Year! I’m honored to represent you in our endeavors to continue to make Roseville and Granite Bay great places to do business. Your chamber board has already been at work brainstorming on how we can leverage our resources in 2015 to increase the visibility and business development for our South Placer members. We have a host of new opportunities for our members and our community.
Our initial plans for 2015 include a focus on building our influence in the local and larger area. The board dialogue is around spotlighting our members and ensuring your business has many opportunities to showcase your services and products. We will evaluate our efforts to ensure we are focused on the best activities that benefit our members. We have a mighty force with our robust chamber and owe you the backing and leverage of our resources to grow your business. We will continue to partner with the City of Roseville, our county and state legislators to
influence legislation and activities that further our members’

I’m very proud
to be a part of the newest five Star Chamber in California. There are only five other California chambers with this designation from the U.S. Chamber of Commerce. This is a HUGE accomplishment by our chamber staff. I’m so proud of them. This was not an easy task and required a long strategic plan. With the fifth star we are recognized in the top one percent of chambers in the nation.

Roseville Chamber of Commerce, serving Roseville and Granite Bay, is proud to be an accredited five-star Chamber of Commerce. The Accreditation Program was instituted by the U.S. Chamber to recognize effective organization performance. Only 10% of the Chambers throughout the nation successfully complete the accreditation process for this voluntary program and less than 1% achieve five-star status.
Roseville Chamber Accredited 5-Stars by the US Chamber of CommerceThe Roseville Chamber of Commerce is
very excited to announce that after a comprehensive self-review, the U.S. Chamber of Commerce has awarded us with 5-Star Accreditation. Accreditation indicates that a chamber of commerce operates under effective organizational procedures and contributes to significant positive change in the community. This is the only program of its kind in the country.
To achieve this standing, we performed an intensive self-assessment of our operations in nine core areas of work; some of these include sound policies, effective organizational procedures, and positive impact on the community. The Roseville Chamber of Commerce was the only chamber in California who was awarded five stars during the U.S. Chamber’s November board meeting. With nearly 7,000 chambers in the US, we are one of the very few who hold this title. This prestigious honor puts us among the top 1% of chambers nationwide.
In the past year, the staff, board, and volunteers of the Roseville Chamber spent countless hours completing the Accreditation process. This allowed us to renew, improve and promote sound business practices, policies and procedures. The result of our hard-work is evidenced by this impressive rating. But in truth, we should all be extraordinarily proud of this milestone achievement. It was a team effort.

EMV Credit Cards are Coming...Will You Be Ready?The United States is the last major market where people
primarily use magnetic-stripe cards. The U.S. makes only 24% of all credit cards and is responsible for nearly 50% of the fraud. The U.S. has had the most card fraud in the world over the past 5 years as card fraud losses soared over $5 billion, up 14.5% in one year.
Traditional credit cards have static data and can be easily cloned. Chip cards use a new encryption for every sale, making sales more secure and will require a terminal card reader that is EMV compliant.
Soon we will have to change how we pay and get paid with credit and debit cards. The new standard of operation is called EMV- developed by Europay, Master Card, and Visa to be a more secure way of paying. Every customer’s card will soon have its own embedded microchip.
EMV chip cards can be identified by their embedded chip- essentially a tiny computer. It’s harder to replicate a chip card than a magnetic-stripe card, as the chip creates a unique impression every time it is used.
EMV means a new kind of experience for customer and merchant. Chip cards are inserted or dipped into the reader and left in place for the entire sale as the reader and card talk back and forth.
Major Banks have already started to issue EMV chip imbedded debit and credit cards to new consumer and small business customers. As full implementation rolls out existing customers will get them when their old cards are replaced at expiration or for other reasons.

In 2014, the Roseville Chamber Political Action Committee worked
to provide value and relevance to its members through advocacy and information.
On the heels of an election year, it’s a fitting time to share with our membership what the Roseville Chamber Political Action Committee worked on in 2014. A committee consisting of 9 members of the
business community, we endorsed candidates from city council to the state legislature. We also endorsed and campaigned for Measure B, a ballot initiative to bring the pay of our county supervisors to a level that is more fitting to the duties of the position.
How did we do with our endorsements? One hundred percent of our endorsed candidates and
measures passed. As a team, we researched the issues and stood behind what we felt was in the best interest of the region.
In October, we hosted a candidates forum for Roseville City Council Members at Maidu Community Center, and in 2015 keep an eye out for an event the PAC will host to honor our area’s elected representatives.

