Mammoth Police Report

Florence - The Arizona Department of Transportation (ADOT), in coordination with the FederalHighway Administration have announced a “Paving Preservation Project” for State Route 77 in the community of Mammoth, within Pinal County. The District 1 Supervisor, Pete Rios, said the project is to replace the existing pavement that has deteriorated in recent years creating a rough driving surface for vehicles traveling through the area. The project will begin in the Fall of 2017 and begins at milepost 113.7

approximately 1 mile south of Mammoth city limits and continues to milepost 120.4, approximately 3 miles south of the Aravaipa Bridge. Construction is expected to last 3 months. “Many of you have contacted my office regarding the horrible road conditions. However, this is a State Highway and not a county road and does not come within Pinal County’s jurisdiction. Nevertheless, I will continue to be your liaison and advocate in this area’s best interest,” Supervisor Rios stated.

EVACUATE! It’s a scary thought, but Oracle residents are being urged to prepare for the unthinkable. Most residents remember with dread the devastating forest fires that swept up to the edges of Oracle’s residential districts—the Oracle Hill and Bullock Fires of 2002, the Aspen Fire of 2003 and the John Adams Fire of 2014. Since then the community has done a remarkable job of evaluating residential properties for fire risk through its Firewise volunteer corps, maintaining a year-round brush dump and working with the U.S. Forest Service and the Arizona State Forestry Division to reduce forest fuels in and around the

periphery of Oracle. Yet, as last summer’s heavy build-up of wild grasses proved, keeping potential wildfire fuels under control is a constant and a personal responsibility of every homeowner. The question remains as to what would happen if the residents had to evacuate. At a packed meeting at the Oracle Community Center, residents heard from the key local and state agencies which would be responsible for the controlled evacuation and recovery of the community. Fire Chief Larry Southard and Assistant Chief Robert Jennings explained that the Fire Department itself does not conduct evacuations since its personnel would be fighting the fire but relies on the

immediate formation of a multi-agency task force under a unified command consisting of the Pinal County Sheriff’s Department, Pinal County Office of Emergency Management, Arizona Department of Public Safety and the American Red Cross. The Chiefs observed that Oracle Fire Department with the help of CERTS and Firewise volunteers has developed

an Emergency Notification Telephone System that contains the land line numbers of Oracle residents and can be expanded to include cell phone numbers if residents would volunteer them. Oracle has been divided into 19 sections, and the Emergency Notification System will be activated to deliver a pre-evacuation notice to any or all of the sections threatened. The Chiefs also explained that volunteers have been meeting face-to-face with Oracle’s most vulnerable residents, those with Home Alone units, to insure they know how to prepare for evacuation and know who would be responsible for their evacuation. Pinal County Sheriff Paul Babeu then explained to the audience that his department would be the lead agency in control of the evacuation and the establishment of a unified Incident Command. He observed that each deputy has a detailed map of Oracle in their vehicle computer arranged into evacuation sectors, and his deputies would use both loud speakers and house-to-house checks to insure residents were evacuating. Sheriff Babeu also noted that he would be working in conjunction with DPS to maintain traffic control of residents leaving and of fire fighting assets coming into the community. In closing, he noted that once the community or portions of the community had been evacuated, his

deputies would be responsible for securing the area to prevent criminal activity of any kind. Sergeant Vern Havens of the AZ Department of Public Safety noted that his personnel would be working on road

closures and helping to direct evacuees to possible safe evacuation facilities. He added that DPS also had helicopters that could be used to air evacuate residents who might get trapped in the fire while also being able to assist ongoing

