1.0 GENERAL

1.1 Method of Measurement

The method of measurement used to prepare these Bills of Quantities is the “Principles of Measurement (International) for Works of Construction (POM(I))” dated June 1979 (inclusive of all Amendments issued thereafter up to the date of issue of Tender documents to all Tenderers) issued by The Royal Institution of Chartered Surveyors, United Kingdom. Notwithstanding POM(I) clause GP1.2, any deviations from these Principles of Measurement are either listed hereunder or included within the items in which they occur.

Quantities are measured net as fixed / placed in position. The quantities are at the Tenderer’s risk and no variation in price will be allowed due to error / omission in the quantities. Where quantities are indicated as Provisional Quantities, they shall be re-measured.

Notwithstanding clause GP 3.1(POM(I)), each measurement has been taken to the nearest 10 mm (i.e. 5 mm and over has been regarded as 10 mm and less than 5 mm has been disregarded). This rule does not apply to any dimensions stated in descriptions.

1.2 Pricing Generally

The Contractor shall satisfy himself as to the meaning of every item in the Bills of Quantities and the quantities, rates and prices inserted by him will be deemed to cover all his obligations under the Contract and all matters and things necessary for the proper construction, completion and maintenance of the Works including, but not by way of limitation, all temporary work required (including any that which may be required by any Sub-Contractor, whether nominated or otherwise). The prices shall include for all materials and labour and for the provision and use of all plant – whether mechanical or non-mechanical – required for the expeditious carrying out of the Works in their proper sequence; for the costs of preparing a tender; for the work in connection with the measurements and the final account; for profit; and for all other establishment charges and on costs of whatever nature. The Tenderer is referred to the Specifications, Conditions of Contract, Drawings and other Documents for further information concerning the Works and no claim for additional payment will be allowed for any error or misunderstanding by the Contractor in these respects.

The selected Tenderer/Contractor may be required to provide the Engineer with a full detailed Tender breakdown within 48 hours of request. This Tender breakdown is to show the actual calculations of the Preliminaries, the labour, plant and material costs for the Works, the build-up of measured rates with on costs and overheads and any other allowances used to arrive at the Tender Price.

1.3 Rates

Rates shall be deemed to be fully inclusive of the following:-

a. Labour and all costs in connectionb. Material and goods and all costs in connection including freight, delivery,

unloading, storing, handling, hoisting, lowering, taxes, duties, insurances, levies and charges.

1.4 The Bills of Quantities shall be read in conjunction with the Drawings, Conditions of Contract and Specification; these documents being jointly explanatory and descriptive of the works included in the Contract.

1.5 Each item in the Tender Documents is to be priced. The use of the word “included”, or words of similar effect, is prohibited. If any items are not priced by the Tenderer, or if any items are priced “included”, it shall be deemed that the work described therein is at “no cost” to the Employer.

1.6 Where composite items are listed in the Bills of Quantities, the Contractor shall insert a rate, which is fully inclusive of the composite works described.

1.7 All items in the Bills of Quantities are to be fully priced.

1.8 Lump Sum Tender

The Contractor is reminded that the Tender is a fixed Lump Sum offer. The Tenderer shall be required to check and take full responsibility for the accuracy of the quantities given in the Bill of Quantities and no adjustment will be made in the event of any error or omission being discovered after submission of the Tender.

1.10 Dayworks

Notwithstanding section GP9.1, the Dayworks Schedule includes for unit rates to be given for labour and plant in place of a sum or a provisional quantity of hours.

1.11 Specification

Notwithstanding clause A2.1, the Specification shall be read closely with the Bills of Quantities at all times; no references are made in the Bills of Quantities to appropriate clauses.

1.12 Variations

The rates inserted in the Bills of Quantities will be used to value any variations to the works, whether omissions or additions. The Contractor shall not be entitled to payment for profit and overheads on the value of works omitted. The RATE ONLY items are to comply with the rates used within the measured sections of the works. The Schedule of rates contained within Section E is to be completed in its entirety. The Schedule of rates are to comply with the rates used within the measured sections of the works.

1.13 Engineer’s Approval

Where a description refers, the Tenderer is to obtain the Engineer’s approval, the rate shall include for a suitable quality of materials and workmanship to a standard consistent with the rest of the Works.

