Saskatchewan’s Health Min- ister Don McMorris has an- nounced the implementation of a new Saskatchewan-based assessment process designed to recruit more foreign-trained physicians to the province. “We are pleased to intro- duce full implementation of the Saskatchewan Interna- tional Physician Practice As- sessment (SIPPA), a key ini- tiative in our ongoing effort to recruit and retain physicians,” he says. “While we have in- creased enrolment at the University of Saskatchewan’s College of Medicine and added residency positions to train doctors here in Saskatchewan, we continue to depend on and appreciate our international medical graduates.” The new SIPPA program removes the barrier that pre- viously limited international medical graduates’ (IMGs) from practicing in Saskatch- ewan based on their country of training. Now family physi- cian IMGs from all countries will be assessed as long as they meet the licensure crite- ria. Opening the assessment to IMGs from around the world will bolster recruitment to the province through the assessment of a wider range of physicians. Campers heading to Crooked Lake Provincial Park for the unoffi cial launch of spring – the May long weekend – are going to fi nd something new this season, along with something old. The park, located in the Qu’Appelle Valley, has un-dergone some signifi cant changes including a newly constructed service centre featuring a wheelchair-accessible washroom and shower facilities. Also part of the $1.2 million package of park improvements announced by The Ministry of Tour-ism, Parks, Culture and

Sport is a smaller service centre and washrooms located centrally in the campground. The park now features 94 electrifi ed campsites, including 21 seasonal sites and six non-elec-trifi ed sites. As for the something not-so-new, the alcohol ban at all Sas-katchewan’s provincial and 25 regional parks will be in effect from Thursday to 11 p.m. Monday. The ban, however, doesn’t affect cottages or

commercial businesses in provincial parks. Loreen Friskie, acting manager of visitor ex-periences with the Min-istry, says the ban has been around since 2005 when two provincial parks – Moose Mountain and Emma Lake – imple-mented the “no alcohol” measure as a pilot project in response to concerns about camper security and vandalism that were sparked by rowdy, drunk-en park patrons.

Prior to the pilot proj-ect, Moose Mountain alone in 2004 sustained some $40,000 in damage. Following the pilot proj-ect the ban was extended across the province to the entire park system in 2006. Last year, less than 50 liquor-related charges were laid. Park entry for the up-coming season is $7 daily,$17 for a three-day pass, and $50 for a transferable annual pass.

The assessment has operated as a pilot since early last year. During this time, 25 IMGs have successful-ly completed the program and are now practising in the province. The IMGs who have already passed the assessment are practis-ing in Broadview, Estevan, Hud-son Bay, Ile a la Crosse, Kamsack (2), Kindersley, Lloydminster (2), Maidstone, Melfort, Moose Jaw, Nipawin, North Battleford, Prince Albert (2), Regina, Saskatoon, Spir-itwood (2), Swift Current, Tisdale (2), Unity and Yorkton. “The College of Physicians and Surgeons is pleased to partner with the government in the development of the SIPPA program,” College of Physicians and Surgeons of Sas-katchewan Council President Dr. Mark Chapelski says. “We have worked hard with the government to ensure the program consistently

and accurately assesses competent and caring physicians to practise in Saskatchewan.” Other benefi ts of the new assess-ment process include: • IMGs will receive orientation to the Canadian practice environment prior to assessment, which assists IMGs’ adjustment to the province and increases their chances of suc-cess. • A larger volume of IMG candi-dates can be assessed throughout the year. The new assessment process fl ows from the government’s phy-sician strategy, which aims to ad-dress the physician shortage in Saskatchewan. Some other physi-cian recruitment accomplishments include: • Negotiated a strong contract with the Saskatchewan Medical Association; the contract focuses on competitive compensation and an attractive workplace environment.

Established the Physician Recruit-ment Agency of Saskatchewan (saskdocs) a agency to better co-ordinate physician recruitment and help the province compete with other jurisdictions. • Established a total of 100 un-dergraduate and 120 post-grad medical training seats. • Invested in distributive educa-tion to better prepare graduates to practise in rural Saskatchewan. Implementing a physician locum program to provide additional phy-sician coverage and assistance to rural doctors. The strategy is showing good re-sults with 200 more doctors prac-tising in Saskatchewan than there were four years ago. Ed, my neighbor next door, has his angry side like we all do. Recently, Ed’s been steamed up and ready to explode. Usually, Ed has a long fuse and can take a good amount of irritation before he blows up in anger, but not the last few weeks. Ruby claims almost anything can have Ed bristling and barking in a temper. Of course, Ed did not see it that way and said Ruby was just imagining a grumpiness that wasn’t there. That lead to a challenge that Ed could not go five days in a row without blowing up in anger. The five days were full of reasons for Ed to get angry. The part to fix his tractor finally arrived along with a bill that had Ed slamming the door of the Quonset, since he couldn’t call the company and yell at them in anger. Ruby claimed slamming the door was an explosion of anger, but Ed explained he was just getting bursts of fresh air, because the cost of the tractor part was so high he could not breathe. Ed was having coffee with the guys when Karl got carried away talking nonsense about spray-ing so that Ed had to go to the washroom twice. He had to walk away or he would tell Karl how he didn’t know his head from a hole in the ground. He almost held is temper until Karl began comparing John Deere and Case trac-tors. According to Ed, calling Karl a “bone-head” was not an act of anger, but friendly kid-ding, even though Karl is frustratingly clueless at times. Rex, Ed and Ruby’s dog, has always been a faithful companion to Ed. The last while, how-ever, every time one of

