    Once Upon aTime

    IN 1966,a small group of motivated Ryersonstudents headed up by Kathy Whalenpersistently lobbied to create affordablestudent accommodation. They particularly liked the idea of a Co-op as opposed toa normal school residence because itoffered students control over their environment as well as low-cost housing.In September 1967, it was decided thatRyerson was to have a high-rise co-op.In December of that year, the CanadianUnion of Students sent Stan Adelman, asa field worker, to Ryerson to help thegroup find money and a plan for the longproject ahead. The first thing the Co-opneeded was a building from which theycould operate to gain some experienceand raise capital. Ryerson offered itsproperty at 325 Church Street, a building

    slated for demolition, to be used as aresidence. After selecting a site, theCo-op then needed a mortgage.On Christmas Eve, 1968, a $5.4 milliondollar mortgage was finally approved bythe CHMC. Many problems arose, but thebuilding finally opened and by August15, 1970, all the spots were filled .

    SO WHO ISMR. NEILL-WYCIK?

    Well, the building was actually namedafter three individuals: Wycik was the lastname of Aurilee and Raymond Wycik,two warm hearted individuals who ran asmall cafeteria in Ryerson 's Kerr Hall.Wycik College sounded a lot like WycliffeCollege, a divinity school at theUniversity of Toronto so Kathy thensuggested adding on A.S.Neill's name.Neill was the Principal of Summerhill,one of the most successful English freeschools. The group admired his workand the principle behind a 'free school:In December 1986,work began on theMarten 's Wing(aka the McGillWing). After several delays, theMarten's Wing wasopened in January 1988.In 1995, with much fanfare, Neill-Wycikcelebrated its 25th Anniversary andSeptember 2000 marked our 30thAnniversary!

    Principles Of Co-operationWE WELCOME YOU TO THIS COMMUNITY CALLED

    NEILL-WYCIKBecause we are such a diverse and large mini-community, we needcertain PRINCIPLES and GUIDELINES to keep our world sane and happy.

    Please read them and strive to be a good member of the community.1. Voluntary and OpenMembershipIn order to become a member ofNeill-Wycik you must be a full timestudent Membership is open to anyone regardless of social, political,ethnic, or religious affiliation.2. Democratic MemberControlLike all co-operatives, Neill-Wycik ismember run and controlled. Eachmember is given equal voting rights toelect the Board of Directors at theAnnual General Meeting. Members arealso free to express their satisfaction,suggestions, or criticisms at either theregular Board meetings or the AGM.3. Member EconomicParticipationMoney taken in from housing chargesand the hotel go directly to pay formaintenance, salaries, mortgages,utilities, an d other expenses.Remaining funds go into reserves formajor repairs, capital expenditures, etc.Neill-Wycik is a non-profit co-operativewhere all members share equally inour financial successes and challenges.4. Autonomy andIndependenceNeill-Wycik is an autonomous organization controlled by its members andis not affiliated with one political partyor movement However, Neill-Wycik

    may become involved in politicalissues regarding housing, regardless ofthe leader of this issue. Neill-Wycikrespects any Member's activities inthese areas.5. Education, Training, andInformationCo-operatives provide resources fortheir members, elected representatives,managers and employees so they cancontribute effectively to the development of the co-operative. Neill-Wycikgoes beyond just that by bringing agroup of people together from aroundthe world and supplying them withcommunal space and teaches them theart of co-operation. By encouragingopportunities for volunteering and forworking we hope to create an environment where our Members can developpersonal skills while contributing totheir community.6. Co-operation amongCo-operativesNeill-Wycik works to strengthen theco-operative movement by workingwith other co-operatives locally, nationally, and internationally.7. Concern fo r CommunityNeill-Wycik and its Members are activeparticipants in the community bysupporting local events and charitiesas well as building relationships withsurrounding businesses and residents.

    GovernanceLET THE VOICE OF THE PEOPLE BE HEARD!

    Since governance at Neill-Wycik isco-operative, everyone who lives here hasa stake and voice in decisions m adeaffecting Neill-Wycik. This could be thecolour of the lobby, how much to spendon renovations and what is acceptablebehaviour. We discuss and pass by-lawsthat govern how we live within thebuilding as a membership.Board meetingsMost of this is done through your Boardof Directors. The Board of Directors are12 members who volunteer their time toensure the building is operating to thestandard expected by the membership.The board meets twice a month, in theMeeting Room (22nd Floor) at 7:00pm.All members are welcome to attend ameeting except for confidentialdiscussions.