1.14 Shop Drawings

The rates inserted in the tender documents shall be deemed to include for all design work as specified in the tender documents and for providing working drawings, shop drawings, schedules, specifications, calculation, etc. and for obtaining the Engineer’s approval.

1.15 Contractor Design Elements

Where a description of the Bills of Quantities or other tender documents refers the requirement of contractor’s Design the Tenderer is to include all cost associated with the design works, such as professional fees, submitting all necessary design reports, drawings and other requirements defined within the tender documents.

The Tenderer is to insert quantities and rates against each unquantified contractor design elements as part of his tender submission. The quantities and rates inserted shall form the basis of interim payment, variations, claims and final account settlement. The quantities inserted shall form part of the lump sum offer and shall not be subject to remeasurement.

The Tenderer shall remain responsible for his tendered design, which shall be fit for the intended purposes defined in the Tender documents.

2.0 GENERAL REQUIREMENTS

2.1 Notwithstanding Section A of POM(I), Bill No. 1 – Preliminaries provides for a list of all General Requirement items that require to be priced by the tenderer. The tenderer is required to fully price all items within Bill No. 1 and to identify any further items required for the completion of the works. No claim will be entertained for any works not identified within the tender document.

3.0 SITEWORK

3.1 Site Enabling Works

The Contractor shall acknowledge that Substructure Works are currently being carried-out by the substructure works contractor. The Tenderer is responsible for reviewing all items in the Substructure Works contract to ensure there are no gaps between substructure works and base build works and where necessary ensure these are carried out in their entirety. Any items the tenderer considers additional to the items measured within the Bills of Quantities are to be included within the tender. Proper communication and coordination shall be carried out between the packages 7100 – Base Build Works Contractor and 7075 – Substructure Works Contractor.

3.2 Dewatering Works

The lump sum rate shall include for:

i) Equipment, plant and labour necessary for carrying out the dewatering works

ii) Spare parts, stand-by pumps, fuel, consumable items and all attendance associated with the dewatering works

iii) Connection charges, authorities fees and charges, equipment, plant, labour, etc., necessary for the disposal of the water

iv) Shutting down, dismantling and de-mobilization costs associated with the dewatering system

v) Provision of Method Statement (including for shutting down the system), design calculations and shop drawings to the approval of the Engineer

3.3 Excavation and Earthworks

3.3.1 The rates for excavation shall be deemed to include for:-

a) excavating in any materials except rock (as defined in clause B8.6 of the Principles of Measurement) and concrete.

b) trimming, leveling and compacting the bottoms of excavations to receive concrete or other construction.

3.3.2 Rates for selected materials arising from the excavations which is to be backfilled shall be deemed to include for removing large boulders and disposing of these as directed.

3.3.3 Rates for disposal of surplus excavated material off site shall include for loading transporting and depositing in locations as directed by the Engineer.

3.3.4 Rates for disposal of surplus excavated material on site shall include for loading, transporting and depositing and contouring to the Engineer’s requirements.

3.3.5 All quantities for excavation have been measured nett with no allowance for increase in bulk or working space.

3.3.6 Disposal of excavated material shall include for any necessary double handling and the provision of a tip, including any charges in connection therewith.

3.3.7 Rates for filling shall include for all necessary multiple handling and compaction.

3.3.8 Any additional fill required due to settlement, compaction, changes in moisture context, wastage and the like in either the fill material or the underlying ground shall be included in the rates.

3.3.9 Rates for excavations shall include for provision of temporary supports including all necessary shoring and planking and strutting to uphold the vertical faces of excavation, including any additional excavation, backfilling and/or disposal;

3.3.10 provision of temporary fencing, barriers and warning signs where required;

3.3.11 temporarily supporting existing drain pipes, cables, and the like during excavation and making good any damage caused to the same;

4.0 CONCRETE WORK

4.1 Rates for concrete blinding shall be deemed to include for all leveling and compacting the ground under and for necessary shuttering to edges or extra width of concrete in lieu.

