or home from the snow.

This year was no exception withboth schools and the PirongiaVillage Store offeringrefreshments and spreading the‘not driving tired’, ‘take a break’and ‘have a power nap’ messages.

Road Safety Co-ordinator

Megan Jolly, who co-ordinates thestops, says the community buy-into these stops has been tremend-ous.

‘‘We work well as a team andalong with the Police andTransfield are ensuring people getthe message that driving tired isdangerous.’’

Ms Jolly believes motorists aregetting the message.

‘‘Over the last three yearsfatigue as a crash factor has beentrending down in the Waikatoregion.

‘‘Statistics collected at thefatigue stops also show the mess-

age is getting through. In 2003when we first started collectingstatistics only 12 percent of peoplesurveyed mentioned power naps asa strategy for dealing with fatigue.Last year that figure was 63percent,’’ she said.

Two more stops will be heldalong SH39 during this year’s skiseason.

Pirongia resident TrudyBrennan- Shaw says the stops are agreat way of getting a seriousmessage across. ‘‘As a result ofhelping with the fatigue stops, evenour own knowledge of driverfatigue has increased.’’

SECOND born for Alison and Rob Stacey is Niamh, a sister for Erin. She weighed 1867g at birth atWaikato Women’s Hospital.

Public praised for fire fightWaikato Police are

commending the actions ofmembers of the public in theirattempts to quell a vehicle firefollowing a crash near Ohaupothat left a man fighting for hislife Wednesday night.

District Road Policing Mana-ger Inspector Leo Tooman saidthe single vehicle crash is underinvestigation by the WaikatoSerious Crash Unit.

‘‘Emergency services werecalled to the crash on Mill Roadabout 11:25pm and arrived tofind a northbound 1996Mercedes car had left the road

to the right and struck a culvertbefore being launched into theair.

‘‘The vehicle eventuallycame to rest in a drain andduring the course of the crashthe male driver was thrownfrom the car and suffered criti-cal injuries.’’

Mr Tooman said the carcaught fire and local residentstried in vain to put the fire outusing extinguishers and waterfrom a drain.

‘‘Time and time again mem-bers of the public who are firstat the scene do their best to

stabilise injured persons ormake a scene safe. Then volun-teer ambulance officers and firefighters attend the crash and doan outstanding job.

‘‘In recognising the efforts ofthese people we also need totake stock and work out wayswhere these community mindedpeople aren’t called out continu-ously to repair the mess. Thebest way to do this is by notallowing such tragedies to occurin the first place, by watchingyour speed, not drinking anddriving and ensuring you andyour car are fit for the road.’’

Spring cleaning is aninvestment in time, effortand money and it’s worthprotecting the longevity ofthe home.

First, though, let’s cleanup some myths aboutcleaners.

Bleach is an excellentgerm-ki l ler and stainremover, but it doesn’t actu-ally clean dirt and residue.

It’s best to buy environ-mentally safe cleaners andnot just biodegradable.

When you get startedcleaning outdoors it’s a goodidea to start high and work tolow.• Roof — Buy a specialisedproduct, then scrub andhose off.• Gutterings — a ladder, apair of heavy duty glovesand elbow grease. Hosedown afterwards and theninvest in gutter guard sothose leaves won’t be sucha problem next year.• Outer walls — good old-fashioned hot soapy water.• Windows — outside first, then, good luck, get your

teenagers to do the insides.• Paths and driveways —water blasting.• Fences — water blastingbut reduce the pressure forwooden fences.• Decks and patios — usean old-fashioned broom tosweep away leaves then adeck cleaner to get rid ofmildew, pollen and fungus.• Outdoor furniture — a

mult i -purpose outdoorcleaner for plastic and metalfurniture or a specific woodcleaner.• Barbecue — somedegreaser, a wire brush anda bit of effort.• Pool — Get it cleaned, filled and water in greatshape ready for summer.• Shade — make sure theumbrellas, shade sails or

awnings have been given aclean (check labels for suit-able cleaners) and are ingood working condition.

If this all seems too muchor you don’t have the time, invest in some expert help.

Te Awamutu has lots ofgreat cleaning companiesand getting help to do theroof is also a much saferoption.

Fashion calls forcolour this summer

LOBELIA Lucia Dark Blue covers itself inflowersall summer.

Gardening gurus are all talkingabout colour coming back intofashion in the garden, accord-

ing to the experts, and nearly all of mylandscape clients are asking for somesort of colour in their new garden.