    Annual General MeetingYou elect the Board at the AnnualGeneral Meeting (AGM) held everyspring. If you have CONCERNS,QUESTIONS, or SUGGESTIONS we arealways glad to hear them. Each BoardMember has a mailbox at the front desk.If you wish to communicate with anyoneon the Board, this would be the first step.After receiving your note, the BoardMember will contact you if necessary, todiscuss the matter further. If you wouldlike to meet with the Board as a whole,leave a message for the CorporateSecretary who will contact you for thenext meeting.

    By-Laws &PoliciesNW BY-LAWS, WHAT DO THEY MEAN TO YOU, THE MEMBER?Neill-Wycik is a community of approximately 780 people that has our ownsecurity, maintenance crew, recreationalfacilities, board of directors, as well asour own By-Laws which are in place toensure a safe and peaceful livingenvironment for all.As a member of Neill-Wycik it isimportant for you to FAMILIARIZEYOURSELFwith the policies andBy-Laws. Remember: the By-Laws wereproposed, argued, voted on and passed byyou, the Member! When you sign theOccupancy Agreement you have agreedto abide by these simple rules of courtesyand behaviour. If you want more details,full copies of the By-Laws are available inthe office or you can ask yourCommunity Assistant.Failure to abide by the By-Laws willresult in CONSEQUENCES which canbe as severe as termination of occupancy.By-Laws: What are they?Why should I care?You need to know what they are andfollow them. If you don't there areconsequences.Here's what can happen:LETTER: You'll get a letter from the officeasking you to a meeting. If you've brokena minor rule, you'll be invited to theMember Relations Committee(MRC)Meeting. If you've broken a major rule,you'll be invited to the Board. The letterinviting you to the Board is a legaldocument (Schedule F); read it carefully.MEETING: Go. This is your chance toexplain what happened. If you can't go,send a letter or someone to representyou. If you don't, the Board or MRC will

    decide your consequences inyour absence.2ND LETTER: You'll get a letter from theBoard or MRC letting you know theirdecision. If the letter from the Board isa Schedule G&H, it is also a legaldocument. Again, read it carefully.APPEAL: You can appeal a decision ofthe MRC at a Board meeting. You canappeal an eviction decision as well.Talk to the Community DevelopmentCo-ordinator or the office for moreinformation about these options.

    A SUMMARYOF THE MOSTIMPORTANTBY-LAWS&POLICIES: Please contribute your two hours to theMember Contribution Program- it benefits everyone!

    Neill-Wycik promotes a drug free,responsible environment.There are absolutely no pets exceptfish and small caged domestic rodentsin multi-units. Pets must notwanderthe halls.

    Attend the Annual General Meeting(AGM) and participate in electing yourBoard of Directors. Please have fun while you live here, butremember that pranks such as tamperingwith fire safety equipment and alarms orthrowing things out windows will affect

    your residency.

    Rent Q&AWHAT EVERY GOOD MEMBER NEEDS TO KNOW ABOUTHOUSING AND RENTQ Am I a Term Payer?A If you live in a multi-unit then youare a term payer, which means thatyou will be paying your rent at thebeginning of each semester (ie.September to December is due onSeptember 1st).Q Can I pay cash?A No, we are not allowed to accept cashfor rent

    Air conditioners must be installed inaccordance with the policy. Additions oralterations to the exterior of thebuilding are not permitted. Please do not let strangers into thebuilding when you enter. Try to lookout for your neighbours and remember,

    you are responsible for the actions ofyour guests and must sign them in. Please remember to pay your renton time. Please treat all members, guests andstaff with courtesy and respect.Harassment, threats and assaults orimpeding the quiet enjoyment of othermembers living environment are not

    tolerated. Please respect the property ofNeill-Wycik and members and reportany damage or vandalism. Please keep your private bedroom andunit clean.

    Q What if there is a delay ingetting my OSAP?A You must immediately contact ourBookkeeper and bring a copy of your'Student Information Document' inorder to receive a deferral. There isno deferral for your first month ormaintenance deposit. This must bereceived before you can move intothe building. If there is a delay inreceiving your OSAP please contactthe B ookkeeper immediately.Q What if I can't pay by the

    first of the month?A Please contact the Bookkeeperbefore the first of the month to makearrangements for a rent deferral. A $25late fee will be charged. Under certaincircumstances this fee may be waived.Q What happens whenI am in arrears?A When you are in arrears the first stepis you will receive a letter informing

    you of a balance owing, includingyour $25 late fee. If payment is notreceived by the date outlined inthe late letter, you will receive aSchedule F, which is a notice toappear in front of the Board. This isthe first step in the eviction process.

    Occupancy Agreement (aka your lease)OCCUPANCY AGREEMENT OVERVIEW(WHAT DOES THAT LEASE SAY ANYWAY?)