4.2 The rates for concrete shall include for hoisting to any heights, or lowering to any depth, compaction by vibrators if required, curing, hacking surfaces for key, forming and grouting mortices, making good concrete in connection with holes and mortices and all surface treatments to unset concrete.

4.3 The rates for concrete casing to stanchions shall include for expanded metal lathing and angle beads.

4.4 The rates for concrete shall include for construction joints. The position of all construction joints shall be agreed with the Engineer.

4.5 Bar reinforcement has been measured by weight. Rates for reinforcement shall include for extra material for laps, cutting, bending, all necessary spacers, hangers, chairs, stools, blocks, waste, tying wire and rolling margin etc except that weights of designed hangers and spacers formed by the use of reinforcement bars have been included in item quantities. Rates for reinforcement shall include for providing bending schedules.

4.6 Bending Schedules are to be in accordance with BS 4466.

4.7 Mesh reinforcement has been measured by area. Rates shall include for laps and for cutting, bending, chairs, blocks and tying wire.

4.8 The rates for shuttering shall include for all props, struts, stays, wedges, bolts, all cutting labours at the intersections, overlaps, passings at angles, cutting and fitting around projections and pipes, grooves of any sectional area, all stops, chamfers, splayed angles, mould oil, strutting and supporting shuttering to any height and for easing, striking and removal.

4.9 Rates for precast concrete shall include for moulds, hoisting, placing, setting and bedding in position.

4.10 Rates for prestressed precast concrete shall include for prestressing steel wires and cables including pipe sleeves, grouting, tension blocks and anchors

4.11 Finishing of surface to falls or cross-falls as required shall be included in the rates.

4.12 Special finishes to concrete as specified, curing all concrete structures and all other concrete materials including all kinds of admixtures, water, bonding agents, repairs where required, mixing, haulage and transportation.

5.0 MASONRY

5.1 The rates for blockwork are to include for all cuttings, building to any height of slabs or beams, raking out joints or hacking surfaces to form key, bedding, pointing frames, wall ties, filler and associated accessories. Building in door and window frames and the like, building in or cutting and pinning in ends of lintels, steps, timbers, steel sections, and the like, mortices and making good in connection with building in, cutting and pinning in, holes and mortices.

5.2 The rates for hollow blockwork shall include for filling blocks solid with insitu concrete and steel bar reinforcement where shown on the drawings or described in the Specification and for providing solid course of blockwork at sill level of all openings and bearings of all insitu concrete and at the top of all free-standing walls.

5.3 The rates for blockwork shall include for all expansion joints with compressible joint filler and joint sealant where necessary or shown on the drawings.

5.4 The rates for blockwork shall include for starter bars, ties, at vertical abutments to concrete columns.

5.5 Concrete stiffener columns and lintel beams including reinforcement bars shall be understood to be included with the brickwork to which they relate.

6.0 METALWORKS / STEEL WORKS

6.1 Rates for metalwork shall be deemed to include for:-

a) cutting, drilling, counter-sinking, bolting, riveting, welding, boring, grinding, bracing, grinding off flush etc, assembling, hoisting and fixing in position, adjusting, site and shop priming and touching up as necessary.

b) preparing and submitting workshop drawings before fabrication commences

c) scribing, rebates, grooves, chamfers, splayed and rounded edges, fair and returned ends, mitres and the like and for all short isolated lengths.

6.2 Rates for balustrading and handrails shall include for bends, mitres, crosses, tees, flanged ends, angles, intersections, ramps, bearers, holes, conduits and the like.

6.3 The rates for steelwork shall include for all stanchions and rafters, gussets, endplates and the like and for the preparation of all shop drawings. Ungalvanised steel shall include for rust proof primer.

6.4 Only main steelwork members have been measured. All fixings (except for anchor bolts) and fittings are to be included in the rates.

6.5 The carrying out of special tests to welded or other joints or connections in steelwork has been given as an item.

6.6 Gutters have been measured by length taken along the centre line over all fittings. All painting and fittings to gutters shall be included in the rates.

7.0 WOODWORK

7.1 Sizes for wood are expressed as their finished dimensions.

7.2 Rates for woodwork shall include for providing timbers of any length, all joints, notching and fitting ends, mitres, ends and intersections.