This can be brought in by eitherflowers or foliage and I want to mentiona few good plants that I find veryreliable and rewarding in Waikatogardens.

As the days are definitely gettinglonger and warmer gardeners areventuring out to tidy up their propertiesand do any planting necessary to maketheir garden a real picture for thecoming summer.Canna tropicanna: This is one of thebest perennials for creating a riot ofcolour over the summer. This cannahas the most colourful striped foliage— very tropical looking, with vividburgundy/red stripes, very cool for atropical-looking garden, withoutneeding the tropical-type climate for itto do well.

Tropicanna will grow anywhere inthe Waikato. If you are in a colderregion, it just takes longer to peepthrough the soil in spring.

It’s effective next to a water feature, and although they love growing inwettish conditions will also grow well infairly dry soils.

The flower is a strong bright orangeand if this colour doesn’t work for you, just cut off the flower heads before theyopen, and then you can then enjoy thebright maroon foliage on its own.

Every few years, in the winter, getinto the clump with a spade and divideit up, putting some smaller pieces back— this will help the plant remain youngand active.

If you don’t have the room for one inyour garden, try it in a large pot on thepatio, remembering to water regularlyto keep it healthy and lush looking.Leucanthemum Little Angel: I didmention this perennial briefly lastsummer as it impressed me with itsnatural ability to keep producingmasses of large white shasta daisyflowers.

If you have previously had badexperiences with the taller shastadaisy, where the stems continually fellover, try Little Angel which is the resultof superior plant breeding, with contin-ual flowering from spring through tolate summer. In the winter it forms anice green mat of foliage, likes full sunand is hardy.

The 35-40cm stems make it goodfor the front of a perennial border andbigger groupings are eye catching. It is

also great for picking and a goodperformer in pots on the summer patio. At the end of winter get out yourhedgeclippers and run them across thetop of the ground and this will clean offany tired old stems, and it will comeaway again.Lobelia Lucia Dark Blue: I had one ina large patio container last year and itcovered itself with thousands of flowersfrom early spring right through into thesummer.

One of the real benefits of LuciaDark Blue over the traditional seed-produced varieties was size. One plantwas easily enough to completely fill alarge container or hanging basket, plusits lateral branches hung beautifullyover the side.

The lobelias like to grow morefoliage in cooler weather and then bymid-end September get into floweringmode. You will have the most beautifuldisplay of dark blue flowers for Christ-mas.

Remember, the bigger the con-tainer you put it in, the bigger the plantwill grow. I have found that in themiddle of summer you will get a betterperformance if you can give it a bit oflight shading, including under a decidu-ous tree or on the south side of thehouse. This will help keep the closeenvironment around the plant coolerand so will help the plant to continue toflower for longer.

I find it is best treated as an annual,

but is still great valuebecause it has so manyamazing features.Alstroemeria RedBaron: This was one ofthe most admiredperennials in our gardenlast summer. It is anolder variety, with fire-engine red flowers, andit starts budding upabout mid-October. Byearly November theplant is ablaze.

Our plants are underbig queen palms, soreasonably shaded, which is not the mostper fect area foralstroemerias, but oursjust never stoppedflowering for at leastnine months.

In June I cut off allthe foliage at groundlevel ready for spring, and the Red Baron stillhad flowers on it.A ls t roemer ias are

drought tolerant, and certainly one ofthe best perennials for picking andfloral art.

Stems are about 50cm long, andwhen you are picking the flowers, always pull the stem away from thebase of the plant, rather than cutting it.Pulling the stems encourages evenmore flowering.

Some of the older alstroemeriashad a bad reputation for suckering andinvading the whole garden, but RedBaron doesn’t and can be easily keptto a confined area of the garden.

SEPTEMBER IN THE GARDENFeed everything with slow-release

fertiliser, including your lawn.Apply mulch to all empty areas of

your garden before the weeds reallystart to grow.

Get any pruning done on shrubsthat are getting too big.

Plant your spring vegetable seed-lings, but still be careful of late frosts.A small cloche over soft seedlings cando wonders to get them off to a goodstart.

I make my own by getting a clearplastic bag, cutting out the bottom andplacing it over the seedlings. I usesmall bamboo stakes to keep thesides splayed wide.

As the seedlings grow I lift the bagupwards to let more air in to helpharden the older growth. By LabourWeekend the plant is well establishedand you can take away the bag.

TAHLIA WALSH pictured outside the Newcombe Tennis Ranchwhere she will train for the next three months.