the cell phones rings, Ed looks at the dog with resentment. Ruby said to Ed, “You act like you are even mad at the dog.” “I’m not angry - just having vivid memo-ries of Rex in a chasing game we had with each other out at the farm,” replied Ed. “He’s getting what he deserves,” mut-tered Ed. Ruby didn’t know that Ed was refer-ring to the recent inci-dent in which Ed chased Rex around the Quonset trying to get Ruby’s cell phone out of the dog’s mouth. Do we deserve to be angry? Is our anger in response to what some-one else said or did which impacts us? For years I have said, “You/it made me angry.” I realize that makes it sound like I’m a victim and forced by others to become angry. Am I forced to become angry or do I choose to? Do we like to be angry? Can anger get out of hand leading to heated words, physical violence or even murder? Does anger accomplish good or result in our own destruction? The Bible speaks of anger this way: “Everyone should be quick to listen, slow to speak and slow to become angry, for man’s anger does not bring about the righteous life that God desires. We are told, “Time after time God restrained his anger, for he was merciful and forgave the iniquities of his people.” Repeatedly God is described as “slow to anger, abounding in love.” God does not hold us in his anger because of our sins against him. God deals with us in kindness and compas-sion. Faith in Jesus means God is not angry with us. Let us not be angry with each other.

Our modern-day life-style helps to prevent us from losing unwanted extra pounds! Automated equipment makes our work easier. Turning up the thermostat in the house doesn’t burn nearly as many calories as chop-ping wood, but we sure don’t miss the extra work! Plus, just think of the time we save... We can watch TV or surf the net for enjoyment and relaxation. Meanwhile, unfortu-nately, many of us are slowly but surely putting on extra pounds that increase our risk for many serious diseases. Modern times have created a huge deficiency of exercise in our lives. We don’t realize the extent of this deficien-cy, although the results are staring right at us, when we look in the mir-ror! The tricky part is that this exercise deficiency adds up from so many lit-tle things that we don’t even notice what’s hap-pening.

LIFESTYLE COMPARISON

But let’s compare the 1952 lifestyle with our 2012 lifestyle, for a moment. It’s a winter morning in 1952, and Millie walks a few blocks, 1/4 mile, to the bus stop, since her husband, Joe, drives their only car to work. She walks another 1/4 mile to her office. She climbs the stairs to the 2nd floor, where she works, since there is no elevator. She has a sedentary job, typing on an Underwood manual typewriter. Sixty years later, Sue drives to work, since her household owns two cars. She takes the elevator to the 2nd floor, where she

works at a computer key-board. The difference doesn’t seem that great, right?

BIG DIFFERENCE

In fact, it’s about 15 pounds! Assuming they are both the same size, have the same metabolism and eat the same amount of food, this small part of Sue’s daily routine will eventually make her about 15 pounds heavier than Millie! Why? Millie burned 100 calories a day, walking to and from the bus stop, and another 100 extra calories using a manual typewriter instead of an electronic keyboard! A few daily trips, up and down the stairs at work, burn about another 20 calories, for a total of 220 calories.

LITTLE THINGS ADD UP

For roughly every 15

calories you stop burning on a daily basis, while eat-ing the same amount of food, you will eventually gain 1 pound - for a total of 15 pounds, in Sue’s case!Meanwhile, Sue’s hus-band, Tom, drives 30 min-utes to work in 2012, just like Joe did, 60 years ear-lier. Then, as a salesman, he drives through city traf-fic for about 3 hours daily, again, just like Joe did. Yet, the difference is nearly 10 pounds! How can that be? Tom drives an automatic. Joe drove a standard shift, burning an additional 140 calories a day. Our modern couple eats

out three nights a week; they work hard all day, and feel they deserve to relax after work. Millie and Joe also ate out, usu-ally every Friday night, to relax after a hard week at work. For the cook, the differ-ence of not preparing din-ner twice a week adds up to about another 5 pounds. This is without even com-paring “fast foods” today, with more traditional foods of 60 years ago! Plus, we have our conve-niences: the remote con-trol, multi-disc CD player, cordless and cell phones, power tools and other elec-tric work-saving applianc-

es. We wouldn’t dream of being without them! Is it any surprise that we tend to weigh a good 25 pounds more than Millie and Joe did? Even if we eat considerably less food, we’re still struggling with “the battle of the bulge”. No wonder!