7.3 Rates for woodwork are to include for all nails, screws, cutting and waste, halving, trimming, boring, sinking, pellating, notching and fitting, dovetailed framing and/or scarf jointing and all other sundry labours of a like nature. The rates are also to include for all scribing, rebates, grooves, chamfers, splayed and rounded edges, tongued angles, beds, mouldings, fair and return ends, mitres, housing, holes for pipes etc. and for all short or isolated lengths.

7.4 The rates for doors are to include for fitting and hanging any type.

8.0 THERMAL AND MOISTURE PROTECTION

8.1 Rates for waterproofing shall include for all cutting, lapping, holes for pipes, standards and the like; including dressing and sealing around perforations and into outlets.

8.2 All narrow widths, small areas, dubbing out, internal and external angles, making good around fittings, working around and forming collars to pipes etc. after all trades, jointing between different materials and all cutting (including circular and raking) and cleaning on completion shall be included in the rates.

8.3 Rates for skirting and the like shall include for tops, angles, intersections and ends and for extra material in laps and passings.

8.4 Rates for flashings and the like shall include for angles, intersections and ends and for extra material inlaps and passings. Rates shall include for dressing into grooves and sealing.

8.5 Rates for roof finishes shall include for all necessary expansion joints.

8.6 Rates for damp-proof courses shall include for laps at angles and intersections.

9.0 DOORS AND WINDOWS

9.1 Generally

9.1.1 Where doors and windows are analogous to other sections of the work (for example, decorations etc.) the clauses elsewhere shall apply equally to this section of the work.

9.1.2 Rates for doors and windows shall include for sub-frames.

9.1.3 Rates for doors shall include for architraves and doorstops.

9.1.4 Curtain walling has been measured in square metres stating the width.

9.1.5 Window walling and Windows have been measured in square metres stating the width and height.

9.1.6 Operable windows and doors have been enumerated stating the size and measured extra over the items in which they occur.

9.1.7 Glass is understood to be included within the item of which it forms part.

9.1.8 The rates shall include for providing key identification tags and split rings, and for master keying as specified or required.

9.1.9 The rate for Curtain walling, Window walling and Windows shall include for frames, glazing, aluminum cladding, embeds, insulation, fire safety, sealants, gaskets and all other necessary works.

9.1.10 The rates for doors and operable windows to Curtain walling, Window walling and Windows shall include for sub-frames, ironmongery, gaskets, sealants and all other necessary works

9.2 Wood doors and frames

9.2.1 Sizes of wood members are finished sizes

9.3 Ironmongery

9.3.1 Rates for ironmongery shall include for:-

a) matching screws, keys and forming mortices in floors and the like

b) suiting under master or sub-master key systems, as required by the tender documents.

c) first fixing to establish position, removal to permit decoration, re-fixing and adjusting.

10.0 FINISHES

10.1 Rates for finishes generally shall be deemed to include for:-

a) thoroughly wetting solid surfaces to be rendered or screeded

b) raking out joints of blockwork, hacking surfaces of concrete or applying bonding agent to form a key

c) dubbing out and provision of leveling screed or the like

d) making good or cutting and fitting around pipes, standards and the like; making good up to door and window frames, skirtings and the like; temporary rules; working around buried services.

e) angle beads and render stops around doors, windows, vertical and horizontal abutments and the like; reinforcing mesh at joints and between different surfaces; internal angle beads shall be galvanised metal and external angle beads shall be stainless steel unless otherwise specified.

f) narrow widths, small and isolated areas, rounded arises, fair and chamfered edges and the like.

g) work executed overhead, in restricted areas and the like.

h) masking before the application of sprayed finishes.

i) access panels.

j) working at or up to any height, narrow widths, small areas and all cuttings.

k) expansion joints and control joints as specification

10.2 Rates for screed shall be deemed to include for:-

a) finishing with a tamped, floated or trowelled surface or power float as required

b) laying level or to falls or slopes as required, particularly in wet areas

c) provision of leveling coat as required

10.3 Rates for floor and wall tiles shall be deemed to include for:-

a) fair edges, rounded edges, arises, quirks, grooves, flutes and the like; all ends, angles, ramps to strings and ends of steps; all fair joints or fair cutting; making good cutting and fittings and the like; dishing to gullies and outlets, mortices,

sinkings, ends, angles, ramps, outlets and intersections to skirtings, flush raised or sunk bands, sills, dividing strips, control joints, channels, kerbs and the like.

b) expansion and movement joints.

c) sealant to all sanitary appliances and accessories

d) provision of adequate protection in areas subjected to movement of labour and/or materials.

e) The rates for ceramic wall tiling shall include for a hollow rounded fillet at the junction with other wall finishes.