Te Awamutu teenage tennisstar Tahlia Walsh is living herdream at the John NewcombeTennis Ranch in Texas.

Former Australian WorldNo 1 Newcombe has offered hera support package from the BillDorman Trust fund, set up forpromising players from offshoreUSA.

It will pay for her three-month stay, tuition and airfaresat the Texas-based academy.

The 14-year-old started train-ing on August 27, along with 49other young tennis players fromaround the world, including theUnited States, Mexico,Columbia, Australia, Philip-pines and Japan.

Tahlia and her mother,Jacqui, arrived in the US onAugust 25.

Mrs Walsh told the Courierthat it is an intense programme,

expecting the participants totrain between five to six hours aday during the week — startingwith fitness before breakfast.

Following her first meal ofthe day, Tahlia has a couple ofhours to complete school work, followed by tennis drill andmatch play for two hours beforelunch. The pattern is repeatedin the afternoon.

Tahlia will be participatingin regional junior tournamentsaround the southern Statesmost weekends. She will also beentering at least two ITF compe-titions.

Any spare time the studentshave, they have the opportunityto play volleyball, soccer, tabletennis, swim, or watch TV.

‘‘The facilities at the acad-emy cover several acres andthere is always plenty to see anddo,’’ says Mrs Walsh.

‘‘Although it is only earlydays for Tahlia, already the

coaches have made favourablecomments about her tennis.

‘‘She has demonstrated thatpositive Kiwi can-do attitude, and has thrown herself rightinto the programme.

‘‘This is a wonderful oppor-tunity she has been given,

thanks to John Newcombe andthe Bill Dorman Family Trustscholarship.’’

Tahlia is one of NewZealand’s top-ranked age-groupplayers.

Her goal in Texas is to ‘‘workon the intensity’’ of her game.

Triumph forNicholson

LIBBY LAW PHOTO

AN ecstatic Andrew Nicholson on his victory lap after winning the Land RoverBurghley International Horse Trials for the third time.

BY DIANA DOBSON

Andrew Nicholson haswon the Burghley Interna-tional Horse Trials — consid-ered one of the greatest fourstar events in the world.

The 51-year-old aboardAvebury (owned by Markand Rosemary Barlow andNicholson) bagged his thirdBurghley title in a heart-stopping showjumpingphase.

Kihikihi’s favourite sonwas determined to winBurghley this year. He hadevery belief in the 12-year-oldgrey gelding, who took asingle rail in theshowjumping but won by 2.5penalty points ahead of over-night leader Sinead Halpin(USA), who dropped threerails.

‘‘I’m not surprised to win,but highly delighted,’’ saysNicholson.

‘‘I came here expecting todo well, Avebury has been ongood form all year so I knewwe had a chance.’’

Nicholson was full ofpraise for his horse who hedescribes as ‘‘just real class’’.

‘‘Avebury made an incred-ibly tough cross countryphase feel very easy. Heknows his job and felt footperfect all the way.

‘‘He’s a hardened cam-paigner and felt good comingthrough the finish, thenbacked it up with a solidshowjumping round.’’

Nicholson went into thefinal showjumping phaselooking as good a chance as

any to take the title but wascarrying the extra pressureof also being poised to takethe HSBC FEI Classics Seriesworth a massive $US150,000to the winner.

Equestrian Sports NewZealand high performancecoach Erik Duvanderdescribed Nicholson’s win as‘‘magnificent’’.

‘‘Both horse and riderdeserve that win.’’

Nicholson has twicebefore won the Burghleycrown — in 1995 on BuckeyProvince and 2000 on MrSmiffy. He was second lastyear.

‘‘It actually feels more like20 years since I last won.Burghley is my favouriteevent to ride at.’’

He bags £55,000 ($109,000)as the winner, as well asanother $US75,000 ($93,725)as the runner-up in the lucra-tive HSBC Classics Series.

His win wasn’t quiteenough to get him ahead ofWilliam Fox-Pitt, beingpipped by just a singlepoint.

Burghley is certainly anevent that seems to suits theKiwis, with Jonathan Pagetand Clifton Lush (owned byFrances Stead and LucyAllison) finishing fifth, MarkTodd and Major Milestone(owned by Diane Brunsdenand Peter Cattell) 12th,Nicholson and Calico Joe(owned by 2012 in Mind Syn-dicate) 13th and CarolinePowell and Boston Two Tip(owned by Alan Bell andPowell) 14th.
