Minutes The Presbytery of St. Andrew met for its Fall Stated Meeting and Annual Meeting of the Corporation at 10:00 a.m. on Tuesday, October 10, 2017, at Senatobia Presbyterian Church, Senatobia, MS, with Moderator in the chair and the Stated Clerk present. The meeting began with a service of worship that included the Sacrament of the Lord’s Supper and the annual necrology of presbyters from the Presbytery of St. Andrew who had died in the last twelve months. Rev. Frank Beck served as Liturgist and the Rev. Jody Hill delivered the sermon. The service also included a necrology for Ruling Elders of the Presbytery’s congregations who have died in the past year, and an In Memorium for the Rev. Don Wilson, which is included with these minutes as Attachment 1. The meeting was opened with prayer by the moderator, Nick Phillips, who appointed John Semmes and David Simmons as a Committee on Thanks.

Roll of the Meeting

There were 18 Teaching Elder Members and 29 Ruling Elder Commissioners present at the meeting, plus 4 Ruling Elders enrolled for terms of service, for a total of 51 voting members. Also present were one corresponding member and 21 visitors and staff for a total enrollment of 73.

Introduction of Visitors and Welcome

Visitors and first-time commissioners were introduced, after which Allyson Ashmore officially welcomed the presbytery to Camp Hopewell and gave information about the facility and the day’s events.

Reports of Officers and Boards

Executive Presbyter and Stated Clerk

The Executive Presbyter/Stated Clerk presented the docket for the meeting, which was adopted by unanimous consent. He also presented the report of the Trustees for information, which included the following: The Trustees of the Presbytery of St. Andrew held their annual meeting on August 23, 2017, at which the following actions were taken:

1. Ruling Elder Trey Byars was elected President, and Ruling Elder Kathy Griffith was

elected Vice-President. The Executive Presbyter and Stated Clerk serves as Secretary of the Corporation in accordance with the Manual of Administrative Operations.

2. The Proposed Plan of Union of the Hollandale and Leland Churches was reviewed

and found to be in order, should the Presbytery decide to adopt and implement it.

3. Documents and communications related to the Teoc Presbyterian Church and Cemetery were reviewed, and the Executive Presbyter was directed to compose a motion clearly stating that the Presbytery has no continuing interest in the property other than ensuring its long term care and upkeep by an entity that is legally qualified to do so. This motion will be presented to the Presbytery for its consideration once existing deeds are reviewed.

. Presbyterian Women

Susan Gladney reported the following items for information: In July, the Alabama/Mississippi Women's Conference was convened in Huntsville. Quite inspirational, the author of this year's Horizon's Bible Study, Melissa Bane Sevier, headlined for several sessions presenting an overview of this study on Hebrews. Various workshops were available daily, as were good food and fellowship. Next year this Conference will be hosted by Mississippi Presbytery at Briarwood Church in Jackson in June. Two Fall Cluster events were offered in August, one at Independence Church outside of Batesville and the other in Pontotoc. The Rev. Ann Kelly graciously presented the overview

for the combined Alpha/Delta group, and the Rev. Allison Wehrung was the presenter for Beta/Gamma. Both of these were well-received, and we are all grateful to them for their time and efforts. A special thank you to the ladies of both churches for their special hospitality! Our PW Coordinating Team was saddened to learn of the passing of the Rev. Don Wilson who meant so much to Presbyterian Women over the many years of his dedicated service. A Memorial Gift was made in his memory. The call for Personal Hygiene Kits to be collected and brought to Presbytery went out earlier and has been emphasized since the destructive hurricanes in Texas and Florida. Whenever needed, these Kits are disbursed, and the need is great to replenish them. Please continue to work on these so Presbyterian Disaster Assistance will be well-stocked. Administrative Board

Hardie Frankel reported the following items for information: 1. The Administrative Board has reviewed the reports of the Presbytery’s Committees, and

commends their recommendations to the Presbytery for its consideration as they are contained in this packet.

2. The Administrative Board has approved minutes of the Presbytery’s Stated Meeting on March 3, 2017, and its Called Meeting on June 20, 2017, which will be posted to the Presbytery’s website in the near future.

3. The Administrative Board approved holding the March 6, 2018 Stated Meeting at

Hopewell Camp and Conference Center.

