Rolls Royce Marine, in collaboration with a number of Finland’s top academic researchers and leading members of the maritime cluster, has started on the development of fully autonomous remote controlled ships. This collaboration is known as the Advanced Autonomous Waterborne Applications (AAWA) Initiative. The 6.6 million Euro project brings together universities, ship designers, equipment manufacturers and classification societies to explore the economic, social, legal, regulatory and technical factors which need to be addressed to make autonomous ships a reality.

Autonomous applications in the shipping and cargo handling industry are already widely used, such as driverless straddle carriers, automated stacking cranes, remote controlled ship to shore cranes and automated guided vehicles. Spurring on these innovations is the drive to reduce labour costs and to make the interaction between heavy equipment and humans safer. Moreover, recent trials with autonomous cars and trucks have been relatively successful albeit mostly under controlled conditions

While the thought of crewless ships such as chemical tankers, cruise vessels and large oil tankers will strike fear in the general population, one only has to realise that these days most passenger jets fly (and sometimes land) predominantly on autopilot while being guided by traffic controllers sitting in control rooms with massive amounts of data at their fingertips.

While the issues to be overcome for autonomous shipping are largely social (similar to autonomous vehicles) the business side has to stack up as well. Marine industry players will focus on issues such as cost (less labour, more space for cargo), efficiency and safety gains.

Business models involving autonomous ships need to deliver commercially viable applications as well as currently untried engineering concepts, acceptable to both the shipping industry and the general public. This will involve shipyards, ship owners, ship operators, ports and cargo owners. Shipping is a tough business and operates in a challenging environment; equipment required for the autonomous operation of ships might work well on land but might be unsuitable for application on board ocean-going vessels.

AAWA hopes to complete the research by the end of 2017. They will use simulations as well as tests at sea on board a FinFerries vessel which operates between islands off the Finnish coast. They hope to have a remote controlled ship in commercial use by the end of the decade.

The maritime industry is known for its conservative nature and its resistance to change, so having an autonomous vessel in commercial use by the end of the decade might be optimistic. The big challenge will be whether there is societal acceptance and preparedness in the maritime community and beyond to make the changes necessary to accommodate unmanned ships.

Having crewless ships operating on the Australian coast would certainly change the landscape for coastal shipping. This issue was discussed at a recent forum of lawyers and marine professionals at the offices of a law firm in Sydney but might not come in time to halt the demise of Australian flagged ships altogether.

LEEA and ICHCA Publish Paper on

Safe Use of Container Lifting Lugs

ICHCA International, the NGO association for the global cargo handling industry is delighted to partner with LEEA, a Corporate Licensed ICHCA member and the professional body for the lifting industry worldwide, in order to contribute to safe practice in the industry. The two organisations have jointly released a new addition to ICHCA’s Briefing Pamphlet series, BP42, which offers general guidance on the variety of container lifting lugs available and their safe use. The new publication was written by Ben Dobbs, Technical Manager at Lifting Equipment Engineers Association (LEEA) and reviewed by Capt. Richard Brough OBE, Technical Adviser at ICHCA International. Both are active participants in ICHCA’s ISP Technical Panel, which plays a key role in the association’s technical research and advice programme.

When used correctly, container lifting lugs provide the user with a versatile and safe means of connecting a container to a lifting appliance in situations where it is not possible to use a container spreader or lifting frame. However, dangerous lifting practices can result if container lifting lugs are used in the wrong manner. Moreover, container lifting lugs are often confused with other fittings which are similar in construction but have been designed solely for load restraint use, and are not suitable for lifting.

Containing helpful illustration, BP42 provides information on standards and legislation and explores the various designs of the most common container lifting lugs. The publication provides advice on storage and handling, inspection, maintenance, thorough inspection and documentation and marking. The paper concludes with advice for training users on the safe use of container lifting lugs, an important part in ensuring the safety of cargo, equipment and personnel as a whole along the supply chain.

BP42 – General guidance on the safe use of container lifting lugs is part of a series of more than 90 publications produced by ICHCA International, mainly through the organisation’s ISP Technical Panel. The paper is free to download from ICHCA’s website to subscribers.

Planned for Las Palmas

ICHCA International has announced that it will be celebrating ICHCA's 65th anniversary in Las Palmas, Canary Islands on 2-5 October 2017. SA Ports Pricing Review

The Maritime Services (Access) Act 2000 requires the Essential Services Commission to review the South Australian ports pricing and access regimes every five years. The Commission’s 2017 Ports Pricing and Access Review is being conducted to meet this requirement.