IT’S TIME TO GET MOVING

We can’t turn back the clock, nor would we want to. We’ve got it good! But we do need to compensate for our huge exercise defi-ciency. That’s why it’s so important to get regular activity! And, here we thought we worked so hard...If only we could get the bathroom scale and that mirror to agree with us! Here’s the good news… I have discovered a quick, efficient and “easy as pie” way for us to get regular physical activity in only 10 minutes per day! Even if you are a modern-day

The first event of the season at Harley Davidson of Yorkton, Spring Gear Up, attracted Harley Davidson enthusiasts and wannabes from a wide area of Manitoba and Saskatchewan. Rick Dawson of Harley Davidson of Yorkton says the event was just a large yard party just to get everybody out of the garage. “They can put their yard-work on hold and come out to enjoy a beautiful plus 20 degree day,” he pro-poses. In addition to drooling over the gleam-ing motorcycles both in the showroom and parked outside, attendees were able to take advantage of tax free sav-ing on parts and accessories, and enjoy some beef on a bun, coffee and pop while listening to a live band, The Night Shift. The local Harley Owners Group (HOG) were among the participants dealing up the food and beverages. Riding a Harley is more than just two wheel ride. Looking around the store and in the parking lot, it’s hard to miss the die hard Harley rider. Besides the bike, there’s the clothing, and the ‘Harley look’ which can include the hair, beard, moustache, and in many cases, the tatoo. The camaraderie is also hard to miss. “If you do it right, it’s a lifestyle,” Dawson suggests. “You make lots of friends, you attract a following and you enjoy the product.” Some people ride 1,000 miles while others put on 25,000 miles a year. Some people use their

Harley everyday, rain or shine, he sug-gests. The 2012 Harley are equipped with a bigger engine which is mated with a six speed overdrive transmission intro-duced a few years ago, Dawson reports. The fuel injection and suspension also received some attention. The colors with the new oranges and reds are beautiful this year, he adds. The 2013 models will be out in August, Dawson announces. He’s almost sold out of inventory already as Harley Davidson is still not producing quite enough because of the recession in the U.S. so acquiring a new Harley is a chal lenge. As a result Dawson encour-ages prospective buyers to plan ahead when it comes to buying a Harley Davidson Motor cycle. Sales remain strong, Dawson reports. “There’s still work out there and people want to treat themselves to a motorcy-cle either for recreation or for transpor-tation,” he claims. Dawson appreciates his staff. “These guys stay here after hours. Lots of them come in early. They give me ideas. They help me pitch tables and clean parking lots." The staff makes lots of sacrifices dur-ing the season to make customers happy, Dawson closes. One of the many Harley enthusiasts on hand for the day was Mark Han sen. Hansen says the day allowed him to meet with a lot of old friends, make some new ones and to see all the bikes and bikers at the Gear Up Day.

Hansen has been a dedicated Harley Davidson rider for the last seven years. He says he enjoys the freedom he experiences on a motorcycle as well as the fellow bikers he meets. “Nobody’s got any attitudes. They don’t have anything to prove. They’re just all out for the same thing, just to have fun and ride bikes,” he suggests. Hansen has some advice for motorcyclists. Watch the traffic, he cautions because drivers don’t see bikes. The biker has to be responsible and pay attention to what he or she is doing. “If you’re on your bike and you’re not paying attention, you’re going to get into an accident. You’ve got to be watching all the time,” Hansen insists. He doesn’t agree that riding a motorcycle is more dangerous than driving a car. “You have to be a defen-sive driver,” Hansen closes.

Harley owners gear up

The City of Yorkton recently released a report on the operating structure of the Deer Park Golf Course. The eight page report, which outlines the various routes the City can go in its ownership of the course, addresses the needs of the golf course as well as the pros and cons of four operating models. The four models; munici-pality operated, non-profit lease/operation, establish-ment of a management board, and private opera-tion were broken down by the City in an attempt to narrow down how the golf course will be operated in the future as well as open-ing discussion over the issue of other revenue streams for the golf course and whether they will be kept as contracted servic-es or in-house. Option one, the current structure of municipal ownership which will be extended to the 2013 sea-son, was discussed. This option would see the City continue to operate the course fully while con-tinuing to determine the best route for the con-tracting of pro services at the course. Currently rev-enue from golf cart rent-als go to the pro shop, but that is not the industry standard. Prince Albert, Lloydminster and Saskatoon also operate golf courses under similar models. Non-Profit opera-tion was also weighed which would see the City maintaining ownership of the greens while opera-

tion, maintenance and costs would be the respon-sibility of the non-profit. A model similar to the Gallagher Centre estab-lishing a management board was also brought up in the report as well the contracting of private operation companies such as Prairie Links Golf Corporation or Western Golf Management who both operate golf courses in Regina. The City also noted that the number of rounds played at Saskatchewan golf courses has seen a 10 to 15 per cent decline in the last decade as well as noting that the stress of the economy combined with the wet spring in 2011 has contributed to the further reduction of rounds played in the prov-ince and created new financial issues for a num-ber of courses. Equipment upgrade costs were also mentioned as much of the course’s irrigation and water pumping systems are out-dated including the back up water supply pump for water from JC Beach as well as needed renova-tions to the clubhouse and kitchen equipment main-tenance and replacement in the next five years. The report concluded that the best option is for the City of Yorkton to maintain operation of the Deer Park Golf Course through the 2013 season while con-tinuing to pursue other options to improve the golf course and revenue streams and bring up dis-cussion on proposals for pro services in 2014.