She then moved the adoption of the Administrative Board’s recommendation that since the Administrative Commission to Close the Friendship, Van Vleet Presbyterian Church was never convened, the Commission be discharged, and the Moderator of the Presbytery be authorized to name a new Administrative Commission to close the Friendship, Van Vleet Presbyterian Church and dispose of its property, and that the Moderator name the moderator of that Commission. The motion was adopted by voice vote, at which time Moderator Phillips appointed the following members of the new commission: Teaching Elder Nick Phillips, Moderator Teaching Elder Greg Goodwiller, Clerk Ruling Elder Cathy Yeoman (FPC, Pontotoc) Teaching Elder Ann Houston Kelly Ruling Elder Anne Marshall (Friendship, Van Vleet)

Reports of Standing Commissions

Commission on Ministry

Teaching Elder Frank Beck reported the following for information: 1. The Pastoral Relationship between Michaele Wood and the First Presbyterian Church,

Pontotoc will be dissolved effective December 31, 2017, pending receipt of the dissolution request and concurrence.

2. Rev. Olin McBride has been approved as Interim Pastor at FPC, Tupelo.

3. Rev. Ron McDougald (UMS) and FPC, Starkville are negotiating an Interim Pastor agreement effective October 1, 2017.

4. The Rev. Tom Groome’s pastoral relationship with FPC, Tupelo was dissolved and he has been dismissed to Transylvania Presbytery.

He then moved on behalf of the Commission that the Rev. Jody Hill, currently a Temporary Member of the Presbytery of St. Andrew, be received as a permanent member at his request. The Stated Clerk noted that this requires a two thirds vote as it exempts Rev. Hill from the requirement of taking the Presbyterian Church (U.S.A.) ordination exams in accordance with G-2.0505a(2) since he has been ordained more for than five years in another Reformed Church. The motion was approved by voice vote with no audible no votes.

He then moved on behalf of the Commission that the Hollandale and Leland Presbyterian Churches be merged at the congregations’ requests in accordance with the attached Plan of Union, which has been approved by both congregations at duly called congregational meetings. The motion was adopted by voice vote.

He then moved on behalf of the Commission that 2.08.50 A of the Manual of Administrative Operations be amended by adding a new sub-section “d” as follows:

Sessions shall review the terms of call for all installed pastors and associate pastors at least annually in accordance with G-2.0804. Any changes in terms of call shall be approved by the congregation in accordance with G-1.0503, and submitted to the Commission on Ministry for its review and approval no later than March 1 of each year.

The motion was adopted by voice vote.

Finally, he moved on behalf of the Commission that the Presbytery validate the Rev. Ann Laird Jones’ ministry as Director for Arts Ministry at Montreat Center in accordance with G-2.0503 and Section 2.08.70 of the Presbytery’s Manual of Administrative Operations. The motion was adopted by voice vote.

Michael McLaughlin presented Inquirer B.J. Chain, a student at Princeton Theological Seminary and member of FPC Oxford, for examination and enrollment as a Candidate for Ordered Ministry. Inquirer Chain spoke to his continued faith journey, his spiritual practices, the progress of his theological studies, military chaplaincy training, and his sense of call moving forward. The examination was sustained, and he was duly enrolled by the Presbytery, after which Moderator Phillips led the body in prayer for the Candidate.

Reports of Standing Committees Nominations and Representation

The Moderator recessed the meeting so that geographic areas could meet to nominate their members to the Nominations and Representation Committee, after which the meeting came back to order and the nominees were announced. Mat Taylor then moved on behalf of the committee that the following individuals be elected to fill classes and vacancies on Presbytery entities as follows, noting that names in normal typeface are continuing members of those entities, and only those in bold, italics are being elected at this time, and that items marked with an asterisk (*) require suspending the rules regarding term limits, and therefore require a two thirds vote.

Following an opportunity for nominations for the floor, the motion to suspend the rules and elect the above named individuals was adopted by voice vote without audible opposition. Missions

Teaching Elder Ann Kelly first thanked the members for their generous response to the call for Presbyterian Disaster Assistance “clean up buckets” which were brought to the meeting from churches in response to the committee’s challenge. The buckets filled Camp Hopewell’s trailor! They will be delivered to PDA’s distribution Center at Camp Ferncliff in Arkansas in the near future by a team of volunteers who will spend the night in Little Rock and assist with the task of sorting donations. She then reported the following additional items for information: 1. The 2018 Hunger Grant Application was approved for distribution. Deadline for these

applications to be received for consideration is February 1, 2018. They will be available on the presbytery's website or by request.

2. Churches who have received PDA grants to help with tornado, flood or other disaster relief are reminded to complete their paperwork required by the grant as soon as possible.

Governing Body Relations

Sam Kemp reported on results of the Session Minutes Review process that took place in April, noting that 29 of the presbytery’s sessions submitted minutes for review, and that while this number represents slightly under 50% of our congregations, the membership of the congregations whose minutes were submitted constitutes over 75% of the presbytery’s total membership. The list of Sessions is as follows, and he moved on behalf of the committee that

Evangelism and Church Development

Jerry Long reported about the Small Church Survey results and their plans to meet the needs expressed:

1. The committee developed and distributed a questionnaire in July to all churches under 100

members. The survey requested input from these churches on their greatest needs in ministering to their congregations and communities as well as the resources that would be most helpful in their ministry.

