Jointly, the Focus Groups will design and implement the transformation planning process over the 24-month grant-planning period.
Steering Committee will promote consensus.

PLANNING OBJECTIVE• Transformation Plan objective is to
increase the average income of existing HUD-assisted households.

residents of the revitalized development, increases over time.• Particularly wage income for non-
elderly/non-disabled adult residents.