firefighting efforts. In closing, Sergeant Havens reminded the audience that it was not only fires that might force an evacuation but also a major hazardous materials (Hazmat) incident on the highway. Should a Hazmat accident occur, his department would be working closely with Pinal County Public Works, Office of Emergency Management and ADOT to contain the incident and recover the site. Art Carlton, representing the Pinal County Office of Emergency Management, explained that his agency was the equivalent of the Federal Emergency Management Agency (FEMA) on a county level. In the case of a forest fire, their role was to coordinate and furnish supplies and equipment to responding personnel and be responsible for restoring essential community and public services following the incident. He noted that the county had received a grant to set-up a county-wide mass notification system similar to Oracle’s, but it was not yet in service. On an interesting note, he observed that the office was working on pet evacuation plans and assets in case of a large emergency. Austin Creswell, representing the Red Cross, reinforced Art Carlton comments, by explaining that Red Cross

personnel support the role of the Office of Emergency Management and free up emergency responders by erecting shelters and attending to the needs of the evacuees. The next speaker was Mary Harris, Co-Chair of Oracle Firewise, who again urged residents to eliminate fire fuels from around their residences, apply for Oracle’s grant funded, brush thinning program, volunteer for Firewise or CERTS and by all means review the invaluable materials posted on the Oracle Fire Department’s website: www.oraclefire.org. The final speaker was State Representative TJ Shope, who complemented the cooperating agencies for their planning and incident preparation in the face of major emergencies and especially complemented Oracle for its outstanding organization and level of community preparedness. “EVACUATE” seemed just a little less scary as the community learned of the level of incident planning and preparedness already put in place by multiple local and state agencies. The people of the Town of Mammoth celebrated Memorial Day by honoring those men and women who have given their lives so that we the people can continue to live our lives in freedom. Local veterans made sure that all the graves of veterans at the Mammoth Valley View Cemetery were decorated with an American flag. The San Pedro Valley Lions Club served a free lunch of hamburgers with a choice of French fries or potato salad and cup cakes to all veterans and their families. They honored Art and Juan Garcia, two brothers from Mammoth who were killed in action in Vietnam. (The scholarships given annually to graduates of San Manuel High School were established in the brothers’ honor.) The Mammoth swimming pool offered a free day of swimming and the Lions Club volunteers served free hot dogs to everyone. The free swim day was sponsored by the Town of Mammoth and San Pedro Valley Lions Club.

STAND APART in TODAY’S OVERSATURATED MEDIA MARKET

As we approach the Memorial Day weekend, children are excited about the end of school and thoughts of not having to get up early, dealing with teachers or homework. No worries but enjoying the summer vacation with friends and hanging out. The holiday weekend also typically signals the start of the warmer summer weather, backyard BBQ’s and spending time to jump in the pool to keep cool. “We have all seen, or heard the ads-two seconds is too long,” said Building Official Tony Guasp. “Pool safety is a year-round priority in Arizona and Pinal County. But during the summer peak swimming season, it becomes critical that we practice good pool safety habits, and a heightened sense of awareness when young children are around the pool.” Pool related accidents happen far too often every year, and many of them are the result of safety being taken for granted. There have been no reported incidents or drowning deaths in Pinal County from January 2015 to April 2016 according to Children’s Safety Zone, (www.childrensafetyzone.com). Homeowners with pools always have a greater responsibility, and should have a greater sense of safety awareness for themselves and the children within the

community. Drowning hazards for above ground portable or inflatable pools is even greater. Most people are unaware that a pool 18” or more in depth requires a permit and pool barriers. Practicing the following basic year-round pool safety rules will provide peace of mind, fun and enjoyment year after year.• Never leave children unattended near the swimming pool or spa.• Ensure that your pool or spa has an effective barrier even if you have a pool cover when not in use. The proper barrier shall have gates that open away from the pool, are self-closing and self-latching, and are beyond young children’s reach. When possible keep all doors and windows that lead to the pool area from the home locked, no doggie doors are permitted.• Clear view of the pool area should be maintained at all times Pinal County Building Safety is the Authority having Jurisdiction (AHJ) for all unincorporated areas of Pinal County, as well as the Towns of Superior, Kearny, and Mammoth which have an intergovernmental agreement for building permitting and inspection services. Before installing your pool/spa, water feature etc. please contact Building Safety Department with any questions

It’s time to think about pool safetyor requirements needed for a proper pool installation and a safe effective pool barrier.