The Review will consider if the ports pricing regime and access regimes should continue for a further five-year period.

The Commission has initiated its review with the release of an Issues Paper. The purpose of the Issues Paper is to gather evidence and views from people and organisations with an interest in South Australian ports and maritime industries. The Issues Paper is the first opportunity for stakeholders to raise matters that are important to them and to provide the Commission with responses to key questions.

The Commission is seeking feedback from all stakeholders with an interest in the regulated ports sector of South Australia. Submissions and responses addressing the matters raised in the Issues Paper, or any other matters relevant to the review, are due by Friday, 18 November 2016.

New Flights to Boost Queensland

Regional Exports

The Brisbane West Wellcamp Airport, Toowoomba, has secured a deal for a weekly Cathay Pacific freight flight to Hong Kong. Deputy Premier and Minister for Trade and Investment, Jackie Trad, said the announcement demonstrated the strength of Queensland’s agricultural export sector.

“I would like to wholeheartedly congratulate Brisbane West Wellcamp and Wagners on this fantastic initiative for the Darling Downs and Toowoomba region. This announcement is a clear endorsement of the ever-increasing export opportunities for our Queensland agricultural producers and exporters who now have a direct line to one of our region’s most lucrative markets. The emerging Asian middle-class is driving up demand for clean, green produce and Queensland is perfectly placed to capitalise on this demand, delivering jobs and economic growth right throughout Queensland,” Ms Trad said.

The practical effect of this announcement is that producers in the Darling Downs and Toowoomba can now export their fresh produce directly from the region in which it was produced. The service will be operated on a Cathay Pacific 747-8F. Menzies Aviation, in partnership with Brisbane West Wellcamp Airport, will manage the ground handling and cargo terminal operations.

New Members Join Trade

and Investment Queensland

Two new members have joined the board of Trade and Investment Queensland (TIQ) and there has been the appointment of a new Trade Commissioner to India.

Deputy Premier and Minister for Trade and Investment, Jackie Trad, welcomed Michele Fleming and Kate Hynes to the governing board of the Government’s global business agency TIQ. “It is my pleasure to appoint Michele Fleming, a member of the Asia Pacific management team for Populous Design and Kate Hynes, who is currently the Chief Legal Officer for Halfbrick Studios, makers of the incredibly successful app Fruit Ninja,” Ms Trad said.

“Together they bring a wide-range of skills and experience to further advance trade and investment opportunities for Queensland on the international stage. Importantly, having another two female members on the board of my agency reflects a push by the government to have gender equity on boards for all Queensland Government bodies by 2020.”

Sandra Diethelm has also been appointed Queensland’s new Trade Commissioner to India. “Sandra Diethelm’s experience has provided her with a solid understanding of the challenges facing businesses trying to strategically establish themselves in India,” Ms Trad said.

Ms Diethelm has worked in senior roles across public and private organisations in Switzerland, Australia and India. She has managed complex projects for Ergon Energy and Energex while based in Australia and has experience in setting up a start-up business in India.

ASRG Dockmaster Course

15-18 November, Sydney

The ASRG Dockmaster Course, or basic dry dock training course, is a four-day course that covers the fundamentals and calculations required for the docking of vessels, including for graving docks, floating docks, travel lifts etc, particularly for maintenance and repair.

The course begins with the basics and safety concerns and progresses through all phases of dry docking: preparation, docking, lay period, and undocking. The course ends with an in-depth discussion regarding forward planning for the prevention of serious accidents and incidents, with details provided of past incidents. Qualifications are recognised internationally and are a stipulated requirement of Defence Departments and insurance assessors. The course is conducted internationally with courses held most recently in Singapore, the UK, Canada, UAE and the USA (Hawaii, San Diego, Biloxi, Boston, Virginia).

The course is designed to be relevant to Dockmasters, Docking Officers, Engineers, Naval Architects, Port Engineers and all others involved in the docking of vessels. The course is presented through classroom lectures, student participation in projects and practical application exercises. The course addresses the deck plate level of practical operation needed by the dock operator and the universally accepted mathematical calculations required to carry out operations in accordance with established sound engineering practices.

The course has accreditation with the Society of Naval Architects & Marine Engineers (SNAME) and The Royal Institution of Naval Architects (RINA) and is suitable for both experienced and inexperienced personnel with involvement in vessel docking.
