IMPORTANT TAX INFORMATION

FOR 2017/2018 TAX SEASON – Please Read

AARP TAXAIDE PROGRAM – MANCHESTER, CT

Should you ITEMIZE YOUR TAX DEDUCTIONS or TAKE THE STANDARD DEDUCTION ?

A. When you come in to have your taxes done, we will ask you if you want to take the Standard Deduction or itemize your deductions. These deductions reduce your taxable income and the federal tax you must pay. You can use either one; so of course, you will want to take the larger one for the lowest tax. Everyone can take the Standard Deduction: it’s easy, quick and you don't need any information to use it. If you want to itemize your deductions you will need to bring us documentation for expenses you had which the IRS says are deductible. You should itemize deductions only if they are larger than your standard deduction, to make you tax lower.

B. How do I know which one will be larger? First check what your standard deduction

will be this year. If your status is Single, Married Filing Separately or Widowed it's $6,350; Head of Household: $9,350; Married Filing Jointly: $12,700. If you are over 65 years old or blind you can add to these amounts $1,550 for Single or Head of House, and $1,250 for Married or qualifying Widowed. Then estimate your qualifying deductible expenses. These are:

1. Medical: Do you have very large out-of-pocket medical expenses, including health

insurance you paid for? Only the portion that is more than 10% of your Adjusted Gross Income (AGI) will count. Note that depending on your income, not all social security will be counted in your AGI (there is a worksheet to determine this)

2. Do you have a house or condo ? Your mortgage interest, mortgage insurance,

and local real property tax (on your house, car, trailer, boat or airplane) are deductible. Fees to obtain a mortgage (points) are also deductible.

3. Do you have large contributions ? You can include non-cash household goods

contributions but you will need to justify the value you claim. If they exceed $500 they are out of our scope, and we cannot do your return with such an item. You will need to go somewhere else & fill out additional forms to claim these items.

There are some miscellaneous expenses that are deductible, like investment fees and special job equipment, but these are the 3 key items. If they don't exceed the Standard Deduction you need not bother to calculate the Itemized Deduction. If the 3 items above are bigger, then see next section. If not, just take the Standard Deduction.

C. If you are able to get a bigger deduction by itemizing, we need these items listed and CATEGORIZED this way to make the calculations easy. Please prepare a list for us and keep items separated as shown so we can quickly complete your return:

1. Medical :

a. Miles: Keep track of your trips to doctors, dentists, hospitals and pharmacies. There is a deduction for the miles you drive to these locations. This is easy to do if you list the distance to each and look at your calendar to count the trips.

b. Medicare: The deductions from your Social Security payments for medical insurance will be included automatically if listed on your SSA-1099 form.

c. Supplemental Health Insurance you pay for – you must tell us the annual amount. d. Long Term Care Insurance. What is the annual cost you paid? e. Other out-of-pocket medical costs not covered by insurance such as prescription copays, doctor

and dentist copays, eyeglasses and hearing aids or other medical appliances or insulin you paid for.

2. Mortgage expenses including interest and mortgage insurance, as well as fees (points ) paid to get a mortgage in the first year. Your mortgage holder will tell you these amounts at the end of the year. Bring their form 1098.

3. Personal Property Taxes on your house, car, boat, trailer or plane. Bring the form, but we can easily look this up if you don't have it. Only the payments made in the tax year can be included. If you pay in January for the prior year, it does not count for the prior tax year. Don't forget the State Income Tax you owed last year and paid with your Connecticut State tax return last year. Bring us the prior year return.

4. Contributions can be another big item. If you do volunteer work and are not reimbursed for your travel, you can claim mileage, so keep track of that. For cash contributions you will need receipts. For non-cash contributions you will also need receipts, value estimates, and if the total exceeds $500, we cannot do your return. You will need to fill out extra forms, and you will need to justify when and what you paid for the items, and how you valued the contributions (Fair Market Value of 1/3 of their new cost is a common way). Note that you will have to do this; the charity will just give you a blank receipt. You are responsible for the accuracy of these figures.

5. Did you have any job-hunting costs, fees from financial agents, or s pecial job- clothing or equipment? They can be deducted. Financial fees can be quite large!