16 | San Manuel Miner www.copperarea.com June 1, 2016

By Jennifer R. CarnesSan Manuel Miner

For all you swimmers and sun worshippers out there: the date draws nigh. The San Manuel Pool will be opening SOON! Repairs have been made and volunteers are using their time to repaint EVERYTHING that can be painted including the bottom of the pool. As soon as the painting is done and the repairs have been tested, it will be time to fill the pool. And we at the San Manuel Miner want to know: How

many gallons will it take to fill the pool? We’re even going to make a contest of it. The person who guesses the closest to the amount it actually takes to fill the San Manuel Pool will win a season pass to the pool, courtesy of Mammoth-San Manuel Community Schools. There are a couple ways to win. Visit our Facebook page (located at facebook.com/copperarea) and send us a PM with your guess. You can email your guess to [email protected]. Or you can drop off your entry through the slot in the Miner office door. Only one entry per person. Be sure to include your name,

San Manuel Pool to be open soonaddress and phone number. The winner will be announced at the grand reopening of the pool, tentatively set for June 15. To celebrate, the pool’s opening, there will be free swimming for all and free hot dogs for the kids. So what was wrong with the pool? Community Schools Director Lisa Armenta told the Miner that when the pool was built 50 years ago, it was built with a seam. It was this seam that was leaking. “There is no sinkhole,” Lisa said, explaining that when the pool was built, a large amount of rock was used to line the hole which prevents a sinkhole from forming. The district, Lisa said, “had the hardest time getting someone out here to just diagnose the pool.” Dave Hogan, she said, sent requests for bids to companies statewide before one company in Glendale agreed to come look at the pool. Lisa said the owner believed that the kids in the Tri-Community should have a pool. San Manuel, Lisa explained, was way out of his service area. The last time the pool was drained, she said, was 19 years ago. And now that the pool is empty, the maintenance crew at Mammoth-San Manuel Schools is taking the opportunity to replace everything that can be replaced in the pool: lights, drains, etc. Painting is being done by volunteers. (And if you’d like to help paint the pool, the school would welcome you; just email Lisa [email protected] or call her at 385-2337 ext. 1110.) The pool will be offering swimming lessons again this year starting Tuesday, June 21, at 9 a.m. The lessons are FREE thanks to a grant from SaddleBrooke Community Outreach. Lessons will run Tuesdays through Fridays with sessions starting every two weeks. On July 5, there will be two sessions offered at 9 a.m. and 11 a.m. They are offered to anyone of any age. If you don’t know how to swim and want to learn, just come to the San Manuel Pool. The teacher is WIA certified through Red Cross to teach swimming lessons. Students attending the Summer School Enrichment classes will receive swimming lessons during the first session. Summer school starts June 6 at First Avenue Elementary School. The first two weeks, kids will enjoy crafts, fun physical education, bowling, cornhole and dancing. Summer school includes free breakfast and lunch for children ages zero through 18. The pool will have the same rates to swim and will offer night swimming Wednesday, Friday and Saturdays from 6-9 p.m. And the ever popular movie nights will return to the San Manuel Pool. Lane rentals and pool party prices will be increasing, Lisa said, as soon as the Mammoth-San Manuel School Board approves the rates. The pool would like to offer water aerobics, but an instructor is needed. Contact Lisa if you are or know of someone who can teach these classes. Visit the Community Schools on Facebook at facebook.com/MSMCommunitySchools for all the swimming schedules as well as updates on events and sports. And dig out those calculators or abacuses, whatever you need to guess how many gallons it will take to fill our empty pool.

Volunteers Maurice Ochoa, left, and Lexus Buzan are amazed at the size of the San Manuel Pool. It looks so much bigger when empty. Other volunteers who are not pictured include Colbey Stratton and Jonathan Santa Maria. All four are students at San Manuel High School. Jennifer Carnes | Miner