    Each member signs an occupancy agreement. A copy of the occupancy agreement isavailable at the 22nd floor office but here are the 'HOT HIGHLIGHTS: You shouldacquaint yourself with the occupancy agreement and the by-laws as these two itemsgovern the way you must conduc t yourself. Details and further information must betaken from the actual occupancy agreement.1) Members planning to move before theiroccupancy agreement expires must givetwo months notice (from the first of themonth) and sign a Notice to Vacate. Thereis a $50.00 administration fee for breakingthe occupancy agreement2) Members must get permission of theCo-operative to paint or decorate unit.3) Members must keep their unit clean andnot allow garbage to accumulate as this canencourage mice. Members must clean theirunit BEFORE terminating their occupancy,or be subject to a cleaning charge.4) Members agree to pay for r ~ p a i r andmaintenance of hislher unit and fixtures ifrepairs are needed because of damagecaused by the Member, the Member'sguests or friends.5) Members agree to report all damage toCo-op immediately.6) The Co-op has the right to enter units incase of emergencies, as per Bylaws, forexterminators, room checks, maintenancerepairs, alterations, decorations or to showunit to new Members.7) Members should purchase fire/extendedinsurance coverage to cover his/her owngoods and furnishings. Neill-Wycik'scoverage only covers the building andequipment of Neill-Wycik.8) Members agree to promote principles ofthe Co-operative and to abide by itsCharter, Bylaws, Rules, Regulations, Policiesand Decisions adopted by the Board and its

    Committees. This includes the Member'sfamily, visitors etc.9) It is the Member's responsibility todetermine the policies relevant to his

    c o n d u c ~ ignorance is not a sufficient excusefor a breach of conduct.10) Members who are in default of theoccupancy agreement or his/her dutiesunder the Charter or Bylaws may haveMembership terminated by resolutionpassed by the Board of Directors. TheMember will receive 10 days notice of themeeting of the Board at which theresolution will be considered. The Membermay appear to make submissions on theirbehalf. Termination will occur on the datespecified by Board of Directors in itsResolution, but the date will not be lessthan 10 days after the hearing. Furtherdetails are available on the occupancyagreement.11) The Co-operative is not liable fordamage to property entrusted to employeesof the Co-op or loss of any property bytheft or otherwise. The Co-operative isnot liable for injury or damage to personsor property.12) The Co-operative is governed by theCo-op Corporations NOT theResidential Tenancy Act.13) The waiver form within the agreementabsolves Neill-Wycik of any responsibilitywhile Members use any of the SACfacilities or common areas or attendany events.

    Community Assistants ProgramCOMMUNITY ASSISTANTS ORIENT NEW MEMBERS

    We have Community Assistants to orientnew members to the building and area,support members in completing theirMember Contribution Program hours,promote co-operative principles, andprovide start up and resource help toclubs and committees. Your CA alsoplays a large role in the sustainabilityof our environment as they run andassist members with the recycling program on a regular basis. If you are

    unsure of what you can or cannot recycle,ask your CAlWhat Does My CA Do For Me?If you have questions about the building,if you wish to start a club or committee,if you are not sure what to do for yourMember Contribution Program hours, ifyou need help in organizing a cleaningschedule for a multi-unit, then callyour CAl

    Membership Contribution ProgramA Bit of BackgroundThe aim of a student-housing co-operativeis to provide housing that is affordableand responsive to the particular needs ofstudents. A co-op is affordable becausemembers give their time in different waysand responsive because each member hasa voice in decision-making.

    How do I get involved?Contact your CA.Who keeps track of what I do?Your CA will enter the hours you havecompleted in the Neill Wycik database.What happens if I don'tcomplete my MCP hours?See the chart on the following page.

    THE LIST OF IDEAS INCLUDE: Joining a club or committee or start oneyourself (talk to your CA first). Somecommittees from previous years; Movie,Newsletter, Recycling, Food Drive andFundraising (for local charities). Outreach work; if you are aware ofan organization that needs volunteers,talk to your CAl We have providedbaked goods to a local women's shelterand sandwiches for the Salvation Army. Run for the Board of Directors! We haveelections at the Annual GeneralMembers' Meeting. You can nominate

    yourself or have someone do it for you.It is the quickest way to immerse your-self in Wycik culture. - Organize an event for your floor or thewhole building! SAC can be approachedto finance good ideas. Forms are available from your CA . Attend Board forums, work on a policytaskforce or respond to surveys to helpwith co-op governance. Ask about maintenance tasks and cleaning at the front desk. Help out with managing SAC facilities.