2. The committee will meet in late September to review the survey results, prioritize the needs,

and develop a plan for offering resources to our churches.

3. The committee will also develop a plan for hosting a small church leadership gathering in the spring of 2018 based on the results from the survey.

Evaluation

Teaching Elder Ann Kelly reported as information that the 2017 Entity Effectiveness Survey has been reviewed, and is now available online (on the Presbytery’s website www.standrewpresbytery.org). Printed copies of the form are also available on request. Members of all of the Presbytery’s committees, commissions, and boards are encouraged to complete the form once for each entity on which they served during 2017.

She then moved on behalf of the committee:

that a new section 2.04.65 be inserted in Presbytery’s Manual of Administrative Operations as follows:

2.04.65 Action Between Meetings.

The Presbytery of St. Andrew authorizes its commissions, committees, boards, and agencies to take action required or permitted to be taken at a meeting with like effect between meetings of the entity, provided that every member is contacted either in person or via email and no member objects. If contacted via email, verification must consist of an email reply stating “no objection,” or words to that effect.

If any member objects or wishes to have discussion on the motion, then a special meeting is required to take the action. Discussion via email in lieu of a meeting is not sufficient.

Such action, if taken, shall be recorded in the minutes of the next meeting of the entity as an action taken by unanimous consent between meetings in accordance with the rules.

The motion was adopted by voice vote.

She then moved on behalf of the committee that all standing committees of the Presbytery of St. Andrew with the exception of the Nominations and Representation Committee and the Camps and Conferences Committee be composed of nine members and that the Stated Clerk be authorized to make the necessary changes to the Manual of Administrative Operations to effect this change.

This committee has been unable to secure a time to meet prior to the Fall Stated Presbytery meeting due to scheduling conflicts of the members. The chair of this committee has contacted the campus ministers to obtain updated information as to the needed funds and growth of the Ukirk ministries in each area. All are still looking into fundraising ideas for this year. There has been no request for change to the previously approved presbytery budgeted funds.

This committee has asked that the budgets for each Ukirk ministry to remain at the previously approved 2017 amounts as are reflected in the presbytery budget.

We are extremely grateful to the good people of FPC and Trinity for feeding us each week. We will need to keep looking for fundraising for State and the W. Camps and Conferences

Nancy Bryson reported about upcoming dates for events at Camp Hopewell, and reported the following items for information: 1. Communion was administered by Rev. Allison Wehrung at Staff Closing on July 22nd and to the PYC on August 26th.

2. Summer camp was a success with 439 total campers. Resident camp numbers increased by 6 % over last summer. 108 campers came from 16 churches in our presbytery

3. The Summer 2018 theme, schedule and rates were approved by the Committee.

4. A tree fell on the Craft Hut during a storm in May. With the help of insurance and a grant from Novo Nordisk, the Craft Hut has been repaired with a new metal roof, paint, shelving, lighting, fans, tables and benches.

5. Six of the eight projects gifted by Friends of Hopewell have been completed. The last two projects, the Fountain in the small lake and the Fire Pit Swing, will be completed this fall.

6. The committee approved renaming the Health Center to the Burghen Center after Dr. George Burghen, the founding doctor for Diabetes Camp at Hopewell and original contributor and designer of the building. Dr. Burghen retired from camp last summer. Also, the original cabin names are now being used instead of the numbers, due to new numbering for 911 purposes.

7. The Brick Campaign at Camp Hopewell is in progress. Deadline to buy your brick is December 31, 2017.

8. The Administrative Board approved the 2018 Proposed Budget

She then moved on behalf of the committee that the Presbytery approve a distribution of up to $60,000 from the Hopewell Endowment Fund for necessary repairs and expansion of Edwards Dining Hall. The motion was adopted by voice vote.

Administration and Stewardship

Greg Goodwiller, as the Presbytery’s Treasurer, reported for Moderator Charles Braddock (who was absent due to illness). He first reviewed financial statements for Camp Hopewell, including the 2018 budget which has been adopted by the Administrative Board. Financial statements for the Presbytery were then reviewed, and the proposed 2018 budget was presented for adoption. On his motion, on behalf of the committee, the budget was adopted by voice vote, with the understanding that adjustments may be necessary as a result of year end income and expenditures, and 2018 giving commitments from churches. The financial statements and budgets are attached as Attachment 3. He then presented the following items as information:

1. Per capita assessments from the General Assembly, the Synod of Living Waters, and the

Presbytery of St. Andrew for 2018 are as follows, and the congregations will be assessed these amounts based on each session’s reported membership as of December 31, 2016, which

2. The 2016 Financial Review is in process, but has not yet been received at the Presbytery

office. When it has, it will be reviewed by the committee and available for review. Special Orders of the Day were then called, and Jake Wilson of the Texas Presbyterian Foundation was recognized, after which other announcements were offered. The Presbytery then recessed for lunch at 12:15 p.m. with prayer for the meal by Wil Howie, after which it reconvened at 1:15 p.m. to continue its work, which began with the report of the Education, Worship, and Nurture Committee, which had been set as an additional Special Order for 1:15 p.m.