Member Advisory Council developed “Roseville University: Professional Development” also known as “Roseville University.”
As the idea progressed, the Ignite Young Professionals Committee, with Alex Rue at the
helm, took over this idea and decided to partner up with our local universities. The series will be available only to our members in February 2015 at $25 per class.

New Year, New Labor LawsWith so many changes in the law now is a great time to review employer policies and employee handbooks. Here
are some of the highlighted laws passed by Legislature that will become effective on January, 1 2015.
Paid Sick Leave:The Healthy Workplaces, Healthy Families Act of 2014 (“HWHFA”; see new Lab. Code § 245, et seq.)requires employers to provide employees with paid sick leave benefits. This new sick leave provision is the most significant change in the law for 2015. Beginning July 1, 2015, employees who work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick days. Employees will accrue paid sick leave at the rate of one (1) hour for every 30 hours worked and will be entitled to use that sick leave beginning on the 90th day of employment. The law applies to all California employers, including the state, political subdivisions of the state, and municipalities.
Training re Abusive Conduct:This legislation expands the requirement placed on employers with 50 or more employees to provide bi-annual sexual harassment training to supervisors to also include training on “abusive conduct.” “Abusive conduct” is defined by this legislation as “conduct of an employer or employee in the workplace, with malice, that a reasonable person would find hostile, offensive, and unrelated to an employer’s legitimate business interests. Abusive conduct needs to be repetitive, however, as a single act does not constitute “abusive conduct” unless it is especially severe and egregious. While abusive conduct is not unlawful at this time, the new law indicates movement in that direction.
Immigration-Related Retaliation:Prohibitions against unfair immigration-related practices enacted by the Legislature last year are expanded to include threatening to file, or filing, a false police report or complaint with any state or federal agency regarding an individual’s immigration status. A $10,000 civil penalty for prohibited discrimination or retaliation related to unfair immigration-related practices may be imposed on an employer to be awarded to the aggrieved employee. An employer violating the new law may have its business license suspended either by a court, on its own motion or application by a party.
Wage/Hour Legislation:In the area of wage and hour legislation, the Legislature enacted AB 1723 (Nazarian), which subjects employers that willfully fail to timely pay the wages of a resigned or discharged employee to a citation that includes a civil penalty, the payment of restitution of wages, and payment of liquidated damages to the employee. AB 2074 (R. Hernandez) provides for the recovery of liquidated damages equal to any unpaid wages plus interest in actions alleging payment of less than the minimum wage.

Big Improvements in the City of Roseville for 2015

CITY OF ROSEVILLE UPDATE
We have already seen great strides in the city’s goal of making
downtown Roseville a unique and active destination. We’ll see even more improvements and upgrades in 2015 and beyond.
The Vernon Street Town Square celebrated its one-year anniversary with a Sammy Hagar concert in the square on September 13. Through the first year, more than 100,000 people have attended events and festivals in the square. Based on that success, we are looking to bring larger musical acts to downtown Roseville.
The Oak Street Improvement Project, which includes the roundabout at Washington Boulevard and Oak Street, was completed in December. It has improved traffic and pedestrian safety in the area as well as eased the flow of traffic. It is a great addition.
We have plans for three pedestrian bridges connecting downtown and Royer Park. One of those is the existing Rube Nelson (or Ice House) Bridge, which will be rotated this year to provide better access to the park for pedestrians and cyclists. A new bridge near the Downtown Library will also begin construction this year. Plans are still being drawn up for the third bridge, which will align with the Vernon Street Town Square. Construction on this bridge is not expected until 2016 or 2017.
We are also working on plans for a second parking structure. This garage would be behind the Roseville Theater and other businesses on the 200 block of Vernon Street. Depending on funding, this parking structure could hold 250-500 cars. We hope to break ground this spring or summer.Site work will begin this spring on the
new Fire Station No. 1, to be located at Oak and Lincoln Streets. This will replace the current but outdated Fire Station at Oak and Grant Streets. It will also open up valuable creek frontage for future development. We expect the new fire station to open in 2016.
With the City Council goals of economic development and a great downtown, we are also considering building a new 4-story, 60,000 sq. ft. office/retail center at 316 Vernon Street, across the street from the Civic Center. This could provide space for Sierra College or another school to bring their classes and students to downtown. The existing post office, which recently signed a new 5-year lease, would remain in place.