10.4 Rates for painting shall be deemed to include for:-

a) all cleaning and preparatory work to the surfaces to be painted; cutting to line; rubbing down between coats.

b) working to or at any height, all narrow widths.

c) painting to all pipes, ducts, fittings etc., as no allowance has been made in measured items.

d) painting to opening edges of doors and work on additional surfaces exposed by such opening edges.

e) the rates for painting on wood shall include for work on hardwood and softwood and knotting.

10.5 Rates for suspended ceilings shall include for supplying shop drawings and for obtaining approval of details before commencing work. Rates shall also include for primary and secondary grids as necessary and for suspending the same with requisite hangers from the soffits. Perimeter trim and all cutting and fitting are deemed to be included in rates. The cost of providing access panels shall also be included in rates.

10.6 Rates for suspended ceiling shall include for any additional suspension member necessary to support lighting fittings or similar.

11.0 MECHANICAL ENGINEERING INSTALLATIONS

11.1 Rates for all tubing are to include for providing suitable sleeves where tubing passes through internal and external walls, partitions, ceilings, etc.

11.2 Rates for all pipes and tubing shall include for all short lengths, sockets, running couplings and joints, standard pipe supports, cutting and waste.

11.3 Unless otherwise stated, tee couplings and connections are identified by the nominal diameter of the largest pipe connected thereto and the rates for these items are to include for any reducing tee required.

11.4 Rates shall include for co-ordination with other Engineering installations.

11.5 Rates shall include for cutting for forming holes, mortices, chases or the like and making good finishings. Identification location and marking routes, lines and co-ordination shall be as per Contract Documents.

11.6Rates shall include for building in, cutting and pinning brackets or the like and making good finishings.

11.7 Rates shall include for stopping ends of pipes by an approved method while the work is in progress to prevent ingress of rubbish and for leaving all pipes clean and clear on completion.

12.0 ELECTRICAL ENGINEERING INSTALLATIONS

12.1 The rates for the installations shall include for any portion of the Works, which could be reasonably and obviously inferred as necessary for the complete, and satisfactory operation for the installation as a whole, although not expressly described or specified.

12.2 The rates for switchboards, switchgear, distribution boards, control gear, fittings, equipment and the like shall include for:

a) All identification labels, warning notices, circuit schedules and the likeb) The completion of the circuit schedulesc) All necessary gland plates and cable entry boxesd) All earth tapes, cables and connections to associated cable termination glands,

conduit and/or trunking.

12.3 Main circuits (defined as “the incoming supply to the distribution boards within a building”) shall be measured as follows:

a) Cables shall be measured by length and shall be deemed to include colour coding, marking, joints, boxes, line-tops, shrouds, termination glands, connectors, supports, sleeves, plates and the like.

b) Conduit shall be measured by length and shall be deemed to include conduit boxes, all fittings, saddles, crumpets bending, cutting, screwing, jointing and the like.

c) Trays and trunking shall be measured by length and shall be deemed to include all fittings, stools, saddles, cleats, clips, fire barriers, pin racks, cutting, jointing, earth continuity components and the like. Trunking shall also be deemed to include forming openings for entries from equipment and control gear and associated bushing material.

12.4 Sub-main circuits (defined as “supply from a distribution board to a sub-main distribution board”) shall be measured in accordance with POM(I) Clause R2.

12.5 The rates for enumerated points, outlets, equipment and the like shall be deemed to include cables, conduit, trunking, trays, earthing tape and all equipment and accessories necessary to provide power.

12.6 Spacing of components for supporting earthing tapes or cables has not been stated and the rates for earthing tapes and cables shall include for all saddles, cleats, clips hold-fasts and the like to suit site conditions.