    Neill-Wycik Recycles!Neill-Wycik does its part in helping tocreate a sustainable world through itsRecycling Program. Members areencouraged to contribute by sorting theirrecyclables and using the blue binsprovided in each unit. Recycling not onlyhelps to keep more waste out of thelandfills but it also keeps costs down forthe building. This allows us to continueto provide excellent services and facilitiesfor our members.Recycling is picked up twice a week bythe CAs and members of the RecyclingCommittee. Joining the RecyclingCommittee is an excellent way to getyour MCP hours done. There is also arecycling room in the basement where

    you can go and sort your recyclablesinto the various bins if you missed thepickup date. Large items should beplaced outside at the back fence. Look forthe signs on each floor to see which itemsare recyclable and which are not.

    FIRE ALARMS!!!!!!!!!When a fire alarm sounds you shouldimmediately leave the building usingthe deSignated fire stairwells located ateach end of your hallway. Security willrespond within the first 2-3 minutes ofthe alarm and proceed with theinvestigation process.Important things fo r you to knowduring a fire alarm: Elevators do not work, use the stairs,you are putting yourself in dangerwhile waiting. Do not take time to gatherbelongings. Make sure all windows and doors areshut, especially the Hallway Door tocontain smoke in the unit. Make sure all major appliances areoff. Leaving something on the stove

    while you are gone may result innew fire.

    Listen to Security at all times.Security will not hesitate, they have aspecific job to do and interfering withthat puts you and others in danger. When out side of the building besure to stay clear of all doors so thatfire fighters can easily access thebuilding.Important fire prevention: Keep all doorways clear. All units use fire doors that preventthe spread of fire. Propping themopen allows fire to access other areasand spread easily.     MOVE-IN INSPECTIONFORMAs a member, you are responsible forfilling in your MOVE-IN INSPECTIONFORM. Please complete it within 15days after move-in. This form is youronly recourse in any damage depositdispute. Hand it into the front desk.

    Upon m o v e - o u ~ you will be required tohave a MOVE-OUT INSPECTION FORM.Maintenance will arrange to inspect yourunit. If there are any discrepanciesbetween the move-in and move-outforms, you will be charged according tothe damage.

    Yep - a regular hotel withvisitors from all OVER THEWORLD. Many students leaveWycik in the summer whenschool is over which leavesus a partially emptybuilding. What could haveresulted in an enormousfinancial problem for Wycik(we still have to pay ourmortgage, our utilities, property taxesand other operating costs) we insteadoperate a profitable summer hotel.

    Employment OpportunitiesThe hotel has also benefited members byproViding SUMMER EMPLOYMENT toover 35 people in housekeeping, frontdesk and the cafeteria. During May andJune, when we have hotel vacancies, weare able to p a i n ~ patch and fix up theunits that may have experienced damagethrough the school year thus limitingdisruption to members.The Word is Getting Out!The hotel has grown and become morewell-known throughout the world. WEARE PUBLISHED in the famous "Let'sGo" guides, Trip Travel Guides,Frommer's, Fodor's and the CAA handbooks, Tourism Toronto maps, brochures,and many more. This advertising hasincreased the public's knowledge ofNeill-Wycik and has often been the reasonwe have attracted new members toNeill-Wycik during the school year.

    HOTEL STATISTICS: Over 25,000 visitors a year. Almost 100% occupancy in lateJuly and August The hotel does contribute to Wycik'sbudget every year.     Neill-Wycik BursaryNEILL-WYCIK HAS A BURSARY PROGRAM!

    THE NEILL-WYCIK BURSARY is anaward based on financial need, withoutundue emphasis on a student's academicstanding. There will be two bursaries of$500.00 each per school year available tomembers in financial need. One of thebursaries will be given in the fall, andthe remaining one will be given out inthe winter.

    SOURCE OF BURSARYFUNDSMoney for the Bursary Program has beengenerously donated from the Board ofDirector's budget.

    DISBURSEMENTWatch for signs showing when you canapply for the bursary. There are twoapplication periods, one in the fall andthe bursary is awarded at the end ofNovember, or early December. The otherbursary is in the winter semester andwill be awarded sometime in March.

    ELIGIBILITYTO BE ELIGIBLE TO APPLY for a NeillWycik Bursary, you must be a member ingood standing and you must have livedat Neill-Wycik for a minimum of fourmonths at the time of application.Returning members who lived here for aminimum of four months last school yearare also eligible. You must be an undergraduate or teacher's college student whois currently enrolled in at least 51% of a

    full course load, and you must have aminimum cumulative GPA of 2.0.Because graduate students can pursuealternate sources of funding, the Bursarywill not be open for them. The majorconsideration of the Bursary Committeewill be financial need, but your contributions to the Neill-Wycik community overand above minimal Member ContributionProgram requirements will also be animportant factor.