TAX TIP 1: Are you over 70.5 years of age and required to take minimum withdrawals from your IRA retirement program? IF SO, your contributions will lower your tax MORE if you direct your financial agent to send your contribution from your retirement plan Required Minimum Distribution (RMD) directly to the charity you chose. They then become Qualified Charitable Contributions (QCDs) and directly reduce your AGI before exemptions and deductions are subtracted. This lowers federal AND state tax, AND taxable social security, and is more beneficial than including them as itemized deductions, which just lowers your federal tax. TAX TIP 2: Are you under age 70.5, still working and still able to make tax deferred contributions to an IRA? You can lower your AGI by transferring money from savings to your retirement plan, but you will have to start to take this income when you reach age 70.5, and pay taxes on the RMD withdrawals, unless you use TIP 1 above. You can even make this contribution in the current year (for last year), if you do so before the tax filing deadline.

Town of Manchester Senior Volunteer Tax Credit Program Do you have an annual income of not more than $35,300 unmarried or $43,000 as a married couple* (*subject to change) for the 2017 calendar year? Were you 65 years of age or older as of December 31st 2017? Do you own real property (home) in Manchester? Do you occupy the property as your principal residence? Are you able to work a minimum of 50 hours of volunteer service in Manchester between the time we qualify you for this program and May 15th? If you answered yes to these questions, you may qualify for the Senior Volunteer Tax Credit Program OR if you already qualify for the Town of Manchester’s Senior Property Tax Relief Program, you may provide documentation from the Manchester Office of Assessment and Collection and you may automatically qualify for the Senior Citizen Tax Credit Program. You must apply every year, even if you qualified la st year. SOCIAL WORK SERVICES

Medicare Savings Program Overview The State of Connecticut offers financial assistance to eligible Medicare enrollees through our 'Medicare Savings Programs.' These programs may help pay Medicare Part B premiums, deductibles and co-insurance. If you qualify for (1) one of the (3) three Medicare Savings Programs (depending on your income ), DSS will pay your Medicare Part B premium each month. In addition, some enrollees will be covered for Medicare deductibles and co-insurance. Our Medicare Savings Programs are funded by Medicaid. **Please note: State budget legislation (Public Act 17-2, Section 50) will change the income-eligibility levels for the Medicare Savings Programs, effective MARCH 1, 2018. The following chart gives the current income levels and new income levels for 2018. DSS is currently preparing notices with additional information for Medicare Savings Program recipients who will be affected by the statutory eligibility change. Please also check back to this website for further information updates (direct at www.ct.gov/dss/medicaresavingsprograms). *There is an annual cap on funding for the ALMB benefit level, which may limit the number of individuals in the group. At all three (3) levels, there is an income ‘disregard’ for beneficiaries who have income through employment, meaning that the actual eligibility levels for the Medicare Savings Programs will be somewhat higher for working people. Additional Help - the Low-Income Subsidy The Low-Income Subsidy (LIS) is an extra benefit from Medicare for someone who has Medicare Part D. If you have Medicare and a Medicare Savings Program, you are automatically eligible for the LIS. With the LIS you can get: • Help paying your Medicare Part D monthly premium.

• Help with your Medicare Part D yearly deductibles and,

• Help paying your Medicare Part D co-insurance and co-pays for drugs on

your plan formulary. This does not start until Social Security receives notification that you are enrolled in a Medicare Savings Program.

We need to move the location of the puzzle table as the AARP Tax Volunteers will be here with their equipment

for the tax preparation season .

Beginning the week of January 29 th through April 17 th the puzzle tables will be located downstairs

next to the water fountain near the basement elevator

She will also present trip options for a week long overnight in 2019, and a small 3-4 night

Senior Center – In General . . .

Lunch Program** – Meals are served from 12:00 to 12:30 p.m. each weekday. Per MACC Chefs Community Catering, the suggested donation of $2.50 is for those 60+ years of age and older. Under 60 years old you must pay the required cost of $5.00 per meal. ** Reservations can be made up to two days ahead of time and no later than the day before by 12:30 p.m. by calling 860-647-3211. You do not have to be a Senior Center Member to eat lunch here. MACC lunch/menu/service questions can be directed to Eileen Faust, Director, Manchester Senior Center, 860-647-3211.

Senior Center Transportation – Bus rides to and from the Senior Center or for grocery/retail shopping can be scheduled up to 3:00 p.m. on the day before your ride is needed. Call the Senior Center at 860-647-3211 to schedule your ride with us. If you find that you need to cancel your ride with us, please call the office as soon as possible. We appreciate as much advance notice as possible.

Grocery Shopping – Tuesdays* The bus grocery shops on the 1st & 3rd Tuesday at Shop Rite and the 2nd & 4th Tuesday at Stop & Shop - Reminder: Shoppers are limited to only three (3) bags each and 25 lbs/ea bag.