12.7 The length of pendant drops are not stated an the rates for lighting fittings but shall include for pendant drops, boxes, conduit boxes, wood blocks, moulded pattresses, break joint rings, ceiling roses, connector-blocks, dome covers, back plates, ball and socket back plates, earth continuity, flexible cords, conduit, chains, hooks, lamp holders, swanneck bends and the like.

12.8 The rates for incandescent and fluorescent lighting fittings shall include for boxes, conduit boxes, wood blocks, moulded pattresses, break joint rings, ceiling roses, connector-blocks, flexible cords, earth continuity, chokes, capacitors, starters, lamp holders and the like

12.9 The rates for all lighting fittings shall include for all associated lamps, control gear, diffusers, shades and the like.

12.10 The rates for clocks, telephones, fire alarms, burglar alarms, loudspeakers and the like shall include where required for all boxes, conduit boxes, wood block, moulded pattresses, cover plates and the like.

12.11 The rates for all sockets outlets include for associated plug tops

12.12 The rates for surface accessories shall include for any necessary back plates and surface mounting boxes.

12.13 The rates for all flush, semi-flush, recessed, semi-recessed and insertion items shall include for any necessary boxes.

12.14 The rates for all accessories, fittings, equipments and the like shall include for all necessary earthing tails and terminals.

12.15 Rates shall include for co-ordination with other Engineering installations.

12.16 Rates shall include for cutting or forming holes, mortices, chases or the like and making good finishings.

12.17 Rates shall include building in or cutting and pinning brackets or the like and making good finishings.

13.0 SERVICES GENERALLY

13.1 The Contractor shall be completely responsible for obtaining the requirements for holes, fixings, and any other builder’s work. He shall co-ordinate the requirements for builder’s work between trades and ensure that such information is as shown on the drawings in accordance with his own and the Employer’s requirements. Details of builder’s work which is not shown on the drawings but which is required by the Contractor shall be forwarded to the Engineer for his written approval before the work is put in hand. Any cost of unnecessary work due to the Contractor failing to comply with these conditions or failing to act upon such information given will be borne entirely by the Contractor.

13.2 The drilling, cutting or leaving of holes or apertures through structural floors, walls, beams, etc., shall be avoided, but where this becomes a necessity the Contractor must obtain the written approval of the Engineer before such work is put in hand.

14.0 BUILDER’S WORK

14.1 The expression used herein “Builder’s Work” related to services includes but is not limited to the following:

a) Drilling, cutting or leaving of holes for pipes, ducts and the like through walls, floors, partitions, roofs etc., and subsequently making good.

b) Cutting and pinning ends of supports for pipes, equipment, appliances, fittings and the like to walls, floors, partitions, soffits, etc., and making good.

c) Cutting or leaving mortices, sinkings, etc., for holding down bolts, brackets, supports and the like and grouting in.

d) Cutting chases for pipes and the like in walls, floors, partitions, etc., and subsequent making good.

e) Cutting and fitting around, boring holes through and making good of finishings up to pipes, supports, brackets and the like.

f) The formation of small concrete bases, plinths, etc. for plant, tanks and equipment, including anti-vibration pads as necessary.

g) The painting of exposed pipework, fittings, equipment, etc.

14.2 “Builder’s Work” will include all the above, but it should be noted that this list is not intended to be exhaustive and everything necessary will be deemed to be included.

15.0 PRIME COST (PC) Sums and PC Rates

15.1 Where PC Sums are included, the Contractor is to include in his rate the full amount shown.

15.2 Such sums shall include all costs associated with the purchase of such materials including, but not limited to the purchase cost, transportation, freightage, opening letters of credit, bank guarantees etc.

15.3 PC rates for supply rates for materials shall be deemed to include purchase price of such materials and all associate costs in delivery to site.

15.4 At the time the Engineer has approved the actual material to be used in the works, the actual delivered to site cost shall be inserted into the Contractor’s rate following the

deduction of the original PC supply rate contained in the Contractor’s rates against a particular item description in the Bills of Quantities.