Bob Sharman updated the presbytery on the recent proceedings regarding the legalities and restrictions of the situation, and led the body in prayer for FPC Starkville.

In Memorium The Reverend Don L. Wilson

1930 – 2017

The Rev. Don L. Wilson died at his home in Byhalia, MS on August 7, 2017. He was a native of Leland, MS and was born in the Greenville, MS hospital on Nov. 30, 1930 to Robert M. and Ruby Nell Leet Wilson. Don was the youngest of five children. He attended Mississippi State University and graduated from Delta State University in 1960 and received his Master of Divinity degree in 1965 from Columbia Theological Seminary in Decatur, GA. He was called and ordained as Pastor for First Presbyterian Church Byhalia, Red Banks, Hudsonville, and Lamar Presbyterian Churches. He added the Greenfield Presbyterian Church in Waterford, MS to his charge serving from 1971 until 1989. In 1989 Rev. Don L. Wilson was chosen by his peers in the Presbytery of St. Andrew as the Most Outstanding Person of the Presbytery to be honored along with others from each Presbytery as part of the national PC(USA) denomination’s Bicentennial Celebration at the annual nation-wide General Assembly meeting that year. Don served several terms as moderator of the presbytery and was a commissioner to one of the annual General Assembly meetings. In 1997 he received the Alumni/ae Council of Columbia Theological Seminary’s Distinguished Service Award for his service in so many of the rural churches in Marshall County. At the time of his retirement in 2011 Rev. Wilson had served the Byhalia Church and his Presbytery for almost 47 years. Don had the heart of the good shepherd and generously pastored not only his five flocks but all of the communities’ people with whom he came in contact including many of those in his Presbytery covering north Mississippi.

On December 31, 1973 Don married the former Mary Ann Stanback whose home church was the First United Methodist Church in Byhalia. In the words of the 1989 Tribute, Mary Ann Wilson “lovingly (and actively) shared his life and ministry” when she became his wife and a member of the Presbyterian Church. She has also been very active in her own work in the church and with the Presbyterian Women’s organization in the Presbytery all these almost forty-four years of their marriage. In addition to his wife, Mary Ann, Don is survived by many nieces and nephews and their families.

In the words of one member: “Without Rev. Don Wilson “the world will never be the same but because of him, it will be better.” Don would insist that we add: “To God Alone Belongs All The Glory”.

Plan of Union Hollandale Presbyterian Church and Leland Presbyterian Church

Under the Jurisdiction of the Presbytery of St. Andrew Presbyterian Church (U.S.A.)

SECTION I - INTRODUCTION

Presbyterianism has a rich and lively heritage in the Mississippi delta. During periods of significant growth, numerous congregations were formed in the delta’s towns and communities.

Due to demographic changes in the region and other factors, the Hollandale and Leland churches believe that it is best to continue their ministries by uniting into a single congregation.

The ARTICLES OF AGREEMENT which form SECTION II of this document represent the contractual commitment entered into by the existing congregations, Hollandale Presbyterian Church, Inc., and Leland Presbyterian Church, Inc., in order to unite those two congregations of the Presbyterian Church (U.S.A.) into a single congregation, to be known as Leland Presbyterian Church, Inc. Adoption of this Plan of Union in identical form by both congregations at duly called congregational meetings held for that purpose shall constitute a formal petition to the Presbytery of St. Andrew to unite the congregations in accordance with G-3.0301a of the Book of Order of the constitution of the Presbyterian Church (U.S.A.).

SECTION II – ARTICLES OF AGREEMENT

Article 1 – Continuity

The united congregation shall be called Leland Presbyterian Church, Inc. (LPC). It shall be in all ecclesiastical, judicial, legal, and other respects the continuing entity of Hollandale Presbyterian Church, Inc., and Leland Presbyterian Church, Inc.

Article 2 – Structure and Governance

The united congregation shall be governed in all respects in accordance with the Book of Order of the Presbyterian Church (U.S.A.), and under the jurisdiction of the Presbytery of St. Andrew. The current session of Leland Presbyterian Church, Inc. shall be the initial session of LPC, and the Pastor of Leland Presbyterian Church, Inc. shall be the Pastor of LPC in accordance with his terms of call as currently established.

The Treasurer of Leland Presbyterian Church, Inc. shall be the initial treasurer of LPC.