15.5 The Contractor when pricing items in the Bills of Quantities which contain PC supply rates shall add to the PC rate the amounts required to cover for loading and transporting from site store, hoisting and lowering and distributing to various positions, assembly as necessary, cutting, fixing, casing up and protecting and finally cleaning down and, where appropriate, oiling and adjusting and leaving in perfect order, all necessary straight, curved and irregular cutting, wastage, contractor’s overheads and profit and all other allowances required to fully fix, install or place the particular item in accordance with the specifications and the written instructions of the Engineer. These allowances shall be fixed and will not be adjusted against the final value of the supply rates adopted. Should the item including PC supply rates be deleted from the contract no payment against that item will be made to the Contractor.

16.0 DOMESTIC SUB-CONTRACTOR’S WORK: GENERAL ATTENDANCE

Items in respect of general attendance (assistance) to be provided for domestic Sub-Contractors shall include (but not limited to), the following items, free of all charges:

a) Provision of all site hoardings, fencings, controlled access openings and the like

b) Provision of temporary hardstandings for vehicular traffic and the like.

c) Provision of un-hindered access to working areas

d) Preparation of the site, including (but not limited to); removal of asphalt road surfacing, kerbs, paviors, lighting poles, bollards, shrubs, signage, telephone kiosks and the termination / relocation of all existing underground and exposed services

e) Provision of grid lines / markers and levels, including checking and verification

f) Use of Contractor’s administrative arrangements

g) Unloading, distributing, hoisting and lowering of materials

h) Use of personnel hoist, stairs, platforms and walkways

i) Use of constructional plants

j) Use of Contractor’s facilities

k) Use of temporary works

l) Space for Sub-Contractor’s offices and stores

m) Scaffolding, including mobile platforms, erection, dismantling and re-erection throughout the Contract duration including re-sequencing of works.

n) Unloading, distributing, hoisting, lowering and placing in position items of plant, machinery or the like, including installation, testing, maintenance and dismantling

o) Provision of water for the Works including installation, testing, maintenance and disconnection

p) Provision of power and lighting for the Works, including fuel and consumption charges

q) Lifting, hoisting, craneage, etc.

r) Insurance of the Works (CAR and Third Party Insurance to be provided by Employer)

s) Provision of safe and secure storage for goods and materials and space for specialists offices

t) Programming of the Work and co-ordination of the Works to comply with the Main Contractor’s programme

u) Co-ordination of the whole of the Works including the work of Sub-contractors and any relevant authorities etc.

v) Provision of protection to finished work

w) Clearance of all rubbish and debris

x) Cleaning the finished work as part of the final cleaning obligations as detailed in the Specification.

17.0 NOMINATED SUB- CONTRACTOR’S WORK; GENERAL ATTENDANCE

Items in respect of general attendance (assistance) to be provided to Nominated Sub Contractors shall include (but not limited to) the following items, free of all charges:

a) use of Contractor’s plant and machinery

b) use of offices and stores

c) provision of water, electricity and fuel

d) provision of general scaffolding

e) lifting, hoisting etc.

f) use of Contractors administrative arrangements

g) Insurance of the Works.

18.1 Provisional Sums included in the Bills of Quantities may be expended totally, in part or not at all as directed by the Engineer.

18.2 The Contractor will have no entitlement to any claim for loss of profit in the event that any or all provisional sums are omitted in part or in their entirety.

18.3 Percentage or adjustment of Provisional Sums as provided in Clause 59.4(c) shall not be applicable to any direct payments made by the Employer to a third party or where no approved sub-contract agreement exists.

18.4The Contractor is to price within the preliminaries section for all ‘Main Contractor’ supervision works etc associated with the provisional sums.

18.5 All Provisional Sums shall be carried out by Main Contractor.

19.0 SCHEDULE OF RATES

The rates to be inserted in the Schedule of Rates are to comply with the rates, which the Contractor has used in determining his Unit Rates inserted elsewhere in this Tender and Contract Document.

The Contractor will be paid at the rates outlined within this schedule, for work carried out following specific instruction from the Engineer during the course of the Contract.

20.0 FIXING ONLY

Where Contractor requested to price for ‘‘Fix Only” his price shall include for all costs associated with delivery to site, unloading, loading, storing, protecting, assembling, fixing in required locations, and commissioning.
